Kerr has continuously grown and changed to meet community needs, and we don’t plan on stopping.
Inspired by you, and led by our Board, volunteers, donors and staff, Kerr will continue to evolve and
break new ground in care for children with emotional or mental health challenges and people with
developmental disabilities.
In this annual report to the community, you will find some of Kerr’s highlights of the past year.
With community support, we purchased and refurbished three group homes for children with
developmental disabilities. Kerr’s growing therapeutic preschool successfully transitioned 90 percent
of its children to mainstream preschool or kindergarten. We increased our endowment fund by
$143,000, which will lay the foundation for Kerr’s next 100 years.
Inside, we present important goals to ensure the future success of our community. We will increase
the number of children and families served by Kerr’s intensive community-based treatment services
and expand the therapeutic foster care program. Kerr will also begin an ambitious community
housing complex to support older adults with developmental disabilities.

Kerr’s Mission
Albertina Kerr Centers is a leader and innovator in building stronger families, working together
with the community to create healing for children with emotional or mental health challenges and to
support self-determination for people with developmental disabilities.
How Kerr Helps the Children, Families & Adults
From our beginning as a shelter for the homeless left without work after the Lewis and Clark
Exposition, to aiding families through adoptions and ultimately leading the way in Oregon’s youth
and family services and care for those with developmental disabilities, Kerr has been a lifeline for
100 years.
Today, we offer a wide range of intensive psychiatric services for children and counseling for their
families, creating possibilities for a healthy, productive life for each child. Kerr also works with children
and adults with developmental disabilities in programs that offer 24-hour care, support and skills training.
This year, Kerr provided more than 128,000 days of care to approximately 1,000 children, adults and
families. At the same time, we turned away 98 children for lack of space or funds and many programs
are at 100% capacity with waiting lists.
Future Program Goals
As our first century of service comes to a close, we continue to develop innovative solutions and
expand to meet community need. In the coming year, Kerr will increase community-based treatment
services to children with emotional or mental health challenges and their families. We are also
planning a unique new community living project for adults with developmental disabilities. We invite

