David L. Woolfenden

Profile

Dave has over thirty years of experience in the information technology (IT) industry as a strategic planner, enterprise architect, systems integrator, practice developer, IT security consultant, project/portfolio manager and leader, systems analyst, technical support representative, and computer programmer. Dave has continued to enhance his understanding of new information technologies and their strategic advantages. By combining his keen business acumen with a mastery of proven and emerging technology, he has helped clients to successfully develop strategic plans and technology solutions, characterized by robust and scalable architectures.

Most recently, over the past thirteen years, Dave has developed extensive web-based, ‘N tier’ application requirements gathering, analysis, design and development expertise based on Business Process Management (BPM) techniques. He has led the planning and the architecture definition for several internet technology-based, E-commerce development and deployment projects. Dave’s prior large systems integration and application development project management experience has provided an ideal architectural and development base for rolling out enterprise-wide, internet technology based solutions.

Since 1997 his subject matter expertise has been focused in the areas of justice, public safety and homeland security related strategic planning, IT architecture, commercial and open-source software, business process management, secure federated information sharing, systems integration, mobile data access and interoperability.

Relevant Experience

As the Senior Integration Architect for eVectis Technologies LLC since July 2004: • Since July 2004, engaged as the lead Pennsylvania County and Municipal

Integration Architect. In this role he is providing architectural/technical direction and oversight for all county/municipal technology projects funded by the Pennsylvania Commission on Crime and Delinquency (PCCD). This engagement is in direct support of PCCD’s Office of Criminal Justice System Improvements strategic goal, in Pennsylvania, to promote communications and information sharing through the implementation and effective use of technology.

• Is currently leading the development and deployment effort for Pennsylvania’s Automated Criminal Complaint Electronic Submission Service (Ac2es2) as part of a PCCD-funded, county-focused justice and public safety information sharing “toolkit” that is being developed by and for Pennsylvania counties. Ac2es2 is an open source software and open standards based capability that facilitates on-line multi-agency, collaborative creation, review and approval of Criminal Complaint and supporting Affidavit of Probable Cause prior to submission to the courts. • Has provided Subject Matter Expert (SME) consulting services in the design,

operation and integration of Pennsylvania’s Justice Network (JNET) with the PA Southeast Regional Counter-Terrorism Task Force (PA-SERCTTF) Law Enforcement Justice Information System (LEJIS).

• Has also provided public safety subject matter expertise (SME) by facilitating the identification, documentation and full understanding of potential gaps and impacts for the City of Philadelphia as a result of a planned implementation of major system changes to a statewide, Common Pleas level administrative court system.

As a Manger for BearingPoint from November 1994 to June 2004:

• Lead E-Commerce Architect and Strategic Planner for the Commonwealth of Pennsylvania Justice Network (JNET), a comprehensive, secure statewide information-sharing project involving multiple justice and justice-related agencies. Dave utilized his Web-based application development and systems integration experience to architect and design a fully integrated architecture. He demonstrated his senior-level architectural skills mixed with business savvy by effectively combining e-commerce technology with strategic business needs. • Dave led successful efforts toward the fusion of data from disparate sources,

visualization technologies and presentation mechanisms, collaborative tools, information organization, information analytics and mobile device access management.

• From July 2003 thru June 2004, he was instrumental to the creation of the JNET Five Year (FY04/05 – FY08/09) Strategic Plan. During this portion of the

engagement, as a strategic planner for the JNET Office, he facilitated Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis sessions focused towards gathering input from all major stakeholders. Dave also established himself as a criminal justice and law enforcement information technology expert. • On a large state Department of Health Financial Management information

System Implementation project, Dave was responsible for managing and coordinating the roll-out of the entire financial application suite to over 30 remote facilities. This effort included the installation of networking infrastructure, workstations, and printers to assure application functionality. Dave was responsible for managing all issues related to the success of this project. He also assisted with the analysis and design of Internet WWW server-based citizen access point kiosk applications for the Department of Health.

• While leading a project at a public school building financing authority, Dave performed both an extensive data processing review and the selection process for a new packaged financial software solution.

As a Senior Systems Engineer for IBM from July 1987 to October 1994:

• During an engagement for a large insurance client, Dave completed a five-week Rapid Solution Delivery project. Along with two developers, he analyzed, designed, and coded a common GUI front end for two separate CICS-based, mainframe member enrollment applications. In addition, a LAN-based member enrollment database was designed and populated. The development environment included Microsoft Windows 3.1, Visual Basic 3.0, SYSBASE for OS/2, Novell Netware and Attachmate Extra/Visual Basic tools.

• Led an application development effort at a state government Department of Revenue office. He implemented the IBM Information Engineering methodology. He combined the KnowledgeWare and Bachman CASE tools with state-of-the-art Joint Application Design and Rapid Application Development techniques to perform the planning, analysis and design of a new tax case refund docket management system. The new case docket management system eventually helped improved case processing time by 50%.

• Dave participated in a technical assessment consulting engagement for a large transportation firm. Hypothesis creation, fact gathering via interviews, conclusions, recommendations, and a final presentation were successfully completed in three-weeks.

• Provided architectural support for the development of an application solution for a large System Integration project for a large city prison system. He managed the efforts of up to eleven technical personnel to provide a comprehensive open client/server solution.

• Architected a re-hosting effort for a large, state student loan-processing agency. He designed and implemented the downsizing of a KnowledgeWare-constructed CICS/ESA Loan Origination application from an IBM S/390 environment to a CICS/OS/2 LAN environment, implemented distributed data and application concepts, and helped evaluate RDBMs and various other supporting utility tools. • Led and managed an AD/CYCLE application development project in

implementing new online application development architectures. He used the KnowledgeWare ADW CASE tool set to construct an entire transaction based infrastructure environment that constituted the framework for a large customer application development project.

• Facilitated five Joint Application Design (JAD) sessions. These JAD efforts defined the requirements and external design of four application areas within a large military supply/logistics system encompassing: repairables asset management, configuration management, family relationships and inventory control point. He led internal and implementation development efforts for two of the application areas.

Professional Background

Prior to joining eVectis Technologies, he was employed by several top IT professional services firms as a Manager, Senior Architect, and Project Manger and Leader. From 1881 through 1886 he worked as an IBM mainframe computer programmer for several different information technology companies.

He holds a Bachelors degree (BSBA) from Shippensburg University and a Master of Business Administration (MBA), Information Systems, from Saint Joseph's University. He is also in the process of pursuing a Master's level certificate in Information Assurance from Penn State University, a National Center of Academic Excellence in IA Education (CAE/IAE).

The industries in which he has specific experience includes criminal justice/law enforcement/homeland security, military logistics, public sector, associations, manufacturing, information technologies, transportation, communications, and health care.
