PROGRAM DESCRIPTION

Project management as it is practiced today was developed in the construction, engineering and technical fields, but is now applied in a wide variety of industries. Most project managers start with training in the technology of their projects, but frequently lack an understanding of the managerial function necessary to manage projects. The purpose of the certificate program in project management is to offer an organized sequence of continuing education courses that will provide preparation in the practice of professional project management. Required courses cover the body of knowledge helpful in preparing for the Project Management Professional (“PMP”) exam and the elective courses further develop skills in the area of process improvement, scheduling using Microsoft project, rapid product development, and cost management. The formalized course work is based on taking theoretical concepts and practical ideas from selected industries and presenting this information in an organized learning environment. Successful completion of this certificate will enable participants to transition more effectively into managerial positions, benefiting both the individual and their employer. The program is targeted for individuals who work on projects. This includes project managers, project staff and administrative staff. Individuals may work in any discipline including data processing, telecommunications, construction, information technology, aerospace, finance, and marketing.

CERTIFICATE REQUIREMENTS

UC Irvine Extension awards a certificate to candidates who complete six required courses and two elective courses in the program with a “C” or better for a minimum of 175 hours of instruction.

Introduction to Project Management Principles and Practices Mgmt X442.28 (2.5 units)

Businesses use project management to manage projects and achieve outcomes typically with limited resources and under limit-ed time constraints. This intensive, hands-on course provides an overview of the principles that underlie project management and covers the fundamental skills needed to enhance the outcome of any project. Gain a working knowledge of the nine major areas of the Project Management Body of Knowledge (PMBOK®) Guide

as defined by the Project Management Institute including human resources management, communications management, scope management, quality management, scheduling/time management, cost and resource management, risk management, contract/ procurement management, and project integration.

Management, Leadership and Team Building in the Project and Program Environment

Mgmt X474.9 (3 units)

Project leaders must often operate effectively in a high responsi-bility, but low authority environment. Whether you are leading or will be asked to lead a project team, this course will help you acquire the management and leadership skills necessary to lead successful projects with confidence. Learn how to build high-per-formance project teams through effective leadership and influ-ence, utilize management skills to encourage productivity and cooperation, apply communication and negotiation strategies to resolve conflicts, and implement creative problem-solving tech-niques to ensure project success. This class will be very interac-tive and will require the acinterac-tive involvement of the participants in realistic project related activities.

Project Procurement Management: Contracting, Subcontracting, Teaming

Mgmt X478.7 (2 units)

Procurement management has become a vital project manage-ment skill, as organizations increasingly outsource all but their core competencies. Understand the significance of procurement management in the modern project management environment and the role and duties of the procurement manager on a project team. Learn how to establish project scope/statement of work initiatives, develop a procurement management plan to monitor both cost type or fixed price contracts, select the proper contract type, define strategic teaming agreements, evaluate and select suppliers, and track supplier performance. The content of this course is fully compliant with the Project Management Institute’s Body of Knowledge (PMBOK®) Guide chapter on Project

Procurement Management. Prerequisite: Mgmt X442.28,

Project Risk Management Mgmt X474.1 (2.5 units)

To be successful, project managers must take a critical approach to managing risk. This course provides an in-depth look at the process of identifying and applying risk management principles and techniques to projects. Emphasis is placed upon techniques that are widely applicable in project management environments to facilitate better decision-making. These include both subjective and quantitative analytical methods and their interactions with other project management areas of knowledge according to the PMBOK®Guide 2000®. Discover strategies used by successful

project managers to recognize, assess, and mitigate project risk including risk identification, risk response development, monitoring and control, risk source/driver identification, and risk prioritization and categorization. Gain a practical understanding of the signifi-cance of project risk management upon business success through team projects, risk analysis exercises, case studies, and summary presentations. Prerequisite: Mgmt X442.28, Introduction

Earned Value Project Management Mgmt X474.7 (2 units)

Earned value is a technique for defining and establishing project scope, schedule and cost, and aligning them with executive manage-ment expectations. Learn how to use the earned value method to establish a realistic project baseline, and the strategies used to effec-tively monitor, measure and control cost and schedule. Find out how to calculate a range of estimates-at-completion (EAC) and apply effective methods for keeping your project budget and schedule on target. Learn how to set project standards and metrics to measure project success and how they can be used to accurately forecast project results. Hands-on exercises demonstrate how a simple, yet scalable form of earned value can be used on all projects, of any size.

Prerequisite: Mgmt X442.28, Introduction to Project Management.

