TERMS OF REFERENCE OF SENIOR CONSULTANT –

POLICY, PLANS AND MAINSTREAMING

1. Background/Objective/Workscope Background :

- NDMA as the apex body, is mandated to lay down the policies, plans and guidelines for Disaster Management to ensure timely and effective response to disasters.

- Specialist inputs in relevant discipline/areas of disaster management need to be provided to NDMA by Consultants/Sr. Consultants. They will provide domain specific technical assistance in formulation of guidelines/conduct of subject related training.

Objective:

- To prepare Disaster management plans at the national, state and local levels.

- Support the formulation and review of relevant policies and guidelines.

- Liaise with different ministries and departments of Government of India with a view to mainstreaming disaster risk management in their plans and strategies. - Liaise with the Ministry of Home Affairs

and coordinate NDMA inputs for establishing a monitoring system for the implementation of Sendai Framework for Disaster Risk Reduction in India.

2. Qualification, Eligibility and experience Qualification

(1) Master Degree in Disaster Management.

(2) The Senior Consultant should have at least 10 years of experience in the discipline.

(3) If Ph.D 7years experience in the discipline OR

Retired Government employees (i) with Grade Pay of Rs. 10,000/- and above and (ii) with experience of 10 years and knowledge in the required domain field of Disaster Management as specified will be eligible.

3. Deliverables/Scope of Work a. Provide technical support to preparation of disaster management plans at the national, state, and local levels.

- Anchor the finalization and periodic revision of the National Disaster Management Plan, and monitor and analyze its implementation;

- Support the State and Governments in developing, updating and implementing the State DM Plans and District DM Plans on as needed basis; and

- Provide feedback and technical advice to ministries and departments of GoI on preparation of their disaster management plans.

b. Support the formulation and review of relevant policies and guidelines

- Anchor the review of National Policy on Disaster Management (2009)

- Identify new areas – particularly in relation to ongoing development programmes and schemes – for appropriate policy interventions with a view to advancing the cause of disaster risk reduction in the country

- Monitor and analyze implementation of the National Guidelines developed by NDMA

- Initiate and coordinate pilot projects in high intensity disaster prone areas and thereby evaluate the effectiveness of existing policies and plans.

- Recommend effective measures for implementation of the policies enunciated by the NDMA

c. Liaise with different ministries and departments of Government of India, with a view to mainstreaming disaster risk management in their

plans and strategies.

- Identify opportunities for mainstreaming disaster risk management in development and recommend specific measures – including policy interventions, fiscal provisions – to making use of these opportunities.

- Study the international best practices and identify elements that can be adapted to Indian context.

d. Liaise with the Ministry of Home Affairs and coordinate NDMA inputs for establishing a monitoring system for the implementation of Sendai Framework for Disaster Risk Reduction in India.

4. Remuneration Senior Consultant – Consolidated fee of Rs. One lakh Per Month

5. Any other work Any other work to be assigned as per requirement by NDMA.

6. Schedule for completion of Tasks a. Initially the consultancy will be for a period of One (1) year, extendable upto 3 years subject to performance review on annual basis.

b. The NDMA can remove the incumbent at any time by giving one month’s notice or the incumbent can also resign from the assignment by giving one month’s notice to the Employer.

TERMS OF REFERENCE OF CONSULTANT –

PSYCHOSOCIAL CARE AND SOCIAL VULNERABILITY

1. Background/Objective/Workscope Background :

- NDMA as the apex body, is mandated to lay down the policies, plans and guidelines for Disaster Management to ensure timely and effective response to disasters.

- Specialist inputs in relevant discipline/areas of disaster management need to be provided to NDMA by Consultants/Sr. Consultants. They will provide domain specific technical assistance in formulation of guidelines/conduct of subject related training.

Objectives

Psychosocial Support and Mental Health Services in disasters and social vulnerability with a specific emphasis women and children.

