SUNY Delhi has carved a unique niche in higher education through a “Smart Growth” strategy that combines baccalaureate degrees that build on successful associate degree programs, baccalaureate completion programs on community college campuses and online degree programs tied to state and national employment needs. “Smart Growth,” combined with an exceptional commitment to providing a student-centered, residential collegiate experience that focuses on academic excellence, innovation and experiential learning has produced unprecedented growth and the largest enrollment in college history.
SUNY Delhi is consistently ranked among the leading Baccalaureate Colleges in the North, according to the U.S. News and World Report Guide to America’s Best Colleges and several academic programs have earned state and national reputations for excellence. The college offers more than 50 programs leading to specialized certificates and associate, baccalaureate and graduate degrees.
The college has also earned national recognition for its commitment to volunteer service. The O’Connor Center for Community Engagement has been named to the President’s National Honor Role for Community Service for nine consecutive years. Students complete more than 20,000 hours of volunteer service annually. The college is also making impressive strides integrating service learning into the curriculum. Over 600 students successfully completed service-learning courses during the 2014-15 academic year.
The college was founded in 1913 to serve a regional, agriculture-based population. A charter member of the State University of New York system, its mission has expanded to serve more than 3,600 students who mirror the geographic and cultural diversity of the Empire State. As the only college in the region that offers associate degrees, it continues to meet regional educational and workforce needs. It is also a key contributor to the economic vitality of the region.

SUNY Delhi is a recognized leader in several academic disciplines. Its Veterinary Science Technology Program was the first of its kind in the United States and continues to be the model for programs around the country. Delhi’s Hospitality Management program is the most comprehensive in the SUNY system. The culinary team captured the American Culinary Federation’s National Championship in 2012 and 2010 and is a 13-time winner of the American Culinary Federation’s New York State Hot Food Championship. Extensive industry support for expanded facilities and equipment, including the 18-hole champion-ship college golf course, has made Delhi a nationally recognized leader in golf education. The Bachelor of Science in Nursing has grown from 20 students in 2008 to nearly 800 with the college earning national recognition for the support it provides students enrolled in online courses. Such support has helped online Summer School enrollment to grow to more than 1,000 students annually. Delhi has also created a model for how to provide place-bound community college graduates with baccalaureate degree opportunities, offer-ing specialized bachelor completion programs on the campuses of Schenectady County Community College, Onondaga Community College, Tompkins Cortland Community College, Nassau Community College and Suffolk County Community College. Delhi was a pioneer in educational programs for the construction industry and continues to be a leader with its distinctive design-build approach at the baccalaureate level. The college’s Applied Technologies Complex provides specialized laboratories for plumbing, heating, welding, refrigeration, air conditioning, electrical, and photovoltaic studies. A small solar array and wind turbine were recently added to enhance educational opportunities in sustainability and offset utility costs.

Experiential and applied learning opportunities are a priority for SUNY Delhi and the State University system. Over 500 students participate in internships each year. Architectural Design and Building, Construction Management, Business and Professional Golf Manage-ment, and Golf Course Management all have capstone internships that frequently lead to direct employment. Over the last three years, 100 percent of Construction Management majors secured employment by the time they graduated. Hospitality Management students intern at some of the leading destination sites in the United States, including Walt Disney World. Golf students intern at some of the nation’s most exclusive championship courses, including Congressional Country Club, Oakmont Country Club, The Broadmoor Resort and Sleepy Hollow Country Club. Experiential learning is an extensive part of Nursing programs with students caring for patients at local medical facilities. Internships and applied learning opportunities on campus take place in specialized laboratories for Applied Technologies and Veterinary Science Technology programs, at the college golf course and in administrative offices. Applied Technologies students also build a house and complete a residential renovation project each year.

