FOREWORD

Procedures and practices on Indian Railways in relation to execution of Works

Contracts were being followed by Zonal Railways as per their respective Schedule of

Rates and related Specifications. With changing times, many technological

advancements, modernisation and mechanization in works activities have taken

place and these have resulted into many Non-Schedule items in various works

contracts. Presently all Zonal Railways are having their own Schedule Of Rates, as

old as of 1996 which, being not amenable for easy updation, lead to distortion of

rates over a period of time in items of works covered in different Chapters of SOR.

Standardisation of Items of Schedule and Specifications were always felt

necessary and accordingly, based on recommendations of Works Standards

Committee; an Expert Group was formed by Railway Board, having participation of

IRICEN, RDSO & four Zonal Railways alongwith Finance representative from Railway

Board. For Unification & Standardisation, Consultancy was also awarded to M/s

RITES.

It is a glorious moment for Engineering Department of Indian Railways that

with sincere efforts of Expert Group, Consultants & Railway Board, such an activity

of Unified Documents could be made to see light of the day. I am delighted to

present the first ever ‘Unified Standard Schedule of Rates’ and related ‘Unified

Standard Specifications’ for uniform adoption on Indian Railways for works activities.

These documents are having about 4000 items, including new items on Bridges,

Horticulture and Environment alongwith latest developments in construction

activities.

This effort on computerised platform with Unified Analysis of Rates will help

Indian Railways in quick updation of location-specific and time-specific Schedule of

Rates. It would also be a stepping stone towards computerised planning, estimation,

contract finalisation, billing & payment activities through on-line process.

I would like to place on record my appreciation to the sincere efforts of

Shri V.K. Gupta, Adviser/L&A, Shri P.D. Sharma, ED/L&A & Railway’s Expert Group

comprising of IRICEN, RDSO, Zonal Railways and its Member Secretary,

Shri Alok Kumar, Chief Engineer/P&D/NR alongwith M/s RITES, the Consultants for

bringing these valuable standard documents to reality.

I congratulate Indian Railways for the excellent efforts and wish this

document a success on Indian Railways system.

As per prevalent system on Indian Railways, all Zonal Railways are following their own

Schedule of Rates and related Specifications for execution of works contracts.

Technological advancements, modernisation and mechanization in works activities in

recent past and non-updation of these documents have resulted in many Non-Schedule

items in contracts.

In terms of recommendations of Works Standards Committee for Standardisation &

Unification, Railway Board constituted an Expert Group for finalising ‘Unified Works

Specifications’ and ‘Schedule of Rates’ for adoption on Indian Railways. Constitution of

Expert Group was frozen by Railway Board as under :

In terms of Railway Board’s no. 2004/LMB/1/4Pt., dated 22.9.06; Ministry of Railways

awarded Consultancy to M/s RITES for ‘Unified Works Specifications & preparation of

Computerized Basic Data Sheet to enable preparation of Schedule of Rates’. An

agreement was accordingly executed between NR & M/s RITES vide no. 229-W/36/

Expert Group/W.II, dated 14.5.07.

As per ‘Terms of Reference’ to agreement, various meetings of Expert Group were held.

M/s RITES arranged expertise from CPWD, NHAI, MES, DMRC, IRC, BIS & other Govt.

institutions alongwith services of various experts and S/Shri R. Balasubramanian, Retd.

GM/Railway; A.K. Chakravarty, Retd. Chief Engineer/Railway; S.B. Jhamb, Retd. ADG/

CPWD, Dr. S. Ponnuswamy, Retd. AGM/Railway and Ravikesh, Retd. Dy.CE/Railway.

5.

Various documents, referred to and adopted by the Expert Group are :

(i) CPWD Specifications – 2002 Edition (Vol.1, Vol.2 and Vol.3 with latest Correction Slips) (ii) CPWD Schedule of Rates and Analysis of Rates 2002

(iii) National Building Code of India 2005, published by Bureau of Indian Standards

While quite a big number of items in the SORs, being practiced by various Zonal

Railways were common, many items were found different as per local requirements.

Also, a number of ‘non-schedule items’ had also generated in course of time & still

continuing as NS items for want of revision of SORs; although being in use for long time.

