t is with great pleasure that I introduce you to SUNY Empire State College’s School of Nursing . Our mission is congruent with the college’s mission to create and foster learning environments that promote critical thinking, social responsibility and lifelong learning . Our nursing programs are designed to prepare nurses to function as leaders and full partners on interdisciplinary teams in complex health care environments within a global community .

The School of Nursing’s faculty and staff are a committed and talented group of individuals who are very interested in helping students achieve their academic and professional goals . Our curricula provide opportunities to obtain the knowledge and skills required to fulfill the role of a baccalaureate-prepared RN and a master’s-prepared nurse educator . Our students and graduates are at the center of everything we do .

Overview: State University of New York (SUNY) Empire State College and the School of Nursing

S

UNY Empire State College is one of the 13 arts and sciences colleges within the State University of New York, awarding associate, bachelor’s and master’s degrees . Offices of the college can be found in more than 35 communities throughout New York state . The college also is the largest online provider in the SUNY system . SUNY Empire State College counts more than 73,000 graduates since its founding in 1971, and annually enrolls more than 20,000 adult students .

The mission of SUNY Empire State College is to provide innovative, alternative and flexible approaches to higher education through rigorous academic programs of study . The mission also includes connecting students’ unique and diverse lives to their personal learning goals, thus transforming people and communities . The college is accredited by the Middle States Commission on Higher Education (MSCHE), which is recognized by the U .S . Secretary of Education to conduct accreditation activities for institutions of higher education in Delaware, the District of Columbia, Maryland, New Jersey, New York, Pennsylvania, Puerto Rico and the U .S . Virgin Islands . MSCHE also is recognized by the Council on Higher Education Accreditation .

The School of Nursing offers a bachelor’s degree program for registered nurses (RN to BSN program) and a Master of Science (M .S .) in Nursing Education program . Both programs are flexible and affordable . These online programs are for licensed registered nurses who reside in New York state . Because most students are working full time, they engage in part-time study and complete degree requirements within two to three years .

The curricula are aligned with the American Association of Colleges of Nursing’s Essentials of Baccalaureate Education for Professional Nursing Practice (AACN, 2008) and The Essentials of Master’s Education in Nursing (AACN, 2011), as well as the American Nurses Association standards of professional performance (ANA, 2010) . The nursing courses are delivered online . Clinical and capstone experiences take place in the student’s home community . Bachelor’s degree students may complete general learning requirements via online or face-to-face courses at any regionally accredited institution . In addition, requirements can be met via assessment of prior learning, independent study and successful completion of selected examinations .

Distinctive program features include access to

Tau Kappa At-Large Chapter, Sigma Theta Tau International Honor Society of Nursing

SUNY Empire State College School of Nursing is home to, and affiliated with Tau Kappa at-Large Chapter of Sigma Theta Tau International (STTI) Honor Society of Nursing . The chapter’s membership works to further the mission of STTI, which is advancing world health and celebrating nursing excellence in scholarship, leadership and service . Eligible students and graduates are invited to join the chapter each year and be active participants in chapter activities throughout their professional lives .

Application Deadlines and Criminal Background Checks

APPLICATION DEADLINES

The School of Nursing accepts applications for the fall and spring terms only, and has limited capacity . If students cannot be accommodated in the term that is their first choice, their application will be given preference in the next available term . Deadlines for submission of all application materials are:

Fall term, June 1 • Spring term, Oct . 1

Accepted applicants must confirm their intention to enter into the School of Nursing by paying the Nursing Program Pre-admittance Deposit by the due date . This deposit will be credited towards the first term bill . In addition, all accepted students must complete an Online School of Nursing Orientation . Information about the online orientation is provided via email with the official acceptance notification . Upon payment of the pre-admittance deposit and completion of the online orientation, students are assigned a mentor and are able to register for classes .

All students enrolled in the nursing programs must complete a criminal background check prior to completing any clinical requirements . RN TO BSN PROGRAM ADMISSION REQUIREMENTS

RN to BSN program:

• an admissions application and essay,

• an active, unencumbered New York state RN license, and

• an associate degree or diploma from a New York state approved nursing program or equivalent .

