Thesis: Waterfront Redevelopment Projects Dear friends,

I'm looking for some waterfront redevelopment schemes that I can use as case-studies for my thesis project, which is "Sustainable Redevelopment of the Colaba Waterfront."

Colaba is a premium locality in downtown Mumbai(India), a portion of which is slowly being

encroached upon by slums. The project will include the re-settlement of these slum dwellers and a "people's place" on the seafront. So, could anyone please suggest some appropriate work that I can look at.

Sabarmati riverfront development project at Ahmedabad has been a much worked upon project. you could get in touch with CEPT, school of Architecture at Ahmedabad or AUDA, which distributed a public copy of the project free of cost. Alternatively contact EPC at Ahmedabad- thge private firm headed by mr. Bimal Patel. This firm has done the initial design and layout of the project.

Well, for case studies I would suggest you look into 2 books specialized in waterfront development and full of successful waterfront projects world wide, these are:

Hi Rashmi,

There would be tons of development projects internationally. But you can have a great resource right next to you. The work done by P.K. Das and Associates on the waterfronts of Carter Rd., Bandra Bandstand and the Landsend. Also, Das had done a complete study of the entire 34 km. stretch of Mumbai's waterfronts in 96-97. It is a very informative report. There was a proposal made by Salil Ranadive for the Marine Drive precinct which was stopped. Since you are looking for a sustainable design with slum considerations, the works of PK Das should be very helpful. Also visit this site:

Rashmi, in a city such as Mumbai where land prices are skyrocketing because of density. I do not think that the powers that be have the political will nor the motivation to allow prime seafront land to be given over to the slum dwellers. The powerful of Mumbai that make the laws and influence politicians do not want a redevelopment scheme that lowers property prices. What they want is "A people's place for only certain kinds and classes of people." I may be cynical though, so don't listen to me.

Actually the challenge in this project and the 'global' cities in India is to create public spaces that are truly accessible to diverse uses and all sections of society. Sadly, the present development trends and the eagerness for economic success, favor uses such as shopping malls, and riverfront restaurants and bars. (Refer to Xintiandi market, Shanghai and Shichahai lake, Beijing -- as examples of such redevelopment projects)

A novel way to manage this paradox of economic development and social equity is to allow different kinds of uses during the different times of the day. As examples, you may refer to the Meat-packing district in New York and the Strip District in Pittsburgh. Both the sites accommodate lower sections of the society during the day in activities related to grocery packing and distribution. In the evening, the sites transform into upscale and trendy nightlife. Another direction for change is the urban policy. Widely experimented, there may be ways in which developers can be allowed incentives (such as higher FAR's) if they accommodate affordable housing on the site. Yet another policy direction is to ensure that the relocated slum-dwellers benefit economically from the development, by the new employment opportunities created on the site. Such considerations or brief attention to such issues might help in making your project richer and not just a pretty park design. All the best!

Most waterfront development projects today deal with reclaiming prime land for recreational purposes or as a city-wide resource from their prior industrial uses that have often become defunct. As a result, in addition to losing their primary function, the faces of such port cities (seafronts) also face challenges that you mention in the name of encroachment, market pressures, future sustainability, comprehensive planning, development and design in general. I agree with Shiraz, that in a city like Mumbai, the "people's place" is selective to certain classes first in its

development (as in where the money is coming from) and then obviously in terms of returns (the classes it is catering to so its use!) When you look at most case studies, (London, NYC, Boston, Mumbai, Karachi etc.) you will find appropriate gentrification in the name of "the gateway to the city" or "grand sea-front development" etc. Other projects like the Toronto Portlands relied on getting the Olympic commission (which was unsuccessful) to redevelop industrial waterfront areas. Closer to home, New Delhi is tying in the Yamuna redevelopment scheme to the

upcoming Commonwealth games in 2010. My point is that these are huge projects and their realization into

"successful" places may not be as utopian as we would like them to be. Highest and best use seems to define success in most cases. Also, part of the problem in realizing the project in cities specifically in India is ownership, which is so fragmented. This makes reclaimation very difficult for grand vision projects. Encroachment and informal uses that have mushroomed over time further complicate the problem.

Mixed use is probably the best approach -- you should look at different examples of how you can integrate a variety of uses to sustain a vibrant community. Investment in real estate is most likely going to be high income but uses may be may be programmed to cater to all income groups. You also need to define "people's place" a bit more. Take the Worli seaface in Mumbai for example -- it abuts a fairly affluent, mostly residential community but many people use the space in the evenings and the mornings. It could be a lot better but it would be fair to say that it is a people's place. If I live in Andheri, I wouldn't come to Worli to enjoy that space. My point being, that you need to also define the scope and catchment area of redevelopment -- who is the client? The neighborhood, the district or the city itself. This will inform the gamut of your programmatic guidelines to approach the problem.
