AIRPORT DESIGN AND CONSTRUCTION MANAGER

Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job

DEFINITION

To manage and coordinate all design and construction programs at the Airport including environmental review. Manage consultation teams in developing project design, construction plans and permitting. Oversee the contractors and construction activity on the Airport capital program. Supervise procurement activities for design and construction projects.

SUPERVISION RECEIVED AND EXERCISED

Receives administrative direction from the Aviation Assistant Director, Planning and Development.

Exercises direct supervision over professional and clerical staff.

ESSENTIAL FUNCTIONS STATEMENTS – Essential responsibilities and duties

may include, but are not limited to, the following:

1. Oversee and administer all construction contracts including contractor selection, contract negotiations, requests for information, change orders, change requests, and contract close-outs.

2. Prepare requests for proposals, consultant selections, contract writing. Direct the work of consulting architects, engineers, and related

subcontractors. Establish construction schedules, cost estimates, and submit progress and summary reports to senior Airport and City management.

3. Coordinate with airport senior management and direct a multi-discipline team of professional staff and outside professional firms to produce

project design documents and construction bid sets for all Airport Projects. 4. Coordinate the design review process with all stakeholder departments

and conduct development meetings during project construction. 5. Manage and direct allocated resources established for the design and

control the costs, quality, and timeliness of major improvements at the Airport.

6. Supervise the Airport’s environmental compliance function including compliance and permitting.

7. Participate in interaction with airlines, airport tenants, the Federal Aviation Administration, City, State and federal agencies regarding Airport

construction projects.

8. Provide oversight and input to tenant construction projects.

9. Monitor compliance with federal, state, and municipal laws and regulations related to areas of responsibility.

10. Maintain complete knowledge of new developments and trends in the field of Airport design and construction; incorporate new advancements as appropriate into programs.

11. Manage and participate in the development and implementation of goals, objective, policies and priorities for assigned programs; recommend and administer policies and procedures.

12. Plan, direct, coordinate and review work plan for staff; assign work activities, projects and programs; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems. 13. Select, train, motivate and evaluate assigned personnel; provide or

coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

14. Oversee and participate in the development and administration of the dvision’s annual budget; participate in the forecast of funds needed for staffing equipment, materials and supplies; monitor and approve expenditures; implement adjustments.

15. Provide responsible staff assistance to the Aviation Assistant Director. 16. Perform related duties and responsibilities as required.

QUALIFICATIONS Knowledge of:

Advanced principles and practices of Airport Planning.

Techniques and procedures associated with large scale planning projects. Advanced principles and practices of project management including

development and implementation.

Advanced principles and practices applied in the planning, location, and design of major engineering projects.

Noise and environmental issues related to airport development.

Aviation industry knowledge including laws, rules and regulations governing airport development.

Advanced principles and practices of policy and program development, implementation and administration.

Airfield and airport layout plans. General land use planning principles.

Concept plan and development review criteria and procedures.

Federal, State, and local agency involvement in the development of airport property.

Real estate development and land use practices within and surrounding airports.

Socioeconomic factors likely to effect air transportation demand in the region FAA regulations and advisory circulars.

Basic knowledge of architecture, engineering, planning, and real estate development.

Principles of business letter writing and report preparation. Principles and practices of technical research and analysis. Modern office procedures, methods and computer equipment. Principles and practices of budget preparation and administration. Principles of supervision, training and performance evaluation. Pertinent Federal, State and local laws, codes and regulations.

Ability to:

Manage complex planning projects with consultants and developers. Recommend and implement goals and objective for the Airport Business

Park.

Analyze and make recommendations regarding design and engineering plans from consultants.

Administer contracts with outside consultants.

Develop request for proposals and develop contracts related to services provided by consultants.

Provide facilitation skills and techniques in developing group consensus. Establish and maintain effective working relationships with those contacted in

the course of work including private developers, City officials, airport tenants, business organizations, and the general public.

Prepare and conduct presentations.

Review development proposals in order to ensure compliance with Airport standards and City laws, regulations and policies.

Skill in the supervision, motivation, and direction of professional, technical, and clerical personnel.

Work independently.

Communicate clearly and effectively, both orally and in writing.

Operate office equipment including computers, project scheduling software, and spreadsheet and data base applications.

Select, supervise, train and evaluate staff.

Participate in the development and administration of division goals, objectives and procedures.

Prepare and administer large budget programs.

Prepare clear and concise administrative and financial reports.

Analyze problems, indentify alternative solutions, project consequences of proposed actions and implement recommendation in support of goals. Interpret and apply Federal, State and local policies, laws, and regulations. Interact with the public regarding all airport design and construction programs. Establish and maintain effective working relationships with those contacted in

the course of work.

Experience and Training Guidelines: Experience:

Five (5) years of increasingly responsible experience in the Airport planning, design, and real estate development, including two years of supervisory experience.

Training:

Bachelor’s degree from an accredited college or university with major

course work in architecture, engineering, planning, real estate development, project management or a related field.

WORKING CONDITIONS Environmental Conditions:

Construction site/office environment; exposure to inclement weather conditions; work around heavy equipment and vehichles.

Physical Conditions:

Essential and other important functions may require maintaining physical condition necessary for sitting, standing, and walking for extended periods of time.