EXPERIENTIAL LEARNING
Increasing student, faculty, and staff under-standing of cultures and societies beyond the United States is a SUNY Delhi and the State University of New York priority. Students are offered opportunities to grow personally and academically through credit-bearing courses and organized and informal campus activities. Delhi was one of the first campuses to participate in SUNY’s Collaborative Online International Learning (COIL) initiative to expand study abroad programs by enabling students to have a significant cross-cultural experience online. COIL classes also serve as portals for SUNY students considering study abroad or for international students considering study at SUNY. There are a wide array of study-abroad programs offered throughout the SUNY system, as well as study-abroad programs offered by the college in Italy for Architectural Technology majors and in South Africa for Veterinary Science Technology students.
Students from more than 10 foreign countries enroll at Delhi each year. The college has also forged articulation agreements with universities in Lithuania and the Republic of Georgia.

as a residential campus is the result of a robust Student Life program that ensures a safe and healthy college environment, promotes student responsibility for learning and academic success and facilitates learning through involvement in campus life and student leadership activities. The activity level is high—nearly 80 percent of students
are involved in some type of service activity through clubs and organizations. Comprehensive services and programs offered through Student Life include athletics, dining, housing, health and counseling, book store, O’Connor Center for Community Engagement, judicial and student activities.
CIVIC ENGAGEMENT
SUNY Delhi has a strong tradition of community service that is led by the O’Connor Center for Community Engagement. The O’Connor Center for Community Engagement supports the college’s mission by preparing students to be socially responsible citizens who can become leaders and decision makers.
The O’Connor Center serves as a campus clearinghouse for community service and volunteerism, benefiting students, non-profit organizations, and the residents of Delaware County and beyond. Recruitment, screening, placement and training of volunteers are coordinated through the Center. Students complete more than 20,000 hours of service annually. The Center also functions as a resource for the development of service-learning partnerships between faculty members and community organizations.
In 2015, SUNY Delhi became one of only 361 colleges in the nation to earn the prestigious Carnegie Foundation Elective Community Engagement Classification. This highly-sought, national honor recognizes a commitment to community engagement as an essential aspect of institutional mission and identity. The college has also been recognized with the President’s Higher Education Community Service Honor Roll for the efforts of its O’Connor Center for eight consecutive years and has received this prestigious honor every year since the inception of the award. SUNY Delhi is also among an elite group of colleges and universities to earn the Community Engagement Classification from the Carnegie Foundation for the Advancement of Teaching.

SUNY Delhi’s teams will compete as members of the United States Collegiate Athletic Association (USCAA) beginning in Fall 2015 following a 60-year affiliation with the National Junior College Athletic Association (NJCAA). Men’s and women’s golf teams compete with a dual affiliation with the USCAA and the National Association of Intercollegiate Athletics (NAIA).
The move to the USCAA reflects SUNY Delhi’s commitment to providing student-athletes with the opportunity to compete throughout their academic careers at the college. Delhi has a rich athletic tradition, having won numerous championships at the conference, regional and national levels. Delhi athletes have also earned Academic All-American recognition and All-Conference, All-Regional and All-American honors in recognition of their outstanding performances.
Athletic facilities are outstanding and include the Clark Field House, featuring: the Floyd L. Maines Arena, Fitness Center, and air structure; the Kunsela Hall Aquatics Center; The College Golf Course; an eight-lane 400-meter outdoor track; dedicated fields for soccer, lacrosse and softball; racquetball/handball courts; a golf swing analysis laboratory; and indoor and outdoor tennis courts.

The college provides a comprehensive range of competitive and leisure activities that contribute to the physical and social components which are necessary for a healthy campus community. The SUNY Delhi Intramural Program promotes positive relationships by inspiring students to actively seek leadership positions and encourages students to become engaged in the local community. Campus recreational opportunities include flag football, kickball, basketball, dodgeball, volleyball whiffle ball, badminton, softball, indoor soccer and bocce ball.
COMMUNITY
Overlooking the scenic Village of Delhi (population 3,087), which also serves as the county seat for Delaware County, the college and community offer a slice of Upstate New York. Majestic mountains that radiate brilliant fall colors, miles of magnificent fishing streams, natural forests and recreation areas, Victorian homes, and covered bridges combine for a lifestyle that is both refreshing and unique. Delhi’s central location provides easy access to major destination points. Cooperstown, home of the Baseball Hall of Fame, is 40 miles away. Binghamton and the Capital District are about 90-minute drives. Metropolitan New York is only three hours away and as a result, the area has attracted a number of second homeowners and telecommuters from the Metro area.