32-year-old Troy has lived at his group home in Beaverton for 13 years, but this past year has been
one of tremendous growth for Troy. He’s learned to put his dishes away and wipe down the table
after eating. He now loves giving hugs instead of pulling hair. And then there was the trip to
Newport beach this summer, donated by the Broadmoor Women’s Club. Even though he has
limited mobility, Troy got out of his wheelchair and walked on the beach all the way to the ocean’s
edge. Later at dinner, he used sign language to make his first sentence. “We were almost crying,”
explains Marcie, a manager at Troy’s group home. His first words? “More food please.”
Troy Group Home for Adults & Community Living
Group Homes for Youth
These neighborhood homes offer 24-hour care and life skills training for youth with developmental
disabilities and mental health challenges that require specialized care and treatment.
This Year: Kerr provided 19,345 days of care for 53 youth in 12 group homes. With support from local
foundations and businesses, Kerr was also able to purchase and refurbish three of the homes.
Group Homes for Adults
These neighborhood homes provide 24-hour care for individuals with developmental disabilities.
With an extremely high ratio of staff caring for no more than five individuals in each group home,
the level of care is correspondingly high.
This Year: Kerr provided 41,245 days of care for 113 men and women in 28 group homes.
Community Living
These services help people with developmental disabilities participate in the work force, join in
community activities and pursue hobbies that enrich their lives.
This Year: Kerr provided 28,340 days of care for 109 men and women.
Skills Training & Supported Living
This program helps individuals with developmental disabilities who live in their own homes improve
their skills in personal care, cooking, shopping and other daily activities, giving them the opportunity
to lead more independent lives.
This Year: Kerr provided 2,190 days of care for 6 men and women.
Self-Directed Supports
This program works with individuals with developmental disabilities who live independently or with
family, providing them services to fit their specific needs. Services include skills training, daily living
supports and behavioral support plan development.
“Things got kind of hectic,” Tawshina, 11, says of her life last year. She lives with her mom and
little brother in a transitional housing program, and the one room they share is cramped. Her past
emotional trauma combined with the close quarters drove her to act out, even becoming
violent. She spent a week at Kerr’s Crisis Psychiatric Residential Program, and when she left, Kerr’s
services followed. Now, her family is part of Kerr’s new Intensive Community-Based Treatment
Services. She meets with a therapist, who also provides counseling for the whole family. And twice
a month she spends the weekend at a Kerr foster family to give everyone some space. “We’re just
really blessed,” says her mom. “She’s grown so much.”
Tawshina Outpatient & Intensive Community-Based Treatment Services
Intensive Treatment Program
This program serves boys ages 12 to 17 who have both developmental disabilities and mental health
needs. In a residential setting, they receive education, therapy, skills training and placement services.
This Year: Kerr provided 3,001 days of care for 18 boys. After completing the program, 90% entered a
less intensive level of care, with 50% returning to their families or transitioning to foster care.
Wynne Watts School & Day Treatment
A partnership between Kerr and the Multnomah Education Service District, Wynne Watts School
offers academic instruction and individual, group and family therapy in the Day Treatment program.
This Year: Kerr provided 4,336 days of care to 45 children and their families. After leaving the program,
79% of children entered less intensive levels of care and 52% returned to mainstream classrooms or
alternative schools.
Crisis Psychiatric Residential Care
This residential treatment program serves children of all ages and is very short term in nature.
It provides intensive care and safety for children who pose an immediate danger to themselves or
others. The goal is to stabilize children and move them to a less intensive level of care.
This Year: Kerr provided 4,853 days of care to 348 children. With an average stay of 14 days, 97%
of children successfully left treatment for a less intensive level of care, including 39% who returned to
their family.
Community-Based Outpatient Services
This program provides mental health treatment, skills training and family support to help maintain
children in the community and out of institutions. Counseling in the home and follow-up in the
community are key parts of the program.
This Year: Kerr provided outpatient services to 153 children. 93% of those children were living in the
When Alimasi first came to live with Betty, a Kerr foster parent, he was four years old, and he
couldn’t speak. Diagnosed with autism, he acted out aggressively and often. When angry or
frustrated, he would pull curtains off the walls or break dishes. It took Betty about a year of
constant teaching, a year of showing him the difference between right and wrong. Now, at age
seven, Alimasi uses words to ask for what he needs, and he’s eager to learn. “I love it when I see
that light bulb go on,” says Betty. “I love seeing the brightness of his smile, the brightness in him
when he really does get it.”
Alimasi & Betty Special Needs Foster Care
Residential Treatment Program
These services offer a safe, residential treatment facility for children age 7 to 17. With intensive
individual, family and group therapy, Kerr helps strengthen vulnerable children so they can heal and
return to the community.
This Year: Kerr provided 4,749 days of care for 51 children and their families. At the beginning of the
treatment, only 2% were living with their parents or a relative. After the program, this increased to 63%
with an additional 23% of children entering community-based foster homes.
Kerr Early Intervention Program – KEIP
KEIP works with 3 to 5-year-olds who struggle with emotional issues and learning delays. In
partnership with the Multnomah Education Service District, KEIP provides education, therapy and
counseling so that every child can enter school ready to learn.
This Year: Kerr provided 8,916 days of care for 58 children and their families. 90% of the children
successfully entered kindergarten, preschool or Head Start ready to learn.
Special Needs Foster Care
This program provides skills training and extensive foster parent support to help children who have
both mental health needs and developmental disabilities. This is a longer-term program for children
who are less likely to be reunited with their birth family or adopted.
This Year: Kerr provided 5,528 days of care to 24 children. 65% of children left the program for a less
intensive level of care.
Therapeutic Foster Care
In this program, most of the children come from a background of severe abuse and neglect. As a
result, they have emotional challenges that require special services and therapy. The goal is to stabilize
behavior and return each child to his or her home community with full family support in place.
This Year: Kerr provided 5,827 days of care to 26 children. When they left the program, 86% of the
Erika Perhus lights up when she walks into Kerr’s Community Living program in Oregon City.
It’s difficult for her to put in words how she feels about volunteering four days a week at the
program, which offers adults with developmental disabilities the chance to develop skills and
pursue hobbies that enrich their lives. For Erika, it’s about singing, laughing, reading and going on
outings. Over the last year Erika has volunteered, she’s learned that every individual, regardless
of disability, can have goals and dreams. “They are just like you and me,” Erika says. “They should
have the opportunities that everyone else has.”

Foster Family Care Network
A partnership between Kerr and Morrison Child & Family Services, the Network recruits, trains and
certifies the best possible foster parents.
This Year: The Network trained 33 foster families and certified 11 homes for Kerr. The Network provided
support to Kerr’s approximately 60 foster parents through ongoing training, retention and social activities.
Wraparound Oregon
Kerr is the sponsor for this innovative public-private partnership focused on improving the lives of
children with severe emotional challenges involved in multiple systems. The pilot project began in
January 2005 and seeks change in the management of child welfare, juvenile justice, education and
mental health to allow agencies to share governance and resources. A strategic plan was recently
completed to ensure the long-term sustainability of the program.
This Year: The team served 35 children and families. Each youth has a care coordinator, a single plan of
care, a crisis/emergency plan and community supports as well as Parent Partners who act as mentors.
