1 PURPOSE OF JOB:

The Manager, Finance is responsible for the development and implementation of sound financial and accounting policies and procedures to ensure financial viability and profitability of the Authority.

POSITION REQUIREMENTS:

• A degree in Commerce with emphasis on Accounting or Finance (postgraduate qualifications in Business Administration will be an added advantage).

• In addition, membership in a recognised accounting professional body.

• A minimum of twelve (12) years experience at progressively senior levels in the management of finance and accounting systems in large public or private organisations. • Extensive experience in the development and implementation of financial policies and

procedures.

• Experience in a civil aviation/airport management environment is preferred. COMPETENCIES

CORE AREAS OF RESPONSIBILITY:

1. Assist the Director in achieving the financial and accounting objectives as determined by the Board.

2. Provide data, advice and support to the Director in keeping the Board informed of the financial and commercial plans for the growth of the Authority.

3. Consolidate annual operating and capital budgets for the Authority, and prepare the Authority’s Business Plan for review and approval by the Board.

4. Develop and implement appropriate financial and accounting standards and procedures and prepare a financial manual outlining accepted policies and procedures for the control and protection of the Authority’s resources. The manual is to be reviewed and updated on a regular periodic basis.

5. Develop, manage and update systems for financial reporting, management accounting, forecasting and performance monitoring.

6. Formulate appropriate contracting and tendering procedures.

7. Maintain contact with appropriate financial institutions and external parties in order to maximise opportunities for investment, acquisition and sources of funding.

8. Develop and maintain policies and systems for the control of cash receipts and disbursements.

9. Prepare consolidated financial statements for the Authority.

10. Monitor the operating and financial performance of the Authority through the development and application of a comprehensive set of performance indicators.

11. Develop a delegation of financial powers of authority matrix for approval by the Board and monitor its compliance.

12. Ensure proper resource management and allocation of funds to Directorates/Divisions. MANAGER, FINANCE

13. Develop a policy to guide the development of the appropriate capital structure for the Authority.

14. Develop a comprehensive cost recovery policy for aeronautical facilities and implement profit/cost centre accounting.

3 PURPOSE OF JOB:

The Manager, Public Affairs will be responsible for creating a full understanding about the role of the Civil Aviation Authority of Botswana (CAAB) in the country’s economy, and will assist to position the organisation nationally, regionally and internationally such that it is well understood in terms of its role and contribution.

POSITION REQUIREMENTS:

• A degree in Communications, Journalism or Public Relations from a recognised university (a Masters degree in the stipulated areas will be an added advantage)

A minimum of twelve (12) years experience at progressively senior levels in the development and implementation of public affairs strategies and the management of PR campaigns in large public or private organisations.

4 MAIN PURPOSE OF THE JOB:

To ensure that materials and service requirements are maintained at optimal levels and that there is full compliance with the laid down policies and procedures.

POSITION REQUIREMENTS:

A degree in a Business discipline from a recognized university PLUS a minimum of Level 4 of the Chartered Institute of Purchasing and Supply (CIPS) Graduate Diploma or a Diploma in Materials Management from a recognized institution. In addition, a minimum of 4 years experience at a senior level in the procurement and disposal of assets in a large public or private organisation.

Sound understanding of tendering, contracts and procurement regulations is essential.

5 MAIN PURPOSE OF THE JOB:

To carryout administration duties in CAAB in order to ensure efficiency, effectiveness and full compliance with the laid down policies and procedures.

POSITION REQUIREMENTS:

A degree in a Social Sciences or Business discipline from a recognized institution in addition to 5 (five) years relevant work experience; three (3) of which should have been at senior level in a large public or private organisation.

7 PURPOSE OF THE JOB:

To ensure the efficient and successful implementation of the Human Resources Strategies in support of the core business.

POSITION REQUIREMENTS:

A minimum of a degree in Human Resources Management, Industrial Psychology or Organisational Development from a recognised university. A Masters degree in the stipulated areas is an added advantage. In addition, at least eight (8) years relevant working experience in a reputable organization.

COMPETENCIES:

2. Assists the Manager, Human Capital Development to initiate and coordinate the Human Capital Planning Systems so as to avail the Human Capital required for the implementation of CAAB Business and Corporate Plans.

3. Ensures the effective performance management of staff by recommending and monitoring the implementation of approved staff objectives and performance appraisals.

4. Assists in coordinating the annual staff Performance Appraisal exercise as well as the follow-up activities and decisions so as to implement the decisions and action plans arrived at out of the appraisal exercise.

11. Participates in collective bargaining and negotiations of Conditions of Employment.

12. Carries out ad hoc surveys covering contentious issues in preparation for collective bargaining, and ensures terms and conditions are reviewed within the corporate mandate and budget.

To coordinate and organize the activities and operations of the rescue and fire fighting services; provide emergency response services in order to meet the standards established by Civil Aviation Authority of Botswana (CAAB) and ensure serviceability of rescue fire fighting services at the airport.

POSITION REQUIREMENTS:

A minimum of a Senior Fire Officer’s course from a recognized aviation training institute; a diploma in Fire Management will be an added advantage. In addition, not less than eight (8) years practical experience in the provision of rescue and fire fighting services; at least two (2) of which should have been at the level of Senior Fire Officer.

17 MAIN PURPOSE OF THE JOB:

To assist with the coordination and implementation of activities and operations of rescue fire fighting services at the airport; as well as the provision of emergency response services at airports to the standards established by Civil Aviation Authority of Botswana (CAAB) while ensuring the serviceability of rescue fire fighting services.

POSITION REQUIREMENTS:

A minimum of a Senior Fire Officer’s course from a recognized aviation training institute. In addition, not less than six (6) years practical experience in the provision of rescue and fire fighting services; at least two (2) of which should have been at the level of Fire Officer.

COMPETENCIES:

• Practical Fire Fighting skills

• Ability to communicate effectively in both Setswana and English • Ability to write reports

• A good understanding of CAAB mandate

CORE AREAS OF RESPONSIBILITY:

1. Provides administrative support and guidance to rescue fire fighting teams.

To assist with carry out the necessary studies to determine if the approved policies and operations of the Authority are being adhered to; whether they result in the desired action; and if they are sufficient to ensure effective operating performance. In addition, the incumbent will prepare recommendations and action plans to address/eliminate identified deficiencies.

POSITION REQUIREMENTS:

A degree in Commerce or Accounting from a recognized university with emphasis in Accounting or Finance; plus a minimum of Part 2 ACCA or CA qualification. In addition, a minimum of six (6) years experience in a large public or private organisation.

Membership of a recognized Institute or Internal Auditors or Professional Accountants will be an added advantage.

To provide transport services to the Authority in order to ensure the smooth running of business operations.

POSITION REQUIREMENTS:

A Junior Certificate Examination (JCE) with a minimum pass Grade of C; in addition to a Class B AND Class C Driver’s License endorsed with PrDP (Special OR Goods Category); as well as an endorsement for operating a bus with a capacity of up to 100 seats. In addition, at least five (5) years relevant working experience in a reputable organization.
