1 1 INTRODUCTION

1.1. USAID Regulations:

Source and Nationality of Procurements (Attached)

Except as specified in this contract or as USAID may otherwise agree in writing, all goods financed under this contract shall have their “source,” and the suppliers of all goods and services financed under this contract shall have their “nationality,” in countries included in Geographic Code 937. Goods and services financed under this contract must be available for purchase in the applicable Geographic Code at the time of purchase. Geographic Code 937 includes: Jordan, the United States or a developing country (for a list of eligible developing countries, please see:

https://www.usaid.gov/sites/default/files/documents/1876/310maa.pdf.

“Source” means the country from which a commodity is shipped to Jordan or Jordan itself if the

commodity is located in Jordan at the time of the purchase. Where, however, a commodity is shipped from a free port or bonded warehouse in the form in which received therein, ‘‘source’’ means the country from which the commodity was shipped to the free port or bonded warehouse.

“Nationality” refers to the place of legal organization, ownership, citizenship, or lawful permanent residence (or equivalent immigration status to live and work on a continuing basis) of suppliers of commodities and services.

Any individual transaction not exceeding $25,000, excluding those specifically requiring USAID approval, may be procured from any non-prohibited source or nationality, Geographic Code 935. Geographic Code 935 includes any country is not a prohibited source. For a list of prohibited sources, please see:

In addition to the source and nationality requirements above, any motor vehicles purchased with funds under this contract must be manufactured in the United States, or a waiver from USAID must be approved.

1.2. The Bill of Quantities (BOQ) includes this preamble and the various bills of quantities.

1.3. The BOQ shall be read in conjunction with the conditions of contract, the technical specifications,

this preamble and the detailed tender drawings. The BOQ is a combined material supply &installation BOQ.

1.4. The quantities set out in the BOQ are close estimated quantities required for Installation or Supply

and installation quantities and they shall not be taken as 100% accurate quantities required for the finalisation of the works to be executed by the Contractor in fulfilment of his obligations under the Contract.

1.5. If the Quantity of the Installation of any item increased or decreased compared to the BOQ – the

Contractor has no right to change the unit rate or to claim more or additional costs.

1.6. The Bill of Quantities is based on Unit Rates. The contractor is obliged initially order within the“

1stList of Order ”50% (fifty per cent) of the material needed for the works as an initial required quantity of materials, within 2 weeks after awarding the contract, to avoid delays in the installation upon the Engineer and Miyahuna approval

The contractor can get paid 60% for the material on site, according to the purchase invoice from the manufacturer supplier. The contractor has to submit, together with the mentioned invoice, a detailed Price Analysis List (cost breakdown) for each delivered material item. During execution, the payment will be deducted from the contractor’s interim invoices according to the executed and installed amount for the material items.

During the initial supply procurement, the contractor shall review the design drawings and execute the survey work under the Engineer supervision to elaborate so called shop-drawings. As for the final material procurement, so called “2nd List of Order”, the contractor should submit the shop drawings and the quantities needed for the project within 90 days from the commencement date for all the works including the evidence for ordering these material such as Proforma invoice. Also the 2nd List of Order is subjected to the Engineers and Miyahuna approval and has also contain material, quantity, manufacturer, country of origin, supplier in accordance with his approved contract.

For the 2nd List of Order, the contractor can get paid 60% for the material on site according to the purchase invoice from the manufacturer supplier, included a Price Analysis List (cost breakdown) for each delivered material item, as indicated before. The payment, and later on, the deduction from the contractor’s interim invoice will be as same as by the 1storder.

Oversupply, if needed by Miyahuna, shall be handed over to a location given by Miyahuna, and shall beproperly documented with accurate quantities listed and approved by the Engineer, after commissioning and handover of a complete tender batch.

The oversupply of materials shall be paid according to an agreed price, for each material item, after negotiations between the contractor and the Employer. The Client has the right to buy the oversupplied materials or to reject these extra materials which will be then the property of the contractor.

1.7. The permanent works shall be subject to measurement as practiced in unit price contracts,

notwithstanding any general or local customs, except where otherwise specifically described or prescribed in the Contract.

1.8. The unit rates and unit prices in the BOQ shall, except where otherwise provided in the Contract

cover all the Contractor's obligations under the Contract, such as verification survey (setting-out), pipe and valve tracing, test pits, existing pipes locating for connection, indication and marking in the field, preparation of Shop Drawings, labour, materials, supervision, stores management, maintenance, insurance, profit, overheads, risk, taxes and duties for the proper construction and

completion of the works including testing, operational and any required training of nominated staff, maintenance during the defects liability phase, and remedy works of detects as specified in Contract.

