PURPOSE: To confirm nominations made to the advisory boards, commissions, and committees at previous Board of Supervisors (Board) Business Meetings.
UPDATE: This supplemental provides a correct term expiration date of June 30, 2024, for Robin- Eve Jasper’s at-large appointment to the Historic District Review Committee. The attachment is being provided in the supplemental for easy reference, there is no change to the attachment.

Why are you interested in serving on a board or commission?
Over the past few years, I consulted the Facilities Standards Manual to gain guidance for several projects.
I would be interested in providing the perspective of a homeowner to this public review committee. Many construction firms and contractors find these regulations invaluable towards their work. The same could be said for the individual property owners of the county. I believe detailed and clear information that is searchable is very important for all interested parties.

My interest in planning and development extends to preservation and conservation of culturally and environmentally significant places. The balance among preservation and development interests is a challenging one, but essential to creating productive, healthy environments to live in. As a resident of an historic home in an historic district in Loudoun County, I am interested in applying my skills and
experience to assuring that Loudoun strikes the kind of balance that is exemplary and maximizes the benefits of our history and compelling landscape for current and future generations.

President NoMa Parks Foundation- 2012- Current
Leading design, construction, and creation of management strategies for park and public space development projects in the burgeoning NoMa neighborhood in Washington, DC.
Implementation of public-private partnership funded, in part, through an 8-year $50 Million grant from the DC government.
President, NoMa Business Improvement District, 2011 - 2021
Created and implemented strategic initiatives to foster growth and improvement of NoMa.
Selected accomplishments include establishing the NoMa Parks Foundation, developing the NoMa Public Realm Design Plan and various other studies that guide growth in NoMa, creating a major multi-faceted public art initiative, establishing an inclusive strategy for community events that assured equitable treatment of all neighborhood residents, incubating new businesses, and establishing impactful partnerships for park development and transportation, bicycle and pedestrian improvements.
District of Columbia Government 2007 -2010
Department of Real Estate Services – Director
Cabinet level position in DC Government under Mayor Adrian Fenty. Rebuilt struggling agency of more than 350 FTEs with an annual operating of budget of roughly $330 million.
Portfolio included more than 22 million square feet of owned and leased space. Selected accomplishments: eradicated a nearly $1 billion capital projects backlog, rebuilt the historic Eastern Market after a catastrophic fire in 2007, developed guidelines for LEED project implementation, and entered into “green energy” contracts that made DC the first US municipality to buy more than fifty percent of its energy from renewable sources.
Office of the Deputy Mayor for Planning and Economic Development – Chief of Staff Represented DC government on a wide variety of real estate development, economic development, and policy matters. Responsibilities included serving as liaison to the Washington DC Economic Partnership and as the Deputy Mayor’s representative on the Executive Board of the Greater Washington Initiative.
Blue Plains Regional Committee and the Blue Plains Negotiating Team- Washington DC Member and Regional Committee Chair
Led inter-jurisdictional committee in the development of a new regional agreement among DC, Montgomery, Prince Georges, Fairfax and Loudoun counties concerning operating and capital matters in connection with the Blue Plains wastewater treatment plant.
Greenebaum & Rose Associates, 2005- 2006
Analyzed prospective real estate investments, tracked markets, executed purchase and sale transactions, and tracked significant public sector issues at boutique real estate development firm. Portfolio included office properties, suburban retail centers, and a mixed-use “new urbanist” development in the Washington metropolitan area.

Led the Foundation’s development and implementation of a multi-year strategy to improve educational outcomes of disadvantaged students in Washington, DC.
Staubach Education & Municipal Services (now JLL) – Vice President, 1999-2002 Provided real estate development consulting services on major public and public-private development projects to municipal governments and educational institutions. Clients included the District of Columbia government, Maricopa County (AZ), Santa Clara County (CA), and the University of Cincinnati. Projects included everything from government office projects to re- development of the distressed neighborhoods.
