Foreword
The Alberta College of Paramedics is a self-governing body designated as such under the Health Disciplines Act. The College’s primary responsibility is to ensure that registered practitioners provide competent, safe and ethical care to the citizens of the Province of Alberta.
Under the Health Disciplines Act, Part I –3(1), the College must:
a. carry out its activities and govern its regulated practitioners in a manner that protects and serves the public’s interest1;
b. provide direction to and regulate the practice of the regulated profession by its regulated practitioners;
c. establish, maintain and enforce standards for registration, continuing competence and practice of the regulated profession;
d. establish, maintain and enforce a code of ethics;
e. carry on the activities of the college and perform other duties and functions by the exercise of the powers conferred by the Act, and
f. may approve programs of study and education courses for the purposes of registration requirements.
The College Council and senior professional staff updated the existing Strategic Plan, identifying priorities and goals for 2012 - 2014. The plan is intended to guide the efforts of those carrying out College business and to provide our practitioners and stakeholders a sense of how the College intends to fulfill its mission and vision. The plan includes goals, strategic actions and the success indicators that the College Council believes are necessary to fulfill the mission, vision and core values.
Strategic plan components
This strategic plan includes the following components:
¤ Mission – A statement identifying an organization’s reason for existence. ¤ Vision – A statement describing the desired future state of an organization.
¤ Core Values – The underlying principles used to guide decision making within an organization ¤ 2013-2015 Strategic Plan – Goals and objectives.
Note: Council affirmed the existing mission, vision, and value statements Annual Operating Plans or ongoing action plans over the next three years will be created, as a result of this Strategic Plan.

Mission Statement
The Alberta College of Paramedics governs and regulates the practice of paramedicine in the public interest.
Vision Statement
The Alberta College of Paramedics… A global leader in the governance of the paramedic profession.
Core Values
While maintaining and enforcing a Code of Ethics, the College leaders and staff commit to upholding the following values:

A. Regulation
1. The College develops, maintains, refines and complies with policies and procedures to guide its regulatory functions.
2. The College enforces its regulatory obligations with education program standards, registration examinations, registration and registration renewal, continuing competence, and investigationand discipline.
3. The College addresses the issue of unregistered individuals who engage in health services and restricted activities and/or make use of titles which are regulated/ protected under the Health Disciplines Act or Health Professions Act.
4. The College has a clear and measurable pathway to becoming regulated as a selfgoverning entity under the Paramedics Profession Regulation, Health Professions Act.
5. The College contributes to and adopts strategies to address national and provincial regulatory initiatives.
6. The College has an established Code of Ethics and Standards of Practice to enforce and enhance professionalism and protection of the public interest.
B. Education
1. The College promotes its purposes, authority, goals and values when engaging educational institutions.
2. The College has an effective and efficient education program approval and audit process.
C. Leadership and governance
1. The College operates under an effective and comprehensive governance policies and procedures framework.
2. The College has established regulatory and governance committee Terms of Reference which include structure, guidelines, professional development and succession planning. These Terms of Reference are compliant with the Health Disciplines Act, and contemplate transition to the Health Professions Act.
3. The College has a strategy to engage its registrants and stakeholders in the profession’s regulation, leadership and governance.
D. Advocacy
1. The College has the regulatory expertise and policy framework to guide its advocacy activities.
2. The College involves its registered members and stakeholders, including to determine strategies for greater member engagement.
3. The College has an established and effective communications strategy to reflect its core business of regulating the profession in the public interest.
E. Research
1. The College accesses, develops and utilizes applicable and appropriate research methodology to inform its practices.
2. The College has implemented a policy framework to manage access to registrant data by researchers and external stakeholders
7. The College has an effective and measurable, evidence - based continuing competence program, consistent with its legislative authority.
8. The College has developed and implemented an education and professional development program for instructors and preceptors.
F. Operational excellence
1. The College has an information technology strategy/plan.
2. The College has a human resources and succession planning strategy that
attracts, develops and retains appropriate professionals, volunteer registrants and professional services.
3. The College has a long-term facility strategy.
4. The College has a business continuity plan.
5. The College has a comprehensive regulatory and corporate risk management policy framework.