1.9. Payments will be made strictly according to actual measurement of units in the field. Any supply

&installation for which no unit rate exists in the BoQ, such unit prices will be requested from the Contractor prior to execution of such works on the day of amendment.

1.10. Contractor shall conduct survey for the whole road width and locate all existing utilities, and shall

be responsible for the coordination with all authorities and utilities providers.

1.11. All works necessary in one area must be finalised (final road reinstatement excepted) before permit

for excavation in next area will be given.

1.12. The prices and rates entered by the Contractor in the BOQ shall cover the complete and finished

supply &installation in final position as required by the Contract Document including all costs and expenses which may be required in and for the construction and maintenance of the works together with all risks liabilities, insurance and obligations imposed or implied by the Contract and disconnection of existing pipes shall include investigation, with all the material needed to do

the wet dry test per district successfully with all the needed connections and disconnections . 1.13. Prices must correspond to the relative value of such items in relation to the total amount of the

tender. They must in particular not be of such nature as to distort the comparison of tenders or to result in interim payments which are clearly disproportional to the normal value of the services to be rendered.

1.14. Without affecting the generality of the foregoing provisions, the Tenderer will be deemed to have

taken full account of all requirements and obligations, whether expressed or implied, covered by the documents and to have priced the items herein accordingly. The rates must therefore include for all incidental and contingent expenses and risks of every kind necessary to fulfil the Contractor’s obligations in accordance with the Contract. The Contractor shall be obliged to follow all latest revision of regulation and specification required by relevant Authorities (e.g. GAM and MPWH) and include in the rates all cost and expenses arisen from these regulation and specification.

The rates entered by the Contractor in the BOQ are deemed to include for all costs and expenses involved with the works (installations) including (but not limited to) the following:

a. The provision, storage, transport, handling, delivery of procured material, equipment, use, distribution and maintenance of all materials, plant, equipment, machinery and tools including all costs, charges, dues, demurrage or other outlays involved in transport and importation; b. The provision and maintenance of all staff and labour and their payment, accommodation,

c. Setting out, including the location and preservation of survey markers, measurement and supervision, update of tender drawings to works drawings in regards to actual proposed pipe location;

d. The provision, operation, maintenance and removal upon completion of the Contract of all Contractors’ site installations;

e. The provision, storage, transport, use, handling, distribution and maintenance of all consumable stores, fuel, water and electricity for the Contractor's site installations;

f. the provision and maintenance of all temporary detours, of traffic control measures and of reinstatement upon completion of the existing roads;

g. paying fees and giving notice to Authorities

h. emergency water supply to customers of Miyahuna if necessary

i. preservation of a clean site and reinstatement of site after completion of works j. protection of adjoining property;

k. all contractual submissions by the Contractor;

l. all quality control measures including inspections and tests;

m. all works and materials of permanent and temporary nature required for execution of works in compliance with regulation and specification given by authorities;

n. damage caused to the works under construction, plant, materials and consumable stores by weather;

o. repairs to the works either prior to or during the defects liability period;

p. co-ordination with other Contractors or Authorities carrying out work either in connection with or adjacent to the works;

q. Overheads, on-costs and profit r. Exchange Rate fluctuations s. Material cost increases

t. all temporary works including watching, lighting and temporary access

u. clearing away rubbish as it accumulates and keeping the site in a tidy condition

1.15. No claim will be considered for further payment in respect of any work or method of execution

which may be described in the Contract or is inherent in the undertaking of the works or detailed in the drawings.

1.16. A price or rate shall be entered against each item in the BOQ whether quantities are stated or not.

Items against which no price or rate is entered shall be deemed to be included in other units or items of the BOQ. The unit price or rate entered against any item shall take precedence over any miscalculation in the total sum against that item. Where separate items have not been provided in the BOQ for work required under the Contract then the cost of such work shall be deemed to have been included in the prices and rates for other items.

1.17. The total quantity included in the final measurement of each item shall be measured to the nearest

1.18. The pipe quantities are expected to be in the paved streets. However, in the case of the need for

construction in natural ground surfaces, 15% of the price provided for construction in asphalt surfaces shall be deducted for the same item.

1.19. The following abbreviations are used in the Bill of Quantities:

1.20. The item descriptions in the BOQ are only in sufficient detail to ensure identification of the supply

&installation covered under the technical specifications, contract conditions, and as shown on the detailed drawings. Therefore, the BOQ shall be read together with the rest of the tender documents. Descriptions of the supply &installation given in the specifications or drawings are not necessarily repeated in the identifying descriptions of the items in the BOQ.