RN TO BSN PROGRAM OUTCOMES

By the end of the program, graduates will be able to:

1 . integrate knowledge from the nursing, biological and social sciences, and the humanities to provide culturally competent care to individuals, families and communities;

2 . apply a variety of communication strategies in establishing positive relationships with patients, families and members of the health care team;

3 . use evidence and information technology to enhance patient safety and promote quality care outcomes;

4 . integrate principles of leadership in promoting collaboration with interdisciplinary teams;

5 . analyze how the baccalaureate-prepared nurse develops professional role identity, including consideration of values, and legal and ethical aspects to nursing practice .

RN TO BSN PROGRAM REQUIREMENTS

The RN to BSN program requires a total of 124 credits completed through a combination of nursing component requirements, transfer credits and credits earned by meeting SUNY Empire State College general learning requirements . This upper-division nursing program includes online courses and two, community-based, precepted experiences . Most students enroll on a part-time basis and complete the program in 24 - 36 months .

NUR203014 Educational Planning: Transition to Baccalaureate Nursing

In this course, students and mentors plan a program of study leading to the baccalaureate degree, focused around students’

understanding of the nursing profession, as well as their analysis of their own academic and professional skills, experiences and goals . In this process, students identify concepts and skill sets, as elucidated in the AACN Essentials of Baccalaureate Nursing Education, needed to perform effectively in professional baccalaureate nurse roles . Students will be introduced to the history and future of the profession, the impact of culture within health care systems, and the influence of culture on the role of the professional nurse . Students articulate an understanding of professional values and value-based nursing behaviors . This course satisfies the college’s liberal arts and sciences requirements .

NUR203024 Advanced Health Assessment

This course focuses on the synthesis of independent and

collaborative health assessment information for the registered nurse . Students integrate concepts and theories of biological, psychological and sociocultural knowledge to impact health promotion, health maintenance and illness care . Concepts of prevention, anticipatory guidance and the early detection of risk factors are incorporated into holistic care . The course facilitates the use of evidence in practice, development of critical thinking and advancement of interdisciplinary communication skills, which are vital competencies for the professional nurse .

NUR203044 Pharmacology

This course focuses on the essential principles of applied pharmacology . Students integrate core concepts of pharmacology and physiology to understand the clinical application of medications affecting body systems . Nursing considerations of various pharmacotherapies will be critically analyzed . Knowledge development, patient safety and evidence-based practice are emphasized throughout course activities .

NUR203064 Nursing Informatics

This course provides an overview of fundamental nursing

informatics concepts and informatics applications in clinical nursing practice, administration, research and education . Philosophical and ethical perspectives on nursing informatics are explored . Nursing informatics competency development is emphasized for the provision of safe, quality, competent nursing care, and to expand the knowledge and wisdom of nursing practice .

NUR203074 Nursing Research

This course is intended to prepare students in understanding nursing research and the research process . The course prepares students at the baccalaureate level to critique, interpret and apply evidence-based research to nursing practice and to select an area in which to apply research methodology . This course satisfies the college’s liberal arts and sciences requirements .

NUR204034 Health Care Delivery Systems and Policy This course provides an in-depth overview of the United States health care delivery system, including the nurse’s role and responsibilities in the legislative process . Specific emphasis on advocacy, professional nursing standards and patient care delivery services including accessibility, equity and affordability are explored . This course satisfies the college’s liberal arts and sciences requirements .

NUR204054 Professional Issues and Leadership in Contemporary Nursing

This course examines theoretical leadership frameworks and management functions in the context of professional nursing practice . Students in the course will explore and analyze fundamental strategies to improve organizational culture and change, quality and safety of care, patient satisfaction, interprofessional dialogue, and budgetary resource issues . This course satisfies the college’s liberal arts and sciences requirements . NUR204084 Community Health Nursing

This course prepares students to apply the nursing process to the community as client for a population-focused practice of nursing . Upon successful completion of this course, students are prepared at the baccalaureate level to apply concepts and theories of community health practice as they relate to the role of the professional nurse . This course satisfies the college’s liberal arts and sciences requirements .

