Minutes

Brighton Area Schools Board of Education meetings will proceed in person for board members and online in accordance with Governor Whitmer’s Executive Order 2020-48 and Board Policy 1330 Rules of Order suspended. At 7:36PM, Monday August 10, 2020 President Burchfield announced due to technical

difficulties, Monday, August 10, 2020 meeting was adjourned to Tuesday, August 11, 2020 at 6PM. Moved by Reid, Supported Stahl, 7 ayes, motion carried.

I. Call to Order

President Burchfield the meeting to order at 6:01 PM. II. Pledge of Allegiance

President Burchfield led the board in reciting the pledge of allegiance.

III. Roll Call

Members present: Laura Mitchell, Angela Krebs, Alicia Reid, Ken Stahl, Bill Trombley, Roger Myers and Andy Burchfield. Also present: Superintendent Surrey, Assistant Superintendents Mosher, Engelter and Irvine, Network Administrator Josh Kley, staff, press, and visitors.

IV. Approval of Agenda

Motion: To approve the agenda as presented and amend it to include VII. Action Item G. Updates to BAS Curriculum Guides and Student Handbooks related to Virtual Courses and remove item XII. Closed session.

Moved by: Reid Supported by: Myers Voice vote: 7 ayes. Motion carried.

President Burchfield apologized on behalf of the district to the community for the technical difficulties experienced during the August 10, board meeting. Mr.

Burchfield noted the rescheduling of the meeting to August 11 was to provide the community with an opportunity to comment to the board.

V. Superintendent Report

A. Discussion of Superintendent Interview schedule in relation COVID- Board discussion took place and consensus wash reached to maintain the current

interview schedule of candidates for the position of Superintendent of Schools. First-round interviews, 6PM – Monday - Wednesday, August 17 – 19, 2020, Finalists determined, Friday, August 21, 5PM.

VI. Call to the Public

Public comments to the Board opened at 6:04PM and closed at 10:19PM. The board recessed at 8:56PM and reconvened at 9:05PM. The following Brighton Area Schools community, students, parents, stakeholders and staff commented to the board regarding the plan to return to school. The plan includes schools meeting for in person instruction-2-1-2 on Mondays, Tuesdays, Thursdays and Fridays for first semester. Wednesdays would be remote learning for students. As an additional option for students not returning in person, the return plan offers online learning for students through the Brighton Virtual Academy.

President Burchfield thanked the community for the comments to the board and administration regarding the plan to return students to school during the COVID-19 pandemic. Call to the public closed, the board recessed at 10:21PM and reconvened at 10:43PM.

VII. For Action

A. Motion: To approve the regular meeting minutes of July 27, 2020 as presented.

B. Motion: To approve the special meeting minutes of August 3, 2020 as presented.

Moved by: Krebs Supported by: Stahl Voice vote: 7 ayes. Motion carried.

C. Motion: To approve the BHS Handbook as presented and amend it to move from dress code to matters of health safety section f.

Supported by: Trombley Voice vote: 7 ayes. Motion carried.

D. Motion: To approve the Return to School plan presented as a framework to begin implementation. This plan includes delaying the first day of school from Monday, August 24 to Tuesday, September 8.

Roll call vote: 5 ayes, 2 nays – Reid and Stahl. Motion carried.

Dr. Surrey presented the Return to School plan and board discussion took place. Dr. Surrey and the administration took questions from the board regarding the plans operations, procedures and protocols.

E. Motion: To accept the certified staff resignation as presented. Moved by: Reid

F. Motion: To approve the 2019 Bond Program- Phase one – Contract awards as presented.

G. Motion: To approve the updates to BAS Curriculum Guides and Student Handbooks related to Virtual Courses as presented.

Brighton Area Schools Board of Education meeting will proceed in person for board members and online in accordance with Governor Whitmer’s Executive Order 2020-48 and Board Policy 1330 Rules of Order suspended.

I. Call to Order

President Burchfield the meeting to order at 6:03 PM. II. Pledge of Allegiance

President Burchfield led the board in reciting the pledge of allegiance.

III. Roll Call

Members present: Laura Mitchell, Angela Krebs, Alicia Reid, Ken Stahl, Bill Trombley, Roger Myers and Andy Burchfield, John Silveri, Michigan Leadership Institute, Superintendent Surrey and Assistant Technology Director Nick Casteel. Also present online: staff, press, and visitors.

President Burchfield commented on school of choice concern and the impact of fall 2020 due to COVID. Mr. Burchfield announced more discussion will take place tomorrow on the August 18 agenda after completion of the Superintendent Candidates interview.

