CELL
38.1 In this era of rapid scientific and technological advancement and dynamism, it is imperative to equip manpower with the requisite competencies through training. The objective and strategy of training is to improve the performance and enhance the professional knowledge and skills, both at individual and collective levels. The functions of Training Cell are thus multifaceted: firstly, to keep the officers and staff of the Secretariat abreast with the latest developments and skills in their professional field; secondly, to familiarize the Hon’ble Members of Parliament with their rights, duties and privileges as also with the functioning of the House so as to enable them to discharge their duties in the best interest of the nation. The Training Cell also organizes Computer Training for Members of Parliament in order to make them computer savvy. For the officers and staff of this Secretariat, in-house training, training at outside institutions within India and at institutions in foreign countries are organized. Exchange programmes are also organized for the officers in the Parliaments of other countries. Besides, other workshop for the benefit of Media persons, educating officers and staff on various aspects are also organized at regular interval to make them aware of the recent trends and development.
The details of various training courses and workshops organized by the Training Cell during the year 2010 are given in the ensuing paragraphs. In all, 137 officials were imparted in-house training, 132 officials were sent for training to outside institutions within India and 11 officials were sent for overseas training. Training Cell also extended necessary assistance to 59 Parliamentary Security Service officials who attended various training programmes in house as well as outside the Secretariat.

38.3 Orientation Programme for newly elected Members of Rajya Sabha
An Orientation Programme for newly elected Members of Rajya Sabha was organized on 31st July and 1st August 2010 in the Main Committee Room, Parliament House Annexe, New Delhi. The programme was attended by 36 Members. The programme was inaugurated by Hon’ble Chairman, Rajya Sabha. The aim of the programme was to familiarize newly elected/nominated Members with various aspects of Parliamentary practice and procedure. It consisted of several discussions/ sessions/lectures on specific topics, conducted by eminent Parliamentarians. On this occasion, an exhibition on ‘Rajya Sabha and its Working’ was also organized.
38.4 Interactive session for Members
During the Orientation programme a feedback form was circulated to the participating Members of Rajya Sabha for giving suggestions. Based on the suggestions received, a workshop/interactive session on ‘How to draft questions’ was organized on 25th November 2010 for the new members of Rajya Sabha to clear their doubts.

38.11 FOREIGN TRAINING: RIPA International, London
Till 2009, a customized training programme at RIPA International, London was organized for 12 officers drawn from various services. However, as part of a policy change, the same was discontinued and it was decided to put in place Exchange Programme/Study Visit with various countries. Since the required number of exchange programmes could not materialize, it was decided to send few of our officers to regular training programme being offered by the RIPA International, London which was subject centric. Six officers from different services of this Secretariat were sent for the Training Programme on ‘Parliamentary Administration’ organized at the Royal Institute of Public Administration (RIPA), London from 1-12 November 2010. An officer each from Verbatim Reporting Service and Private Secretaries and Stenographic Service was also sent for the training programme on ‘Parliamentary Reporting’ at RIPA London from 14-19 November 2010.
IFLA Conference
76th International Federation of Library Association (IFLA), General Conference and Council and IFLA Pre-Conference meeting was organized from 6-15 August 2010. The pre-conference was held at Swedish Parliament in Stockholm from 6-9 August 2010 and the General Conference and Assembly was held at Gothenburg from 10-15 August 2010. An Officer from (LARRDIS) Research & Library Service attended the programme.
Parliamentary Officers’ Study Programme, Canada
The Parliamentary Officers’ Study programme for Parliamentary staff was organised from 26-30 April 2010 at Canada. On the invitation of the Canadian Parliament, one officer of LAFEA Service attended the programme.
Training Programme on New Tetra Digital Communication System
An officer from Parliament Security Service attended the training programme arranged by the Lok Sabha Secretariat on New Tetra Digital Communication System at OEM location in Helsinki (Finland), Paris and Belgium from 5-11 September 2010.
Meeting to Develop University certified executive training programme by the World Bank Institute.
An Officer from Training Cell attended the meeting of the Focus Group on Executive Training for Parliamentary staff conducted by the World Bank Institute at Dhaka from 5-6 May 2010.
The agenda for the meeting was to explore the feasibility of developing a university certified executive training programme for the parliamentary staff of World Bank Member countries.
38.12 Interactive Programmes for Foreign delegates
Training Cell receives delegates from abroad for interaction with the Officers of the Secretariat. During the year 2010, the following delegations were received and interaction with the Officers of the Secretariat were arranged: -

38.14 New Initiatives
One of the most important assignments of the Training Cell is to explore new vistas for training initiatives for the employees of the Secretariat. The following new training programme were initiated for the employees of the Rajya Sabha Secretariat within the country especially with the IIMs and reputed Universities for the first time: -
i) Customized Training programme was organized for Interpretation Service and Translation Service at Centre for Applied Linguistics and Translation Studies (CALTS) Hyderabad from 23-29 September 2010. Twelve officers from E & T Service/Simultaneous Interpretation Service attended the training programme.
ii) For the first time an officer was nominated for a 15 months Post Graduate Diploma in Public Policy and Management at Management Development Institute, Gurgaon in collaboration with DoPT. The programme has since started in the month of November,2010.
iii) Four officers were nominated for MDP “General Management Programme for Senior and Middle Level Executives” at IIM Calcutta from 29 November to 3 December 2010.
iv) A two day workshop for Officers of the Secretariat was organized 23-24 September 2010 on ‘Drafting of Reports’ to help them in drafting of the reports especially committee reports in a better way and from an improved perspective.
v) A workshop on ‘Financial Sanction’ for Senior Executive Assistants/Executive Assistants/Senior Clerks/Junior Clerks was organized on 8th September 2010 in
Parliament House Annexe. Twenty nine officials attended the workshop on ‘Financial Sanction’.
vi) For the first time, four officials were nominated for one-year part time postgraduate Diploma in Disaster Preparedness and Rehabilitation being conducted by the Indian Red Cross Society, New Delhi.
vii) Some officers of the Secretariat approached Training Cell with a request to organize a Workshop on ‘How to write ACR’. Accordingly, a workshopwasorganized on 10th February 2010 in collaboration with ISTM by inviting their faculties at our premises.
Twenty six officials in all attended the workshop on ‘How to write ACR’.
Efforts are being made to explore many more such avenues so that the employees of the Secretariat are exposed to better training programmes.
