Our rationale: Believing that the chief end of all creation is to glorify God, we want to partner with God to bring glory to Himself thru the ignition of a church-planting movement among the peoples of Ufa & Bashkortostan (Rev. 7:9-12 “After this I looked and there before me was a great multitude that no one could count, from every nation, tribe, people and language, standing before the throne and in front of the Lamb. They were wearing white robes and were holding palm branches in their hands. 10And they cried out in a loud voice: "Salvation belongs to our God, who sits on the throne, and to the Lamb." 11All the angels were standing around the throne and around the elders and the four living creatures. They fell down on their faces before the throne and worshiped God, 12saying: "Amen! Praise and glory and wisdom and thanks and honor and power and strength be to our God forever and ever. Amen!")
Our vision: We have a passion to work with God to see a church-planting movement sweep through the city of Ufa and the entire Republic of Bashkortostan in the next two decades.
Our mission: We will see the vision become reality through development of a global prayer& advocacy strategy, massive sowing of the gospel through every possible means, the mobilization of further personnel & resources, and the eventual planting of hundreds of new
self-supporting/reproducing/propagating indigenous house/cell churches

An Overview of the Field
1,062,319 million people in the capital city of Ufa (2010 Census), 4,072,292 in Bashkortostan (2010 Census) w/ division of 60.4% urban and 39.6% rural
A. Russians: 383,497 in Ufa, 1,470,097 within the Republic (36.1%) B. Bashkirs/Tatars: 482,292 in Ufa, 1,848,820 within the Republic (45.4%)
C. Other ethnicities: 306,471 w/in republic (Chuvash, Udmurt, Mari, Ukrainian, Mordvin, Azeri, Armenian, Germans, Belorussians, Jews = 7.35%; estimate of 13k Jews across republic)
6300 (approx.) evangelicals (as of 04/2013)=0.165% of population of Bashkortostan 2550 (approx) evangelical believers as of 04/13 in the city of Ufa itself
100 nationalities represented in Bashkortostan (as of 3/05; have discovered a village of Orthodox-baptized Tatars; have discovered a village of Latvians; have discovered North Koreans & Vietnamese in Ufa; Jan 07 have heard there is a small village of Jews somewhere in B-stan, discovery of sizable Jewish presence living in Ufa as of Aug ‘08) 20 cities, 41 towns, 4656 villages

Writing of up to 5 more IMB personnel requests (have re-written two of them, currently working on 3 others as of 3/05, including one for an SC intern to be based in a city 2 hours south of Ufa; responsibilities are to initiate new work for the southern half of Bstan) (SC intern request written in May 2005, trying to ascertain if uploaded into regional priority list as of Aug ’05; revising Student Evangelism Team Leader request near end of Aug ’05); will be writing a 3-yr ISC sports

