Fiscal Year 2020-2021 Youth Commission Annual Work Plan Goals and Outcomes RECOMMENDATIONS:

Discuss Work Plan and report on Work Plan related activities. STRATEGIC PLAN:

This item relates to the Operating Principals of the Strategic Plan that is for City Council Commissions to provide expert advice. It also relates to Organizational Effectiveness and Efficiency, exhibiting leadership that embraces community outreach and delivers efficient and effective services.

FISCAL CONSIDERATIONS:

There are no fiscal impacts associated with the Youth Commission Work Plan. BACKGROUND:

The City of Encinitas has several Commissions that are advisory to the City Council as described in the Encinitas Municipal Code Chapter (EMC) 2.30 Boards, Commissions and Committees. As an advisory body, the Youth Commission is charged with gathering information and making recommendations to the City Council on matters related to their identified work plan activities within the community and may advise on policies and plans for the development and operation of programs and services for the benefit of the Encinitas community. To accomplish the Commission duties, commissioners develop a draft work plan annually to use as a tool that provides structure, defines goals, and tracks progress.

ANALYSIS:

In order to provide the Youth Commission with a better understanding of local government and City Council’s strategic focus areas, the commission will continue their discussion of the 2020-2021 work plan initiatives. At the October 7, 2020 meeting, the commission finalized and approved the FY 2020 – 21 Youth commission Work Plan. The Youth Commission has selected various ad-hoc committees for each work plan item to accomplish their goals.

The Youth Commission work plan was presented to the City Council on October 28, 2020 as part of the consent calendar. At the meeting, City Council voted to approve the work plan.

Youth Commissioners will begin to work within their ad-hoc committees on various goals which include but are not limited to: Intergenerational Programming, Virtual Park Tour, Civic Engagement Series, and the creation of a Youth Commission Mission statement.

ENVIRONMENTAL CONSIDERATIONS:

The action considered by the Youth Commission is exempt from the California Environmental Quality Act (CEQA) because it is not a “project” under Section 15378(b)(5) of CEQA Guidelines. The action involves an organizational or administrative activity of government that will not result in the direct or indirect physical change in the environment.

Projected Outcomes: Commissioners will learn about various City departments and City policies through speakers, tours, tentative youth summit (with San Marcos) and hands on activities. Climate Action Plan Administrator, Crystal Najera made a presentation on the City Climate Action Plan.

2 Focus Area: Intergenerational Recreation Programming Sakai, Pacheco, Burr Commission Term: August 20 -

June 21 None

Projected Outcomes: Commissioners will create “how to” video tutorials for Seniors to assist with registration, zoom and other technical areas In addition, the Youth Commissioners will work in cooperation with the Senior Commission to develop intergenerational programs through the Parks, Recreation and Cultural Arts Department. 3 Focus Area: Zero Waste / Food Recycling Program / Environmental Endeavors Gonzalez, Blakely, Foo, Kulick Commission Term: August 20 -

June 21 None

Projected Outcomes: Commissioners will learn the importance of recycling and implementation of a zero-waste food recycling program. The Commission will explore other strategies for recycling, environmental endeavors, and promotion of a clean environment.

4 Focus Area: Identify Guest Speakers for future Youth Commission meetings. Foo, Colombo, Blakely, Kulick Commission Term: August 20 -

June 21 None

Projected Outcomes:

Ad Hoc committee will brainstorm and identify speakers for each commission meeting to gain awareness and understanding of topics relevant to youth in the community.

San Dieguito Alliance, Kelly McCormick made a presentation on tobacco related issues pertaining to the youth.

Live Well San Diego staff, Sharon Hughes Johnson made a presentation regarding the Live Well San Diego program and the incorporation of the youth sector.

5 Focus Area: Bike Safety/Bike In Movie Gonzalez, Blakely, Colombo, Foo Commission Term: August 20 -

June 21 None

Projected Outcomes: Commissioners will promote Bike Safety and Bike In Movie (Go By Bike Mini Grant) event. Bike safety information will be developed through various media and printed materials.

GO by Bike Mini Grant has been cancelled by SANDAG for 2021 due to Covid-19.

6 Focus Area: Virtual Park Tour Sakai, Schneider, Pacheco, Blakely Commission Term: August 20 -

June 21 None

Projected Outcomes: Commissioners will develop a virtual park tour of various park and art sites including Olympus Park featuring amenities relevant to youth in the community.

7 Focus Area: Virtual Special Event Burr, Colombo Commission Term: August 20 - June 21

Potential Revenue
