Minutes of 14th Consent Appraisal Committee Meeting of 2015-2016 held on 02.02.2016 at 2.30 p.m. at 2nd floor, Mantralaya

The Consent Appraisal Committee meeting of the Board was held on 02.02.2016. Following members of the Consent Appraisal Committee were present:

30.04.2018 It was decided to grant renewal of consent to operate of two consents and their amalgamation with increased CI by imposing following conditions.

1. Industry shall extend the existing BG of Rs. 5 lakhs towards O&M of pollution control system .

2. Industry shall extend the existing BG of Rs. 2 lakh towards carryingout the performance audit of air pollution control equipments from renowned institute like NEERI or IIT.

3. The consent is issued as per the letter issued by CPCB to the industry dated 23.12.2015 regarding issuance of consent to operate for enhanced capacity.

28.02.2017 It was decided to grant amendment in existing consent for replacement of DG sets with capacity 600 & 380 KVA to 1010 & 100 KVA respectively with following conditions;

1. All other conditions in the existing consent shall remain unchanged.

28.02.2021 It was decided to grant Renewal of consent with increase in by imposing following conditions;

1. Industry shall send spent HCL acid to authorized Acid recovery plant in case of their ARP shutdown or operational problems. 2. Addition of stacks-4 Nos. for Galvanizing section, 2 Nos. for

Thermopacks and include 4 Nos. waste heat recover boilers. 3. Industry to extend the existing BG of Rs. 10/- Lakhs for O & M

31.10.2020 It was decided to grant Renewal of consent to operate with increase in CI by imposing following conditions;

1. BG of Rs. 5/- Lakhs from BG of Rs. 10/- Lakhs obtained for O & M of pollution control systems to be forfeited & top up BG of Rs. 10/- Lakhs to be submitted to make total BG of Rs. 15/- Lakhs for O & M of pollution control systems (source).

2. Industry to submit fresh BG of Rs. 5/- Lakhs towards control of fugitive emissions.

28.02.2021 It was decided to grant Renewal of consent to operate with increase in CI by imposing following conditions;

1. Industry is allowed to operate for 24 hrs as SRO has reported compliance of ID issued by the Board.

2. BG’s of Rs. 3/- Lakhs, Rs. 5/- lakhs & Rs. 2/- Lakhs obtained for compliance of ID may be released as SRO has reported compliance of the same.

3. Industry to submit BG of Rs. 5/- Lakhs for compliance of noise limit at night time.

4. BG of Rs. 5/- Lakhs obtained against O & M of pollution control systems shall be forfeited as stack, ambient & JVS reports are exceeding the consented limit & obtain top up BG of Rs. 10/- Lakhs for O & M of pollution control systems.

99 Perkins India Pvt. Ltd., G-1, Additional Shendra, Aurangabad Approved Renewal of consent to operate (decrease in CI)

30.09.2020 It was decided to grant renewal of consent to operate with decreased CI and water budget as per consent by imposing following conditions.

1. Industry shall extend the existing BG of Rs. 5 lakh obtained towards O&M of pollution control system.

Consent shall be issued after submission of requisite consent fee. 100 Elringklinger Automotive, G-2, MIDC Ranjangaon, Pune Approved Renewal of consent to operate (increase in CI)

30.04.2020 It was decided to grant renewal of consent to operate with increased CI & water budget, Fuel quantity, HW & Non-HW quantity by imposing following conditions

1. Industry shall submit the fresh BG of Rs. 10 lakh towards O&M of pollution control system and return the existing BG of Rs. 5 lakh as BG was not valid.

2. Industry shall upgrade the existing STP of adequate capacity to treat the domestic effluent so as to achieve the consented standards within 03 months and submit the BG of Rs. 5 lakh towards compliance of the same.

Consent shall be issued after submission of requisite consent fee. 101 Cipla Ltd., MIDC, Kurkumbh, Pune Approved Renewal of consent to operate

30.04.2020 It was decided to grant renewal of consent to operate by imposing following conditions:

1. Industry shall submit the BG of Rs 5 lakh for O & M of Pollution Control System.

2. Industry shall carryout hazardous waste audit from renowned institute such as NEERI, IIT, ITC etc within a period of 3 months and submit a BG of 2 lakhs towards the same.