Project Monitoring and Control Mgmt X 452.39 (2 units)

This course will focus on proven methods for the monitoring and control of project costs and related schedule. Students will work through the steps needed to methodically plan project work producing an integrated cost profile and schedule baseline. Students will com-pare that baseline with the weekly schedule and cost data that has been collected by the project. Earned value techniques will be applied using this collected data to produce cost and schedule performance metrics. These metrics will in turn be used by the student to project future costs at the completion of the project and to predict the likely ability of the project to complete work on schedule. Students will also be shown how basic schedule planning and control techniques, including network diagrams and tracking Gantt charts are used to monitor schedule performance. Students will build a standard schedule; cost performance measurement reports, and briefing charts.

Prerequisite: Mgmt X442.28, Introduction to Project Management.

Cost Management and Capital Budgeting Mgmt X442.29 (2.5 units)

Financial viability is the primary factor that management, investors and stakeholders use when evaluating projects.

Maximize your project value and increase its potential for success by incorporating analysis of financial costs and benefits into your project plan. This course gives project managers the insight and the tools necessary to perform high level, reliable cost and schedule estimates, determine necessary supporting resources, and evaluate estimates based on resource availability and project risk. Learn how to compute financial ratios based on streams of capital costs, operation costs, and maintenance costs), and apply the concepts of the time value of money to cash flows to deter-mine the effects on asset values and rates of return. Students will use the PMBOK®Guide 2000®as a class reference to cost

management processes and definition.

Advanced Project Management Computer Simulation Mgmt X472.81 (2 units)

This intensive workshop provides experience in managing an actual project and serves as a capstone course for the project management certificate program. It’s an opportunity to develop

They make routine decisions, but they also confront problems and unplanned events that must be resolved within specified times, budgets, and other parameters. Each team’s progress unfolds differently depending upon the decisions they make using existing and newly learned knowledge skills.

ELECTIVE COURSE DESCRIPTIONS

Project Management Using MS Project 2003 Mgmt X474.24 (1.5 units)

This course will provide an overall understanding of fundamentals of project scheduling with the use of Microsoft Project for Windows. It will emphasize the importance to the project manager of first defining the total project with the use of a Work Breakdown Structure (WBS), then formally issuing and controlling the project with the use of a Project Master Schedule (PMS). Class partici-pants will learn the major area of knowledge for planning projects with Microsoft Project 2003 software. This course will provide Participants the skills needed to enhance the outcomes of managing their projects.

Advanced Project Management Techniques Using MS Project 2003

Mgmt X474.27 (2.5 units)

This course will provide the advanced skills and knowledge required to successfully build and manage complex projects using Microsoft Project 2003. Scheduling techniques and methods used to support Critical Path method and the performance of Risk Analysis will be emphasized. This class also covers advanced methods for managing multiple projects in an integrated team environment. Learn to identify and resolve common scheduling problems and methods of debugging the schedule. Complex resource loading techniques and advanced methods of budget development will be discussed in detail. Learn advanced methods of tracking progress and be introduced to the Earned Value method of performance measurement. You will have the opportunity to develop custom reports, use Microsoft Project with other Microsoft Office applications and create output for use on the Internet.

Prerequisite: Successful completion of Mgmt X474.24, Project Management Using MS Project 2003 or instructor’s consent.

Quality in the Project and Program Environment Mgmt X442.26 (2 units)

In today’s competitive environment, both perceived and expected quality standards must be met in order to compete in the global marketplace. Management in all industries is requiring that quality be an integral part of the project planning process. As a result, the traditional project manager now has to assume responsibility for the development, management and control of “product” and “project” quality performance. This course focuses on the devel-opment and implementation of control plan methods designed to manage and assure quality in the project and program environ-ment. During this course you will learn to recognize product and

Project Management of Information Technology Projects Mgmt X474.8 (2 units)

Managing an IT project in an enterprise poses unique challenges. This course focuses on those elements of project management that are of greatest interest to IT workers. Topics include require-ments definition and use-case analysis, performance metrics, risk determination and mitigation, task identification, scheduling, verification and testing, and version control. One of the goals of the course is to help IT staff members work more productively with business analysts, who frequently initiate IT projects.

Lean Project Management Mgmt X478.3 (2.5 units)

The rapid development of hardware and software products, services, and operational processes has become a major factor in the competi-tiveness of virtually every enterprise. This mandate results from acceler-ating change in market demand, available technologies, and the busi-ness environment itself. The methods described in this course enable dramatic reductions in project cycle time while maintaining effective control over budget, resources, risk, and delivered value. Firms that have embraced these concepts have reported up to 75 percent reduc-tion in project life cycle, while displaying dramatic improvements in non-recurring cost and customer satisfaction. This intensive, hands-on course explores all aspects of rapid development, including elimination of organizational time barriers, methods for bounding project scope, the continuous-flow development process, practical techniques for prod-uct/process co-design, and several advanced strategies for exploiting knowledge reuse and economies of scope on quick-turn projects. Each topic is reinforced by interactive exercises that demonstrate how devel-opment teams can strip wasted time from time-sensitive projects.