2. Qualification, Eligibility and experience

Qualification

- This would consist of professionals having Masters degree/ Mphil in Psychiatric Social Work from Govt of India recognized Mental Health Institute as specified in the ToR for the specialization/ field and minimum qualification experience of 5 years in Psychosocial Care.

- Persons with additional qualification and experience of mental health care during disaster, community based psychosocial care in disaster management, psychosocial care in CBRN disasters and experience of policy planning, designing and running psychosocial care preparedness, response and mitigation programmes, developing IEC materials and research in that ascending order would be preferred. - The candidates should have high

competency and established peer reputation and teaching experience.

- Person with Ph.D in the relevant field are required to have minimum experience of 3 years. Person with the ground experience in rendering psychosocial care interventions aftermath of disasters will be given preference.

- Retired Government employees Mphil and Ph.D (i) with the Grade pay of 7600/- and above with at least 05 years experience of Psychosocial Care in Disaster Management. Persons with additional qualification and experience of disaster mental health, community based psychosocial care in disaster management, psychosocial care in CBRN disasters in that ascending order would be preferred. - The candidates should have high

competency and established peer reputation and teaching experience. - Person with PH.D in the relevant field are

required to have minimum experience of 3 years.

3. Deliverables/Scope of Work - Effective monitoring and follow-up action strategy plan to strengthen Psychosocial Support and Mental Health Services and social vulnerability reduction in disaster.

- Implementation of National Guidelines on the Psychosocial Support and Mental Health Services by conduct of its Sensitisation Workshops/Training programmes.

- Examination and Approval of National/State/District Disaster Management Plans pertaining to the aspects of Psychosocial Support and Mental Health Services and social vulnerability with a specific emphasis on women and children.

- Conceptualization and Development of Mitigation & Preparedness Projects pertaining to Psychosocial Support and Mental Health Services and social vulnerability reduction in disasters.

- Conduction of Workshops,

Seminars/Conferences at various levels on Psychosocial Support and Mental Health Services disasters and social vulnerability.

-Coordination with State/Districts Authorities and Conduction of Mock Drills with special reference to Psychosocial Support and Mental Health Services in disasters and social vulnerability. - Capacity Building for Psychosocial Support and Mental Health Services for various facets of disasters and social vulnerability.

- Interaction with organization/NGOs/

- Interaction with National Institute of Disaster Management (NIDM) and Nodal centre’s for psychosocial care to work out the various training strategies and modules specific to Psychosocial Support and Mental Health Services in disasters and related matters thereto.

- Interaction with organization /NGOs and other agencies which work for social gender issues/vulnerability reduction to workout training and capacity building programmes.

-Interaction with NDRF with the endeavor to the ensure that in Battalions of NDRF are adequately sensitized in psycho social support and mental health services in disasters and related matters thereto.

- Represent the National Authority at National and International Forum in the Psychosocial Support and Mental Health Services in disasters.

- Knowledge Management pertaining to all aspects of Psychosocial Support and Mental Health Services in disasters.

- Re-evaluation of Plans and Guidelines with changing global and indigenous scenarios.

- Monitoring and ensuring the implementation of the mitigation projects undertaken.

- Develop mechanism for database management of the relevant data pertaining to Psychosocial Support and Mental Health Services in disasters that will be needed during the emergency itself. - Gather the information about various national and international best practices by formal visits to the concerned global sector, participation in the conferences and other modes.

- Liaison with various stakeholders including private sector in Psychosocial Support and Mental Health Services arena and NGOs for their participation in the various programmes of NDMA. - Provide technical inputs to ensure that social vulnerability issues are addressed as part of risk assessments that inform the development of disaster risk reduction programmes.

- Periodically monitor the ongoing reconstruction and recovery programmes and make recommendations to ensure that special needs of the most vulnerable – e.g. women-headed households, elderly, adolescent girls, disabled – are addressed.