1.21. The items in the BOQ describe in detail, what supply, works and cost shall be included in such unit.

The Contractors pricing the BOQ shall be aware that this BOQ is a UNIT PRICE contract. The Contractor shall update the submitted tender drawings after his survey and pipe detection with his proposal for the new pipe installation locations as “Shop Drawings”, which will be subject to approval by the Engineer.

1.22. For other items to be installed as network Nodes with or without Gate Valves, Air Valves,

additional Gate Valves, disconnection of to be decommissioned pipes, the detail drawings are binding, but subject to amendment on site if necessary.

1.23. Further requirements for the supply &installation in question may be stated in other clauses in the

specification or on the drawings and the Contract rates shall be deemed to cover also the cost of complying with any such further requirements.

1.24. The materials and equipment offered by the Contractor must fulfil the specifications set for this

contract and are binding throughout this contract.

1.25. The project is funded by the United States Agency for International Development (USAID) by which

Jordan Water Company ( Miyahuna) has entered into an agreement which has a fixed time-frame and payment schedule payable to Miyahuna based on completion of predetermined Milestones. The Milestones will be provide to the contractor at an early stage and the contractor must take into account the priorities of Milestones in his work plan and implementation schedule to avoid any damages to the employer or hinder Miyahuna from submitting its invoices to the USAID, as a result of the failure to complete any or all items included in the contract within the allocated time. Miyahuna reserves all the contractual and financial rights in case of non-compliance by the contractor with the above.

2 SCHEDULES OF PAYMENTS

2.1 Interim Payment

The interim payments to be made to the Contractor are paid according to actual measurements on site with all supporting documentation such as drawings and material lists.

Interim payment requests shall be presented to the Engineer including all measurement sheets, material lists, stock cards, day work schedules, drawings and amendment orders, elaborated by the Contractor in full compliance with the contractual requirements set in the conditions of contract and specifications on either monthly basis or if minimum amount (see Appendix to Tender) for such interim payment is reached or according to agreement of date with the Engineer.

Only the payments made under final payment certificate are considered as payments for the permanent works completed. If at any time, prior to the issue defects liability certificate, the quality or quantity of the works are found to be unsatisfactory or do not conform to the requirements of the Contract, the Engineer is entitled to deduct or withhold the amount sufficient to remedy such unsatisfactory works from the successive interim or other payments to the Contractor. All interim payments are subject to the deduction of retention money as specified in the Condition of Contract.

2.2 Payment upon “supply and Installation“

The supply &installation described in the Bill of Quantities will be paid only upon completion and acceptance of the supply &works as required by the contract. The Contractor may request for interim payments at installation not exceeding following schedule according the Particular Technical Specifications,

The contractor has to complete successfully all the activities, as indicated in the table below for each row, to get the relevant remuneration (per cent in each row) as mentioned in the same row.

3 DESCRIPTION OF BOQ ITEMS

The following chapter describing the main BOQ items referring to the attached BoQ, including the main tasks for the mentioned items and the contractor shall also refer to the drawings, technical specifications and conditions of contract.

1. DUCTILE IRON PIPES

See Technical Specifications and drawings.

1.1. SUPPLY & INSTALLATIO N OF DUCTILE IRON PIPES C CLASS

The item for SUPPLY & INSTALLATION of Ductile Iron pipes includes the following:

- Supply and installation of Ductile Iron pipelines and all required fittings and accessories according to the Technical Specifications,

- Marking of pipe trench location,

- Cutting of road surface (asphalt) and removal of asphalt,

- Careful removal and storage of side walk tiles or plastering stones,

- Excavation in any type of soil of trench to the depth of bottom of pipe plus sand bedding according to diameter as specified in the Specifications,

- Trench protection by timbering,

- Transport and disposal of excavated material,

- Import of appropriate sand, sand bedding below, aside and above according to Specifications and detailed drawings,

- Including all required thrust blocks and encasement whenever required in accordance with the technical specifications and drawings,

- Backfilling of trench with Single size aggregates according to Specifications of the authority owning the road,

- Supply and Installation of a warning and tracing tape for pipes according to the technical specifications,

- Reinstatement of surfaces as specified in the detailed standard drawings and to the specifications of the authority owning the road,

- Cleaning and flushing the interior of the pipes after installation,

- Pressure testing of pipeline, including the filling of the line with water for the entire pipeline section including bends and T-Pieces`, Valves, AV, and also with all pipe saddles installed as part of the main pipe,

- Including provision of the testing equipment, water shall be supplied and paid by the contractor, - Flushing of the pipeline,

- Chlorine, disinfection of the pipeline, - Final flushing and tests,

- Survey of the new pipeline and elaboration of as-built drawings,

- Including all connection and disconnection points shown on the drawings.