Management of Multiple Projects Mgmt X478.6 (2.5 units)

Managing multiple projects typically presents different and additional challenges to the project manager compared with the management of a single large project. This advanced course builds on project managers’ previously acquired knowledge and skills in the areas of scope, time, cost, risk, human resources, and leadership and teambuilding through a combination of lecture and team-based learning exercises. Basic knowledge and com-petence in all of the aforementioned areas is highly recommended. These skills include planning for and delivering appropriate and timely communications and advanced negotiating abilities to effectively manage multiple stakeholders, task and project prioriti-zation and grouping, and efficient resource allocation utilizing the theory of constraints. Scheduling techniques to balance resource utilization and project risks with desired responsiveness lead to optimal project outcomes, while minimizing conflicts. Team exer-cises focus on the assessment of project environments through stakeholder analysis and an adaptable multi-project simulation to reinforce the benefits of cooperation for mutual gain among competitors. Participants will learn to select the most effective strategies and responses, whether multiple small independent projects, portfolios, or large programs are encountered.

Managing Business Process Improvement Projects Mgmt X474.10 (2.5 units)

Business Process Improvement (BPI) is the structured methodology that leads to incremental process improvements within the context of Continuous Process Improvement (CPI). BPI can be performed within all levels of an organization. Through a series of training activities, you will learn how to lead others through a structured approach to Business Process Improvement by designing, documenting, and implementing a Business Process Improvement Project. You will then determine the process flow of a project, evaluate ineffective use of time and then change the process for improved effectiveness. The areas to be covered include the tools of Business Process Improvement, which are largely based upon the Kepner-Tregoe Problem Solving and Decision Model. Other topics will include the use of Competitive Benchmarking, Flow Analysis Techniques, and standardized tool sets of TQM (SPC, Pareto Charts, Histograms, etc.). A team or individual project will be assigned to allow students to apply the techniques to their own organization’s processes and procedures.

Managing Project Stakeholder Risks (Mgmt X474.28 , 1.5 units)

In many projects, risks arise because of deficient communications between the project manager and stakeholders such as the project sponsor, functional or resource managers, the client, customer, end users, and the project team. Typical include: a misunderstanding of the project's link to strategic goals, misinterpreting project priority, obstacles to defining project scope, misaligned expectations for resource commitment, assumed risk tolerance level, and appropriate responsiveness to possible changes. The goal of this course is to significantly reduce risks arising from poor communications by applying risk management techniques to stakeholder management.

Communications management and risk management have traditionally been handled as separate processes, each producing separate outputs in the project plan. In this workshop, however, these processes are integrated to develop more effective communications that can improve a project manager’s ability to manage key stakeholder risks.

UC Irvine Extension offers the Certificate Program in Project Management in an Accelerated Format and Regular Format. Participants taking courses in the Regular Format on the UCI campus may also take any course in the accelerated format. Accelerated courses are held at the UCI Learning Center located at 200 South Manchester Ave, Orange, California.

ONLINE FORMAT FREQUENTLY ASKED QUESTIONS

What is an online course?

An online course utilizes the Internet and a web browser as a means of creating a learning environment outside of the traditional classroom. The lectures and discussions will take place on a Distance Learning Center Web site. You will be able to access your course lectures (text based) and communicate with your classmates and instructors through the use of a discussion forum (message board). The online courses follow a classroom structure of covering a lesson a week. You can access your course Web site anytime of the day and place where you have access to the Internet

Who can take online courses?

Anyone can take an online course as long as they have access to a computer with Internet capabilities, have an active email account and have a basic understanding of how a computer works. An online student also has to be motivated to participate in discussion forums and regularly check the Web site and keep up with the course work.

What happens if I fall behind or complete the course early?

It is okay to be a week ahead or behind. You must remember that participation is a very important aspect of your final evaluated grade for the course. Active participation requires you to post and respond to your instructor and fellow classmates’ comments on the discussion forum. If you are too far behind, posting to an old topic will be revisiting something that the majority of your class-mates might have discussed.

Are there specific dates that I need to log on to the Web site?

There is a set beginning and end date for your online course. It is suggested that you logon at least 3 times a week to check the discussion forums, to read over assignments and lectures. This is the “asynchronous” aspect of the course.

There might be occasion when the instructor will set a chat time (“synchronous”) where he/she assigns a specific date and time for all the students to try to meet in the chat room to ask questions.

All assignments, quizzes, exams, and projects must be completed within the time frame of the course. The instructor will set individual due dates for your assignments, projects and tests.

How many hours a week do I have to devote to my online course?

Just like a classroom course, to get the most out of any type of learning you must commit a certain amount of time to complete the course. You will most likely spend approximately 10 hours a week going over class lectures, doing assignments and spending time on the discussion forum. Time required for each course will vary.

Will I be able to see my online instructor or communicate with him/her via telephone?