Deliverables/Final outcome

- Psychosocial Support preparedness and mitigation and social vulnerability reduction are effectively monitored. - Support as per best practices practiced

globally, by all stakeholders.

- Completion of formulation of the National Action Plan on Psychosocial Support and Mental Health Services and implementation of its activities in a time bound manner.

- Completion of implementation of Mitigation Preparedness Projects pertaining to Psychosocial Support and Mental Health Services in aftermath of disasters.

- Institutionalization of Psychosocial First Aid Training to the School teachers, Youth Organisations, NGOs and community. - Prepare an action plan and strategy fir

social vulnerability reduction with a specific focus as women and children. - Help effective monitoring of psychosocial

support preparedness as part of disaster preparedness and response.

- Prepare a national action plan foe psychosocial support and mental health after disasters including training and capacity building.

- Visit disaster affected areas to guide state/district authorities.

- Help in preparations of training modules, organize training programme, ToT trainings etc for psychosocial support/recovery and social vulnerability reduction

- Prepare an action plan for social vulnerability reduction with specific focus on women and children.

- Examine States plan and plans of Ministry for Social vulnerability reduction as part of the DM plan.

- Help to prepare the DM plan of the Nation (the aspect pertaining to Social vulnerability reduction).

4. Remuneration Consultant – Consolidated fee of Rs. Seventy

Thousand Per Month.

5. Any other work Any other work to be assigned as per requirement by NDMA.

6. Schedule for completion of Tasks a. Initially the consultancy will be for a period of One (1) year, extendable upto 3 years subject to performance review on annual basis.

b. The NDMA can remove the incumbent at any time by giving one month’s notice or the incumbent can also resign from the assignment by giving one month’s notice to the Employer.

TERMS OF REFERENCE OF SENIOR CONSULTANT –

SENIOR CONSULTANT – COMMUNITY BASED DISASTER MANAGEMENT (CBDM),

NGO’s Voluntary Organizations

1. Background/Objective/Workscope 1)

Background :

- NDMA as the apex body, is mandated to lay down the policies, plans and guidelines for Disaster Management to ensure timely and effective response to disasters.

- Specialist inputs in relevant discipline/areas of disaster management need to be provided to NDMA by Consultants/Sr. Consultants. They will provide domain specific technical assistance in formulation of guidelines/conduct of subject related training.

Objectives

1)

2) > To build and facilitate partnerships of NDMA with bilateral UN agencies in all the areas coming under the broad framework of CBDM

3) > To provide support on prevention, mitigation and preparedness interventions (especially capacity building, IEC and knowledge management) coming under the broad framework of CBDM

4) > Render support towards formulation of guidelines , technical reports, publications and other related policy documents coming under the broad framework of CBDM

2. Qualification, Eligibility and experience 2) Educational Qualification:

 > Postgraduate qualification in the relevant field.  > Should have a minimum post qualification

experience of 10 years and knowledge and

exposure in the required domain of CBDM and its sub domains in line with the objectives and tasks as outlined in the TOR.

 > For Ph.D -7years experience in the relevant field

or

> Retired Government Officers with Grade pay Rs 10,000 and 10years experience in the relevant field.

 > Should be experienced to work in cross functional teams and possess good exposure of working and related field.

3. Deliverables/Scope of work 3

1) 1. Preparation of guidelines/reports on CBDM for implementation of standard framework and positioning of operating procedures for strengthening efforts on public awareness, capacity building, knowledge management and infrastructure management amongst this target segment leading to enhanced community risk resilience towards natural and man-made disasters in the country.

2) 2. Support towards preparation of National Policy Action Plan/Guidelines.

3) 3. Preparation of National Guidelines/Guidance notes on Urban/Rural system strengthening at the community level

4) 4. Render support in planning and oversee implementation of the various capacity building, IEC and Knowledge management initiatives pertaining to the vertical of CBDM.

5) 5. Render technical support on the community based disaster preparedness planning for some of the identified state disaster management plans and district disaster management plans.