V. Superintendent Candidates First Round of interviews

President Burchfield announced the Brighton Area Schools Board of Education is searching for a new Superintendent of Schools. The Michigan Leadership

Institute has been engaged with the Board to find the best possible candidate for the position. The Board is asking for community input to assist them in providing feedback on each of our (6) superintendent candidates after observing their first round of interviews. The interviews will be held on August 17, 18 and 19 at 6PM. To participate in the survey, visit the district website for Superintendent Search updates: https://www.brightonk12.com/Page/7565

The Board approved a slate of six candidates provided by the Executive Search Firm, Michigan Leadership Institute, at their August 3, 2020 meeting. Ms. Sarah Barratt, Superintendent of Marlette Community Schools was interviewed at 6:00 p.m. for the position of Superintendent of Brighton Area Schools. Mr. Gary Kinzer, Assistant Superintendent of Human Resources of Novi Community School District was interviewed at 7:40 p.m. for the position of Superintendent of Brighton Area Schools. The Board conducted interviews of approximately 90 minutes each.

Board recessed at 7:25 p.m. and reconvened at 7:38 p.m. VI. Call to the Public

There were no public comments received.

VII. President Burchfield announced the next meetings: Special Board

Meetings/Superintendent interviews – Tuesday & Wednesday, August 18 & 19, 2020 at 6PM. Finalists determined Friday, August 21, 2020 at 5PM. Regular Meeting – Monday, August 24, 2020 at 7PM.

Schools was interviewed at 6:00 p.m. for the position of Superintendent of Brighton Area Schools. Mr. Benjamin Mainka, Superintendent of Swartz Creek Community School District was interviewed at 7:40 p.m. for the position of Superintendent of Brighton Area Schools. The Board conducted interviews of approximately 90 minutes each.

Board recessed at 7:16 p.m. and reconvened at 7:31 p.m. Treasurer Trombley exited the meeting at 9:04PM.

VI. Call to the Public

There were no public comments offered to the board. VII. Action

A. School of Choice, Fall 2020

After completion of the interviews, Assistant Superintendent Irvine joined the meeting virtually to present the board with a School of Choice election change resolution. Board discussion took place, the proposed resolution, reviewed by counsel, was presented. In this resolution, four options are provided for

consideration. Administration is recommending the third Option C.

Termination of current 105c election and election for participation in unlimited 105c for Brighton Virtual Academy Edmentum Virtual Option

_____ C. Suspend the policy language of PO 5113 requiring the school district to opt into a School of Choice (“SOC”) program no later than June 1; rescind the Board of Education vote on February 10, 2020, to opt into an unlimited 105c SOC program for students in grades 1-12 for the 2020-2021 school year;

approve the Brighton Virtual Academy Edmentum Virtual Option as a program for Brighton Area Schools; and opt to participate in an unlimited 105c SOC program for the Brighton Virtual Academy Edmentum Virtual Option for 2020-2021.

In addition, a fifth option is available to decline to take any action.

Board consensus was reached to have administration provide more specific, detailed 105c information to review and table this action item to tomorrow’s meeting. This meeting is scheduled for Wednesday, August 19, 2020 at 6PM. VIII. President Burchfield announced the next meetings will be held: Special Board Meetings/Superintendent interviews – Wednesday, August 19, 2020 at 6PM. Finalists determined Friday, August 21, 2020 at 5PM. Regular Meeting – Monday, August 24, 2020 at 7PM.

IX. Adjournment

President Burchfield adjourned the meeting at 10:17 p.m.

Mr. Matthew Outlaw, Superintendent of Brandon School District was interviewed at 7:40 p.m. for the position of Superintendent of

Brighton Area Schools. The Board conducted interviews of approximately 90 minutes each.

Board recessed at 7:33 p.m. and reconvened at 7:43 p.m.

VI. Discussion Review of Friday, August 21 process to select finalists

Mr. Silveri, MLI and Board members discussed, asked questions and established a process for selecting 2 – 3 finalists. Mr. Silveri facilitated further discussion on the finalist’s selection process and communicated that each board member will have an opportunity to provide input and select whom to invite to participate in the final interviews.

Anne Reynolds commented in regards to mask wearing requirements at school. Dawn Mifsud commented regarding the (105c) out of county school of choice program.

VIII. For Action

School of Choice, Fall Option (A) Termination of participation in 105c for

2020-2021 was motioned and then amended to Option (C). Termination of

current 105c election and election for participation in unlimited 105c for Brighton Virtual Academy Edmentum Virtual Option.
