NOSORH Distinguished Service Award

John Barnas, Executive Director of the Michigan Center for Rural Health (MCRH) was awarded the National Organization of State Offices of Rural Health (NOSORH) Distinguished Service Award at the NOSORH Annual Meeting in Oklahoma City, OK on November 17, 2010. The award is bestowed on an individual who has made a significant contribution to NOSORH, is a member of the organization, and is actively involved in a State Office of Rural Health. This honor bestowed on John comes one year after the Michigan Center for Rural Health received the NOSORH

Award of Merit. The award is presented to the State Office of Rural Health that has made a significant contribution in

the field of rural health.

Rural Critical Access Hospitals Recognized for High Quality Standards

Blue Cross Blue Shield of Michigan is pleased to acknowledge Michigan Critical Access hospitals for their success in achieving exceptional performance and high scores related to emergency room transfers and clinical quality measures awarded through the Michigan Critical Access Hospital Quality Network (MlCAH).

This recognition is made possible through MlCAH as part of a quality initiative program to improve hospital performance and enhance superior care given to each hospitals patient’s. “Michigan’s rural hospitals were proactive in establishing measurable quality initiatives” said Sue Barkell CBSM senior vice president of health care value. “Their high marks in emergency room transfers demonstrate their commitment to patient safety.”

As part of the quality initiative process each Critical Access Hospital CAH is required to perform a cultural evaluation in patient safety and take part in either one or both of the following programs: the MHA Keystone Center for Patient Safety and Quality Initiatives and the Michigan Critical Access Hospitals Quality Network.

Blue Shield of Michigan established a Pay for Performance program with the aim of rewarding hospitals that provide high quality health care services within their community. The program is being phased in over several years and rewards hospitals that provide high quality health care services within their community. “The Pay for Performance program enables rural hospitals to maintain and improve quality health care for thousands of Michigan residents each year,” said Ed Gamache Chief Executive Officer of Deckerville Community Hospital and Harbor Beach Community Hospital. The MHA Keystone Center for Patient Safety Quality was created by Michigan hospitals in March 2003 and

brings together hospitals state and national patient safety experts and evidence based best practices to improve patient safety and reduce costs by enhancing the quality of care delivered The MHA Keystone Centers unique in its ability to bring large numbers of hospitals together in a single improvement initiative allowing unprecedented

collaboration and expedited results. Since MHA Keystones inception Michigan hospitals that have partnered with the Center have achieved significant measurable patient safety lives improvements ^saving and reducing health care costs. Since 2001 quality leaders from each of the approved Michigan Critical Access Hospital facilities have been meeting to develop processes to evaluate current levels of performance provide performance improvement education and software applications and test the use of such systems in a statewide network of activities. These efforts have been supported through Michigan Medicare Rural Hospital Flexibility funding administered by the Michigan Center for Rural Health (MCRH) and the generous in kind support of all the health facilities. In 2006 the federal Office for the Advancement of Telehealth initiated a regional telehealth resource center grant program to provide support and guidance to telehealth programs. The five Telehealth Resource Centers (TRCs) have a mission to serve as a focal point for advancing the effective use of telehealth and support access to telehealth services in rural and underserved communities. The TRCs have extensive telehealth experience and can provide services, resources and tools to both developing and operating programs. Each TRC also has an understanding of regional concerns and the climate for telehealth in their geographic region. You will find many tools to assist your program on each of the TRC websites.
