The Committees ranked the SOQs submitted by these firms, based on the following criteria: (i) technical expertise; (ii) key personnel and references; (iii) approach and understanding of the project; (iv) control of cost and schedules; (v) adequate staff and availability to perform project; and (vi) other questions.
The top scoring three (3) firms from each discipline were short-listed and invited to deliver oral presentations on April 28th- 30th, 2014 at JWA’s Administration Building, 3160 Airway Ave., Costa Mesa. The firms interviewed were as follows:

The Committee evaluated the oral presentations using the following criteria: (i) presentation and communication skills; (ii) technical content; (iii) key team members; (iv) project understanding; and (v) project schedule. Final rankings of the five firms were determined by the combination of evaluation scores for the SOQs (50%) and the interviews (50%) which reflected the extent to which each firm had demonstrated the competence and professional qualifications necessary for the satisfactory performance of the services required for this project.
