PLEASE NOTE:

• The permits are only intended for use where a business has insufficient off-road parking facilities to meet its operational needs and are for essential vehicles that are regularly used in direct connection with the business.

• They are not staff parking permits.

• Application for a permit must be made by the business, not individual members of staff.

• Permits are only valid during the period when parking charges apply (between 9am and 5pm, Monday to Saturday)

• A permit does not reserve or guarantee the holder a parking space.

• Permits are not valid for use within Council owned car parks.

Business Parking Permits Guidance Notes

1. Business Parking Permits are available to eligible business vehicles and are intended for use where a business has insufficient off-road parking to meet the operational parking needs of the business.

2. The permits are for vehicles that are regularly used for essential operational purposes in direct connection with the business during the course of the working day.

3. They are not staff parking permits and will not be issued to allow staff to park free in the Pay &

Display areas while attending work.

4. The permit does not reserve or guarantee the holder a parking space.

5. Permits are not valid for use within Council owned car parks.

6. To qualify for a permit the business must operate from an eligible business premises within Parking Zone A, B or C as defined in The East Ayrshire Council (Various Roads within East Ayrshire) (Waiting and Loading Restrictions and Designated Parking Places) (Amendment &

Revocations) Order 2012.

7. PLEASE NOTE: To maximise the parking turn over in the core shopping streets, permits will not be issued for use within Zone A. Businesses in Zone A will be able to apply for a permit for use in Zone B.

8. Permits are only valid during the period when parking charges apply (9am to 5pm, Monday to Saturday)

9. Business Parking Permits are available at a cost of £300 per annum, £85 per quarter or £30 per month. Replacement of lost, stolen or damaged permits will incur an administration fee of £5.

10. Payment must be paid by cash or cheque made payable to East Ayrshire Council.

11. A Business Parking Permit may be surrendered to Ayrshire Roads Alliance at any time, whereupon

the business shall receive a refund for the unused months on a pro-rata basis, less an

administration fee of £5.

Guidance Notes on Completing the Application Form

PART A

Business Parking Permits will be issued to a business, not an individual member of staff.

The name, address and a contact telephone number of the business as well as the name of the person making the application on behalf of the business and their position within the organisation must be provided.

The business must provide acceptable documentation (not copies) to confirm the address of the business.

Some examples of acceptable documentation are

• A letter from an official source which includes the applicant’s name and address

• Vehicle Registration Document V5;

• Gas, Electricity or Telephone bill;

• Business Rates Notice.

All documents submitted in support of an application will be returned to the applicant

A brief statement in support of the application must be provided by someone in authority in the business to assist Ayrshire Roads Alliance in determining the permit application.

PART B

The business must indicate what type of application they are making, i.e.

• 1

time application for a new permit;

• application to renew an existing permit;

Where a business changes the vehicle for which a permit has been issued or where a permit is lost, stolen or damaged Business Parking Permit Change of Vehicle/Lost or Damaged Permit Application Form, must be filled in and a replacement permit will be issued.

Where possible the old permit must be returned to ARA before the new permit is issued.

An administration charge of £5 will be payable for replacement permits.

PART C

Acceptable documentation to prove to the satisfaction of Ayrshire Roads Alliance that they own or use an eligible business vehicle must be provided. Some examples of acceptable documentation are

• Vehicle Registration Document V5,

• Motor Insurance document;

• Garage sales or servicing invoice.

The applicant must show Ayrshire Roads Alliance clear evidence that the vehicle is insured for business use.

PART D

Ayrshire Roads Alliance reserves the right to check the validity of any information or document submitted in

support of a permit application.

PART E

The declaration must be signed on behalf of the business and dated. The signatory must also state what position they hold within the organisation.

The completed application form should be returned to;

Applications may be made in person or by post.

To enable the necessary checks to be carried out, permits will not be issued while you wait.

In all cases permits will be posted to the address stated on the application.

Terms and Conditions of Use

1. Ayrshire Roads Alliance shall issue a business parking permit for use on an eligible business vehicle used in connection with an eligible business subject to the following conditions

a) The vehicle for which the permit is intended must be used regularly in direct connection with the business;

b) The business shall operate from an eligible premises;

c) The number of business parking permits issued to an eligible business shall be at the discretion of the Head of Roads

c) The application shall be submitted in writing using this form;

d) The applicant shall provide such information and documentation as Ayrshire Roads Alliance may require in order to verify that the application is valid;

e) For each permit issued the applicant shall pay the fee specified in Part D of this form;

g) The permit will be valid for either 1, 3 or 12 calendar months, depending on what fee is paid for the permit.

2. A business parking permit shall be displayed on the vehicle for which it is intended in a conspicuous position so that it is clearly visible to a person standing outside the vehicle at its front nearside.

3. A business parking permit shall

a) Be used only on the vehicle for which it was issued and which bears the same registration mark as the permit;

b) Be used only in parking places within the Parking Zone stated on the permit;

c) Not be altered or defaced in any way;

d) Remain the property of Ayrshire Roads Alliance 4. Ayrshire Roads Alliance may, by giving 28 day’s

notice in writing to the permit holder at the address given on this form, withdraw a permit.

5. Ayrshire Roads Alliance shall issue duplicate or replacement permits on payment of an administration fee to businesses to whom a permit was previously issued and where the permit issued previously has become damaged or defaced or has been lost or stolen.

6. Permits not valid for use within Council Owned

car parks.