NUR204095 Advanced Clinical Experience

This course integrates advanced critical thinking and decision- making abilities with the application of theoretical frameworks, concepts, models of nursing practice, leadership and management . Students will immerse themselves in a leadership role of the professional nurse in a setting of their choice under the supervision of a clinical preceptor . This course enables the B .S . student to examine and develop the multidimensional competencies needed to become an effective professional nurse leader within health care settings and to be mindful of the contexts for nursing practice in any environment . For this course, the student will select one of four leadership tracks as an area of focus: Administrative Clinical Practice Education or Informatics . This course satisfies the college’s liberal arts and sciences requirement .

NUR203204 Multigenerational Nursing

This course examines how our multi-generational society challenges the nursing workforce to work together and with clients across the lifespan . Students will gain an understanding of the common bonds and the intergenerational challenges between youth, older persons and sandwiched populations . The student develops an appreciation of the quality of life as defined by individuals of various ages within health care environments and communities . Education related to specific developmental issues and bridging the gaps among generations will be examined throughout the course . This course combines intellectual curiosity with research methodology . This is a 4-credit upper-level nursing course and satisfies the college’s liberal arts and sciences requirement .

NUR203254 Interdisciplinary Perspectives in Global Health This course is open to both nursing and non-nursing students and will introduce students to the main concepts of the global health field . Students will get an overview of principles and goals of global health, global health issues, burden of disease and cooperating to improve global health . Students will utilize critical reasoning and evidence-based practices to propose and support solutions for public health concerns around the world . This course satisfies the college’s liberal arts and sciences requirements .

UNDERGRADUATE CLINICAL PRACTICE EXPERIENCES

Clinical practice experience requirements are embedded in the Community Health Nursing and Advanced Clinical Experience courses . The clinical practice experiences are designed to meet both predetermined and personal learning objectives . Students design their clinical practice experiences with a faculty member, in collaboration with a local preceptor .

These courses are completed near the end of the program and are offered in the fall, spring and summer terms . Advance planning to integrate the clinical experiences and course work into work and family schedules is required . The faculty recommend that students

begin the planning process at least six months before course registration . Students initiate the planning process by contacting the School of Nursing’s clinical coordinator to receive approval for both the preceptor and clinical agency .

The Community Health Nursing course requires 60 direct clinical experience hours working with a preceptor in a community health setting and 30 indirect clinical experience hours gathering community assessment data and engaging in reflective journaling over a 15-week term . This course focuses on community health nursing and involves viewing populations and aggregates as the client . Some examples are entire communities within a geographic region, migrant workers, teen parents, older adults, veterans or children with special needs . Some examples of appropriate settings include, a public health agency, school, community hospice, parish nurse program or outpatient clinic with community outreach programs .

The preceptor for this experience must be an experienced RN with a minimum of a bachelor’s degree in nursing . In some instances, upon approval from the dean or her designee, a professional colleague from another licensed health care discipline, such as a physician or social worker may be deemed an appropriate preceptor for the clinical practice experience .

The Advanced Clinical Experience requires 90 direct practice hours over the 15-week term . This is a nursing leadership course with four specialty tracks, including administration, clinical, education and informatics . Students choose practice sites based on their area of interest . Examples of appropriate settings include: a hospital, long-term-care facility, school, clinic, medical office or hospice . Community settings also work as long as the experience focuses on leadership . The preceptor must be an experienced RN in a leadership role with a minimum of a bachelor’s degree in nursing .

• a resume that clearly demonstrates clinical practice as a registered nurse .

M.S. IN NURSING EDUCATION PROGRAM OUTCOMES

NUR500 Theoretical Foundations of Nursing Practice This course explores the evolution of knowledge development in nursing . Theory is analyzed as a foundation for nursing practice, research, administration and education . Students will discover strategies to facilitate the process of theory development . Course topics include nursing’s metaparadigm, philosophy of nursing, philosophy of science, nursing’s unique body of knowledge and ways of knowing . Students will synthesize what they have learned about nursing knowledge development to create a personal nursing practice framework .

NUR501 Professional Role Development and Ethics Students explore bioethics and integrate principles of ethical decision making and professional behaviors into leadership roles . The roles to be identified, critiqued and evaluated are clinician, advocate, educator, researcher, expert, leader, manager, innovator and consultant . Traditional ethical systems and historic perspectives are examined in light of bioethical decision making and contrasted with practice-based ethics . Students learn how to objectively and systematically make and validate bioethical decisions in the nursing and health care environment . Scope of practice legalities and advanced ethical decision making from a practice-based perspective will be introduced and discussed as it relates to various roles and leadership as a master’s prepared nurse .

