(22) 22. Legislation Since the publication of the Blue Book 2012 several regulations have come into effect. A further raft of changes that will affect the industry are in prospect, and these are outlined below with their likely dates of implementation. New legislation Green Deal. The Energy Act 2011 made provisions for ‘Green Deal’ – the legal framework is now in place.. Future legislation Infrastructure (financial assistance) Bill. Projects must be “nationally significant” and ready to start construction in 12 months. Projects relating to water, electricity, gas, telecommunications, railways, health, education, court/prison facilities and housing all apply.. Energy Bill. Draft published by DECC on 22 May 2012. The Bill provides a legislative framework for low carbon energy. Includes provisions for Energy Market Reform (EMR) and investment in upgrading the grid by 2020.. Water Bill. (57) Maintenance KPIs Overview The maintenance of a building is essential to the function of the business. In today’s environment managers are searching for any edge that can provide them with success and maintenance outsourcing is one approach that is perceived to lead to greater effectiveness. Outsourced maintenance service providers can bring best practice to an organisation but a client will need year-on-year demonstration of improvement. Measurement becomes important and adoption of KPIs (Key Performance Indicators) is a powerful mechanism to monitor performance. BSRIA KPIs This is the 9th year of BSRIA’s Mechanical & Electrical Maintenance KPIs (these were revised 2008 to better reflect the M&E maintenance industry). BSRIA ask building owner occupiers to assess their current M&E service providers.. . (58) 58. Maintenance KPIs The mean scores have all improved over the last 2 years with many seeing their best scores to date. Communication has seen the largest mean score increase of the KPIs. The 10 KPIs are looked at together over the past five years. Most of the KPIs have improved this year. However the statutory KPIs have seen little change from last year. Relationship has the highest percentage score of 8 or more at 56%. Predictably innovation is the lowest scoring KPI, but this year is at its highest with 33% of good scores. Maintenance providers have had to really up their game in order to hang on to those hard won contracts. Relationships have paid a big part in this, but it is not a standalone KPI, its score is a reflection of all the other KPIs e.g. relationships rely profoundly on good communication..