Consent shall be issued after submission of justification of increase in CI. and requisite consent fee.

dryer & 1st Consent to operate for expansion of captive power plant from 5 MW to 6 MW with renewal of consent to operate of unit C-1 & their amalgamation with Unit C-4 with increased CI

31.01.2019 It was decided to grant 1st Consent to operate for expansion of new spin flash dryer & 1st Consent to operate for expansion of captive power plant from 5 MW to 6 MW with renewal of consent to operate of unit C-1 & their amalgamation with Unit C-4 with increased CI by imposing textile BG regime and following conditions:-

1. This consent is issued with overriding effect over previous consent to operate issued by the Board vide consent no MPCB/15/025080 dated 04.03.2015.

2. Industry shall extend the BG of Rs. 10 lakhs towards Operation & Maintenance of the Effluent Treatment Plant to achieve disposal standards.

3. Industry shall extend the BG of Rs. 5 lakhs towards Operation and Maintenance of Air Pollution Control Devices to achieve emission standards.

4. Industry shall extend the BG of Rs. 2.25 lakhs towards compliance of Hazardous Waste as per the HW (M, H & TM) Rules, 2008 such as Storage (Proper Cover, leachate collection system, not exceeding 90 days storage etc), Mode of disposal, and maintaining records

28.02.2020 It was decided to grant renewal of consent to operate with increased CI by imposing following conditions.

1. Industry shall submit the BG of Rs 10 lakhs towards O & M of Pollution Control System.

30.11.2017 It was decided to grant renewal of consent to operate by imposing following conditions:

1. Forfeit BG of Rs 5 lakh obtained towards O & M of PCS as the JVS results are exceeding and top-up BG of RS 10 lakh towards O & M of PCS.

2. Industry shall submit BG of Rs 4 lakh towards submission of treatability study within 3 months

3. M/s REL-Polyester shall treat the effluent coming from M/s REL, LAB .

Consent shall be issued only after submission of BG’s as per decision of CAC and directions.

30.11.2021 It was decided to grant Renewal of Consent to Operate with increase in CI by imposing BG of Rs. 5 Lakh towards O & M of pollution control systems.

Consent shall be issued after obtaining additional Consent fees. 106 Castrol India Pvt Ltd, Patalganga, Raigad Approved Renewal of consent to operate

31.08.2020 It was decided to grant renewal of consent to operate by imposing following conditions.

1. Industry shall submit the BG of Rs 5 lakh towards O & M of Pollution Control System.

Consent shall be issued after submission of year-wise increment of CI and requisite consent fee.

Approved Renewal of

consent to operate

31.12.2018 It was decided to grant Renewal of consent to operate by imposing following conditions:

1. Industry to extend the existing BG of Rs. 5/- Lakhs for O & M of pollution control systems.

2. This consent is issued without prejudice to the order passed or being passed in any legal proceedings subject to compliance of environmental norms & various statutory permissions as well as conditions stipulated in consent.

Consent shall be issued after obtaining addl requisite consent fees from the industry

108 Dow Agro Sciences, Plot No. A-1, MIDC Lote, Chiplun Approved Amendment in existing consent to operate

30.06.2016 It was decided to grant amendment in consent to operate for deletion of chloropyrifos technical and other two products and addition of three pesticide formulation product and by imposing following conditions:

1. Industry shall submit BG of Rs 5 lakh towards O & M of Pollution Control System.

2. SRO shall monitor the industry to check the water budget for four months and submit the report to CAC.

3. Consent is issued with the overriding effect of earlier consent granted by the Board dated 30.01.2012

30.04.2020 It was decided to grant renewal of consent to operate by imposing following conditions:

1. Industry shall extend the BG of Rs. 5 lakh towards O & M. of pollution control system.

30.04.2020 It was decided to grant renewal of consent to operate with increased CI by imposing following conditions

1. Industry shall extend the existing BG of Rs. 5 lakh obtained towards provision of 100% recycle/reuse of all treated trade effluent into the process.

Consent shall be issued after submission of requisite consent fee. 111 Bharat Bijlee Ltd., Plot

No 2, MIDC Airoli, Navi Mumbai Approved Renewal of consent to operate (Increase in CI)

30.04.2020 It was decided to grant renewal of consent to operate with increased CI by imposing following conditions.

1. Industry shall extend the existing BG of Rs. 8 lakh obtained towards O&M of pollution control system.

Consent shall be issued after submission of requisite consent fee. 112 Deepak Fertilizers &

Petrochemicals Corp, JNPT, Uran Approved Renewal of consent to operate (Increase in CI)

30.06.2020 It was decided to grant renewal of consent with increase in CI by imposing following conditions

1. Industry shall extend the BG of Rs 5 lakhs obtained towards O & M of Pollution Control System.

Consent shall be issued after submission of requisite consent fee. 113 Asahi India Glass Ltd,

T-7, Taloja. Approved Renewal of consent to operate (Increase in CI)

30.06.2020 It was decided to grant renewal of consent to operate with increased CI only for Energy efficient glasses = 3000 MT/M by imposing following conditions.