6) 6. Forge and sustain partnerships with bilateral, multilateral agencies and corporate sector on Technical know- how and knowledge -exchange related with the domain.

7) 7. To liaise with various NGOs/Multilaterals/ Bilateral/Donor agencies and render technical support in enhancement of capabilities in the domain of CBDM as well as on matters pertaining to response, prevention, mitigation and preparedness.

8) 8. To provide technical support and supervision for capacity building interventions at the community level as well other areas of reference in Headquarters and in states.

9) 9. To liaise with nodal ministries and other government departments on all the policy and capacity development related matters.

10.To provide technical support and attend workshops /conferences/seminars as and when required coming under the broad framework of CBDM, its sub – domains and other spheres of prevention, mitigation and preparedness.

11. To provide technical support and supervision to all capacity building interventions related with prevention, mitigation and preparedness and response.

12. Long term perspective planning on the overall framework of CBDM.

Deliverables/outcome

 Preparation of Guidelines/Guidance notes on urban system strengthening at the community level(through the model of EMExs)

 Execution , monitoring and follow up of Capacity building , IEC and KM related interventions coming under the framework of CBDM with all the stated sub-domains

 Preparation of Technical reports like SOPs, WASH, and CBDM

 Trainings and capacity building initiatives and modules under CBDM with all its sub-domains and state

 Assist in undertaking research and development matters related with the domain.

 Prepare a school safety programme, in a scaled up manner to ensure DRR in schools and help implementations.

TERMS OF REFERENCE OF SENIOR CONSULTANT –

National Disaster Response Force(NDRF), Civil Defense and Home Guard (CD &

HG) National Cadet Corps(NCC) and Nehru Yuva Kendra Sangathan(NYKS) .

1. Background/Objective/Workscope Background :

- NDMA as the apex body, is mandated to lay down the policies, plans and guidelines for Disaster Management to ensure timely and effective response to disasters.

- Specialist inputs in relevant discipline/areas of disaster management need to be provided to NDMA by Consultants/Sr. Consultants. They will provide domain specific technical assistance in formulation of guidelines/conduct of subject related training.

To provide effective & timely advice to NDMA, States/ UTs regarding raising / training & equipping of NDRF/State Disaster Response Force, SDRF & Civil Defence and assist States in preparing Civil Defence for disaster management. 2. Qualification, Eligibility and experience Qualification

Candidate should be in possession of Masters Degree, in relevant field/subject or technical qualifications like MBA, M. Tech or equivalent. * A minimum of 10 years working experience in the field of disaster with particular emphasis on Civil Defence & management of troops/force. The candidates should have high competency and established peer reputation. Person with .PH.D. Degree in the relevant field is required to have minimum experience of 7 years.

OR

 Retired Government employees with Grade Pay of Rs. 10,000/- and above with experience of 10 years and knowledge in the required domain.

Experience in the relevant Field

3. Deliverables/Scope of Work a) Raising training & equipping of NDRF Bns at National level and SDRF & Civil Defense at State and district level.

b) Ensure NDRF, SDRF, Civil Defense and Home Guards preparedness in disaster management.

c) Organize disaster awareness training for NCC, NYKS, Civil Defence, local volunteers with a view to integrate these agencies in disaster management frame work in terms of training and defining their role in pre- disaster, during disaster and after disaster.

d) Oversee functioning of NDRF Academy at Nagpur and also plan for protection of land allotted at Nagpur for NDRF Academy..

e) Ensure implementation of National Policy Approach Paper prepared by NDMA.

f) Assistant NCC Officer (ANOs), (NCC), CD & NYKS disaster training to be conducted by NDRF at various locations in the country.

g) NDRF and Civil Defence to plan disaster awareness program for community staying in proximity area of Nuclear plants located at various locations with a view to generate awareness among community and also raise quick reaction teams (QRTs) at respective locations.

