RE: WSB Update
Saturday, May 30, 2015 Dear Mr. Feneberg,
This update covers the period through 5/22/2015.
Champions Program Update
On 5/7/2015, the WSB approved a motion authorizing me to negotiate a contract with KU Champions to extend the District’s agreement with them that allows them to run an
afterschool program at GBS. The terms I had suggested were to continue charging the program
$1,500 per month with a term through 6/30/2017. After negotiations, we have agreed to the following revisions of terms:
1. Instead of a flat dollar amount in rent, the program will pay the District a share of the program’s revenues equal to 9% which is estimated to be approximately $1,800 per month. This amount will also increase as the program’s rates charged to parents increase and if the program is able to expand if the District has more space available for the program; and,
2. A three year term ending 6/30/2018 with automatic annual renewals of the contract unless one or both sides terminate the contract with six months written notice.
I believe both of these changes are in the best interest of the District and wanted to notify the Board of the change as it is in conflict with the Board’s motion. I request that the Board moves to amend their prior motion.
Track Update
On 5/5/2015, the Board asked me to get three budgetary numbers for the WHS track proposal with some minor changes to the plan from 2007 required- namely, to switch from synthetic turf to grass, and to move the field events from the lower field to the upper field.
Additionally, the plans from 2007 need to be updated for bidding to include the stairs, ADA
access, and some other minor adjustments. Tighe & Bond is working to update the plans which
P a g e | 2 will then be put out to bid. I have been advised that the contractors we will be soliciting will not likely hold their prices until next summer.
WCS Roof Update
I have notified A&M Roofing of the Board’s action on 5/19/2015 to authorize them to move forward on roofs areas E and F. They have notified me that their performance and payment bond will be $5,500. Wall panels will be installed in the areas designated in the attached
drawings. It is unknown whether or not these repairs will fix the gym issue.
We received one quote (as of the date of this email) for replacement of the Venmar units at WCS. The quote is for $84,500 from Al Terry Plumbing and Heating and the units have a 15 week lead time from the factory which would be September. As a result, I recommend the replacement of roofs C & E this summer.
WHS Roof
Lavallee Brensinger has provided the attached update regarding this issue. The issue is the responsibility of the construction manager to address.
CO2 Issue at GBS
Subsequent to my meeting with Fitzmeyer & Tocci, Al Terry Plumbing & Heating, and Tom Murray, F & T has provided us with a proposal to re-design the existing systems to introduce fresh air and to solve the issue at GBS. Their proposal is attached and is for
$14,882.40. If the Board approves, they can work to design a system that can be installed either during the school year or next summer.

On Thursday, April 9, 2015, Lavallee Brensinger Architects (LBA) attended a site visit at Windham High School to review current conditions of the membrane roof system, installed in 2008. The area of roof reviewed was generally located above the Library area of the school. Attendees of the meeting included Lance Whitehead and Carmine Deblasi (Lavallee Brensinger Architects), Adam Steel ( Windham School District), Bill Conte and Doug Ziemba (Harvey Construction), Daryl Michaud and Casey Gibson (Academy Roofing), Ray Pike (Beacon Sales), and Rick Oliver (Carlisle Construction Materials).
There currently was no evidence of exterior water intrusion. However, it appears that the underlying roof system is curling in various areas.Generally, it seems that the underlying insulation system has swollen, curled and/or lifted and is no longer providing proper slope plane for the roof. Further investigation was performed as detailed in the subsequent sequence of events below.
Per the understanding of LBA, these are the sequence of events:
9/11/2007: Specifications for Roofing and Warrantees issued for bidding. (See attached) o Roofing specification notes requirements for Manufacturer’s Field Reports:
Manufacturer's Field Reports: Indicate procedures followed, ambient temperatures, humidity, wind velocity during application, and supplementary instructions given. (Not Provided)
o Roofing specification notes Warranty: Applicator/Contractor Warranty: The roofing and flashing subcontractor hereby guarantees that roofing, roof insulation, roof accessories, flashings and roof metalwork will be free from defective materials and workmanship for a period of two (2) years from the date of Substantial Completion. Upon notification of any such defects within said guarantee period the roofing and flashing subcontractor shall promptly make all necessary repairs and replacements at no cost or expense to the Owner. This warranty shall be signed and
countersigned by the installer (Roofer) and the Contractor. Manufacturer's System and Membrane Warranties: Upon completion of the membrane roofing system work, the roofing materials
manufacturer shall furnish the Owner a "Total System" warranty insuring a watertight roof for a period of ten (15) years. The warranty shall cover all repairs necessary over the ten (15) year period up to the original cost of the original roofing contract. Warranty shall include maximum peak gust wind speed coverage of up to 55 mph.
o Roofing specification notes requirement for Roof Cover board: Cover Board:
Stratoguard as manufactured by Carlisle Roofing, at non-fire-rated roof/ceiling locations . (Not Provided)
o Roofing specification notes installation be in accordance with Manufacturer’s instructions: Perform work in accordance with NRCA Roofing and Waterproofing Manual and manufacturer's instructions.
o Roofing specification notes sub-surface examination as follows: Verify that surfaces and site conditions are ready to receive work. Verify deck surfaces are dry and free of snow or ice.
o Roofing specification notes Field Quality Control as: Require site inspection by the
roofing material manufacturer's representative upon completion of the installation, to ascertain that
the roofing system has been installed according to the roofing system manufacturer's published
specifications and details. 1. Submit a copy of the roofing manufacturer's rep's report to Architect

