Medicare Wage Index: What you need to know for FY 2018
Labor costs can be significant for any business and hospitals are not immune to their effects. Medicare understands that labor costs vary across the nation and uses the wage index as an adjustment to a hospital’s DRG payment. This webinar will guide you through the various calculations of the wage index and review the Regulations that govern it so you can maintain compliance when submitting adjustments.
Jonathan Besler, President/CEO – Besler Consulting
Jonathan works with each service line related to service delivery, client engagement, and new service development associated with Medicare reimbursement, revenue cycle, compliance, and hospital and physician coding and reimbursement. Jonathan holds a Masters of Accountancy degree from Tulane University and is a licensed CPA in the State of New Jersey and a member of the NJSCPA and the AICPA.
Scott Besler, Senior Manager – Besler Consulting
Scott has over twenty-four years of progressively responsible experience in the preparation of Medicare cost Reports, monitoring expense and revenue budgets and all facets of financial reporting. Scott received a Bachelor of Science degree in Accounting from LaSalle University. He is a member of the New Jersey and Philadelphia HFMA and their respective reimbursement committees. Currently he is the board liaison for the New Jersey HFMA reimbursement committee.
Medicare Cost Report Updates and HFS MCR Software Updates
Becky and Luke will give a Medicare Cost Report Forms Update that will center on the 2552-10 Transmittals 7 and 8. This will be followed by an HFS system update to inform users of changes and upgrades in the HFS software.
Becky Dolin, President – Health Financial Systems
Health Financial Systems has been producing Medicare Cost Report software for 34 years. Becky has worked at HFS for 27 years and has contributed to HFS becoming the primary MAC and provider vendor. Becky is involved in support and development of the HFS products.
Luke DiSabato – Health Financial Systems
Luke has been involved with Medicare for 30 years. 25 years were spent at National Government Services and the last 5 at HFS. Luke supports and helps develop HFS software. Luke is currently on the CMS PS&R and IRIS SME user groups.
Hospital FFY 2016 IPPS Legislative and Regulatory Policy Update
Robert L. Roth, Managing Partner – Hooper, Lundy & bookman, P.C.(Washington, D.C. office)
Mr. Roth formerly served as a senior attorney for CMS and as an Assistant Attorney General for the State of Maryland. He actively counsels clients on complying with the Medicare/Medicaid programs. He also represents clients in litigation at the state and federal trial and appellate court levels, as well as before state and federal administrative tribunals, including the Provider Reimbursement Review Board. Bob is one of the select few health lawyers to have argued before the United States Supreme Court, which he did in Sebelius v. Auburn Regional Medical Center, 133 S.Ct. 817 (2013). He is currently Chair of the Program Committee for the AHLA’s Institute on Medicare & Medicaid Payment Issues Conference and has been an Adjunct Professor of Law at the University Of Baltimore School Of Law since 1984.

Prior to taking this position, Susan worked for three years implementing the Affordable Care Act at DHS. Susan has also worked in DHS’ Federal Relations group focusing on rate-setting, funding and financing issues with major health care programs and in the Financial Operations Division supporting DHS’ claims for

federal funding. Prior to coming to Minnesota Susan spent ten years in Washington DC working for CMS, also on rate-setting, funding and financing issues.
Gregg Redfield, Agency Policy Specialist - MN Dept. of Health
Gregg works on hospitals’ rates, DSH and Upper Payment Limit issues. Prior to his role at DHS, Gregg was a CFO at two regional Minnesota hospitals, a health care consultant for two national CPA firms and has held finance roles at Allina, Fairview and Blue Cross Blue Shield of MN.
Joe Heidkamp, Agency Policy Specialist – MN Dept. of Health
Joe is a Healthcare finance and reimbursement professional with hospital and physician experience in excess of thirty years encompassing free standing providers to multi hospital systems. Significant experience in Forecasting, Budgeting, Revenue Management, Modeling, Compliance, Regulatory Reporting, Auditing, Legislation, DSH, Organ Acquisition, GME and IME. Joe holds a BS in Accounting from the University of Illinois Chicago.
