Proposals for human resources applicant tracking system as described herein will be accepted at the Purchasing Department, Bibb Graves Hall, Room 126, University of North Alabama, Florence, Alabama, until 2:00 p.m. local time on September 29, 2015.

CAUTION – The above mailing address line, UNA Box 5025, is the address for the University of North Alabama Central Mail Room and is not part of the physical address for the University of North Alabama Purchasing Department. Envelopes or packages addressed to this box number may not be received in the Purchasing Department by the specified bid due date and time. It is the bidder’s responsibility to ensure that the proposal is received in the Purchasing Department by the date and time specified; no assumptions should be made in regard to an extension due to unforeseen circumstances of any kind, no due date or time will change without advance written notice from the Procurement Office.

Bidders are strongly cautioned to mail or ship proposals to allow ample time for receipt in the Purchasing Department, not the Central Mail Room or Central Receiving. Overnight or next day delivery services may not be adequate. Since proposals must be received in a sealed envelope; faxed or emailed proposals cannot be accepted.

Proposals received in the Purchasing Department after the specified date and time set forth herein will not be considered and will be returned to the bidder.

Proposals will be opened in Bibb Graves Hall, Room 126 at 2:00 p.m. local time on September 29, 2015 for the purpose of identifying entities who submitted proposals. The proposals will be evaluated and an award announced within a few days. All parties submitting proposals will receive a copy of the formal award announcement via the email address provided on the PROPOSAL FORM (page 2).

RFP INFORMATION

A. GENERAL: It is the intent of the university to consider a new vendor hosted software solution capable of the needs of higher education recruitment, selection and hiring. The University manages approximately 250 – 300 requisitions a year and may receive over 1000 applications a year and the required system will preferably be bi-directional (Employee Demographic and job information from Banner (Ellucian) to application, employee new hire and onboarding information from application to Banner). In addition to Banner integration the university would prefer (but not require) a system also capable of included integration of Risk Mitigation Services, Inc., Higheredjobs.com, Insidehighered.com and the

Chronical of Higher Education. Desired system must be efficient, paperless and completely configurable for posting position vacancies with all customization occurring at the application level creating the ability to request specific application materials for different positions, including administrators, faculty, exempt staff, non-exempt staff, temporary employees, and / or student employees. The existing system, PeopleAdmin, does not provide the user autonomy desired. B. QUALIFIED BIDDERS: Only qualified bidders will be considered in response to this RFP. Qualified Bidders must provide complete RFP package and meet all necessary functional requirements within the system proposed.

C. RIGHT TO REJECT: The University of North Alabama reserves the right to reject any and all proposals received in response to this RFP. A contract for the accepted proposal will be based upon the factors described herein.

SPECIFICATIONS

This list of specifications is meant to clarify the requirement and to outline the intent and expectation of use.

Any exception to these functional requests should be noted for full disclosure of functionality. The University

will not rely upon assumptions.

The system must be capable of meeting the needs of higher education recruitment, selection, and hiring;

 An efficient, electronic, paperless, completely configurable system for posting position vacancies with all customization occurring at the application level creating the ability to request specific application materials and specific online application forms for different types of positions, including Administrators, Faculty, Exempt Staff, Non-Exempt Staff, Temporary Employees, and/or Student Employees;

The ability to create requisitions from job descriptions and ensure the automated approval process is followed;

 Capture of all types of application and reference materials in automated fashion including video, image files, and large data files;

 Means for an applicant to store, retrieve, and update application materials including the ability to attach documents (cover letters, resumes, etc.) and move (copy) such from one posting to another;

The ability for the system to track user uploads (i.e. to see who uploaded a document when);

 The ability for references to login to a secure area and upload requested reference letters for applicants for specific positions;

 Ability for specific user types to track and report every step between newly submitted application and the start date of hired applicants (applicant flow record);

Ability to make application fields mandatory;

 Ability for multiple users (search committee members) to access applications (specific sections only) and utilize an internal scoring/ranking mechanism per posting;

Ability to collect, track, and report EEO, disability, and veteran status information of applicants;

Customizable online utilization reports;

Ability to move (copy) applicants from one job to another at any workflow state;

Mobile-friendly website design with user-friendly, intuitive features that are simple for occasional system users;

 Readily available tech support with easily accomplished change requests where updates/upgrades do not impact system functionality;

Ability to customize graphic interface to comply with UNA branding standards;

 Ability to export all data from system, whether for advanced reporting, complete archiving, customized utilization reports, and/or customized, printable job posting notices;

 Optional ability to interface with our current HRIS system, Ellucian Banner, via an interface bridge which must be established and maintained by the vendor;

 Deliver online job-specific application confirmations and allow for customized communication if additional application data or testing is required;

 Rank candidates on customized ranking criteria using job specific qualification questions that are created and customized per job and maintain a library of screening questions;

 Allow multiple user types including search committees the ability to initiate actions/approvals for postings, applicants, etc.;

The ability for applicants to monitor the status of applications in real time;

Ability to provide a customized, printable job posting notice;

 Initial user training upon implementation is desired. A dedicated representative must be assigned for implementation of the system and initial user training. Ongoing web-based or telephonic training must be available. Any additional training; onsite or web-based specialized training that enhances the features may be proposed with a detailed explanation and priced separately.