h) To process and facilitate DG NDRF in procurement of National Disaster Response Reserve (NDRR) (Rs. 250 Cr ) and also procurement of relief materials and equipment for National Emergent Reserve as sanctioned by

Finance Commission/MHA.

i) To process acquisition of land for NDRF Battalions as well as for NDRF permanent Teams in Metro Cities/ inaccessible areas as approved by MHA.

j) To process and facilitate deployment of SDRF Teams trained in CBRN to all Nuclear Power Plant for quick response and also assist in preparing revised existing guidelines on offsite management of nuclear emergencies at India’s Nuclear Power Plants.

k) To monitor NDRF and Railway Safety teams for conduct of joint training and mock exercise..

l) To monitor familiarization exercise by NDRF Battalions in their respective area of responsibility.

m) To process Budget Estimate/ Revised Estimate and Annual Action Plan for NDRF & CD. 4. Remuneration Senior Consultant – Consolidated fee of Rs. One

TERMS OF REFERENCE OF SENIOR CONSULTANT –

NUCLEAR AND RADIOLOGICAL

1. Background/Objective/Workscope Background :

- NDMA as the apex body, is mandated to lay down the policies, plans and guidelines for Disaster Management to ensure timely and effective response to disasters.

- Specialist inputs in relevant discipline/areas of disaster management need to be provided to NDMA by Sr. Consultant. They will provide domain specific technical assistance in formulation of guidelines/conduct of subject related training.

Objectives

-The candidate should have thorough knowledge of India’s nuclear programme, in addition to knowledge of various applications on utilization of radioisotopes.

-Should be well versed with recommendations of the AERB, DAE, NPCIL, ICRP, IAEA and other related bodies on the radiation related issues viz., radiation protection, dose limits, safety codes and guides etc.

2. Qualification, Eligibility and experience Qualification

- A postgraduate degree in Physics or Chemistry or BE in Mechanical/Chemical/ Nuclear Engineering/Reactor Engineering should suffice and candidate with Nuclear Related one year course as offered by DAE in all aspects of Nuclear Sciences and Engineering shall be given preference. - 10 Years experience in above mentioned

fields. Persons with higher qualification can also apply. Ph.D. degree holders with 7 years experience can also apply.

Or

- Retired Government Officers with Grade Pay of Rs 10,000 and 10 years experience in the relevant field.

3. Deliverables/Scope of work - Should be able to effectively contribute in preparation of plans and SOPs at National Level based on the Guidelines on Management of Nuclear and Radiological Emergencies issued by NDMA.

- Should be able to monitor implementation of the action plans, SOPs and other programmes pursued by NDMA in nuclear and radiological fields.

- Should be able to advise NDMA on

nuclear and radiological issues of current interest.

- Should be able to have close liaison

with BARC, AERB, NPCIL, DAE, DRDO, and other Govt. agencies.

- Should be able to help various states

in the preparation of state disaster management plans for handling of nuclear and radiological emergencies.

- Should be able to devise training

programmes to prepare National Disaster Response Force (NDRF) and State Disaster Response Force (SDRF) battalions, state and districts authorities, community and various security personnel in handling of nuclear and radiological emergencies in public domain.

Deliverables/Output

- Help in preparation of IEC materials

on CBRN disasters and Do’s and Don’ts

- Documents in the form of Guidelines,

action plans and SOPs based on these Guidelines.

- Project reports/DPRs on the nuclear

and radiological emergencies related projects in a time bound manner.

- Supervision the implementation of

the nuclear and radiological projects promoted by NDMA.

- Training modules on nuclear and

radiological emergencies for NDRF, SDRF, paramilitary units, State and Districts authorities, community and various security personnel.

Earthquake and Tsunami

1. Background/Objective/Workscope Background :

- NDMA as the apex body, is mandated to lay down the policies, plans and guidelines for Disaster Management to ensure timely and effective response to disasters.

