SUMMER PROGRAMS 2016
Mission Statement
The Virginia Beach City Public Schools, in partnership with the entire community, will empower every student to become a life–long learner who is a responsible,
productive, and engaged citizen within the global community.
GENERAL INFORMATION
This guide provides students and parents/guardians with specific information about the programs that are available in summer school. Students and parents/guardians should review this publication and consult with school counselors and/or teachers to determine which programs may be appropriate. When selecting a program, it is important to remember that all courses offered in the Virginia Beach City Public Schools are available on a non–discriminatory basis.
Students and parents/guardians should note that all programs are dependent on sufficient enrollment and the availability of qualified and appropriately endorsed instructional staff. Also, enrollment in some courses may be limited due to the availability of equipment and space at a particular school. If a course is cancelled due to insufficient enrollment, students may be allowed to enroll in the course at another site.
Transportation outside the cluster will not be provided.
Note: Unless otherwise noted, all courses are restricted to students in grades 9–12 only. Rising 9th grade students may also attend high school summer programs.
ATTENDANCE AND CONDUCT
Attendance during summer school will be monitored in accordance with School Board Policy 5–17. Teachers will maintain an accurate record of attendance/absences by class session.
Students are expected to be in attendance at each class session each day. A student will not be granted credit or considered for promotion to the next grade level if absences are excessive. Because summer courses are condensed, excessive absences are defined as missing more than four (4) class sessions within a given session. Each day in summer school consists of two (2) class sessions.

A parent/guardian may request a waiver of the summer school attendance policy by submitting the standard waiver request form to the summer school principal at the end of each summer school session. Appeals should be forwarded to the Office of Student Leadership.
The Code of Student Conduct outlines the expectations for student behavior. Students will be subject to suspension or dismissal from classes by the summer school principal if they violate policies with regard to student conduct or if their behavior is disruptive and/or interferes with classroom instruction. If a student is dismissed due to behavior, he or she is not eligible for a refund of summer school tuition. Adherence to the School Board code of dress shall be maintained: “All students are expected to wear dress appropriate to the occasion; extreme or ostentatious apparel or appearance is to be avoided. Any article of clothing or accessory which advertises alcohol or an illegal substance, depicts lewd graphics, displays offensive or obscene
language, or is gang related is forbidden” (SB Regulation 5–41.A).
Adherence to the School Board code regarding possession/use of portable communications devices should be maintained: The use of portable communications devices, such as cellular telephones, or other hand-held computing devices (when such device is being used as a communications device), by any person on property (including vehicles) controlled by the School Board to engage in unlawful or unauthorized activity is prohibited. All possession or use of portable communications devices such as cellular telephones, or other hand-held computing devices (when such device is being used as a communication device) shall be
regulated and/or prohibited at each school or school event as deemed necessary to prevent disruption of the educational environment and to maintain order on school property and at school activities. Elementary, middle and high school students may use portable communication devices before or after the instructional day as long as such communication devices are not activated or used inside School Board buildings unless use inside School Board buildings is specifically permitted by school administration. REGISTRATION
Summer School registration will be held on the following dates: Tuesday, June 21, 2016, from 5:30 p.m. to 8:30 p.m., and Wednesday, June 22, 2016, from 8:00 a.m. and 12:00 p.m. Registration will be held at the host site of the students current home school (see chart on page 5). Only students whose parents/guardians that are residents of Virginia Beach are eligible to attend summer school classes. Students must provide their student identification number at the time of registration. Student should bring schedules or report cards (from the third grading period) that show the preprinted student ID number. Students enrolling in repeat courses must provide documentation of course failure from their school counselors at registration. Please refer to the program description for details.
Registration for English as a second Language (ESL) and Extended School Year (ESY) programs will be handled separately. Information regarding these programs will be sent to schools.
Students who have been removed from their home or enrolled schools as a result of disciplinary infractions are not allowed to attend summer school at that site. However, these students are allowed to attend summer school at another site. Transportation will not be provided.
Students enrolled in Tidewater Regional Alternative Educator Program (TRAEP) will be required to provide a letter from the principal at TRAEP, recommending summer school attendance. These students will not be permitted enrollment without the written recommendation of the TRAEP principal.