Initial evangelistic probing events (currently probing in Nizhegorodka & Sipailovo as well as Telecenter district)
(new church planting effort formed 2/05 in the Sipailovo district, initial bible study and worship times have commenced; Larry Moon will start working a couple times per week in Sipailovo with Alexei Markevich; will re-examine renting of Sipailovo apt with Mark Bordeaux when his team comes to Ufa in late Nov ’05) (Sergei Datlik led a gradually growing Sipailovo from March-Aug 2005 & then encounterd personal financial issues that brought work nearly to halt in fall ’06; conversations w/ him & Peter Zhuk show Sergei is now able to pick up this leadership role again effective 1/07, w/ Alexei M. assisting, w/ hopeful attendance of Dennis’ family & other believers there); Mark Bordeaux has written that he/Westside
are prepared to help us finance a 1st-floor rental apt approach for 2007 and bring a team in summer 2007 to assist, which they did in form of baseball clinics; Roman and Elvira currently leading evangelistic Bible study in a rented apt in Sipailovo, not-yet-believers are attending as of Oct 07; as of summer 08, consistently having 15 in attendance doing all functions of a church except baptizing, expect it be officially seen as a church by next summer)
Development/implementation of a DTE strategy that is indigenous and reproducible (SGA is taking the lead on this…overall they are doing a good job, but I am concerned about their practice of bringing in ONLY church staff folk from USA and not bringing in anyone from Eastern Europe or Russia itself @ of 11/05; this is still continuing as of summer 08)
Research of radio evangelism possibilities for church planting movement (concerned that a previously RBU-scheduled & sponsored radio ministry training school may be postponed for lack of participants) (currently working on an evangelistic website with streaming capabilities for Russian/Bashkir gospel broadcasts…Adam Covington was unable to get it off the ground before he went stateside; negotiating with local believer to work on this project)
Development of stateside/int’l partnerships (maximum of 10 with 1-2 trips for each per year for 3-5 years)
(currently partnering with Westside Baptist Church in Sumter, SC for 3 years; in early states of negotiation with Baptist General Convention of OK regarding 3-5 yr partnership; in early states of partnership with SWBTS and Kiev Christian University for summer student partnerships, hope to formulate some type of partnership with OBU while we are on STAS and serve as OBU MIR spring 2006) (Bob Hartman is scoping out partnership teams with us, nothing formally developed w/ either OBU or BGCO while on STAS, will keep knocking/asking/seeking)(as of 2007 still no definite commitment from BGCO or OBU to formalize a commitment to send teams to Ufa); currently partnering with Lakeview Baptist, SWOSU, Hillcrest, Westside, and every two years with New Life in Tulsa, exploring partnerships with Union University and Oklahoma Baptist Univ as of summer 08—OBU GO teams coming once every yr or two to Ufa as of 2/11
Complete initial people group research, database development, web pages for mobilization (substantially completed 2004) Immediately begin turning over leadership responsibilities to nationals with background coaching/training

Cast the vision for Russian Baptist leadership and other GCC organizations (we continue trying to do this by participating in wkly bros mtgs here in Ufa, working with local church workers as we are invited and are able to motivate/influence) (interesting development in Sept 2006: Peter Zhuk said publicly at a bros mtg that he wants pastors/missionaries to empower and lead their people to host evangelistic bible studies in their apts/homes, this is a significant step forward)

Ongoing training of rising leadership within the new bible study groups & churches
Continued massive sowing of gospel thru media saturation (we keep praying for the Lord to raise up someone to fulfill a media strategist’s role-as of Mar 09 Woodall/Haas families moving to Ufa summer 09 to help with this); Woodalls and Haas’ finished up their service in Ufa April 2011; Kelly Warters on board as new J-girl w/ arrival in Ufa in July 2011 for 2 yrs; two Hands On workers coming to Ufa for fall semester 2011 (had two Hands On workers in fall 2010); Victor/Susan Bauer finished up Master’s term June 2011; Matt Burks has applied for J-man pgm and wants to come serve in Ufa spring 2012; Matt has been approved, will be at ILC orientation Jan 26-Mar 23, arrival in Ufa early April); Rachel Rima and Shannon Selby completed Hands On service in Ufa Dec 11, 2011; four more Hands On workers served in spring/fall 2012; two more Hands On workers served in spring 2013; anticipating 2 more for spring 2014
Continued ministry of volunteer teams in areas of sports evangelism, student/ESL ministry, vocational evangelism, medical/dental ministry, systematically prayer-walking targeted areas of Ufa, continuation of systematic distribution of Bibles/Christian literature (hopefully will have first annual RUWP focus in Sept 2007-has not developed, hoping to start in fall 2010)
Creation of church-planting model centers in Ufa & other key cities(Missional School participants starting practicums spring 2011 and hopefully will influence toward this direction)
Implementation of comprehensive DTE strategy and continuation of leadership training thru a PE conference (conducted 4/03) (DTE strategy currently being heavily influenced by SGA still as of Mar 09); this is apparently phasing out as SGA reduces involvement/support in Ufa; moving more in direction of church to church partnerships to accomplish this aspect in 2011+; SGA/Antioch Initiative phased out by end of 2011 because of lack of USA funding and failure of Russian Baptist assoc. ldrship in Ufa to develop/implement a missional strategy
Conduct an Acts 29 cp training for Urals/Siberia cluster in May 2008 with Bruce Carleton and Albert Nathaniel (conducted May-June 08) (hope to have a followup training in fall 2009 or 2010); still in contact w/ Carletons possibly about a fall 2011 or spring 2012 Acts 29 refresher—Carletons start at OBU in fall 2011 as Applied Ministry profs & GO
directors; looking at Acts 29 refresher and/or OBU vol. team in Ufa in last quarter 2012 after Carrs return from STAS; had a one-day Acts 29 refresher in connection with OBU student practicum team in Ufa March 2013

