GENERAL RULES IX edition (2008-9)

(from the Rectoral Decree for the activation of the EMDM) DIDACTIC RULES

Art.1 Denomination, site, duration and aims of the EMDM

The course is named “EUROPEAN MASTER IN DISASTER MEDICINE” (EMDM) and is considered a II level Master.

The EMDM is promoted by the University of Piemonte Orientale – A. Avogadro, Novara, represented by the Research Centre in Emergency and Disaster Medicine and Informatics applied to Medicine (CRIMEDIM) and by the Free University Brussels (Vrije Universiteit Brussel), represented by the Department of Critical Care (a specific convention signed in January 2004 rules the agreement).

The Master Degree will be issued by the Università del Piemonte Orientale A. Avogadro on behalf of both Universities basing on Art 3, comma IX of MD 509/1999 of the Italian Legislation.

The site of the course is by Research Centre in Emergency and Disaster Medicine and Informatics applied to Medicine (CRIMEDIM) of the Università del Piemonte Orientale – A. Avogadro, Novara.

Art. 2 Requirements for admission to selection

The course will be of interest to all those involved in the medical planning and response in disaster situations at local, national and international level.

Candidates must have achieved university graduate level in a subject of health. As regards the academic title, if acquired abroad, it will be evaluated by the Italian laws regulating admission of foreigners to Master studies (nota M.I.U.R. Prot. n. 658 del 21.03.2005 e nota M.I.U.R. n. 1173 del 19 luglio 2007). (Any information about this topic will be given on request by the Course Director or the Administrative Secretary).

A curriculum vitae has to accompany the application.

Practical experience in disaster preparedness or management (in governmental or nongovernmental organisations) and in Emergency Medicine in general are welcome. The Official language of the EMDM is English.

Art. 3 Educational objectives and possible professional goals

The EMDM is intended to provide participants with a clear picture of current concepts and developments in the medical management of disasters.

The EMDM will aim and serve as a main contribution to the global development of disaster medicine as an academic discipline.

At the end of the course we expect the participants to be able:

- to evaluate health risks in disaster situations and propose measures for primary prevention;

- to participate in the medical disaster preparedness; - to direct the medical response;

- to organize and manage the evaluation and debriefing sessions - to organize education and training in medical disaster management - to conduct research on the medical aspects of disasters.

Art. 4 Didactic plan

The EMDM is composed of 8 Modules, each one organised by a coordinator.

Art. 5 Didactic structure The Master will be based on:

- a self-directed study based on an e-learning program provided on the Internet: (www.dismedmaster.com/home).

This will allow the student:

-to learn the core content of the program and to decide what to study in a greater detail at different levels

-to interact with the Faculty and facilitators for a better understanding of difficult points

-to collaborate with other students to learn how to deal with team-work

The E-Learning platform will be used as a repository of contents, libraries, electronic simulation exercises, program information and students’ interaction.

- a two weeks live-in course where the students meet the Faculty and interact in debates and exercises, assessing the student’s ability to recall and apply an inegrate knowledgebase for solving problems in disaster situations. The course, held in a location fixed by the Scientific Committee, is scheduled for the next edition from May 29 to June 13, 2009;

- the writing and defence of a dissertation or a research project paper (thesis) related to a topic of disaster medicine or disaster management under the supervision of a promoter

- and a final on line examination provided on the Internet composed of an electronic simulation exercise of a disaster presenting medico-organisational and medical care problems and a multiple choice questionnaire on the content of the electronic textbook.

The E-Learning platform will allow the Course Director and the Faculty to follow the progression in knowledge performance for each student.

Art. 7 Maximal number of students and modalities for selection

Due to the format of the educational program, the number of participants will be limited to 35.

The selection will be performed by the EMDM Scientific Committee. For the IX Edition it will be composed by:

The passage from a module’s content to the following one will be allowed after an evaluation test.

Art. 9 Final examination

The final examination, provided on the Internet, is composed of an electronic simulation exercise of a disaster where the students have to solve medico-organizational and medical care problems and a multiple choice questionnaire.

The final grading (110/110 as for italian use) will be based on the following points: - participation in the problem-based e-learning program = 30/110

- contribution to the live-in course = 30/110 - evaluation of the thesis = 40/110

- the final exercise = 10/110

The thesis MUST be delivered before the final exam.

The candidate who will have not paid the full fee will not be allowed to the final exam. The final grade will be delivered for a final score > 65/110.

In any case the final diploma will be released after control of the fulfilment of all administrative aspects (including the position about the dull payment of the registration fee).

Art. 10 The Master Degree

The Master Degree will be awarded to the candidate when he has fulfilled all the requirements of the degree as in Art. 9 and will be named:

II Level Master Degree in Disaster Medicine

The Diploma will be issued by the Università del Piemonte Orientale "A. Avogadro" on behalf of both Universities and will be recognised by EU laws.

ADMINISTRATIVE ASPECTS

Art. 1 Name and location

The “EUROPEAN MASTER IN DISASTER MEDICINE” (EMDM) will take place during the Academic year 2008-2009 and will start from February 1, 2009 and will finish on January 31, 2010.

The EMDM is promoted by the University of Piemonte Orientale – A. Avogadro, Novara, represented by the Research Centre in Emergency and Disaster Medicine and Informatics applied to Medicine (CRIMEDIM) and by the Free University Brussels (Vrije Universiteit Brussel), represented by the Department of Critical Care.