- Including all required test pits to locate the connections and disconnection points.

- Including disconnection of any redundant pipe, reconnection / immigrate of all connections and costumers whenever required, whether allocated inside or outside the project area.

In case the road was newly asphalted by GAM the Contractor should gain the permit and stick to GAM’s regulation and specification as regard the reinstatement of the road which includes a concrete slab across and along the paved road using a fast hardening concrete, in addition using the Finisher during asphalting with a minimum width of 2 m on two layers using Basalt Paving, using an compactor of min 2 ton weight with a driver, where the price shall not exceed 115% of the regular asphalted road as per the contract specs.

2. HDPE PIPES

2.1. SUPPLY & INSTALLATIO N OF HDPE PIPES, PE100, PN16,

The item for SUPPLY & INSTALLATION of HDPE PIPES, PE100, PN16, ISO63 and above, in classic trench excavation includes the following:

- Supply and installation of a linear meter of HDPE pipeline according to the Technical Specifications, - Includes all electro-fusion fittings, connectors and bends,

- Marking of pipe trench location,

- Cutting of road surface (asphalt) and removal of asphalt,

- Careful removal and storage of side walk tiles or plastering stones,

- Excavation in any type of soil of trench to the depth of bottom of pipe plus sand bedding according to diameter as specified in the Technical Specifications,

- Trench protection by timbering,

- Transport and disposal of excavated material,

- Supply of appropriate sand, sand bedding below, aside and above according to Technical Specifications and detailed drawings,

- Including all required thrust blocks and encasement whenever required in accordance with the technical specifications and drawings,

- Supply and Installation of HDPE pipes, inclusive cutting and chamfering of ends,

- Backfilling of trench with Single Size aggregates according to Specifications of the authority owning the road,

- Supply and Installation of a warning and tracing tape for pipes according to the technical specifications,

- Reinstatement of surfaces as specified in the detailed standard drawings and to the specifications of the authority owning the road,

- Cleaning and flushing the interior of the pipes after installation,

- Pressure testing of pipeline according EN 805, including the filling of the line with water for the entire pipeline section including bends and T-Pieces, Valves, AV, and also with all pipe saddles installed as part of the main pipe, as indicated in the technical specifications,

- Including provision of the testing equipment, water shall be supplied and paid by the contractor, - Test according EN 805 with Test certificate and procedure,

- Flushing of the pipeline,

- Chlorine, disinfection of the pipeline, - Final flushing and tests,

- Survey of the new pipeline and elaboration of as-built drawings,

- Including disconnection, reconnection / immigrate of all connections and costumers, whether allocated inside or outside the project area which are connected to the existing pipe network lines. - In case the road was newly asphalted by GAM the Contractor should gain the permit and stick to

GAM’s regulation and specification as regard the reinstatement of the road which includes a concrete slab across and along the paved road using a fast hardening concrete, in addition using the Finisher during asphalting with a minimum width of 2 m on two layers using Basalt Paving, using an compactor of min 2 ton weight with a driver, where the price shall not exceed 115% of the regular asphalted road as per the contract specs.

HDPE PIPE INSTALLATION WITH HDD TRENCHLESS TECHNOLOGY

The HDD trenchless technology shall be used if necessary and only after getting the approval of the Engineer and the Client and where the contractor will not get an excavation permit, only but not entirely, especially not necessarily for low traffic road, narrow roads in residential areas or interconnections with sewer lines and septic tanks. This technology shall be executed to avoid traffic hazards and problems with road excavation permits required from GAM/MOPWH. Without any

additional Cost, On the BoQ Items.

3. SUPPLY & INSTALLATION OF HOUSE CONNECTION FOR A SINGLE AND MULTIPLE CUSTOMERS WATER METERS (IF REQUIRED)

See Technical Specifications and drawings.