and Contractor. 2. Make all corrections recommended by the manufacturer. 3. Provide all required documents to the roofing materials manufacturer as required for issuance of the specified warranty.
01/07/2008: Roofing Product Submittals are sent based on Carlisle Roof System. (See attached)
o Manufacturer’s Recommendations note acceptance of drawn and specified installation, notes that the roofing system may be applied over a structural concrete deck and notes that a vapor Retarder is not required.
o Manufacturer notes on page 7 (note 10) refer to concrete deck substrate requiring “Equilibrium moisture content after hydration/curing shall not exceed 15%”
o Manufacturer’s Substrate Preparation notes “Defects in the substrate must be reported and documented to the specifier, general contractor and the building owner for assessment. The Carlisle Roofing Applicator shall not proceed with the installation unless defects are corrected” (No defects noted)
In or about March 2008: Concrete Deck was poured at Roof location.
o Harvey Construction stated on 4/9/2015 that the slab was wet-cured with a poly vapor barrier over it for at least 28 days.
In or about May 2008: Roof was installed by Academy Roofing
o Academy stated on 4/9/2015 that the slab poly vapor barrier was in place when they arrived, which they removed before beginning roof installation.
o Harvey Construction has noted that this roof area was used by the Academy Roofing as a staging area for roofing material before the roof system was installed.
o In an investigation report issued by Dan Banas of Carlisle on 08/16/2010, it is noted that “the general contractor informed Academy Roofing to begin installation on the library roof; the concrete was 28 days old. Mr. Michaud also indicated that the concrete may not have been completely dry by this time.”
June 22, 2009: Carlisle Inspects Roof with Academy Roofing.
o Roof Inspection Report Issued by Carlisle with no issues.
o Carlisle Issues Golden Seal Total Roofing System Warranty with Start Date of 06/03/2009
o In an investigation report issued by Dan Banas of Carlisle on 08/16/2010, it is noted that Academy Roofing indicated that “..during the warranty inspection there were a few areas of curling insulation that were re-fastened on the library roof.” This was not
documented as part of the roof inspection.
August 16, 2010: Carlisle Inspects Roof with Academy Roofing to investigate report of curling insulation.
o See attached Investigation report issued by Dan Banas of Carlisle. See notes
above related to some statements from that report. Carlisle concludes “This