Moreover, Govt. organisations, e.g. CPWD who expertise in works contracts &

maintenance activities, have separate unit for formulation and updation of Schedule Of

Rates & related Specifications. Therefore, it was considered proper & reasonable by the

Expert Group on ‘Unified SOR’ to follow & adopt established practices w.r.t. SOR &

related Analysis of Rates (AORs).

Existing SORs/AORs & Standard Specifications of all the Zonal Railways were collected

& studied. After detailed deliberations/discussions and also based on time-to-time inputs

from various Zonal Railways/Field Units alongwith expertise of RITES, following Unified

Documents have been finalised by nominated Expert Group -

Salient Features :

9.1 It

is

comprehensive Schedule Of Rates to be adopted uniformly by all Units of

Engineering Department on Indian Railways with facility for automatic updation through

software based Analysis Of Rates. Updation of SOR is possible as frequent as desired

with very little efforts.

9.2

It is a combination of Universal Items being used all over Indian Railways and also

area-specific items being used by some Zonal Railways.

9.3 About 4000 items from all possible fields of works & materials, incorporating latest

practices & technology are covered in newly formulated SOR; while earlier quite less

items were covered in existing SORs of Zonal Railways, resulting into framing of

enormous non-schedule items by field engineers.

9.4

All the items have been divided in 25 Chapters of SOR. However, an additional Chapter

on Mortar is added in Standard Specifications & AOR Documents, while it is merged in

relevant Chapters of SOR.

9.5 The Basic Input Data Sheet has been designed to enable feeding of prevailing rates of

material, labour, equipments etc. so as to prepare Zonal Railways & locations-specific

and also time-specific Schedule of Rates.

9.6 The software has been designed for facilitating its further adoption in preparation of

estimates by Zonal Railways.

9.7

Further use of Unified SOR for preparation of estimates, tender schedule, measurement

of works and billing & payment of work has also been visualized through integrated IT

based development and adoption on Indian Railways.

These ‘Unified Standard Schedule Of Items For Rates Of Materials & Works’ are being

issued in supersession to all existing Schedule Of Rates, issued & prevalent on all Zonal

Railways & other organisations of Indian Railways and shall come into effect from 1

I would like to place on record my appreciation to the sincere efforts of Expert Group

The complete exercise of Unification & Standardisation of Specifications, SOR & AOR will

also help Railway organisation financially; because all efforts have been made to remove

shortcomings in existing documents and all possible latest cost-effective solutions,

modern & technologically advanced practices in construction fields have been

standardised & incorporated for uniform adoption on Indian Railways.

General And Operating Instructions

1. General Instructions :

1.1 These instructions & guidelines are applicable for all items included in all Chapters.

1.2 Cost of cement is not included in any item except where specifically mentioned in the item. However, in case of pre fabricated CC/RCC items, which are to be purchased from market, cost of cement in manufacturing these items is included in rate. Cost of white cement, wherever required is included in the rate of relevant item.

1.3 Cost of carriage of materials upto the site of work is included in the input cost of basic items. 1.4 In Rate Analysis, misc. expenditure has been taken care of under the heading ‘Sundries’ (indicated by Item Code 9999 in the Basic Rates Sheet). Rate for ‘Sundries’ has been taken as 1.00 and will remain constant for all Zonal Railways. This shall be increased @ 5% per annum, i.e. rate after one year shall be changed from 1.00 to 1.05.

1.5 Design Mix Cement Concrete of all grades from M-15 to M-40 will be paid at same rate irrespective of grade mentioned in the item. Grade mentioned is for guidance purpose. However, grade of RCC to be used at site shall be mentioned in the BOQ.

1.6 Polyester Triangular Fibre may be added in CC/RCC/Plaster/Flooring/Concrete Pavement & other Misc. items of any Chapter, e.g. Chapters - 3, 4, 5, 9, 10, 11, 17, 19, 20 & 23 and wherever required. However, relevant item is given in Chapter 4 (RCC) as Item no. 045030 (Specifications - Para 4.11).

1.7 Cost of Admixture shall be paid extra unless specified in the item.

1.8 Items in Chapter-21 are for works not requiring traffic block unless otherwise specified in the relevant item. All items are for clear span upto 45.7m, unless otherwise specified.

