ANIMATED FEATURE FILMS, SHORT FILMS AND TV SERIES, SHORT FILMS FOR CHILDREN, STUDENT SHORT FILMS AND SUPER SHORT FILMS COMPETITION

REGULATIONS

PRESENTATION AND AIMS

MONSTRA | Lisbon Animated Film festival is organized by Taumotrópio, with the support of ICA | Cinema Institut, Câmara Municipal de Lisboa (Lisbon City Hall), MEDIA Programme, EGEAC|EM, Cinema São Jorge and Meridional de Cultura Association.

It will be held from the 16th to 26th March 2017 in Lisbon, Portugal.

MONSTRA | Lisbon Animated Film Festival is an event where animated film meets other media and other arts, aiming to participate in its dissemination and diffusion, possible due to its cinematographic, technological and creative aspects.

Films are admitted for competition in the following categories: Animated Feature Films, Short Films and TV Series, Short Films for Children, Student Short Films and Super-Short Films.

The Feature Films should be longer than 45 minutes.

The Short Films and TV Series episodes should be no longer than 44 minutes.

The Short Films for Children – Monstrinha – should be no longer than 30 minutes.

The Student Films should be no longer than 30 minutes.

The Super-Short Films should be no longer than 2 minutes.

QUALIFICATION FOR ENTRY

Any work created frame by frame, in any technique (analogical, digital or mixed) will be accepted for competition. The animated sequences must correspond to at least 50 % of the total film length.

Works previously submitted to this Festival will not be considered eligible.

Feature Film Competition – Works completed after January 1st 2014 will be accepted.

Short Film and TV Series Competition – Works completed after January 1st 2015 will be accepted.

Short Film for Children Competition – Any production year is accepted.

Student Short Film Competition - Works completed after January 1st 2015 will be accepted.

Super-Short Film Competition - Works completed after January 1st 2016 will be accepted. Any genre is accepted to this category, including advertising.

All films until 2 minutes will be automatically considered only for Super-Short Competition.

TECHNICAL REQUIREMENTS

For selection purposes works can be presented in screening links or digital copies sent through wetransfer, myairbridge, to the e-mail festival@monstrafestival.com or in DVD sent to the address at the end of the regulations.

The exhibition formats will be announced to each filmmaker on the selection e-mail.

1. The submissions are made online at www.monstrafestival.com 2. No registration fee is required for the festival.

3. In the case of TV Series, the Applicant must send a minimum of 3 (three) episodes.

4. Each film requires one online submission.

5. The Applicant must hold the exhibition rights of the film submitted. To complete your online submission you need to sign, fill and upload the authorization form.

Without it we will not consider your submission.

6. The submissions must be sent to MONSTRA until the 6th November 2016 accompanied with the following materials:

I. Digital format film or DVD with the film (DVD may contain several films.)

II. Director's biography and photo (300 dpi); stills of the film (300 dpi); short synopsis of the film; film dialogues in English and/or Portuguese. These materials should be uploaded online.

III. Press kit and promotional materials (optional).

7. The Applicant is responsible for all shipping expenses of the above mentioned submission materials. These materials will not be returned.

8. DVD for selection purposes must be sent to the address indicated at the end of these Regulations. If you're sending the DVD from an non-EU country or by (DHL, Fedex Express,…) please declare a value never above €10 and write on package: “Film for Festival. No Commercial Value. For Cultural Purposes Only.” This way we avoid customs charges.

PRE – SELECTION

Each film will be considered by the jury for Competition and for non-competitive panorama screenings.

The Organization may cancel any competition category and place the film under a different category considered appropriate. The Organization’s decision is final.

The selection results will be announced by e-mail to each Filmmaker and they will receive detailed information by e-mail after the 19th December 2016.

The selected films will be announced at MONSTRA’s web site in February 2017.

The print for the official screenings must arrive at the festival Office no later than 15th January, 2017, at the entrant expenses.

SHIPPING OF FILMS

1. Screening copies must arrive to the Organization's address until 15th January 2017.

The screening formats will be announced by e-mail to each filmmaker. There may be format restrictions for the films selected, due to some of the Festival's venues limited equipment.

2. Films with dialogues, commentaries or text in a language different than Portuguese or English must have subtitles in Portuguese or English (on the video) and must be accompanied with the list of dialogues in one of these languages.

3. The Applicant will bear the costs of shipping the film to the Organization's address, complying with the instructions that the Organization will provide along with the selection notification.

4. MONSTRA will bear the costs of returning the film, during the 30 days immediately after the end of the Festival, unless agreed upon otherwise. DVDs will not be returned unless you ask for.

FINAL SELECTION | AWARDS

The final decision will take place during the Festival and it will be the International Jury’s responsibility to determine the award-wining films.

The International Jury will be appointed by the Festival’s Organization and it will be made public one month prior the Festival Opening on the official website.

The members of the International Jury will be animation, film, music and other artists specialists and in absolutely no way will they be involved in any of the works submitted to Competition. The Jury’s decision regarding the awarded films will be final.

TRANSPORT AND INSURANCE

● Pre Selection

All costs of transportation and insurance of works will be fully paid by the entrant.

● Final Selection

Shipping instructions will be discussed separately with each entrant.

The Festival will bear return shipping costs only.

MONSTRA Organization is responsible for film storage and insurance costs during the period the films are in its possession.

INVITATION

The Festival will provide accommodation for 3 days and accreditation to one Director for each film selected for Competition. The Director must attend the screening of his film and participate in filmmakers/audience talks.

- Best Film for Young Audience - The Audience Award

- Special Mentions (if appropriate) Short Film Competition:

- Best Portuguese Short Film - Best Soundtrack

- Best Experimental Film - Best TV Series

- Audience Award

- Special Mentions (if appropriate) Monstrinha Film Competition:

- Best International Monstrinha Film - The Audience Award

- Special Mentions (if appropriate)

Student Film Competition:

- Best International Student Short Film - Best Portuguese Student Short Film

- Best International Student Short Film (Junior Jury) - Best Portuguese Student Short Film (Junior Jury) - The Audience Award

- Special Mentions (if appropriate)

Super Short Film Competition:

- Best International Super Short Film - Best Portuguese Super Short Film - Special Mentions (if appropriate)

All Awards consist in trophy and/or certificate. The Monetary Awards will be announced on the festival’s website.

DECENTRALIZATION

MONSTRA extends its activity as an exhibitor of animated films beyond the Festival dates, organizing non commercial public sessions in several cities, 90 days after the Festival. These sessions will include films exhibited during MONSTRA 2017, namely the awarded films, and others considered interesting by cultural entities. The Applicant

ANIMATED FILM FESTIVAL Applicant will always be informed of the dates and places of these decentralized exhibitions.

After the Festival in Lisbon, MONSTRA will take place in other cities around Portugal where some programs will be screened to audiences that were not able to visit the festival at the main venues. The Applicant authorizes the screening of his film at

“MONSTRA à SOLTA” during this period, unless stated otherwise on the Authorization Form.

RIGHTS

Each entrant gives the Festival the right to use parts of his work and press materials, never superior to 10% or 3 minutes for feature films and 1 minute for short films, of its total length, for promotional purposes in any information media, unless stated otherwise on the Authorization Form.

DONATIONS

The Organization of MONSTRA accepts and appreciates the donation of film copies in any format, for the festival’s archives.

OTHER MATTERS

Matters not mentioned in these regulations will be decided by MONSTRA’s Organization.
