Board Meeting Minutes for December 17, 2020 Golden West Cafe, Arco, Idaho

Present: Randy Purser, Todd Perkes, Mark Telford, Walt Johnson, Mindy Hawley, Stephanie Barnes

Via Telephone: Frances Perkes – Butte SWCD, Jesse Fullmer - NRCS

Call to Order: The meeting was called to order by Chairman Randy Purser at 7:45 p.m.

Approve Minutes: A motion was made by Todd Perkes to accept the November minutes as written. A second was made by Mark Telford. Voting Aye: Todd Perkes, Randy Purser, Mark Telford, Walt Johnson. Voting Nay: None. Motion Approved.

Treasurer’s Report: A motion was made by Todd Perkes to approve the treasurer’s report and sign the checks. A second was made by Mark Telford. Voting Aye: Todd Perkes, Randy Purser, Mark Telford, Walt Johnson. Voting Nay: None. Motion Approved.

A motion was made to pay the Golden West Café bill for the annual meeting by Walt Johnson, second by Mark Telford. Voting Aye: Todd Perkes, Randy Purser, Mark Telford, Walt Johnson.

Voting Nay: None. Motion Approved.

Monthly Reports:

BSWCD Employee Reports: Mindy Hawley has attended the planning meetings for the 2021 Envirothon.

NRCS: Jesse Fullmer provided an update on NRCS activities. The Resource

Conservationist position for the Arco field office has been posted. The direct hire soil conservationist position will be posted any day. Discussion was held on applying for another year of NACD technical assistance funding. All were in agreement to apply for another year at the same amounts as previous years. Blaine SWCD will consider helping pay the match requirements at their January board meeting. Chris Merrill retires on December 26th. A total of 113 EQIP applications were received by the December deadline.

New Business:

Annual Performance Report: A motion was made to approve the annual performance report and sign the certification sheet for the ISWCC by Mark Telford. Walt Johnson seconded. Voting Aye: Todd Perkes, Randy Purser, Mark Telford, Walt Johnson. Voting Nay: None. Motion Approved.

Next Meeting Date: The next meeting will be held on January 21st at 12:00 p.m.

DISTRICT EMPLOYEES ASSOCIATION

Idaho Conservation Districts

Please find attached an invoice for your 2020 IDEA dues in the amount of $60.00.

IDEA continues to strive to provide meaningful and required training opportunities and resources to not only Conservation District employees but also Conservation District supervisors as well.

Over the past several years, we have increased funding for the six IDEA sponsored division workshops from $200.00 per division to the current $600.00 per Division and have also increased the number of professional growth scholarships from two to eight. IDEA’s goal and intent behind the increase in funding for workshops is to provide training that both improves the duties and performance of both employees and supervisors alike.

IDEA continues to update the Conservation District phone directory, provide administrative support and assistance to the IASCD not only at their annual

conference, but other sponsored events. In addition to these accomplishments, we have updated our website that includes the tools and resources to assist both employees and supervisors alike to be able to perform daily District duties. Our mission remains, “to increase the effectiveness of Conservation Districts by increasing the effectiveness of Conservation District Employees”.

If you feel IDEA provides your District and your employee(s) a beneficial and needed service that improves not only your employees but your District’s

operations and effectiveness, then we ask that you consider providing additional funds in addition to the $60.00. Any additional amount is very much appreciated and will greatly help IDEA to continue to provide meaningful and beneficial learning opportunities for District employees.

We thank all who have provided past support to the Idaho Envirothon by sending teams, contributing funding, and helping implement the program during the competition. The Idaho State Envirothon Committee would like to ask for your continued support or donation for the Idaho State Envirothon Competition and the opportunity to send a team to the International event.

The Idaho Envirothon is a hands-on environmental problem-solving competition for high school aged students. The Idaho Competition averages 150 students from all over the state, competing annually. This year’s competitions will be held April 26, and 27,2021 at the Living Water Ranch in Challis, Idaho (or virtually if we are still unable to meet together). This is an extremely exciting program and we are pleased to help educate so many young people about our nations important natural resources. Participating teams complete training and testing in five natural resource categories: Soils & Land Use, Aquatic Ecology, Forestry, Wildlife, and a current issue topic that is developed annually. This year’s current issue is “Water Resource Management: Local Control and Local Solutions”.

Teams across the United States, Canada and China compete at local competitions. The winning team from each state or province advance on to compete at the International Competition.

We are asking for a $50.00 donation, or more if your District can afford it to help support this worthy program. We look forward to hearing from you soon!