NUR502 Nursing Research and Evidence Based Practice This graduate-level course will focus on the knowledge required by nurses to utilize research findings, to provide high-quality health care, initiate change and improve nursing practice . Examination, analyses and evaluation of ethical principles, current literature, research designs and methodologies including quantitative, qualitative perspectives will be discussed . The investigation

of scientific inquiry, problem identification, use of theoretical frameworks, ethics, measurement, data collection and analysis and dissemination will be integrated into a research proposal based on a specific health care issue of interest .

NUR503 Informatics and Health Care Technology

This course covers the evolution and theoretical basis of nursing and health care informatics, including concepts of data, information, knowledge and wisdom . The course explores applications in health care informatics, the use of technology and implications for clinical practice, administration, education and research . Concepts and application of relational database technology are introduced . Interprofessional issues in health care informatics are examined . Students will develop competencies in information management for knowledge-based practice in various health care settings to enhance patient care and nursing practice .

NUR504 Contemporary Issues in Health Care

This course explores a variety of contemporary issues facing health care professionals, as well as models of leadership relevant to nurse educators . It focuses on designing and implementing cost effective care in a time of health care reform . Contemporary issues such as regulation and licensure of nursing professionals, caring for veteran and military populations, and cultivating cultures of quality and safety are explored .

NUR505 Population Health, Human Diversity and Social Issues

This graduate course will advance understanding of population health in the United States and globally from an interprofessional perspective . Students will explore determinants of health and health care disparities using a variety of conceptual frameworks, models and theories . Distributions and patterns of health outcomes across populations will be analyzed . Responsibilities of master’s prepared nurses in addressing health policy issues and employing advocacy strategies to promote optimal health outcomes will be examined . NUR506 Advanced Pathophysiology

This course focuses on advanced pathophysiological knowledge needed to assess acute and chronic health problems, to advance critical thinking skills to understand the aims of clinical and pharmacological interventions and to support decisions for restoring and maintaining health across the lifespan . Recent scientific advances will be discussed with application to new approaches to disease and symptom management . Particular attention will be given to etiology, pathogenesis, developmental and environmental influences, and clinical manifestations of major health problems . Interrelationships between clinical pathophysiology and basic physiology will be discussed at the genetic, cellular, organ and multi-organ systems levels as appropriate . There is emphasis on phenomena such as genetic changes and chronic inflammation that are underlying to variety of disorders .

NUR507 Advanced Pharmacological Nursing Practice Building on basic knowledge of pharmacology, this course focuses on principles of medication action, pharmacokinetics and pharmacotherapeutics for common disease conditions encountered throughout the life span relative to age, race, ethnic groups and cost/benefit within the context of advanced nursing practice . Therapeutic agents are compared and contrasted for indications, efficacy, monitoring parameters, dosing principles, adverse effects and common drug interactions, taking into consideration client education needs, special population needs and cultural diversity . The legal and professional issues of prescribing, as well as the significance of keeping up-to-date using evidence-based practice are addressed . Critical thinking is applied, as the student explores the various pharmacological aspects of disease management through analysis of case studies .

NUR508 Advanced Health and Physical Assessment This course focuses on advanced comprehensive assessment of patients across the lifespan . Students apply theoretical perspectives, empirical documentation and practice skills to guide communication, comprehensive biopsychosocial and physical assessment, critical nursing diagnostic reasoning and clinical decision-making . Interpretation of data for the purpose of differentiating normal from abnormal findings, as well as for recognition of potential and/or actual health problems will be addressed .

NUR600 Curriculum and Program Development Nursing curriculum and program development is a dynamic, ongoing and unified process . This process is responsive to internal and external stakeholders . Individual courses represent an integrative whole . This graduate-level course provides a thorough examination of curricula history in nursing education, development and future trends . In addition, curriculum interpretations and approaches as they apply to the curriculum process and learner are addressed . Dialogue pertaining to learner diversity and issues relevant to curriculum will take place in asynchronous discussions . An in-depth review and application of educational standards and accreditation processes is provided . This course offers the student practical applications in curriculum design, including the development of a teaching/learning philosophy, mission statement, program goals, learning objectives and individual courses .