appears to be construction or building generated moisture; while unsightly it is not leaking and does not appear to be product related.”
o Lavallee Brensinger Architects was not made aware of the issue, nor initially copied on the report at the time of its authoring in 2010.
August 24, 2010: Carlisle issues letter to Academy Roofing based on inspection report o See attached Investigation letter. Carlisle notes that the present curling condition
is due to moisture.
o Carlisle notes “While a puncture was found, it is unlikely that one leak would cause the insulation over an entire roof level to curl” and notes “ As concrete cures, it expels significant amounts of water vapor, particularly following the original pour ”, suggesting the water is coming from the concrete.
o Carlisle concludes “Carlisle will not require a repair to be completed at this time, but will not be responsible for future damage or repairs due to the moisture in this system”
o Lavallee Brensinger Architects was not made aware of the issue, nor copied on the report at this date.
January 27, 2015: Carlisle issues a letter to the Owner regarding roof insulation curling o See attached letter. Carlisle Notes: “ The condition is the result of building envelope issues
not covered under the Carlisle Roofing Systems Warranty. While no immediate repair is required for ongoing coverage, Carlisle is not responsible for future damage as a result of the moisture in this system”. and goes on to state “ As concrete cures, it expels significant amounts of water vapor, particularly following the original pour. The curing time may also be prolonged due to weather and the interior building conditions. This may have been the source of moisture that has collected in the insulation.”
o Carlisle Notes: “ The condition is the result of building envelope issues not covered under the Carlisle Roofing Systems Warranty. While no immediate repair is required for ongoing coverage, Carlisle is not responsible for future damage as a result of the moisture in this system.”
o Owner Forwards Letter to Harvey Construction and Lavallee Brensinger Architects
April 9, 2015: Lavallee Brensinger, Harvey Construction, Academy Roofing, Beacon Sales, Carlisle, and the Owner (Windham School District) meet on site to review the roof.
o The roof is visibly curling. The Owner notes concern that this roof is failing. The Carlisle representative made claims that the roof is not leaking therefore is not failing. LBA points out that the roof system has multiple functions such as
insulation and proper drainage beyond that of just water intrusion. In addition, the curling could lead to premature failure of the membrane due to ponding or voids created below the membrane.
o An area of the roof is cut open for further review. It appears that moisture was
introduced within the system at some point, causing the insulation to curl. In
general, it appears that moisture had generated from the slab side of the system

and was drawn to the back side of the membrane/top of insulation. (See attached photos)
o Carlisle representative Rick Oliver notes that the roof is no longer under warranty and has not been under warranty since the August 2010 inspection. Mr. Oliver notes that Carlisle has cancelled the warranty based on issues with the
substrate. It was noted that Owner and Harvey Construction (and Lavallee Brensinger) were never notified of the warranty cancellation.
o LBA asked Carlisle if concrete was an acceptable substrate for the roof system.
Carlisle stated that concrete is an acceptable substrate however in this instance it is not an acceptable substrate. LBA stated that manufacturer literature and Mr.
Oliver’s own admission states that concrete is an acceptable substrate LBA requested further explanation from Carlisle however none was offered.
o Based on the review of the roof condition, several attendees felt that the roof section at issue should be repaired or replaced.
The information provided suggests that the installer had used a traditional practice of waiting 28 days as a guide for curing of the concrete prior to installation. However, this does not appear to be an acceptable practice per industry standards. The roofer is on record that moisture was present at the time of installation. . No records of testing or moisture content of the slab was provided or performed to our knowledge. No verification that the slab was ready to receive the system through moisture testing. It is documented that curling started within the first year of installation.

On 8/16/2009, I investigated the above referenced project for curling insulation.
Weather conditions: Cloudy, mild
Attendees: Mr. Darryl Michaud, Academy Roofing (original installer) Purpose: Investigate curling insulation over library. Roof has no leaks.
Rooftop Investigation:
Roof is a mechanically fastened sureweld project. The center of the 1.6 inch ISO is curling in various areas of the roof. ISO is 4 foot by 8 foot. The curling is occurring in just about any area of the library roof. The curls are telescoping approximately 2 inches. All seams were probed during the investigation and appear to be tight, there was one cut on the east parapet wall and a suspicious dot of caulking on the deck both items were repaired during the visit. There are 3 drains on the roof , all appeared to be installed correctly. The library roof is approximately 7000 sq ft.
The roof over the Library has a poured concrete deck that is tapered to the drains; all other roof decks on the building are steel. The library appears to be the only area of curling; this is where the investigation was conducted.

A test cut was taken in a high area between two drains, two layers of 1.6 ISO were present they were installed in a staggered pattern. The fasteners to the concrete deck were CD-10 fasteners and 3 inch insulation plates at one per 5.3 SQ FT, there was no vapor barrier installed.
The insulation is bowing in the middle on both layers, there was slight rust present on the tops of the CD-10’s, and between the layers of ISO there was moisture present, the concrete was dry and the underside of the membrane was dry.
Discussion with Darryl Michaud:
Mr. Michaud indicated that during the installation, the general contractor informed Academy Roofing to begin installation on the library roof; the concrete was 28 days old. Mr. Michaud also indicated that the concrete may not have been completely dry by this time. He also indicated that during the warranty inspection there were a few areas of curling insulation that were re-fastened on the library roof.
Recommendation
This appears to be construction or building generated moisture; while unsightly it is not leaking and does not appear to be product related.