The item for SUPPLY and INSTALLATION of HOUSE CONNECTION for a single and multiple customer water meters includes the following:

- Supply of Material and Installation of SINGLE House Connection HDPE Pipes PE100, PN16, , according to the Technical Specifications and drawings,

- Supply and installation of house connection including all required pipes and fittings of HDPE and Galvanized pipelines,

- Supply and installation of pipe saddle for DI pipes or electro-fusion pipe saddles for HDPE pipes at tapping points, according to the technical specifications and drawings,

- Supply and installation of a linear meter of HDPE pipeline - Includes all electro-fusion connector and bends,

- Includes all Galvanized fittings. - Marking of pipe trench location,

- Cutting of road surface (asphalt) and removal of asphalt,

- Careful removal and storage of side walk tiles or plastering stones,

- Excavation in any kind of soil of trench to the depth of bottom of pipe plus sand bedding according to diameter as specified in the Particular Technical Specifications,

- Trench protection by timbering,

- Transport and disposal of excavated material,

- Supply of appropriate sand, sand bedding below, aside and above according to Technical Specifications and detailed drawings,

- Supply and Installation of HDPE pipes, inclusive cutting and chamfering of ends,

- Inclusive Backfilling of trench with Single size aggregates according to Specifications of the Municipality of Greater Amman,

- Supply and Installation of a warning and tracing tape for pipes according to the technical specifications,

- Reinstatement of surface on the payment with tiles or plastering stones,

- Reinstatement of road surfaces as specified in the detailed standard drawings and according to the specifications of the authority owning the road,

- Cleaning and flushing the interior of the pipes after installation,

- Pressure testing of pipeline according EN 805, including the filling of the line with water for the entire pipeline section including bends and T-Pieces, Valves, AV, and also with all pipe saddles installed as part of the main pipe, as indicated in the technical specifications,

- Including provision of the testing equipment, water shall be supplied and paid by the contractor, - Test according EN 805 with Test certificate and procedure,

- Flushing of the pipeline,

- Chlorine, disinfection of the pipeline, - Final flushing and tests,

- Survey of the new pipeline and elaboration of as-built drawings,

- Including supply and installation of material according to the General- and Particular Technical Specifications,

- Including the galvanized milled steel pipes (GMS) of approx. 10m, including all fittings,

- Including all necessary bends for connections through walls and floors inside of Customers Property,

- Works includes break off of bricks and walls,

- Including all necessary wall clamps, or any material needed to work be done as per engineer's Instructions

- Including excavation in any type of soil and backfilling works, if necessary,

- Including reinstatement works for inside house connections as shown on drawings and technical requirements,

- Task includes all works and material for the connection after the water meters until the place of the existing connection.

- Including disconnection, reconnection / immigrate of all connections and costumers, whether allocated inside or outside the project area which are connected to the existing pipe network lines as per Engineer instructions.

- If the contractor needs to relocate the costumer water meter inside the costumer propriety which (less than 5 water meter) the contract price shall include all needed pipes and fittings to complete the works as per client and Engineer instructions.

4. SUPPLY & INSTALLATION OF VALVES DISTRICT METERS

See Technical Specifications and drawings.

4.1. SUPPLY & INSTALLATION OF ISOLATION VALVES

The item for supply and installation of isolation Valves includes as follows:

- Including supply and installation of material according to the Technical Specifications, - Cutting of road surface (asphalt) and removal of asphalt,

- Careful removal and storage of side walk tiles or plastering stones,

- Inclusive Excavation in any type of soil of trench to the depth of bottom of connecting pipe plus sand bedding according to the Technical Specifications,

- Including supply and install of all concrete and civil works required in the technical specifications and drawings,

- Inclusive all mounting parts and manhole cover according to the Technical Specifications, - Securing and protection of the trench/pit,

- disposal of excavated material,

- Inclusive supply and installation of extension spindles whenever required based on the technical specifications and drawings.

- Inclusive Backfilling of trench with Single Size aggregates according to Specifications of the authority owning the road,

- Reinstatement of surfaces as specified in the detailed standard drawings and according to the specifications of the authority owning the road.

- Inclusive supply and installation of surface boxes, after backfilling and reinstatement of surface and all needed fittings whenever required in accordance with the technical specifications and drawings, - Installation either into existing or new installation in new system.

- The contractor shall install inside the manhole a description plate which explain the district the valve delvers water.

4.2. SUPPLY & INSTALLATIO N OF COMBINATION AIR VALVES

The item for supply and installation of Combination Air Valves includes the following:

- Including supply and installation of material according to the Technical Specifications and drawings, - Cutting of road surface (asphalt) and removal of asphalt,

- Careful removal and storage of side walk tiles or plastering stones,

- Inclusive Excavation in any type of soil of the trench to the depth of bottom of connecting pipe plus sand bedding according to the Technical Specifications and drawings,

- Securing and protection of the trench/pit, - disposal of excavated material,

- Supply and installation of combination Air Valve and all required material and fittings in accordance with the technical specifications and drawings,

- Inclusive all construction, civil and concrete material and works for the Air Valve Chamber, according to the Technical Specifications and drawings,

- Inclusive all mounting parts and manhole cover according to the Technical Specifications and drawings,

- Inclusive Backfilling of trench with Single Size Aggregates according to Specifications of the authority owning the road,

- Reinstatement of surfaces as specified in the detailed standard drawings and according to the specifications of the authority owning the road,

- Installation either into existing or new installation in new system.