- Specialist inputs in relevant discipline/areas of disaster management need to be provided to NDMA by Consultants/Sr. Consultants. They will provide domain specific technical assistance in formulation of guidelines/conduct of subject related training.

Objectives

- Earthquake resistant construction techniques promoted in country.

- Seismic strengthening and retrofitting techniques promoted in the country.

- Seismic retrofitting policy, strategy and promotions.

- Promotion of Tsunami guidelines.

2. Qualification, Eligibility and experience - Master Degree (i) Earthquake Engineering either a Seismic Engineering background or Seismology background.

- M.Phil/M.Sc. (Seismology/Geology), ME (Structures/Seismic Engineering), with minimum post qualification experience of 10 years in the requisite field. The candidates should have high competency and established peer reputation. Person with Ph.D Degree in the relevant field are required to have minimum experience of 7 years.

- Retired Government employees with Grade Pay of Rs. 10,000/- and above with experience of 10 years and knowledge in the required domain field, as above would also be eligible for this position. Person with Ph.D. Degree in the relevant field are required to have minimum experience of 7 years.

3. Deliverables/Scope of work - Mainstreaming of Earthquake resistant construction in development schemes and projects of State and Central Government and bank financed projects.

- Seismic Retrofitting Policy, Strategy and Promotion.

- Earthquake Risk reduction in open existing ground storied buildings.

- Structural Safety Audit of Critical Lifeline Buildings by State Governments and Central Governments.

- Earthquake retrofitting

projects/mainstreaming of earthquake retrofitting in line Ministries.

- Appropriate Techno-legal regime in the country for earthquake risk reduction. - Capacity Building, Licensing &

Certification of technical personnel in earthquake risk and response management.

- Coordination with INCOIS for regular conduct of nation-wide Tsunami mock drill.

- Strengthening of last mile connectivity for earthquake and tsunami risk management.

- Liaison with MoES, IMD, INCOIS, ICMAM-PD, NIOT, for Tsunami Risk Management in the Country.

MOCK EXERCISES & INCIDENT RESPONSE SYSTEM

1. Background/Objective/Workscope Background :

- NDMA as the apex body, is mandated to lay down the policies, plans and guidelines for Disaster Management to ensure timely and effective response to disasters.

- Specialist inputs in relevant discipline/areas of disaster management need to be provided to NDMA by Consultants/Sr. Consultants. They will provide domain specific technical assistance in formulation of guidelines/conduct of subject related training.

Objectives

- To provide effective technical support to strengthen the NDMA’s work on Capacit Building, preparedness and response by conducting Mock Exercises and implementation of Incident Response System for disaster management in the country.

2. Qualification, Eligibility and experience Qualification

1. Background/Objective Background :

National Disaster Management Authority (NDMA) has the responsibility for laying down policies, plans and guidelines for disaster management for ensuring timely and effective response for disaster management in the country. NDMA also has the mandate to take other measures for the prevention of disaster, or mitigation, or preparedness and capacity building for dealing with the disasters. Educating and informing the communities is one of the important components of disaster risk reduction, which is covered by the broad mandate of the Authority. Sendai Framework for disaster risk reduction which was signed by 187 nations including India emphasizes on public awareness generation and urges the signatories “To promote national strategies to strengthen public education and awareness in disaster risk reduction, including disaster risk information and knowledge, through campaigns, social media and community mobilization, taking into account specific audiences and their needs.” In India, which is one of the most disaster prone countries in the world, sustained Information, Education and Communication (IEC) can result in better understanding of risk leading to effective risk reduction.

Objectives

NDMA’s IEC campaign should aim at different stakeholders as the target audience such as urban and rural population, women, children, rich and the poor, educated and as well as illiterates, and physically challenged. The campaign should be a 360 degree campaign using print, electronic, digital and social media. In order to embark upon a sustained and long-term risk reduction campaign aiming at different stakeholders there is need to set up a cell for IEC in NDMA. This IEC shall prepare media plans and launch campaigns both long-term and short-term aiming at behavioral change, and

risk reduction through concrete actions by all stakeholders. NDMA will also use social media for IEC as well as for real time information about disasters and updates to help people during the time of disasters. This needs round the clock operation and constant updating.