Barriers: Existing religious systems: Russian Orthodox Church, Islam (Sunni Hanafi school)
Suspicion of all Americans as spies; general suspicion of all foreigners; as of summer 08 there are increasingly serious signs the Federation is narrowing the parameters for allowing Westerners into Russia; as of early 2009 primarily having to go to platform approaches beyond even
using teacher visas; moving more in direction of students studying Russian at local

Seeing apartment or cell churches as a non-starter as a CP method; i.e., Russian Baptists accept such an approach as valid for STARTING a group, but not for keeping it there in the quality of it being a church

RBU leadership, in the sense of their over-cautiousness & lack of initiative to try new methods; it is one thing to give freedom to IMB workers to initiate such approaches; it is quite another thing to provide strong leadership & empower local believers to do same
Muslim leadership, especially the Mufti in Ufa (Talgat Tadjuddin; he has been somewhat weakened by his call in April 2003 for a jihad against the USA military)

Our goals:
To develop & implement a global prayer and advocacy strategy on behalf of the peoples of Ufa/B-stan To totally saturate/evangelize Ufa with the gospel through whatever means possible
To mobilize further personnel support and resource support
To attempt to verify the planting of hundreds of new indigenous churches which will be self-supporting & self-reproducing (the majority of these churches will be planted after our team exits); a key element of which will be training/mentoring of indigenous church planters and churches planting churches, and to also evaluate the entire master plan at regular 3-6 month intervals

GPA7: Invite prayerwalking teams from stateside churches (up to 3 per year) to systematically probe spiritual receptivity of key areas of republic and for personal evangelism contact (1st prayerwalking team came in summer 2004, 2nd one came in Dec 2004, two scheduled so far for 2005 as of 3/05); have Jim help mobilize on this action plan; Chris hopes to work on this more while on STAS late 2009 into 2010

GPA9: Quarterly prayer/advocacy newsletter (quarterly, The Church at Battle Creek…may need to request New Life church to accept this responsibility in light of tardiness of TCABC to get the hard-copy newsletters assembled/distributed on a timely basis… (problem with tardiness has been
solved, TCABC continuing to send out quarterly newsletter as of spring 2005) (Phil & Debbie Byrd are now at Liberty Baptist in Tulsa and have volunteered to either keep sending this out for us or else get Liberty involved as of 4/06); (Byrds continue to do/fund this on their own as of Oct 07 and are continuing going into fall 08); Byrds unable to continue this as of early 2009, have asked Centreville Church in VA to take this on as an adopting church

GPA15: Produce & distribute advocacy video on the peoples of B-stan (Carl/Arline Ryan & media promotion director, summer-fall 2003) (have started posting virtual prayer walk video clips on website as of Aug 2004, have 3 posted so far, will be posting a public-relations style series of video clips in late spring 2008,about Baptists in Ufa/Bstan ; Ryans shot new raw footage and several thousand new pix in Ufa/B-stan in Aug/Sept ‘07to lay groundwork for new dvd to be released after Jan 2008) (Van Klimetz & Jim Carmack from Hillcrest Church in Pensacola are doing the same as of Oct 07 in order to create additional informational/mobilization tools for further business evangelism teams to use for future trips)—wrote follow-up email to Jim in Aug 08 to check on progress on audio/video mobilization tools, again in Mar 09, no results yet; plan to contact them to allow Clarke and Blake to produce some things based on the materials available