4.3. SUPPLY & INSTALLATIO N OF WASH-OUTS

The item for supply and installation of a Wash-Out includes the following:

- Including supply and installation of material including pipes, valves, fittings, accessories … etc., according to the Technical Specifications and drawings,

- Cutting of road surface (asphalt) and removal of asphalt,

- Careful removal and storage of side walk tiles or plastering stones,

- Inclusive Excavation in any type of soil of the trench to the depth of bottom of connecting pipe plus sand bedding according to the Technical Specifications,

- Securing and protection of the trench/pit, - disposal of excavated material,

- Wash-out pipe HDPE ISO125, shall be extended to such a length to reach the discharge area as is required for every particular site conditions,

- Inclusive all construction, civil and concrete material and works and all fittings required for the Wash-out chamber, according to the Technical Specifications and drawings,

- Inclusive all mounting parts for fixing the pipe,

- Inclusive Backfilling of trench with Single Size Aggregates according to Specifications of the Municipality of Greater Amman,

- Inclusive reinstatement of surfaces as specified in the detailed standard drawings and according to the Specifications of the authority owning the road,

The item for supply and installation of Electromagnetic District meters includes the following: - Supply and installation of material according to the Technical Specifications,

- Cutting of road surface (asphalt) and removal of asphalt,

- Careful removal and storage of side walk tiles or plastering stones,

- Excavation in any type of soil of trench to the depth of bottom of connecting pipe plus sand bedding according to the Technical Specifications,

4.6. CONNECTING ELECTRICALLY ACTUATED ISOLATING VALVES and loggers TO SCADA

SYSTEM

The item for DZ 13 operation includes the following:

- Including supply and installation of all required material to complete the task according to the Technical Specifications, site requirements and drawings,

- Supply and install required RTUs or controllers.

- Supply and install chamber flood protection system which sends emergency alarms to the existing SCADA and the operation and maintenance personnel whenever the water table rises in the chamber.

- This item also includes the supply and installation of all integrated systems for the operation management of DZ 13 in accordance to drawings Including all required hardware, remote sensors, 3G/4G cards, connection to existing SCADA … etc, where the client will be able to control and monitor the operation of these DMAs through the existing SCADA.

- Pressure loggers(supply and install) - (A dedicated telemetry data logger shall be installed at the Critical Point (point of lowest pressure in the pressure zone), loggers should be installed in a chamber which should constructed by the contractor as per the Engineer instructions (the contractor should propose the chamber size and details and it subjected to the engineer approval). This data logger must record pressure and temperature and have the ability to transmit data to the Host every 5 minutes) - are to be installed at DMAs to control the shut off of the isolation valve during the operation of the cycle when the pressures reach the maximum indicated at these DMAs. All necessary works shall be included along with connecting to SCADA.

- Noise loggers(supply and install) - (A dedicated telemetry data logger shall be installed at the selected Point, loggers should be installed in a chamber which should constructed by the contractor as per the Engineer instructions (the contractor should propose the chamber size and details and it subjected to the engineer approval). This logger must sense any noise in the network (during specific time) –and then send it to the main server. All necessary works shall be included along with connecting to SCADA. (the logger shall be portable if Miyahuna needs to move its place

- The price shall include the construction of Pressure logger and Noise logger chambers and the contractor should submit a suitable design for the civil works needed for the chamber and it subject to the engineer approval, the price should include procurement and installation and connecting to Scada of all the above mentioned works.

- The price includes Supply and installs surge loggers and connecting surge loggers to existing Scada, the contractor should install the surge loggers in a locations as per Miyahuna and Engineer

instructions and it should be portable, and the price should include the all needed materials accessories programs for the completion of the work as per Engineer instructions.

5. MISCELLANEOUS

6 PRELIMINARIES

6.1 MOBILISATION & SITE INSTALLATION

Site installation is in accordance with the special Conditions, the technical specifications including all facilities required for the construction and installation works on site of the project.

The item for Mobilisation & Site installation includes the following: - Supply, transport and installation of machinery, equipment and plant, - Storage of material and equipment,

- Safe guarding of the site installations, - Elaboration of the site installation plan(s),

6.2 OFFICE ACCOMMODATIONS

- Including any delays or extension as indicated in the Particular Technical Specifications.