1. Industry shall extend the BG of Rs 5 lakhs towards O & M of Pollution Control System.

2. Industry shall obtain specific permission to restart the production of Float glasses = 15000 MT/M from the Board and

amend the consent accordingly.

Consent shall be issued after submission of requisite consent fee.

114 Lubrizol India Pvt. Ltd, Turbhe, Navi-Mumbai Approved Renewal of consent to operate (Increase in CI)

31.01.2020 It was decided to grant renewal of consent to operate with increased CI and by imposing following conditions:

1. Industry shall submit BG of Rs 5 lakhs towards O & M of Pollution Control System.

2. Industry shall submit Board Resolution from company Board within one month, towards increase in investment without obtaining consent from MPC Board thus violated the provisions of Environmental Laws and in future, they will not do such violations and submit the BG of Rs. 2 lakhs immediately towards compliance of the same.

3. Industry shall carry out detailed study within three months period by engaging reputed third party for control of VOC emissions from 300 tanks & submit BG of Rs.5 lakh towards

compliance of same. 4. Industry shall install separate STP for treatment of domestic

effluent & upgrade capacity of existing ETP as per trade effluent generation within 3 months and shall submit BG of Rs.

2 lakh each towards compliance of same. 5. Industry shall install in-house treatment within 3 months for

garbage by providing Biogas plant/ composting plant and shall submit BG of Rs. 2 lakh for the compliance of the same.

Consent shall be issued after the receipt of details of each product name/Chemical name & quantity and after submission of requisite consent fee.

115 USV Ltd, B-1/8, MIDC Lote Parshuram, Tal. Khed, Dist. Ratnagiri

Approved Renewal of consent to operate for plot

B-1/8 & Part B1/8 and amalgamation with plot B-8/1,B-9 (Increase in CI)

30.04.2020 It was decided to grant renewal of consent to operate for plot B-1/8 & Part BB-1/8 and amalgamation with plot B-8/1,B-9 by imposing following conditions:

1. Industry shall submit BG of Rs 5 lakhs towards O & M of Pollution Control System.

2. Industry, the byproduct generator, should ensure that all the vehicles used to transport by-product to the vendor industry to be fitted with web based GPS system to record the origin to destination position and shall self monitor the compliance and submit monthly report to the Board.

3. Industry shall obtain affidavit from vendors stating that the by-product purchased from PP is used as raw materials in their respective industries.

4. Industry shall submit BG of Rs 2 lakhs for the compliance of point no 2 & 3.

Request of the industry for permission to sale the solvents of 15000 MT/A as a by-product not considered. And obtain all technical detail and examine the possibility to reuse in the process by other industries.

Consent shall be issued after submission of requisite consent fee. 116 Forbes Co Ltd., (Engg.

Division), Saki Powai Road, Chandivali, Mumbai Approved Renewal of consent to operate (Increase in CI)

30.06.2020 It was decided to grant renewal of consent to operate with increased CI by imposing following conditions

1. Industry shall extend the BG of Rs. 5 lakh towards O&M of pollution control system.

2. Industry shall install adequate capacity of STP within 03 months and submit the BG of Rs. 5 lakh towards compliance of the same.

Consent shall be issued after submission of requisite consent fee. 117 Liberty Oil Mills LTd.,

Village Bamne, Tal. Shahapur, Dist. Palghar. Approved Renewal of consent to operate

31.03.2020 It was decided to grant Renewal of consent to operate with increase in C.I. by imposing following conditions -

1. Industry shall extend existing BG of Rs. 20 lakh submitted towards achievement zero discharge system.

30.09.2020 It was decided to grant renewal of consent to operate by imposing following conditions;

1. Industry shall extend the existing BG of Rs. 5/- Lakhs towards O & M of pollution control system.

Consent shall be issued after obtaining additional Consent fees.