GPA 17: Submit two or three strategic prayer requests on a monthly basis to CompassionNet (Whitney) (started this in late 2004 and doing good job with it; some of our team requests have
appeared on Compassion Net in early 2005 & have had a definite impact on some
special projects here in Ufa) (Bauers started doing this Feb 2007 and continue as of Mar 09) GPA 18: Develop, mobilize, and involve USA and Russian evangelicals annually in a week-long city-wide prayer emphasis through prayerwalking, Bible distribution/gospel sowing, street fairs, concerts, cultural exchange, humanitarian work, professional seminars, etc.; we simply must get more consistent attention focused upon the mega-city of Ufa for prayer & destruction of Satan’s spiritual fortresses in this city; we continue to cry out to God to demolish Satanic strongholds of crime, deception, hopelessness, legalism, addictions,etc; this will require the involvement of multiple stateside and local churches; prayer routes to be decided by Team Ufa and local evangelical believers (fall 2010-2015) (+TRAINING, INTENTIONAL CP); entire team work

GS3: Partner with CARS, ABS ,IBS, Russian Bible Soc., Gideons (et al), independent evangelical missionaries, & other GCCs to provide/distribute up to 1,000,000 Bibles (modern language?) in Russian, Bashkiri, Tatar, Chuvash, Mari, Udmurt, Central Asian Russian & possibly several other minority ethnic languages (2003-2015) (because of generous LMCO funding we are positioned to purchase/distribute thousands of Bibles/scripture portions in next several years as of early 2009) GS4: Design/maintain/update contextually relevant and targeted evangelistic web pages with built-in

GS10: Work with Russian GCCs to form a team to minister to alcoholics/drug addicts & families (Chris, RBU churches started summer 2001;) (since its inception the rehab center in the city of Oktiabrski has assisted 250 individuals with various addictions; 104 have completed the 2 month rehab; at least 30 have been baptized and are active members of local churches; a 2nd center opened in July 2004 in the city of Sterlitamak; a third center is being prepared somewhere in the countryside to the south of Ufa; I know of at least 4 reformed addicts who are now involved in church planting) (stats as of March ’05); embarking on new project in fall of 2005 to distribute 25,000 brochures in
the Sipailovo region to target addicts/alcoholics and their families in order to start a new evangelistic bible study group in the apartment being rented thru Team Ufa, working with two local RBU bros who are former addicts themselves, along with Alexei Markevich and family who are caretakers of the apartment; as of Oct 07 seeking a room to rent under ldrship of Grace Church to start social outreach to homeless, addicts, etc & have funds from HC to assist w/ this Ministry; Grace Church found a small house to rent in Feb 08 and are still using it as of summer 08 and had good ministry to street kids until summer time, anticipate it will pick back up with start of school year; still continuing as of March 09 with fairly good effectiveness meeting physical needs of kids and communicating key gospel concepts to them and some of their parents—encountering some opposition from neighbors and police (INTENTIONAL PLANTING OF CHURCHES AND REACHING NEW PGS)