For this project these two Universities, called Founding Institutions, signed an Ad Hoc Convention in January 2004.

The site of the course is by the Research Centre in Emergency and Disaster Medicine and Informatics applied to Medicine (CRIMEDIM) of the Università del Piemonte Orientale – A. Avogadro, Novara. Due to the specific format of the course, only the residential part will take place in Italy.

Art. 2 Minimal number of students

The minimal number for the activation of the EMDM is 15 full paying students. Art. 3 Registration fees

Registration fee for the next edition (2008-9) is 4500 EURO (+ 29,24 Euro for taxes).

The fee includes the participation in the full academic programme of the EMDM, the full accomodation (trip to Italy not included), educational material, the social programme and medical insurance for the two-week live-in course.

Total fee should be paid at the registration procedure not later than January 26, 2009. In the case the student, for any reason, will not complete the course, the fee will not be reimbursed.

Art. 4 Scholarships

At the moment scholarship are not available. If any will be made available during the near future, this information will be published on the EMDM website.

Art. 5 Collaboration with other Universities and Institutions

The EMDM is organised with voluntary support of the following Universities/Institutions: -Harvard Humanitarian Initiative, Harvard Medical School, Boston, USA

-Yale New Haven Center for Emergency Preparedness and Disaster Response. USA -Centre for Teaching & Research in Disaster Medicine and Traumatology, Linkoping, Sweden

-National Center for Emergency Preparedness at Vanderbilt University Medical Center, Nashville, TE, USA

-Centre Hospitalier Universitaire Vaudois, Lausanne, Switzerland

-Irvine University, Department of Emergency and Disaster Medicine, California, USA On May 13, 2006 a Memorandum of Understanding was signed between the Founding Universities and any single University/Institution aimed at:

- Redacting specific parts of the course core content following the guidelines proposed by the Scientific Committtee

- Interacting with students on the E-Learning platform

- Preparing interactive session to be proposed durino the residential course - Presenting during the residential course

- Thesis tutoring Art. 6 Didactic structures

Due to the specie format, no specific request to use University structures is necessary Art. 7 Application for selection of candidates

The application form and the whole documentation should be sent

from October 1, 2008 and not later than December 15, 2008 to the following address

The application form are available at the Secretary Office in Novara or could be downloaded at the EMDM website at www.dismedmaster.com or at the website of the Faculty of Medicine, Università degli Studi del Piemonte Orientale “Amedeo Avogadro” (http://www.med.unipmn.it/).

For students coming from European Community countries the application form should be accompanied by

- a copy of a diploma giving proof of the university graduate level in a subject of health care or all documents certifying equivalent professional qualification or a formal declaration (Art. 46 m DPR 28/12/2000, n. 445, Italian law);

- a formal, official translation into Italian of the diploma

- for non Italian students, the so called “Declaration of Value” (Dichiarazione di valore), released by the Italian Consulate/Embassy of the country where the graduation has been taken

- a copy of all the documents that could be considered valuable for the admission to the EMDM.

- a curriculum vitae; - an e-mail address.

For students coming from Extra European Community countries, the application form and all the required documents could be delivered to the Italian Consulate or Embassy (M.I.U.R. Prot. N. 1129 del 08.05.2003) of their own country of residency or may be sent to the address reported above. In the first case the Consulate/Embassy will send the application form and the documents directly to the Secretariat of the EMDM.

Art.8 Evaluation commission for the evaluation of titles presented for admission to the EMDM

Titles submitted by the applicants will be technically evaluated by a Ad Hoc Commission formed by the Course Director and two representatives of the Administrative offices of the University of Eastern Piedmont nominated by a Rector Decree.

Art.9 Date for selection and publication of enrolled students

The Scientific Committee will meet on December 19, 2008. The pass list will be published at the University website before December 23, 2008.

Art. 10 Enrolment procedure

After having been selected by the Executive Committee, the student must present to the Segreteria dello European Master in Disaster Medicine,

Before January 26, 2008, the following documents:

- a request of enrolment, signed in original, addressed to the Rector of the University (provided by the Administrative Secretariat of the EMDM or downloaded from the EMDM website www.dismedmaster.com or from the website of the Faculty of Medicine of the Università del Piemonte Orientale at www.med.unipmn.it);

- a formal declaration not being a student of another university course;

- payment of the due fee or an official document giving proof of a scholarship; - two photographs.

No bank fees could be charged on the University account.

Art. 11 EMDM Institutional Representatives The Governamental Bodies of the EMDM are:

-The Course Director: Prof. Francesco Della Corte, nominated by a Rector Decree.

-The Faculty, nominated by the Faculty of Medicine of both Universities, on proposal of the Course Director. The can be members of both Medical Schools, of other universities or qualified professionals in disaster medicine and/or disaster management. The same will be valid for tutors.

-The EMDM Executive Committee composed by:

Art. 13 Provisional budget

The resources of the EMDM are obtained from

- the students’ registration fees and scholarships;

- grants or subsidies from public and government institutions and private organizations;

- donations.

The budget of the EMDM will be used for the development and the running of the EMDM Course and the organization of the two-weeks live-in course.
