The Supervisor George Hoehmann declared the Town Board meeting opened. Assemblage saluted the flag. The Town Clerk read the roll call.

2019 Tentative Budget Presentation

The 2019 Tentative Budget Presentation was presented by Robert Alberty, Director of Finance. This is on file in the Town Clerk's Office. There will be a Public Hearing to be set tonight for Thursday, November 8, 2018 in Town Hall.

The Supervisor commented on the Rockland County Sewer District and the Clarkstown Mini Trans.

There will be predicting adjustments in services and this will eventually be a savings to the Town.

The Supervisor thanked all the department heads and the Town Board for their work on the Tentative Budget.

Chief Raymond McCullagh to Report

Chief McCullagh gave a Police Report for the Month of August 2018.

that are short staffed and having employees retire around the holidays is difficult.

The Supervisor stated that the financial payout would occur in January 2019.

Marge Hook - New City - Questioning why the costs and wages of some of the agenda items are not printed.

The Supervisor responded that the Town is using a new Minutes Program and it is a work in progress. This will be corrected.

Captain Wanamaker stated that there is a cost of $1,050 for four staff members to attend the Police Conference (item #4) on the agenda.

Marge Hook - New City - Suggested some cost savings for Employee Benefits. She feels this may save the Town some money.

The Supervisor stated that the Town Board will certainly look into these suggestions when discussing the budget.

There were no additional Public Comments.

There as a motion by Co. Carroll to adjourn the Town Board meeting and it was seconded by Co.

Borelli. All were in favor.

Tentative Budget for 2019 and Scheduling a Public Hearing

WHEREAS, the Town Clerk has received the Tentative Budget from the Town Comptroller and presented same to the Town Board in accordance with the provisions of Town Law §106, and

WHEREAS, pursuant to Resolution No. 478-2017, adopted by the Town Board on December 14, 2017, the Town Board scheduled a Town Board meeting for September 27, 2018, at 7:00 p.m., in the Auditorium of the Clarkstown Town Hall, 10 Maple Avenue, New City, New York;

NOW, THEREFORE, be it

RESOLVED, that the Tentative Budget, as received by the Town Clerk, is hereby designated the Preliminary Budget and the Town Clerk is directed to prepare 25 copies of the Budget for public

distribution pursuant to Town Law §l06, and be it

FURTHER RESOLVED, that the Town Board hereby schedules a public hearing for November 8, 2018, at 7:00 p.m., at the Clarkstown Town Hall, 10 Maple Avenue, New City, New York, pursuant to

Town

Law §108 concerning the Clarkstown Preliminary Budget for 2019, and be it

FURTHER RESOLVED, that the Town Attorney prepare notice of such statutory hearing and that the Town Clerk cause the same to be published in the newspaper of general circulation and posted in the manner provided by law.

Resolution Authorizing the Supervisor to Enter Into a Renewal Agreement Concerning the Town of Clarkstown "Adopt-A-Spot" Program

WHEREAS, Chapter 626 of the Laws of 1991 (General Municipal Law, Article 13BB),

authorizes and empowers towns to enter into “Adopt a Municipal Park, Shoreline or Roadway Programs”

with volunteers or groups in an effort to reduce and remove litter from parks, shoreline, roadways and other public lands, and

WHEREAS, the following group wishes to adopt specified Town locations for an additional two year period beginning September 15, 2018 to September 15, 2020, as follows:

WHEREAS, it is anticipated that Town money will be saved through the implementation of the volunteer program, in that said group will perform a public service in landscaping and beautifying these locations, and by removing trash from these locations, which would otherwise require Town employees to perform such work;

NOW, THEREFORE, be it

RESOLVED, that the Town Board of the Town of Clarkstown authorizes the Supervisor to enter into a renewal agreement with the entity referred to herein, for a period of two (2) years beginning September 15, 2018 to September 15, 2020, in a form approved by the Town Attorney, and the

Superintendent of Highways, to adopt the above locations, and to provide and coordinate services by the above named group, to remove litter and debris and provide planting and maintenance of these locations.

TB September 27, 2018 RETIREMENT INCENTIVE PROGRAM

Authorizing Retirement Incentive Program

The following resolution was offered by _____, seconded by ____, and adopted:

WHEREAS, The Town of Clarkstown (hereinafter the “Town”) has offered a voluntary

Retirement Incentive Program (hereinafter the “Program”) to eligible employees to either participate in the Program and retire, subject to the conditions of the Program, or not to participate and continue to work; and

WHEREAS, Employees eligible to participate in the Program are full time, active employees of

the Town, excluding all elected officials and Town Police Officers and who are or will be eligible to retire on or before September 27, 2018 based on a service retirement under their respective tiers of the New York State Retirement System and have completed 15 or more years of continuous service as an employee for the Town of Clarkstown; and

WHEREAS, the Town reserves the right to limit the eligibility to the first 20 employees who

elect to participate in the Program, to allow more than 20 employees to elect to participate in the Program in its sole and exclusive discretion; and

WHEREAS, as a Program participant, the employee will be eligible to receive $1,000 for each

completed year of continuous full-time service with the Town as of the effective date of his/her retirement, less applicable taxes and withholdings, up to a maximum of 25 years of continuous full-time service with the Town or $25,000; and

WHEREAS, as a Program participant, employees with more than fifteen (15) years of full-time

service with the Town shall also be eligible for retiree health insurance coverage without premium contributions; and

TB September 27, 2018 RETIREMENT INCENTIVE PROGRAM

WHEREAS, eligible employees shall not receive any payment under this Retirement Incentive

for periods of employment with other employers and must comply with the Program Conditions described in the Retirement Incentive Program; now, therefore,

BE IT RESOLVED, that to be eligible to receive the Retirement Incentive, the employee must

complete the Retirement Incentive Election Form by November 12, 2018 and must retire no later than close of business on December 31, 2018 and must execute a valid and enforceable release of claims against the Town in connection with his/her employment in the form of a Stipulation of Agreement and General Release;

BE IT FURTHER RESOLVED, that the Town reserves the right to change or discontinue the

Program, in whole or in part, at any time, in its sole and exclusive discretion and does not promise or guarantee that this Program or any similar Program will be offered in the future; and

BE IT FURTHER RESOLVED, that the Town Supervisor is authorized to execute any

documents necessary to implement this Program.
