Uptown Special Service Area (SSA) #34

Security Rebate Pilot Program

Guidelines & Application

Uptown United is accepting applications for the Uptown SSA#34 Security Rebate Pilot Program. This program allows businesses and property owners to enhance the security of their business/property as well as the safety of the public areas in the commercial sections of the Uptown community. This program offers grants reimbursing 50% of qualifying expenses up to $5,000 for public way cameras* installations for commercial businesses, property owners, and/or condo associations complying with program

requirements. Applications will be considered in the order they are received subject to available funding. Applicants must be licensed businesses, property owners/managers and/or condominium associations located within the SSA’s boundaries (see attached map).

+Program Requirements:

COMMERCIAL PROPERTIES:

Businesses seeking to qualify for this grant must meet the following requirements:  The business must be fully licensed and provide proof with application.

 If a corporation, proof of Good Standing with the Illinois Secretary of State must be submitted at application.

 Tenants must receive written authorization from property owner/landlord

 Application must be submitted to the SSA Administrator and approved prior to installation.  The business pays the cost of equipment and installation upfront.

 Expenses for security systems must not be paid in cash. There must be a cancelled check or credit card statement to verify the expense.

 Property tax payments for the associated parcel(s) must be up-to-date or legally on appeal.  Expenses for security systems must not be paid in cash. There must be a cancelled check or credit

 Upon project completion, applicant must submit a completed form to register their cameras with the Chicago Police Department's CHICAGO Plan initiative. The CHICAGO Plan asks businesses and property owners to register their privately-owned closed-circuit security camera systems and devices. As the Police respond to criminal incidents in the community, they can use any

information or footage gathered from these security cameras to assist in the apprehension and prosecution of the criminals involved. More info and registration form can be found here:

RESIDENTIAL PROPERTIES:

In recognition of the mixed-use properties within the SSA and a number of condominium properties within the SSA, the Commission has approved applications for residential and mixed-use properties that meet the following criteria:

 A condo association must provide proof of Good Standing with the Illinois Secretary of State at time of application

 The condo association/property owner/management company must give written authorization to the commercial tenant

The following components of the security system qualify for reimbursement:

 Installation of a camera/surveillance system that includes at least one camera that faces and registers activity on the public way (e.g. sidewalks /streets /alleyways).

 Purchase price or initial lease price of the public way portion of camera/surveillance system referenced above.

 Labor, wiring, training and other reasonable costs associated with above installation(s).  Storage capacity of images from the public way camera(s) must be four weeks minimum. Ineligible expenses include:

 Ongoing costs of monthly monitoring or maintenance.

 Installations or work completed or started prior to program approval.

+Process & Administrative Procedures:

Overview:

Applicants must submit an application and receive an approval letter from Uptown United on behalf of SSA#34 to proceed. The applicant receives a rebate after his/her project is complete, all costs related to the project have been paid and adequate documentation has been submitted to SSA #34 c/o Uptown United.

Applicants must be licensed businesses, property owners/mangers and/or condominium associations located within the SSA’s boundaries (see attached map). This Pilot program offers grants reimbursing 50% of qualifying expenses up to $5,000 per request* for commercial businesses, property owners, and/or condo associations complying with program requirements.

Applications will be considered on a rolling basis. Once a completed application is received it will be reviewed by the Security Rebate Program Committee comprised of Uptown SSA #34 Commissioners & Uptown United staff. The Committee will review each application, and in its sole and absolute

discretion, decide which proposed projects comply with the program guidelines. The applicant may be asked for clarification if requested by Uptown United staff and/or the Committee.

Once work has been completed on an approved project and paid in full by the applicant, the Committee will review the project to determine compliance with program guidelines and pre-approved plans. Applicants must demonstrate proof of payment (e.g. cancelled check, credit card statement). Any portions of the applicant's project paid for in cash CANNOT be reimbursed.

A rebate check (50% of qualifying expenses up to $5,000 max.) will be sent within three weeks after final inspection and the proper final documentation has been submitted.

Successful applicants may reapply for a subsequent rebate one year from the date of the previous rebate payment whether at the same or other

OEMC PROGRAM PARTICIPATION

It is recommended but not required that public way camera(s) must be linked into the City of Chicago Office of Emergency Management and Communications (OEMC) unified video surveillance network or

Private Sector Camera Initiative. Linkage of private camera help provide Emergency Management officials and Homeland Security Directors with additional points of contact throughout the City that can be accessed during an emergency.

Uptown United will work with applicants and OEMC to ensure that applicants are provided with OEMC’s technical standards and that the linkage process proceeds smoothly for the applicant. Should an applicant choose to participate in the Private Sector Camera Initiative either via a newly installed system or to only expenses incurred for the initial hook-up will be eligible. Ongoing expenses (e.g. monthly monitoring, line costs, etc.) are NOT eligible for reimbursement. To encourage

participation, eligible expenses for the OEMC hook-up will be reimbursed 70% subject to the maximum rebate of $5,000 per application.