OUT OF DISTRICT
Only students whose parents/guardians are residents of Virginia Beach are eligible to attend summer school classes. It is the responsibility of the student to obtain written permission from the administration of the student’s homeschool to attend summer classes and to have credits earned transferred. Out of district students must present an updated shot record to enroll in the summer classes. Parents or guardians must review and sign the acknowledgement of the VBCPS Code of Conduct.
TRANSFER OF CREDIT
Summer school courses not taken in the Virginia Beach City Public Schools must meet the requirements of courses taken in Virginia Beach City Public Schools. It is the responsibility of the student to obtain prior
written permission from the principal of the student's home school to determine credits earned in summer school outside the Virginia Beach City Public Schools.
ONLINE COURSES
Information about the online program will be available through the Virtual Virginia Beach e–Learning website (http://www.vbschools.com/distance/index.asp) on April 1, 2016. Only students whose parents/guardians are residents of Virginia Beach are eligible to enroll in Virginia Beach E-learning summer school classes. On May 3, 2016 at 12:00 p.m., students may begin to register and pay online for online summer school courses using the link provided on the website. Students enrolled in online versions of courses that require an End–of–Course SOL test are expected to take that test in person at the Renaissance Academy on the scheduled testing date. Registration and payment of fees for online summer school courses are to be completed online. Both
registration and payment must be completed before leaving the registration website. If not, the student is not enrolled. Most families choose to pay the tuition for online classes using a credit card at the online
registration and payment site. Those unable to pay by credit card only may make a payment with cash, check, or money order at the Instructional Resource Center at Plaza Annex (641 Carriage Hill Road, Virginia Beach, A 23452, Room 28) during regular business hours (Monday – Thursday 8:00 AM – 3:30 PM) after May 3, 2016.
Students are not officially registered until payment has been received. Eligible non–VBCPS enrollees must bring documentation of residency.
Note: No course registrations or payments for online courses will be accepted at any summer school site before or during regular summer school registration.
TUITION
Tuition must be paid at the time of registration and includes the use of textbooks. All checks and money orders should be made payable to the Virginia Beach City Public Schools. Cash, check, credit card (VISA and/or MasterCard), and money order may be used to pay tuition. Please check the program descriptions in this guide to determine whether fees are charged for particular programs. Outstanding non–sufficient fund checks for summer school tuition must be paid before the student may attend classes. The English as a Second Language Program (ESL), Extended School Year (ESY) services, SOL Fast Track Tutoring, and the Algebra

REDUCED TUITION FOR ELIGIBLE STUDENTS
Students who have a completed free/reduced meal form on file and have been determined eligible for reduced price or free meals during the regular school year are eligible to receive reduced summer school tuition in all high school summer programs except enrichment programs. Parents or guardians who would like the school to determine their child’s eligibility for free and reduced tuition must sign the release section of the summer school registration form. This will permit school officials to access the necessary information to award the tuition benefit. If a student qualifies for the benefit, the chart below lists the tuition rates.
NOTE: Free/reduced meal applications must be filed at the student’s home school by June 17, 2016.

Requests for refunds must be made using the Summer School Tuition Refund Request Form and submitted to the Summer School Site Principal before the first day of class.Teachers are hired for summer school based on student enrollment. No refunds will be honored after

