Our History
In 1997, Tony Blair launched the Modernisation of Government Campaign. Up until this point, the UK public sector was an unwieldly organisation with out-dated business practise that was considered to be haemorrhaging money and fostering a culture of nepotism and financial corruption. Ineffective and extortionately expensive public services had somehow become the norm.
Over the past 18 years, a succession of Government’s holding representation from all three main parties, have with debatable success, reshaped and realigned the way public services are provided in the UK. The results are evident, with far greater transparency in terms of the way money from the public purse is spent, much more accountability and higher emphasis on effective spending with measurable results. Currently, the UK public sector employs one in four of all employed adults in the UK across 24 central government departments, as well as their agencies and executives in addition to over 460 local authori-ties. The Healthcare sector employs 1.4 million adults alone.
Additionally, the 3rd Sector is now relied upon to provide niche expertise services, and the Private Sec-tor are delivering roles hisSec-torically undertaken solely by the state.
The massive reform in Health and Social Care, triggered by the 2011 White Paper, resulted in the Health Service, built in a piecemeal fashion since Post-war Britain, to undergo a huge metamorphosis. We now have Public Health England delivering interventions via Health and Wellbeing Boards, National-ly but on a Regional basis with each board possessing its own ring-posted budgets.
The NHS Trust’s, Post Francis Report will never be the same again as the care for long term conditions and responsibility of early years has transferred across to local authorities and the formation of bodies such as the CQC, Monitor and NICE provide much over-due measurability in areas such as improved patient experience, reducing infection control and reaching out to groups previously perceived as so-cially excluded. All of this change has come at a time when the unprecedented austerity measures have
been put into place, already resulting in huge unrest and the rise of preventable absenteeism. Never before has leadership been more of a headline grabbing and integral priority across all sectors.
The Securing the Future Strategy, originating in 2005 under the Labour Government, resulted the in cre-ation of the Department of Energy and Climate Change (DECC) and set a series of agreed upon targets which, when met, would result in an 80% reduction in carbon emissions in 2050 against 1990 levels. To ensure that these targets are met, the Government has introduced the Carbon Reduction Commit-ment which has in turn resulted in the impleCommit-mentation of a series of five year increCommit-mental reviews. During which new strategies, directives, operations are embarked upon to ensure the required amount of savings take us towards the overarching goals by 2050.
In terms of progress, each and every government department takes a vested interest in the modes of travel and communication used by their staff, the procurement of goods and services, the interactions with their supply chains, the energy they use all the while monitoring the carbon footprint of the materi-als and consumables.
The government has made it plain that by embedding sustainability into the heart of each and every one of their business processes, they will gain clear economic advantage i.e. turn off a light save money . In this way, sustainability is being accepted more and more as the norm across all areas of public, private and third sector organisations, as well as within industry and academia.
Every government department must operate within carbon as well as financial budgets and every year must report their progress to DECC.
One thing is for sure, it is now the absolute belief, of all those involved, in shaping, forming and influenc-ing the future of UK society that collaboration is key. No longer must government departments operate within their own walled communities. Never before has there been such a demonstrable need for all stakeholders to work hand in hand, to deliver their common objectives.