7 PUMPS:

As indicated in the Technical Specifications and BOQ.

Description of Khalda reservoir (Current System VS Proposed System) Description of the existing system related to the tower side:

Available information regarding the tower at Khalda site and the pumping station are as per the following:

Existing Ductile Iron pipe of 200mm diameter is extended from the main reservoir as a suction pipe line to the existing pumps that feed the elevated tower, existing pumps, Qty:3, (with capacity 70m3/hr. @ 36m head Qty:2 ,and pump with capacity 150m3/hr. @ 36m Qty:1).

Diameter of Suction pipes and valves for each pump is 200mm and the diameter of discharge pipe for each pumps also 200mm, these pumps are feeding the elevated tower through a 200mm pipe extended all the way up against the wall.

The overflow pipe is 300mm diameter and a 100mm washout pipe is connected to it.

A discharge pipe line of 200mm reduced to 150mm, is extended from the elevated tower to the ground level at the flow meter section and then the pipe is enlarged to diameter 200mm connected directly to the main pipe 400mm which supplied the network.

Description of the required Proposed system:

The contractor shall be responsible for the following items and it shall be included within his price of the required works:

The proposed system is to install new three pumps (two on duty and one standby) Capacity shall be 275m3/hr. @ 50m head for each one, connected directly to the network pipe line to achieve capacity of 550m3/h.

The contractor shall inspect, design, construct, supply, install, test and commission pumps with its valves, suction pipe, discharge pipe, electrical panel, electrical cables, control cables, pumps

structural bases, modify the existing SCADA, PLC, and HMI for the new pumps to guarantee a full automated system, and all the required, civil, mechanical, electrical and control for the new pumps to achieve the requirements of the client and as per the engineer requirements and approval.

The three pumps will be driven by three new variable speed drives (VFDs) in order to change the motor speed as network pressure and demand. These VFDs should be connected (communicated) to the existing PLC, HMI and SCADA, which means that no new PLC is required in this project, just make the required modifications on the existing PLC, HMI and SCADA. As well as, all required protections should be added to the pumps to ensure that the pumps will run safely and as manufacturer recommendations.

The contractor shall do all needed work to achieve the above-mentioned proposed system, the below descried tasks just for guidance and any other needed work or material must be included in contractor price:

Supply and Install new two end suction type pumps (two on duty and one standby) as attached specifications and BoQ. Capacity shall be 275m3/hr. @ 50m head for each one.

The pumps will be installed inside the basement room, beside the reservoir.

The contractor shall make all necessary communications with the Jordan Electricity Company (JEPCO) to supply the site with electrical current with the required capacity and according to the specifications and BoQ and to provide all electric panels, cables, devices and equipment needed to the new pumping station and to the distribution and operation panels for existing tower pumps and all needed Cables, instruments, protection relays, trenches, manholes, electrical and civil works, and according to the recommendations of the supervisory committee. Supply and Install new electrical panels (Main Breaker as JEPCO specifications and requirements,

Main Distribution Panel, Operation Panels (Variable frequency Drive) and all needed Cables, instruments, protection relays, trenches, manholes, electrical and civil works as attached specifications and BoQ,

Modify the existing SCADA, PLC, and HMI system to include all the new equipments and to guarantee a full automated system.

The contractor will achieve:

Install two VFDs, one for each pump

Communicate the VFDs to the existing PLC.

For each pump, add two pressure transmitters and two pressure switches (delivery and discharge sides) and flow switch.

Make the required modifications on the existing PLC, HMI and SCADA.

The PLC (RTU) must transfer all station signals to the Main SCADA system in Dabpuq SCADA center, knowing that, the main SCADA system is already installed and under operating and warranty by FARA 9 contractor, so when adding theses modifications to the SCADA system, an arrangement must be done with FARA9 contractor and all the related cost must be reflected without affecting on warranty, for this reason, it is preferred to do the modifications by FARA 9 contractor.

The existing PLC has many spare inputs/outputs channels, but if these channels are do not enough for this upgrading, the contractor should add expansion cards and required, theses spare channels number and PLC description are included in the specification documents, the PLC brand and type is Schneider SCADA PACK 575 (controller module) and the part number is (TBUP575-UA56-AB00S).

Supply and Install new main suction pipe line minimum diameter 400mm and connect it to the main reservoir outlet pipe (DN:600mm),including (T connection DN:600mm to DN:400mm .. etc), with all required isolating valves before and after the connections (DN:600mm, Quantity:2), and

for new main suction pipe line minimum diameter 400mm, with all required accessories, fittings, mechanical, civil, and electrical works.