SITES/TRANSPORTATION CLUSTERS
TRANSPORTATION
Schools have been grouped together to form transportation clusters. Bus transportation will be available for many programs from neighborhood pickup points within the cluster to designated summer school sites. If transportation is provided for a particular program, it will be listed with the information in this guide describing the program. Summer school bus routes will be available on the Bus Schedule page on
vbschools.com by June 13, 2016. If you would like to be notified when the bus schedule is posted on www.vbschools.com/transportation/index.asp, please subscribe to vbschools x–tra at
http://www.vbschools.com/xtra/index.asp. The summer school principals establish procedures for students
interested in driving private cars to summer school sites. Limited parking passes are available for students who drive to school for a fee of $10. Transportation is provided only within the transportation clusters.
Students must attend classes at the summer school site located within their transportation cluster. Students who have been removed from their home or enrolled school as a result of disciplinary infractions are not allowed to attend summer school at that site. However, these students are allowed to attend summer school at another site. Parents/guardians/students are responsible for providing transportation to alternate sites. The first school listed in each line (in bold print) is the summer school site. Students will attend Monday through Thursday. Renaissance Academy will serve as the support site for all online classes. Students enrolled in online SOL courses are expected to take the associated SOL test in person at the Renaissance Academy on the scheduled testing date.
TRAEP students will be required to provide a letter from the principal at TRAEP, recommending summer school attendance. Registration location may also contact the Office of Student Leadership to request verification. These students will not be permitted enrollment without the written recommendation of the principal at TRAEP and/or the verification from the Office of Student Leadership.
Transportation will not be provided to other sites when a course is cancelled due to insufficient enrollment or when a student is required to attend a different site due to a disciplinary alternative placement.
Parents/guardians/students are responsible for providing transportation to alternate sites
High school ESL students will be attending the summer school program at the appropriate middle school site (Independence Middle School and Larkspur Middle School).

HIGH SCHOOL SUMMER PROGRAM DESCRIPTIONS
The high school summer program provides credit courses for high school students to accelerate their program of study or to repeat courses not successfully completed during the regular school year. Students enrolling in a credit bearing course for the first time must complete a two–session summer program equal to one year of instruction in the regular school term to receive full credit. Students repeating a course they have previously failed may earn credit by completing a one–session summer course. If the repeat course needed is not offered in a one–session format, students may elect to take the two–session course offering. All Virtual Virginia Beach e–Learning online courses are taught in the two–session summer format. Students choosing to repeat a previously failed course online will complete the full two–session summer program. All course offerings are dependent upon sufficient enrollment and the availability of suitably certified and endorsed instructors.
All students currently attending Virginia Beach City Public Schools who are taking a summer school course which requires an end–of–course (EOC) SOL test must take the SOL test scheduled during summer school, unless the student has already passed the test. Students must be enrolled for the 2016–2017 school year before testing begins. All SOL tests except writing require one day of testing. Students who will graduate after August 2016 or earlier and are taking the SOL EOC writing test require four days of testing. Students who will graduate by August 2016 or earlier and are taking the SOL EOC Writing test require two days of testing.
Note: Seniors who need two credits to be eligible to graduate in August must attend Green Run High School where morning and afternoon sessions will be offered. Transportation will not be provided for students attending the afternoon session.

All courses, except online offerings, are one session in length. Repeat courses that end with an SOL test have been scheduled to align with the SOL testing schedule. AFTERNOON COURSE OFFERINGS AT GREEN RUN HIGH SCHOOL
Courses are held from 1:00 p.m. – 6:30 p.m. only at Green Run High School. Transportation is the responsibility of the parent/guardian and/or the student.

