ITQ AMENDMENT 001

This amendment is raised to answer Industry questions, extend the closing date

to September 2, 2014, and make changes to the Invitation to Qualify (ITQ)

documents(s) posted on Buy and Sell.

Question 1:

Reference Part 4, 4.3.4 (b). The use of cabling and cable management subcontractors provides a Respondent with subject matter expertise and access to best practices. Expertise and best practices which will enhance and improve the overall quality and utility of the resulting SSC Government Services Cabling vehicle. Accordingly, allowing these cabling subcontractors to accompany the Respondents to the 1-on-1 sessions in the RRR phase will enhance the overall requirements. Will the Crown reconsider its directive that ‘…no subcontractor will be permitted to participate in the Review and Refine

Requirements phase.'?

Response 1:

At this stage, Shared Services Canada has not finalized the plans for the Review and Refine Requirements phase. We will consider this feedback regarding the contribution that subcontractor participation might make to the process. Article 4.3.4(b) is amended by replacing the final sentence with the following: “Although a Respondent may rely on the experience of a subcontractor as set out in Annex B, subcontractors may not be permitted to participate in the Review and Refine Requirements phase; the extent to which subcontractors may be permitted to participate in the Review and Refine Requirements phase will be addressed in the next phase.

Question 2:

Reference Annex B, Definitions. Can the Crown confirm that two separate buildings on a single campus can be considered two sites, even if those building belong to the same client?

Response 2:

No. A campus is considered one Large Site.

Question 3:

Reference Annex B, Mandatory Experience Criterion 6. If the Service Portal reference provides for on-line billing information but the particular client being referenced has chosen not to use this function of the portal, can this Service Portal still be used as a reference, specific to the on-line billing portion?

Response 3:

Yes, if the Respondent provided the feature and it was fully functional. The Respondent must provide proof of this upon request.

Extend the ITQ closing date to 2 September, 2014

The Crown is extending the ITQ closing date to September 2, 2014. Although the ITQ closing is being extended, the date for submitting questions is only being extended to Wednesday, August 20, 2014. Canada does not commit to answer questions received after August 20, 2014.

Changes to the ITQ

Article 1.2.3:

Canada has a requirement for Government Cabling Services (GCS) providing, as and when required, Cabling Installation Services, Cable Plant Design Services and Administration and Coordination Services, in order to perform Moves, Adds and Changes (MACs) Work, Project Work, and Repair Work. The contract period for any resulting contract is intended to be 5 years. This contract period includes the initial portal implementation and a service transition period.

INSERT:

Canada has a requirement for Government Cabling Services (GCS) providing, as and when required, Cabling Installation Services, Cable Plant Design Services and Administration and Coordination Services, in order to perform Moves, Adds and Changes (MACs) Work, Project Work, and Repair Work. The contract period for any resulting contract is intended to be 5 years, plus one option year. This contract period includes the initial portal implementation and a service transition period.

Article 4.3.4 b): DELETE:

b) For those requirements specifically identified in Annex B as allowing a Respondent toqualify based on the previous experience of a proposed subcontractor, Canada will consider the experience of subcontractors for qualification purposes. For proposed subcontractors’ experience, the Respondent must provide all the same required information demonstrating the experience and indicate that the experience is that of a proposed subcontractor.

However, for any Respondent that relies on the experience of a proposed subcontractor, the Respondent will be required, at the Bid Solicitation Phase and during the performance of any resulting contract, to continue to provide the services of that subcontractor, unless the

rely on the experience of a subcontractor as set out in Annex B, no subcontractor will be permitted to participate in the Review and Refine Requirements phase.

INSERT:

b) For those requirements specifically identified in Annex B as allowing a Respondent to qualify based on the previous experience of a proposed subcontractor, Canada will consider the experience of subcontractors for qualification purposes. For proposed subcontractors’ experience, the Respondent must provide all the same required information demonstrating the experience and indicate that the experience is that of a proposed subcontractor.

However, for any Respondent that relies on the experience of a proposed subcontractor, the Respondent will be required, at the Bid Solicitation Phase and during the performance of any resulting contract, to continue to provide the services of that subcontractor, unless the consent of the Contracting Authority is given to make a change. Although a Respondent may rely on the experience of a subcontractor as set out in Annex B, subcontractors may not be permitted to participate in the Review and Refine Requirements phase; the extent to which subcontractors may be permitted to participate in the Review and Refine Requirements phase will be addressed in the next phase.

Article 4.3.5: DELETE:

If more than the required number of projects, customers, or sites associated with any of the mandatory criteria in Annex B are provided in a response, Canada will request clarification from the Respondent regarding which individual projects, customers or sites to evaluate. If the Bidder does not respond in the time allotted by the Contracting Authority, Canada will choose in its discretion which to evaluate.

INSERT:

If more than the required number of projects, customers, or sites associated with any of the mandatory criteria in Annex B are provided in a response, Canada will request clarification from the Respondent regarding which individual projects, customers or sites to evaluate. If the Bidder does not respond in the time allotted by the Contracting Authority, Canada will choose the first three projects to evaluate.