Unless there is an extreme instance, all communications with your instructor will be done either through email, the discussion forums or the chat sessions. Please do not expect your instructor to telephone you.

How do I communicate with my instructor?

You communicate with your instructor by either email, discussion forums, or chat sessions. Students are highly encouraged to use these modes of communications, as faxed or mailed assignments are not accepted.

What happens if I have trouble accessing the URL with my login and password?

Contact the Distance Learning Center (DLC) office at

unex-online@uci.edu or 949-824-7613 and we will assess and work to fix any problems in the most expeditious manner. In order to better serve you, please note the problem as it occurred.

Will having a firewall at home or at work prevent me from working on my online course?

Although, this very seldom occurs, your firewall may prevent you from posting to the discussion forum while allowing you to read the lectures and other resources.

Do I need to have cookies enabled?

Yes, it is necessary to have your cookies enabled. To best protect your computer it is suggested that you vary your cookie options to ensure the most secure level.

Can I access my course from anywhere?

You can access the course anywhere that you have Internet access. Some companies have firewalls that prevent you from participating in the chat sessions. Please check with your company before you attempt to access the course.

I have enrolled and I entered my key, but it still won’t let me in.

Many of you will have enrolled prior to the course start date. Courses will not appear until the course start date. Please note that the first week is considered an orientation week where you can become familiar with the course tools. Always make sure to enter a category for the current quarter that you are signed up for. Many times, previous quarters will be available for past students.

When is the last day to drop the course?

The last day to drop a course follows the standard provided in the UCI Extension catalog. There will be an administrative fee accessed for any withdrawals within the allowable period. Please refer to the Extension website at http://unex.uci.edu/services/ registration/drops for more information.

What happens if I can’t finish a course?

We understand that certain situations can occur. Please refer to the UCI Extension catalog for procedures, etc.

How do online courses work?

Once you begin your course, you will find that with the use of the course tools, you will be able to navigate from the lecture to the discussion forums or to the weekly outline. You will be able to maneuver through the Web site to post/read assignments and to download/upload files from your instructor. Your instructor will primarily be contacting you by email or through the discussion forum. Once you begin your course, you will find that with your instructor’s help, you will find the benefits of taking a course online.

Help files are found on the Distance Learning Center website with instructions on accessing your online course with information about tools use.

Do I need to purchase books or any additional items?

Some courses do require that you purchase books or software. Please contact the UCI Bookstore for more information about the books for your courses at (949) 824-7810.

What happens after I sign up for a course, how do I get started?

If you enroll through the Web site at http://unex.uci.edu you will receive a confirmation email from our Student Services office with information regarding the steps needed to create your login and password, URL to access your course, and the enrollment key to enter your course.

If you have faxed or telephoned your enrollment, you will receive by U.S. mail a confirmation of your course enrollment. On that confirmation you will find the information regarding access to your online course.

I signed up for this quarter’s term and I can’t fine my online course!

Your online course will not be available until the actual course start date. The first week of the course is an orientation week, you will have this time to review the syllabus and become familiar with the course tools.

What is an enrollment key?

An enrollment key is required only for the first time that you enter your online course. Your enrollment key will be given at the same time as the information regarding your course access.

Will the platform for online courses be changing continually every quarter?

There will be changes periodically. Changes occur mainly as a result of student and instructor feedback to our Web site. This is done to maximize the tools.

Is my online course an instructor led course?

Like a traditional course, your online course has an instructor that will conduct the course by giving assignments, answering questions, leading discussions and assigning grades.

Can I get a degree online?

At this time, you can only receive a Master’s Degree in Criminology, Law and Society.

Students intending to transfer UC Irvine Extension course credit for a degree at another college or university should verify acceptance of the course with that institution.

What kind of grade options do I have?

The grading options are exactly the same as that of classroom courses.

Who do I contact if I am having problems with the instructor?

Please contact the DLC office at (949) 824-7613 or unex-online@ uci.edu. Your instructor should be very explicit on the course syllabus or welcome message as to their availability. If the instructor is going out of town or will be away from the computer for an extended period of time, he/she must notify the class.

Why do I get emails of the discussion forum postings?

If you are receiving emails from the discussion forums, you are subscribed to that particular forum. You can change this option by going to the forums sections on the left side of the course site under Activities. By selecting forum, you will be able to see all the forums created and to turn on/off the subscription function. There may be a forum that you will not be able to change. More than likely, that will be a place where the instructor will post announcements.

I like getting the forum subscribed emails, but the responses I made are not on the course Web site.

If you prefer to receive the subscribed emails from the forum, please do not reply to the email directly, but post your reply to the specific forum where the posting originated. This will ensure that others, including your instructor, will see your reply or comment.

I am confused and frustrated, I can’t seem to find my way around the Web site. What can I do?