SOL FAST TRACK TUTORING
Registration for all subjects: June 21, 2016, 5:30 p.m. – 8:30 p.m. and June 22, 2016, 8:00 a.m. – 12:00 noon An optional summer tutoring program entitled SOL Fast Track Tutoring 2016 is provided to support students who must meet the Standards of Learning (SOL) verified credit criteria to meet the graduation requirements.
This voluntary program is available to students who have passed their classroom instruction and received Carnegie credit but have not earned verified credit due to failing the corresponding End–of– Course SOL test. Fast Track Tutoring consists of twenty–five hours of small group instruction culminating in there retake of the applicable SOL test. The English as a Second Language (ESL) high school summer program is designed for students in grades 9 – 12 who are limited in English proficiency and performing at English proficiency levels 1.0 to 2.9. The program focuses on the four communicative domains of listening, speaking, reading, and writing the English language. Students are assigned to classes according to age and proficiency in English. Eligible English learners are recommended and registered in advance by the ESL teachers at the Technical and Career Education Center. Tuition is free, and transportation is provided. Students must have satisfactorily completed the classroom theory phase of driver education. Students must have their DEC-1 card (green card) to register and have a valid learner’s permit in their possession.
Early BirdRegistration will be conducted by the Behind-the-Wheel instructor at each high school starting on Monday, May 2, 2016. The pre-registration form must be returned to the instructor on or before
June 14, 2016 with check, cash or money order for $299.00. It is important that you indicate the summer school site, date, and time you prefer. Please provide a second and third choice. Regular registration will take place on June 21, 2016, from 5:30 p.m. - 8:30 p.m., and on June 22, 2016, from 8:00 a.m. -12 noonat summer school sites only. Classroom Theory is designed for students who have failed the classroom portion of Driver Education as a 10th grader; as well as students who have recently moved to the City of Virginia Beach; and/or home schooled

ALGEBRA READINESS ACADEMY (MA3101)

Dates: Tuesday, June 28 – Wednesday, July 20, 2016, Monday through Thursday; no school on Fridays

Tuition: No charge
Transportation: Bus transportation will be provided to designated summer school sites from neighborhood pickup points within the cluster.
This class is for rising 9th grade students who will be taking Algebra I Part I and need to strengthen their pre–
algebra skills. This bridge program is designed to help students become confident in their ability to do mathematics, learn the value of mathematics, become problem solvers, communicate mathematically, and learn to reason using mathematics. It is recommended that any student who earned a grade of C or D as their final average for grade 8 math participate in the program. Students earn a grade of pass or fail for this course. ADVANCED TECHNOLOGY CENTER (ATC) SUMMER CAMP
Registration: Forms with checks are to be received by the ATC prior to May 20, 2016, or before the camp is full (whichever comes first). Parents who choose to opt-out their teenagers from the media will submit the opt-out form with the application.
Dates: August 8 – 11, 2016
Times: Monday through Thursday, 8:30 a.m. – 3:00 p.m.
Parents are invited to join the student session on Thursday at 1:25 p.m. and attend the Theater Recognition Event.
Location: Advanced Technology Center
Tuition: $125 payable by check at the time of registration to the Advanced Technology Center (ATC)
Transportation: Transportation to and from the ATC is the responsibility of the parent/guardian.
This summer camp is for rising 9th grade students. Registration forms will be accepted on a first–come, first–
served basis, and enrollment will be limited to 60 students. The registration form may be downloaded from
www.imagineinnovatecreate.com. Parents/guardians will be notified about the status of their child’s enrollment by May 27, 2016. Parents/guardians are responsible for providing a bag lunch, snack, and drink for their child on each day of the camp. The camp is designed to provide students with hands–on activities in the following areas: Computer Solutions, Ocean Engineering, 3–D Modeling, Robotics and Engineering, Architectural Design, Marketing, Web Design, Cisco/Telecommunications, and more. Entrepreneurial Center, the Advance Technology Center (ATC) and the Kempsville Entrepreneurship and Business Academy is excited to offer summer programs for middle and high school students in four sessions during the summer of 2016. Registration forms will be accepted on a first-come first served basis, and enrollment will be limited to 20 students per session. The registration form is available for downloaded from
https://goo.gl/rlS5NT. Parents/guardians will be notified about the status of their child’s enrollment by May 20, 2016. Lunch is provided to students during the camp. Students with dietary restrictions may opt to bring lunch and snacks. The program is designed to provide students with hands-on activities and access to real-world entrepreneurs. Students will explore entrepreneurship development opportunities available through Virginia Beach Schools and university partners; learn to use a MakerBot 3D printer and experiment with prototyping products; develop a plan for a lean start-up and deliver a rocket pitch; work with ODU faculty and students at the Strome Entrepreneurial Center, meet local entrepreneurs during networking events and business excursions; explore the role of technology in business development; and practice idea generation. Program participants will spend one day at ODU and one day in Town Center.