Supply and Install new suction branches include isolating valve, flexible joint and dismantling joint and all required accessories and fittings (Diameter 300mm) or as per pumps manufacturer recommendations, with all required accessories, fittings, mechanical, civil, and electrical works. Supply and install new discharge branches include non slam check valve, dismantling joint, flexible

joint, motorized butterfly valve and all required accessories, fittings (Diameter 300mm) for each pump or as per pumps manufacturer recommendations, and connect it to the new main discharge pipe line diameter 400mm.

Supply and Install new main discharge pipe line diameter 400mm and connect it to the existing network pipe (DN:400mm) inside suitable a concrete chamber, with all required motorized isolating valves (Quantity:2 , DN:400mm), accessories and fittings, mechanical, electrical and civil works as attached specifications.

The contractor shall install a new electromagnetic flow meter with isolating valve inside a concrete chamber on the main discharge pipe line, with all required isolating gate valves, accessories and fittings, manholes, mechanical, electrical and civil works as attached specifications,the minimum diameter for the electromagnetic flow meter shall be suitable to operate with 200m3/hr to 800m3/hr.

The flow meter signal will be connected to the PLC to monitor and control the pumps operation to insure that they will run as manufacturer recommended conditions and curves.

Supply, install and operate Flow control valve (FCV); Plunger Type, inside the concrete chamber on main discharge pipe DN 400 mm, FCV shall suitable to handle the quantity between 200m3/hr to 800m3/hr, price includes all required work and material to connect with SCADA and control system.

The FVC signal will be connected to the PLC to monitor and control the pumps operation to insure that they will run as manufacturer recommended conditions and curves.

The contractor shall Design and built a control philosophy includes all required works and material that contains the operating parameters of the flow, pressure, pump speed, and FCV signals to insure that pumps will run as manufacturer recommended conditions and curves.

Install all needed instrumentation and measuring devices to monitor and control the full automation of the pumping station.

Do all measurements for alignments and vibration for new pumps to ensure these measures are with acceptable standard.

Design all construction needed to pumps and panels including trenches, drainage, slap or wall coring…etc and submit this design after commencement date for approval.

The contractor shall Design and built a ventilation system for the new pumping room (basement) to insure that all equipments will run at manufactures' recommended temperature, humidity, and conditions.

The new pump house shall include Installation of a new over head crane to handle all the new equipment the minimum lifting capacity of the crane shall be enough to lift the pumping unit complete with its base and motor.

The contractor shall Design, supply ,install, test and commission Leakage alarm system in the new pumping room, to insure cut off the electricity when water leakage happening. all accessories to operate system according to the best international standards .and All related civil, mechanical and electrical works and materials. and connecting alarm signal with SCADA System.

The contractor is responsible to Remove All Remains of Demolition to approved places by (GAM) and the Engineer.

Inspection: This includes Inspection of all the existing conditions and the description above is only a guidance and it’s the contractor solo responsibility to verify all the existing conditions and to adopt it in his new design and construction drawings and materials.

Design: This includes design of all works mentioned to Khalda reservoir, this shall include and not limited to:

a. Hydraulic calculations of all feeding and out pipe lines.

b. Structural design and calculations for the pumps bases all pipes underground and all the vertical pipes that need to go up to the tank and from the tank to the ground.

Pipes supports that shall handle the new installed pipes within the project.

Flow control that guarantee the full automation of the elevated tower which shall guarantee zero risk for the tank overflow.

Electrical power calculations and demand to insure that the feed electrical supply is sufficient to serve the new demand.

Electrical calculations for the main transformer capacity cable sizing and upgrading requirements Contractor shall submit for approvals all the drawings related to the pumps installation and

electromechanical works, including pump bases, suction and discharge arrangement, electrical panels rooms and ventilation, … etc.

Provide a work schedule for approval from the client this schedule shall include the work plan and the expected cash flow of the construction phase, this shall immediately provide after the commencement date.

Construct the new system described above including supply, install, test and commission all the described.

Repair: This includes Repairing, maintaining refurbishing, replacing all damaged parts, painting, reinstalling testing and re-commissioning of the equipment / utility as per the instruction of the Engineer.

Reinstall: This includes Reinstallation in position as required by the Engineer.

Do all measurements for alignment and vibration for new pumps to ensure these measures are within acceptable standard.

Note: The contractor shall make site survey before prepare the offer documents to see and observe the station details.
