The Hong Kong College of Surgical Nursing (HKCSN) has been accredited by the Nursing Council of Hong Kong (NCHK) to be a Provider of Continuous Nursing Education (CNE) for a 3-year period from 12th December 2013 till 11th December 2016. The HKCSN aims to continue to be a Provider of CNE in the future to monitor the nursing training programme is of standard and good quality. Being an Academy College of the Provisional Hong Kong Academy of Nursing (PHKAN), HKCSN has set its policy on continuing nursing education requirement according to the PHKAN standard.

Policy on Awarding Credit to Training Programme / Activity

Training Needs

The HKCSN employs a two-way system in identifying the training needs of the specialty. Members of the College may make suggestions to the College of their special needs in Surgical Nursing and the College may put forth training needs according to the current trends in Surgical Nursing. The Professional Development Committee (PDC) consolidates the needs and proceeds to plan the training programme / activity.

Development of Training Programme / Activity

The Chair and the members of the PDC consult related specialty member of the Clinical Consultative Workgroup to plan and develop the content of the training programme / activity. The specialty member will identify and recommend the best available speaker or expert in the specialty to the PDC. The PDC proposes the training programme / activity to the Council with details of the lecture topics, speakers’ names and qualification, target participants, date and time, venue, teaching mode and assessment method (if any) to the Council for endorsement.

Awarding Continuing Nursing Education (CNE) Points

The award of CNE points is according to the guidelines as laid down by the Nursing Council of Hong Kong. The minimum number of contact hours to be awarded is one. After the first contact hour, fractions or portions of the hour will be rounded down to the nearest half-hour. This award shall be agreed and proposed by the PDC and approved by the Council of the College.

Evaluation of the Training Programme / Activity

Formal and informal methods of the training programme / activity are used for evaluation. Valuable feedbacks and discussion during and at the end of each lecture activity are noted as a form of evaluation. Participant’s feedback is collected by using an evaluation form at the end of all training programme / activity. Multiple choice questions, short questions and written course works can be a form of assessment of the learners in some training programmes. A summary report on the evaluation of the training programme / activity is submitted by the PDC to the Council within 3 months. Recommendation for improvement will be made in future training programme / activity.

Quality Assurance of the Training Programme / Activity

The Quality & Standard Committee will review and audit training programme / activity from time to time to assure it meets the quality and standard of advanced surgical nursing.

Guiding Principles for Continuing Nursing Education System

1. General Principles

1.1 One Continuing Nursing Education (CNE) cycle consists of 3 years.

1.2 CNE cycle starts from 1st of April. Members and Fellows will commence their first cycle on the first day of the month immediately after their admission to the Membership or Fellowship. The required CNE points for the first cycle will be counted on a pro-rata basis.

1.3 Minimum CNE requirement is 60 CNE points in a 3-year-CNE cycle of which 15 points is general CNE (e.g. Management, Infection Control, Workplace Violence lectures, etc.) and 45 points is specialty-related (i.e. surgical-related).

1.4 Extra CNE points accumulated in one CNE cycle cannot be carried forward to the next cycle.

1.5 Members and Fellows holding multiple Memberships / Fellowships under different Academy Colleges must fulfill the requirements for each of these Membership / Fellowship.

1.6 The number of CNE points required for Members and Fellows of different sub-specialties within the same college shall be the same and not required to obtain more than 60 CNE points.

1.7 Academy College should keep proper record of every CNE programfor 6 years.

1.8 Members /Fellows must respond to the call for CNE returns from the Hong Kong College of Surgical Nursing and submit all returns within the defined period of time. Members and Fellows failing to submit the return on time shall be regarded as CNE non-compliant. Penalty will be enforced as the Hong Kong College of Surgical Nursing thinks fit.

1.9 Members / Fellows should fill in the CNE activities in the Specialty-related Continuing Nursing Education Record (Appendix 1) issued by Hong Kong College of Surgical Nursing and sign on it. Any willfully false information is sufficient cause to rejection of the application for renewal of Membership / Fellowship. Members / Fellows should be prepared to provide record verifying participation or successful completion of course on request by the Hong Kong College of Surgical Nursing.

