Quality (higher education):
The concept of quality in higher education is multi-dimensional levels and not necessarily be fixed as it relates to the education system and the organization's mission and objectives as well as the criteria for the institution or program.
Therefore takes the concept of quality multiple definitions.
In many higher education systems in European countries used to define the quality that they achieve the minimum required standards, which means reliance, in this case, the first is to determine the minimum standards that must be the institution or program to achieve and develop a mechanism for quality improvement. As well as can also define the concept of quality in this context to mean any customer satisfaction to achieve the expectations of customers (students, parents, society in general and employers).
In Iraq there are 24 universities, governmental organizations and the range of 18 educational institutions in civil war. Periods ranging from its inception 50 years and under. There are some colleges that was founded more than eighty years, such as the Faculty of Medicine of Baghdad.
In the years before 2007 there was an oversight body for universities manage the quality process within the universities to assess and evaluate the performance of the university, which focuses on the development of scientific research and the performance of university professor and control of the educational process as a whole.
In 2008 Section Tosss quality and academic accreditation to be Nouatta the process of rehabilitation and development towards ensuring the academic quality and accreditation of education for Iraqi universities.
At the same time there were universities, operating field and set up quality sections for thirsty quality and has made huge advances as good as the University of Technology and Mesopotamia, Babylon, Kufa.
Since the universities were selected technological and rivers to be a model for the application of quality by the Union of Arab Universities. We are now establishing a national body to serve as a quality ministry.
We have a strategic plan for five years on the eve of the Iraqi universities to qualify for accreditation of institutional and academic.
2 We are trying to approach the British QAA for accreditation of universities humanity. For universities will be approached ABET engineering for the U.S. to adopt them.

Higher Education
and Scientific Research of Iraq / Five-Year Plan 2008-2009 Promote the policy of quality culture among universities, institutes and educational institutions through:

2010 – 2011
Agreements with international organizations for accreditation (QAA. ABET) to do a field visit to universities and evaluating the application of quality, at the same time, teams start the work of the ministry and universities to pursue accreditation requirements for each academic institution.

1 - Proposing strategies, plans and operational policies for quality assurance and accreditation of universities and their academic programs.

4 - Develop criteria and indicators for quality assurance and certification for various types of education.
5 - Develop criteria for selection and training of the committees, quality assurance and accreditation and the rules governing work.
6 - Draw up guidelines for the application of methods of quality and accreditation and the rules governing their work and the development of guidance for the operations of self-evaluation undertaken by academic institutions.
7 - Design files and forms and tables to evaluate the performance and distributed to Iraqi universities to meet the required data.

9 - Design and selection of data that meet the desired objectives.

13 - Establishing a specialized library and gather information on quality assurance and accreditation systems adopted in academic institutions and specialized agencies of the various sources of Iraqi and regional and international levels.
14 - Provide advice and guidance to universities that have not achieved the required levels of quality in the elements to be adopted and the university must do to achieve the required quality level in full accordance with the standards of accreditation.

The Iraqi Education Initiative ( IEI )
Iraqi policy-makers have recently shown a commitment to rebuilding their education system . prime Minster al – Maliki has announced a scholarship initiative that will send up to 10,000 Iraqi students a Year for the next five Years to study in the U . S ., the U. K , Canada and Australia ( With the majority of the students going to the U.S . ) The Gol has obligated $ 54 million to launch the program and in 2010 , more than 300 students will begin master ' s and PhD programs in the U. S .
8 Students will be allowed to study nearly all majors and seek all degrees . Iraqi students will be especially encouraged to study engineering, education , information technology , business , law and medicine . All scholarship recipients will be expected to return to Iraq after they complete their overseas programs . IN announcing the new Initiative , prime Minister al – Maliki stated "We are announcing the desire of the Iraqis continue to seek their education . Our universities were known for being the most advanced universities in the world but because of all that we have gone through we have lost what we had before . " If implemented to the fullest , the IEI could cost the Government of Iraq up to $ 1 billion .
Iraqis admire the international exchange programs conducted by the U.S . The Gol recently announced a $ 2 .5 million investment in the Fulbright Student program , instantly doubling the number of scholarships available to Iraqi students from 35 to 70 . This investment places Iraq as the eighth largest among national contributors to the Fulbright program worldwide . The Future
In light of the post – war challenges , the fundamental issue is role which Iraq 's institutions of higher learning will now play . The rebuilding of the education system , together with the money which is presently being invested ; and the provision of scholarship and exchange opportunities for both students and faculty all bode well for the country 's future .