GCPM7: Explore possibility of partnership/consultation/volunteer groups from stateside Russian Baptist churches (Chris, by spring 2006) (have contacted several churches and none have shown serious interest; will re-visit this issue while on STAS in 2006 in OK) (talked w/ reps from 3 Russian Baptist churches in OK, nothing developed so far after having been on STAS) GCPM8: Participate in a Personal Evangelism (Wade Akins) conference & and reproduce it at a regional/local level for purpose of contributing to a CPM (completed April 2003) (exploring possibility of creating a PE team based out of Grace Church to conduct PE
training and evangelism not only in Ufa but also in some fringe towns/villages around Ufa, intent is to have local pastors involved in this also, fall of 2007-2008)
GCPM9: Participate in periodic pastor/church leader conferences on planning/vision within a CPM context at local level(potential topics: budget/financial issues, church calendar, mentoring) (Ufa team, ongoing)
GCPM10: Mobile theological education development/implementation, taking such mobile TEE to 3-5 key ministry centers across Bashkortostan on a rotating basis (2006-2008)
GCPM 11: Have seasonal evangelism training opportunities (SJWF, 4 Spiritual Laws, etc) led by volunteer teams, Team Ufa, and local believers (once a year through 2010) coordinated with practicuums (looking at having Bob Dutton back to Ufa to do some discipleship training seminars in 2007-2008); Bob came in April 08 and did T4T trainings
GCPM 12: Host a regional CPM training conference in Ufa in 2008 led by Alberto Gonzales & Russell Kyzar from Cuba, Andy Leininger and Chris Carr from USR cluster (strategy proposal written and forwarded to Andy Dec 2006)(dropping from master plan in favor of having a Ural Mtn regional/cluster Acts 29 cp training with Bruce Carleton and Albert Nathaniel from India in Ufa May-June 2008; Russell Kyzar now the CEE Personalizer);had Acts 29
training in Ufa in May-June 08 with good participation from outside Ufa but poor from inside Ufa; our cluster is considering a cluster-wide Acts 29 event in late 2009 or 2010 possibly in Ekat. (possibly in 4th quarter 2012 in Ufa)
GCPM 13: Invite Rick Yount from SWBTS to present a “Created to Learn” seminar in summer 2008, 2009, or 2010 for a select group of Ufa/B’stan pastors/cp-ers and SS teachers as a platform for effecting worldview and paradigm change among RBU partners for a CPM mentality including a greater emphasis on training for life change and obedient discipleship rather than just teaching for knowledge (look at doing this in summer 2010 or 2011?)
GCPM 14: Partner as possible with Ufa Bible Church in their vision of planting at least one new church in each of B-stan’s approximately 47 districts; already have worked with them in the city of Sterlitamak to get a new church off the ground there as of Jan 07
GCPM15: Have Bauers and Jim work with Ufa Baptist Church to start ESL and
language Bible study group via Ufa Baptist Church on Thursday evenings in fall 2008; (had good consistent work on Thursdays, put on hold because of Bauer visa run to Riga during mid-Dec to mid-Jan, then UBC went thru a reorganization and now searching for right time to resume in conjunction w/ Bauer LL teaching schedules) GCPM16: Have Woodalls and Haas families start new BS groups via their connections with English institutes within 6 months of their arrival in Ufa
GCPM 17: Starting to implement T4T strategy in Grace Church in 4/13; planning a larger T4T training group to take place in Sept 2013 weekly
note: 2 new churches planted in Ufa in 2006, one new one in B-stan in 2006, at least 2 more new churches to be planted by end of 2007); Sipailovo group is on verge of being next new church; Ufa Baptist Church is preparing to start multiple new bible study groups in its members apartments starting fall 2008; Andrei Dzuba hopes to
start a new church by summer 2009 with our team’s help and two families from Ufa Baptist Church; he actually helped start a new church and co-pastored it for a few years and then became head pastor at HOP in July 2013, opening the door for greater missionality in that church and possibly the ass’n

To see God glorified (& verify as much as possible) an indigenous, self-supporting, and reproducible church planting movement which has saturated the peoples of all Bashkortostan with hundreds of new
churches
Woodall/Haas families have finished FPO and back home in TX and GA; waiting on visa paperwork to come together; have asked them to be brainstorming and planning toward:

5. Direct from field raw footage 6. Google Earth for mobilization
Additionally, Bauers have been given approval to return for 2nd term as of early 2010 and are scheduled to finish 2nd term approx. Aug 2011

1. Woodalls and Haas’ finished their terms Apr 2011 with major accomplishments: maintained open door with ABIC by teaching English, tutoring at clubs, and supporting ABIC special projects; new
website/blogsite up and running; new virtual cp map for Ufa; team twitter acc’t up and running;
Soularium project pics taken and printed; started two new connection groups; 3 new video mobilization segments completed as of April 2011 w/ Blake working on 4th one stateside
2. Jesse Taylor finished his time in Ufa on May 23 having connected with at least 15 new students via his studies, funneled them toward existing team groups, and also toward Moldovan groups with which he has assisted; he started his own group in Mingazheva apt 2011; asked him to consider J-man route and return to Ufa after finishing bachelor’s degree at George Mason