1.9 Consumption of cement, if any has been mentioned against the relevant item in the SOR. Quantity indicated is in quintal required for execution of one unit quantity of relevant item. In case of Design Mix, cement consumption shall be as per approved mix. However, indicative cement consumption has been given. In case of hollow/solid block masonry, consumption of cement shall be assessed at site as it depends upon size/shape/type of block.

1.10 Cost of shuttering, wherever required, has to be paid separately and is not included in the rate of item except where specifically mentioned. Shuttering shall be paid only for the area coming in contact with the concrete surface.

1.11 Fusion bonded epoxy-coated reinforcement bars as per relevant item in Chapter 4 shall be used in coastal areas or as decided by the Engineer-in-charge.

1.12 For bridge works, items mentioned in Chapters – 19, 20, 21 and 22 shall be used. These items shall not be used for any work other than bridge works.

1.13 Species of suitable wood to be used against items mentioning country wood shall be identified and approved by Zonal Railway. New items may have to be derived by Railways, if there is rate difference in different species.

1.14 Use of asbestos fibre cement items in new structures shall be discouraged and these items shall be used only for maintenance of existing structures.

1.15 PL-AL-PL and CPVC pipes shall be used with specific approval of competent authority, as these are very costly.

2. Operating Instructions :

2.1 Numbering System Of SOR Items

A modern system of numbering SOR items has been adopted for easy identification of item and linkage between item number & description of item. This system is computer friendly and will help in making software for computerisation of estimates & billing processes, whenever these are taken up. Every SOR number consists of 6 numeric digits, as detailed below -

(i) First 2 digits (left side) indicate Chapter no. from 01 to 25.

(ii) Next one digit indicates Sub-Group within the Chapter. It can value from 1 to 9 only. (iii) Next 2 digits are Main Item nos., varying from 01 to 99. Item nos. are continuous

within one Sub-group; but restart from 01 with change of Sub-group.

(iv) Next one digit, i.e. right-most digit indicates Sub-item within the main item. It can vary from 0 to 9. It will have value 0, if there is no Sub-item. Also, it will be 0 for main item with Sub-items, but in this case this item will not have any unit or rate, since unit & rate are associated with Sub-item.

2.2 Procedure For Adopting Base Rate By Zonal Railway To Finalise Their

‘Standard Schedule Of Rates’ :

2.2.1 ‘Analysis Of Rate’ of each and every item included in ‘Unified Standard SOR’ has been prepared on ‘Excel Spread-Sheet’ and will be supplied to all Zonal Railways. Zonal Railways are not authorised to make any changes in the Analysis Of Rates of any item. A separate file containing ‘Basic Items’ is also attached alongwith SOR / AOR, which also includes basic rates for each item; but these are only for guidance and checking consistency in the analysis.

2.2.2 Zonal Railways shall appoint a committee of three JA Grade Officers including one from the Finance, who shall be responsible for collecting the market rates for every basic item included in ‘Basic Input Data Sheet’. The committee shall put up their recommendations regarding the rates to be adopted for each item and it shall be approved by the Chief Engineer, nominated by PCE of the Zonal Railway. Thereafter, these rates shall be fed in relevant columns of computerised file of ‘Basic Input Data Sheet’.

2.2.3 This exercise will ensure updation of ‘Unified Analysis of Rates’ for each item and final rates for all items of ‘Unified Standard SOR’ shall be available, which shall be adopted by the Zonal Railway for operation of their SORs.

2.2.4 Since, computerised vetted Analysis of Rates for all items are already available; Basic Rates shall be updated on every three years interval or earlier, as decided by PCE of Zonal Railway. Exercise shall be started in January and be completed by 28th February of that Year.

2.3 Procedure For Change In SOR Items And Specifications -

Since, Unified Standard SOR and Specifications are being issued by Railway Board, any change in the description in SOR Items or Specifications can be done with the approval of Railway Board only. In case, any Zonal Railway finds any discrepancy in SOR Items or Specifications which is creating problem in execution of that particular item, it should form a Committee consisting of two nominated Chief Engineers, one each of Open Line and Construction Unit, who should study the problem and give its recommendations. If the change suggested by them has a financial implication, concerned FA&CAO of Open Line shall also be associated in this Committee.

Recommendations of this Committee, duly recommended by Principal Chief Engineer of Zonal Railway shall be forwarded to Concerned Directorate of Railway Board, handling the subject of Unified SOR. At present, Land Management Directorate is dealing with the subject. Railway Board will issue necessary amendment to all Railways after considering the proposal.