Sustained IEC campaigns combined with regulations and enforcement will help India achieve the important goals of the Sendai Framework namely: Reduction in mortality rate, reduction in number affected people and reduction in damage to property in the aftermath of disasters. NDMA, in order to achieve the above objectives will hire the services of experts in the field of communication and media as senior and junior consultants. NDMA intends to select one senior consultant who will head the IEC cell and three consultants to work in the media cell.

2. Qualification, Eligibility and experience Qualification

- Post-graduate in Mass Communication/ PG diploma in Communication or any other equivalent degree

- The consultant should have five years experience working in related area. Experience of working in government and handling awareness campaigns will be an added advantage. Those who worked in social sector and have the experience of conducting campaigns for development communication or disaster management/ risk reduction in government will be given preference.

- Persons with a PhD degree or any other equivalent are required to have two years experience. In exceptional cases for candidates of exceptional merit NDMA can relax the minimum number of years of service necessary to qualify for selection.

3. Deliverables/Scope of work Scope of Work

The senior consultant will be responsible for preparation of a media plan with a long term perspective. The plan will contain details about goals, objectives, monitoring and evaluation mechanism, the media and content and cost estimates. Based on the long-term plan the consultant will also prepare annul plans indicting the required outcomes.

The consultant will help in designing and as well as the content of the quarterly newsletter of NDMA. He/she will also advice NDMA on issues related IEC from time to time, and help in all design aspects in

the activities undertaken by NDMA. He/She will help to conceptualize and prepare various communication materials such as films, videos, audio-visuals, television commercials, radio jingles, exhibitions and print advertisements and follow up with the design and production agencies to ensure quality output. The senior consultant will also provide technical inputs for preparation of various tender documents for hiring agencies for design and production of various IEC materials.

The consultant will prepare and launch a social media oriented communication program for IEC as well as real time information dissemination during disasters. He may prepare a special social media plan as a sub-plan of the overall media plan to provide more focus on social media and to harness the power of social media for Disaster Risk Reduction.

The senior consultant with the help of junior consultant will liaise with both print and electronic media for dissemination of information and media management. He/she will prepare press notes, media briefings, press releases etc. He/she will also actively monitor the news related to NDMA and disasters on every day basis and bring it to the notice of concerned members/officers. He or She should proactively promote disaster management in both print and electronic media with a focus on risk reduction. The consultant will also help in holding press conferences and campaigns on the role of media for disaster risk reduction and disaster management. The consultant will also facilitate media tours to show case the best practices.

Deliverables

- NDMA as the apex body, is mandated to lay down the policies, plans and guidelines for Disaster Management to ensure timely and effective response to disasters.

- Specialist inputs in relevant discipline/areas of disaster management need to be provided to NDMA by Consultants/Sr. Consultants. They will provide domain specific technical assistance in formulation of guidelines/conduct of subject related training.

Objectives

a. Identify plans/projects for community-based drought proofing and rejuvenation of traditional rainwater harvesting structures in the normal schemes of GoI. Identify schemes for convergence.

b. Monitor the drought situation in the Country on a weekly basis and suggest to NDMA appropriate measures for mitigation of drought to be taken by the concerned Ministries/ Organizations of the Central Govt. and the State Govts.

c. Strategy to be prepared for effective and efficient drought management in the country. d. To stay abreast of food security related policies

and programmes of Government of India and make recommends to ensure that these are implemented effectively within the context of post-disaster recovery programmes in the country.

2. Qualification, Eligibility and experience Qualification

Masters Degree in Agriculture or Rural Development with specialization in agronomy or soil science.

Experience :

The Consultant should have at least 7 years of experience in the discipline.