119 Goodyear South Asia Tyres PVt. Ltd., H-18, MIDC, Waluj, Aurangabad Approved Renewal of consent to Operate (Increase in CI)

31.12.2020 It was decided to grant renewal of consent to operate by imposing following conditions;

1. Industry shall extend the existing BG of Rs. 5/- Lakhs towards O & M of pollution control system.

Consent shall be issued after obtaining additional Consent fees. 120 Hindustan Insecticides Ltd, Rasayani, Panvel Raigad Not approved Renewal of consent to operate with increase in CI

---- It was decided to issue SCN for refusal of consent to operate due to following reasons:

1. Industry has not installed online continuous monitoring system as per CPCB’s directions.

2. Industry has increased investment from Rs. 53.2 Cr to Rs.78.7 Crs without obtaining permission from board

3. JVS results of the sample collected on 30.07.2015 are exceeding the consented limits.

121 Gharda Chemicals Limited, Plot No. D-1/2 & B-1/7, Lote Parshuram MIDC, Approved Renewal of consent to operate

31.07.2020 It was decided to grant plain renewal of consent to operate after the receipt of additional fees by imposing following conditions:

1. Industry shall extend the BGs as per the previous consent upto 30.11.2020.

Industry shall transfer the effluent (125 CMD ) generated from the co-gen plot F1/1 for treatment by reverse osmosis installed on main plot D1/2, The permeate (100 CMD) generated will be sent back to the cogen plot F1/1 and reject (25 CMD) will be treated in ETP on main plot D1/2. Running of RO plant located on plot F1/1 will not be operated

Consent shall be issued after obtaining additional Consent fees. It was also decided not to approve amendment in change in product-mix and call the industry for presentation before MS alongwith all relevant information.

122 Skoda Auto India Pvt. Ltd., Plot No. A-1/1, MIDC Shendra, Aurangabad Approved Renewal of consent with increase in CI

30.09.2020 It was decided to grant renewal of consent to operate with increase in capital investment by imposing following conditions; 1. BG of Rs. 2/- Lakhs from BG of Rs. 5/- Lakhs obtained for O &

M of pollution control systems to be forfeited as JVS reports are exceeding the consented standards & top up BG of Rs. 4/- Lakhs to be obtained to make total BG of Rs. 7/- Lakhs for O & M of Pollution control systems.

Consent shall be issued after obtaining additional Consent fees.

Approved Renewal of consent with increase in CI

28.02.2020 It was decided to grant renewal of consent to operate with increase in capital investment by imposing following conditions; 1. Industry shall extend the existing BG of Rs. 7.5/- Lakhs

towards O & M of pollution control system.

2. Request of the industry to increase in water consumption for industrial process as compared to existing consent is not considered as the industry is located in Tarapur MIDC where CETP is not performing.

Consent shall be issued after obtaining details of water consumption from SRO and requisite consent fees.

124 Tata Steel Ltd., A-6, MIDC Tarapur, PO Boisar, Thane Approved Renewal of consent with increase in CI

28.02.2020 It was decided to grant renewal of consent to operate with increase in capital investment by imposing following conditions; 1. Industry shall extend all the existing BG’s for period upto

125 Excel Industries, Plot No. D-9, MIDC Lote, Tal. Khed, Dist. Ratnagiri Approved Amendment in existing consent to operate for change in product-mix

31.01.2018 It was decided to grant amendment in consent to operate for change in product mix as per MoEF circular dtd 14.12.2006 with overriding effect by imposing following conditions:

1. This consent is issued in accordance with MoEF, Govt of India circular dated December 14, 2006 stating that in cases of change of product-mix, changes in the quantities or the numbers of product may be allowed without E.C by the concerned SPCB provided such changes in the quantities of product are in the same category and are with the previously granted overall total limits.

2. This consent is granted on the basis of the proforma of no increase in pollution load submitted by the industry and certificate of “no increase in pollution load” dtd 16.09.2015 issued by ICT, Mumbai.

126 Excel Industries Ltd., MIDC Dhatav, Tal. Roha, Dist. Raigad

Approved Renewal of

consent to operate (increase in CI)

31.01.2020 It was decided to grant renewal of consent to operate with increase in production quantity of PCl3 from 7200 TPA to 10000 TPA & corrections in HW details by imposing following conditions.

1. Industry shall extend the BG of Rs. 5 lakh towards O & M of

pollution control system. 2. Industry shall carry out Hazardous waste audit from recognized

institute and submit the report within three months time period. Industry shall submit BG of Rs.2 lakh towards compliance of same.

3. By-product recovered from the scrubbing of PCl3 shall be send to their Lote plant for further processing.

Consent shall be issued after submission of requisite consent fee. 127 Frigorifico Allana Ltd.,