Delhi’s modern campus features 625 acres with 44 buildings, including 6 residence halls. In addition, the College Foundation owns and maintains an 18-hole golf course and is the sole member of a not-for-profit corporation that owns a 120-bed townhouse facility adjacent to campus. In 2008, the college embarked on an $80 million multi-year facilities planning and construction which included a 10 year Facilities Master Plan to inform decision making through 2023, a Utilities Master Plan and an Energy Master Plan. Each construction project marks a milestone in the college’s history and has helped secure Delhi’s leading position as a college of technology. Construction highlights that have recently transformed the SUNY Delhi campus include:
Farrell Hall: Total renovation and construction of a state-of-the-art student and community center.
Sanford Hall: Complete rehabilitation to create up-to-date facilities for the School of Nursing and Business Department.
Child Care Center: Construction of a new facility to house the Delhi Campus Child Care Center (DC4)
Smith Hall: Building envelope, cosmetic and functional improvements to better serve Technology Programs.
Clark Field House: Construction of an addition to provide expanded academic and recreational facilities.
Utilities and Site Infrastructure Upgrades: Replacement of “campus original” steam, water, storm water and sanitary systems and fire alarm systems in selected buildings. Reconstruction of landscaped areas, walks, ramps and staircases for accessibility and improved aesthetics.
Building Envelope Repairs: Preservation of building envelopes, including masonry repairs and roof replacement.
Kunsela Hall: Exterior repairs to the building which houses the college’s swimming pool.
Residence Hall Renovations: Projects have included new bathrooms, laundry rooms and common area kitchens, roofs, brick restoration, door replacement, new security and card access systems, the addition of 24 beds in Gerry Hall and more.
Riverview Townhouses: Construction of 120 beds at the College Foundation-affiliated townhouse complex for upper division students.
Minor Critical Maintenance: Dozens of smaller projects have upgraded academic laboratories and classrooms, key offices, roadways and walking surfaces and building utilities and mechanical systems.
Future projects, pending funding, include: renovation of Thurston Hall as a boutique hotel and home for University Police; addition and total renovation of Farnsworth Hall to provide state-of-the-art facilities for Delhi’s flagship Veterinary Science Technology program; upgrades to Alumni Hall to provide state-of-the-art facilities for the college’s nationally renowned Hospitality Programs; replacement of the current air structure with a permanent indoor recreation facility; electrical infrastructure upgrades; construction of a new building for the Grounds Department; and demolition of North Hall.
SUNY Delhi is a state-operated campus with state support and student tuition serving as the primary sources of funding for the core operating budget. Annual levels of state support to the SUNY system are set through the legislative process. Once that is completed, the SUNY Board of Trustees approves allocations to each campus. Tuition rates are also set by the SUNY Board of Trustees and, are required by law to be at a uniform level by degree type, with certain exceptions for residency. The 2015-16 academic year marks the fifth and final year of a predictable tuition program approved by the New York State Legislature and Governor that authorized $500 annual tuition increases.
Appropriation authority is required to spend revenue generated by the majority of the campus’ all-funds budget. All appropriated fund transactions must be processed through the Office of the State Comptroller (OSC), including allocation, revenue and expenditure transfers, purchasing, contracting, and payroll. SUNY’s fiscal year is July 1 to June 30 with the state’s fiscal year operating April 1 through March 31.
State appropriated funds include:
• SUNY Offset is primarily funded through state support and student tuition and provides core operation support.
• Dormitory Income Fund Reimbursable (DIFR) is funded through student room rental fees and charges are used exclusively to support residence hall operations, equipment, capital improvements and debt repayments.
• General Income Fund Reimbursable (IFR) is funded from revenues generated for services provided by the campus through student fees and other non-student charges. • State University Tuition Reimbursable Accounts (SUTRA) are funded by tuition revenue beyond that allocated for in the core operations budget including summer session, contract courses, and overseas academic programs.
• Banking Services Fund supports campus expenses for certain banking services and expenses.
• Federal Student Financial Aid is administered for State operated campuses by the State University of New York Student Loan Service Center (SLSC).
• Non-Residence Hall Capital Projects are funded by direct State tax dollars or bonding State financial aid, including the Tuition Assistance Program (TAP) and non-residence hall debt service payments, are appropriated in other sections of the state budget.
Additional funding may be available as follows:
• Sponsored program research, public service and training activities are funded from a variety of external sources administered under contract by the Research Foundation of SUNY.
• The College Foundation at Delhi, Inc. manages campus endowments, scholarships, gifts and annual giving, and provides support for strategic priorities. The Foundation provided over $500,000 to Delhi students during the 2014-15 academic year. • The College Association at Delhi, Inc. is an auxiliary service corporation that provides campus services under contract, such as food services, bookstores, vending, campus convenience, etc. It also provides over $200,000 a year to support student scholarships, academic programs and services, staff development, major campus events such as Orientation, Community Service Day, Family Day, Commencement, major student weekends, and other campus initiatives.