1.10 It is the responsibility of the Member or Fellow to update the Hong Kong College of Surgical Nursing of his / her contact address whenever it is changed.

2. Accredited Activities

2.1 Participation as an attendee in a CNE program: 2.1.1 Every one hour lecture - 1 CNE point

2.2 Chairing /Oral Presentation in a health care related conference:

2.2.1 Chairperson - 10 CNE points for international conference - 7 CNE points for local conference

2.2.2 Oral Presenter - 8 CNE points for international conference - 5 CNE points for local conference

2.3 Poster presentation in a health care related conference:

2.3.1 First author in international conference - 6 CNE points 2.3.2 Co-author in international conference - 3 CNE points 2.3.3 First author in local conference - 2 CNE points

2.3.4 Co-author in local conference - 1 CNE point

2.4 Publications:

2.4.1 First author - 10 CNE points 2.4.2 Co-author - 5 CNE points

2.4.3 No more than 10 CNE points for single publication

2.5 Reviewers of indexed journals: One article - 8 CNE points

2.6 Research:

2.6.1 Principal researcher of published research - 20 CNE points 2.6.2 Other team member of published research - 10 CNE points

2.7 Undergraduate & Post-graduate training:

2.7.1 Undergraduate & Post-graduate teaching as part of job duties of a Member / Fellow will not be accepted as CNE activity

2.8 Accredited lectures organized by institution / association / local department 2.8.1 Every one hour lecture - 1 CNE point

2.9 Clinical attachment Program with clear objectives & reflection report 2.9.1 Every 2 hour practicum - 1 CNE point

2.10 Quality assurance, audit & activities for improvement of patient care:

2.10.1 Chief clinical auditor who convenes the audit from preparation to compilation of report - 5 CNE points

2.10.2 Chief planner who convenes quality improvement program from preparation to compilation of report - 8 CNE points

2.10.3 Participation in auditing or quality improvement programs are considered as CNE activities with active participation - 2 CNE points

3. Exemption

3.1 Retired from Active Practice

3.1.1 Application for CNE exemption will be considered only if the Member / Fellow has formally submitted a written declaration to the Hong Kong College of Surgical Nursing that he / she has retired from active practice in and outside Hong Kong.

3.1.2 A Member or Fellow holding multiple Memberships / Fellowships cannot claim retirement from active practice for one specialty while still practicing the other specialty / specialties. A Member or Fellow can apply for suspension of a Membership / Fellowship for which he / she chooses not to continue with CNE.

3.2 Acute / Prolonged Illness and Permanent Disability

3.2.1 A Member or Fellow who falls short of the required CNE because of acute / prolonged illness or permanent disability should notify Hong Kong College of Surgical Nursing and seek approval for exemption from the CNE activity. Application will be considered, on condition that he / she is not in active practice.

3.2.2 When a Member or Fellow recovers from prolonged illness and resumes his / her nursing practice, he / she will be required to re-start his / her CNE cycle and to obtain at least 20 CNE points in the first 12 months of the cycle.

4. Certification for Specialist Registration

4.1 If a Member / Fellow who has been exempted from CNE for reasons other than prolonged illness, or whose Membership or Fellowship has been suspended due to CNE non-compliance, subsequently wants the Hong Kong College of Surgical Nursing certify him / her for Specialist Registration, he / she will be required to have obtained at least 60 CNE points within 36 months counting back from the date of application for certification. A pro-rata number of the 60 points required must be obtained within the period between the date of Membership or Fellowship removal (CNE exemption) and the date of application for certification.

4.2 If a Member or Fellow who had been suffering from prolonged illness and has been exempted from CNE subsequently wants the Hong Kong College of Surgical Nursing to certify him / her for Specialist Registration, he / she will be required to have obtained at least 20 CNE points in the first 12 months of his / her resumed cycle.

4.3 A Member or Fellow shall be certified to have fulfilled the CNE requirements for the purpose of Specialist Registration, as long as he / she has obtained the required number of points for a cycle.