2.4 Procedure For Addition Of New Item In ‘Standard Schedule Of Rates’ –

Zonal Railways are authorised to add any item in ‘Unified Standard SOR’. For addition of new items in SOR, a committee consisting of two Chief Engineers, one from Open Line and other from Construction alongwith concerned FA&CAO of Open Line shall scrutinise the new items to be added in SOR as proposed from any field unit or Division.

The committee shall also scrutinise the Analysis Of Rates of proposed item. These recommendations to add the items shall be put up to PCE of Zonal Railway who shall be the authority to include new items in SOR. Once PCE approves the item alongwith its analysis of rates, the same may be incorporated by Zonal Railway in the SOR in the respective Chapter. Zonal Railways shall advise the list of all such new items included in their SOR every year in the month of December to Railway Board, who shall scrutinise all these items received from all Zonal Railways and if found fit, will circulate list of New Items to be included subsequently in ‘Unified SOR’ applicable for all Zonal Railways.

2.5 Procedure For Deletion Of Item From ‘Standard Schedule Of Rates’ –

PCE shall be the authority to ban execution of any particular item on the Zonal Railway, if they find that the particular item is not suitable to their Railway system due to any reason.

which shall not be operated by field units. In case, PCE is of the opinion that any particular item included in ‘Unified Standard SOR’ is having adverse effect and needs to be deleted from it, the matter shall be referred to Railway Board, which will take necessary decision.

2.6 Operating Procedure Of Preparation Of ‘SOR’

2.6.1 The ‘Schedule Of Rates’ (SOR) and ‘Analysis of Rates’ (AOR) are given in one folder named ‘Unified Standard SOR.

2.6.2 This ‘Unified Standard SOR’ folder contains five interlinked files in ‘Excel’ format. The final printable "Schedule of Rates" is given in one Excel file, named ‘SOR Excel’. All the 25 Chapters of SOR (alongwith Chapter 26 for Mortar) are given in this file only. Each Chapter is given in a separate sheet. This file is formatted for printing and print of the SOR can be taken by printing one sheet at a time.

2.6.3 Nomenclature, Item Code, Unit and Rates of ‘Basic Items’ have been given in one separate file, named ‘Basic Data Sheet.xls’. This file is non-editable except the cells where the rates are to be entered by the concerned Zonal Railway. Editing in these cells shall be password protected.

2.6.4 Analysis of Rates has been done in three Excel files named AOR1, AOR2 and AOR3. Chapters included in these files are given below :

‘AOR1’ - Chapter nos. 2, 7, 9, 10, 12, 14, 15, 16, 17, 20, 22, 23, 24 & 26 (Total 14 nos.) ‘AOR2’ - Chapter nos. 8, 11, 13, 18, 21 & 25 (Total 6 nos.)

‘AOR3’ - Chapter nos. 1, 3, 4, 5, 6 & 19 (Total 6 nos.)

2.6.5 SOR and AOR files are in non-editable form and corrections to these can be done by the nominated competent authority, as to be nominated by Railway Board.

2.6.6 Since, all the files are mutually linked within the folder, any attempt to modify any one of these may distort other files. Therefore, only the competent and authorised person shall be allowed to access the soft copies of these documents.

2.6.7 The procedure for initial preparation & subsequent updation of SOR is detailed below - a. Open all the five Excel files in the folder in following sequence - Basic Rate Sheet, AOR1,

AOR2, AOR3, SOR.

b. While opening each file, a dialogue box asking "update/do not update" will appear, in which "update" command should be given. Further, second dialogue box will appear, where "Continue" command shall be given.

c. Make the changes in the file "Basic Rate Sheet". Changes are possible only in the rate column. It will ask for a password for making changes. This is the most important stage and Railways must ensure that password is suitably secured.

d. As soon as change in rate of any item in ‘Basic Rate Sheet’ file is made, its effect will be shown instantly in the rates of all items of SOR, where this particular item has been used.

e. After making all the required changes in the basic input rates, all files must be saved one by one and then closed one by one. Changes in SOR will be effective only when all files have been saved & closed properly.

f. The sequence of opening of file shall be strictly followed as given above. Any deviation from the procedure as given above may cause errors.