The College Council is primarily an advisory board, making available to the college president a wide variety of individual experiences, expertise, skills and talents. It has primary responsibility for the presidential search process. It also approves regulations related to student conduct and safety.
The College Council consists of 10 members, nine appointed by the Governor and one elected by and from the students of the campus. One member is designated by the Governor as Chair.
Council members appointed by the Governor serve for a term of seven years beginning on July 1 of the appointment year, or until a successor is appointed. Student members serve for one year. Council vacancies are filled for the unexpired terms in the same manner as original appointments.

COLLEGE FOUNDATION AT DELHI, INC.
The College Foundation at Delhi was founded in 1964 as a 501(c)3 not-for-profit corporation to accept and manage gifts to SUNY Delhi. According to its bylaws, the College Foundation’s mission is to support and promote SUNY Delhi’s strategic priorities to ensure the college provides an outstanding education that is accessible and affordable for students. Foundation goals to achieve its mission include:
• Raising, receiving and managing gifts of funds and real property and investing such funds prudently in support of educational purposes;
• Providing financial assistance to SUNY Delhi students and to strategic program initiatives that benefit them;
• Supporting the professional development of SUNY Delhi faculty and staff;
• Organizing and promoting fundraising initiatives to increase the Foundation’s capacity to provide financial assistance to SUNY Delhi students and support college priorities; • Overseeing the management of real property assets in support of SUNY Delhi’s mission.
The Foundation’s endowment totals $4,055,971. The endowment and scholarship support has grown significantly in recent years, thanks to a highly successful Centennial Campaign. The Campaign, which ran from 2011 through 2013, raised $3.4 million, including $1.7 million for scholarships.
The Foundation owns and operates The College Golf Course at Delhi. The course, which serves as a learning laboratory for Business and Professional Golf Management, Golf and Sports Turf Management majors and students enrolled in applied science programs, is the area’s premier public golf course.
The Foundation also holds other real estate on behalf of SUNY Delhi, including the college’s Outdoor Education Center, a 50-acre interpretive park that includes two miles of trails, a small amphitheater, an outdoor classroom, and various sitting and picnic areas. In 2008, Riverview at Delhi, Inc. was formed to develop and manage a 70-bed townhouse complex for students. An additional 50 beds were added in 2011. The College Foundation is the sole member of Riverview at Delhi, Inc.
The College Association at Delhi was established in 1956 as a 501(c)3 and is governed by a Board of Directors which is made up of faculty, staff, students and administration. The College Association provides auxiliary services for the SUNY Delhi campus community,including dining, ID cards, payroll, vending, and printing services. The organization also owns real estate, operates a restaurant at the College Golf Course, and contracts with Barnes and Noble to manage the
campus book store. The College Association provides over $200,000 annually to support student scholarships, academic programs and services, staff development, major campus events such as Orientation, Community Service Day, Family Day, Commencement, major student weekends, and other campus priorities. The auxiliary also provides financial support on behalf of the college to a number of campus non-profit partners in the community. The organization employs nearly 300 full- and part-time staff including approximately 20 managers, 85 union members and 185 student employees with an annual payroll of $3,324,000.
Total revenue for the College Association at Delhi is approximately $9 million.
The SUNY Delhi Alumni Association is part of the College Foundation. The Alumni Association is represented by an Advisory Council, which operates as a committee of the Foundation. An Advisory Council representative serves as a Foundation trustee.
The Alumni Advisory Council’s mission is to represent the needs and interests of SUNY Delhi by:
• Stimulating the interest and support of alumni in the Alumni Association’s activities and in college activities
• Serving as ambassadors for the college, promoting SUNY Delhi whenever possible and attracting prospects for admissions
• Partnering in the recruitment of students and in career placement of graduates • Advocating for the campus with key partners in the public and private sectors • Serving as a sounding board for initiatives and programming