NUR601 Instructional Design and Teaching With Technology

Instructional design and teaching with technology can be simplified to how we teach and how we learn . This graduate-level course prepares students to apply theoretical concepts of education and learning to teaching in nursing . Course topics will include fundamentals of instructional design, theories of teaching and learning, instructional design models, technology use in education and learner diversity . Design considerations for technology-based instruction will be addressed in this course . This is a Web-enhanced course and learners will be able to adapt course material to a classroom setting .

NUR602 Measurement, Assessment and Evaluation of Learners and Programs

This graduate-level course addresses the purpose and application of assessment, measurement, testing and evaluation in nursing education . Quality improvements, as well as legal and ethical considerations are explored . Students also will be exposed to program assessment models, evaluation of curriculum, outcomes and teaching .

NUR609 Nursing Education Capstone

In this online course, Nursing Education Capstone, students engage in didactic and online activities as a culminating program requirement . Together these experiences provide a framework for examining the nurse educator role and responsibilities . The student will engage in a practicum experience collaborating with nurse faculty in various aspects of the practice environment . Synthesis of curriculum, instructional and evaluative theories and knowledge is emphasized through learning activities . Focus is placed in the application of teaching and nurse educator competencies .

Professional Expectations

The nursing program prepares nurses to function as professional nurses . In completing their academic program, nursing students come into direct contact with health agency staff and patients as part of their clinical experience . SUNY Empire State College has an obligation to protect those patients and cannot tolerate student behavior that exploits, endangers, compromises or threatens the welfare, safety or rights of those staff and patients . SUNY Empire State College expects students to demonstrate a set of values and attitudes consistent with the highest professional standards, and to comply with professional nursing standards and institutional codes of conduct .

As noted by the ANA, The Standards of Professional Performance (2010) are as follows:

The Standards of Professional Performance describe a competent level of behavior in the professional role, including activities related to ethics, education, evidence-based practice and research, quality of practice, communication, leadership, collaboration, professional practice evaluation, resource utilization and environmental health . All registered nurses are expected to engage in professional role activities, including leadership, appropriate to their education and position . Registered nurses are accountable for their professional actions to themselves, their health care consumers, their peers, and ultimately to society .

Policies

T

he college has academic and student life policies and procedures that pertain to all students . Please see the college’s undergraduate and graduate catalogs for specific academic policies, including the grievance and academic appeal policies .

In addition to collegewide policies, the School of Nursing also has the following policies .

GPA EVALUATION AND GRADING POLICY

Students receive letter grades for all nursing courses . Students must earn a minimum of a C grade in all nursing courses and achieve a cumulative GPA of 3 .00 or higher in nursing core courses . Students who do not successfully complete a nursing course are permitted a second attempt (i .e ., earns an NC, C-, D+, D, D-, F, ZW or WD after day 28) .

A remediation process is required for all students who do not complete a course successfully on a second attempt . Failure to complete a nursing course successfully on a third attempt will result in dismissal from the School of Nursing .

TIME LIMIT FOR PROGRAM COMPLETION POLICY

The undergraduate and graduate programs are designed to be completed at a student’s own pace, but all degree requirements must be completed successfully within six years .

NONMATRICULATED STUDENT ENROLLMENT IN NURSING COURSES POLICY

NUR203044 Pharmacology and NUR203024 Advanced Health Assessment are available to nonmatriculated undergraduate students contingent on course and faculty availability . NUR500 Theoretical Foundations of Nursing Practice and NUR501 Professional Role Development and Ethics are available to nonmatriculated graduate students . Students must have a current, unencumbered RN license to enroll in these courses .

PROFESSIONAL CONDUCT WARNING AND DISMISSAL POLICY

The dean may issue a warning or may dismiss a student from the School of Nursing if the student:

• fails to provide information required for clinical experience placement, including a criminal background check or other prescreening or immunization requirements;

• is ineligible for participation in the clinical experience at a health facility for any reason;

• fails to complete successfully the required number of clinical experience hours for course completion;

• demonstrates a lack of commitment to the values of the nursing profession as evidenced through behavior and attitudes demonstrated during a clinical experience or within an online learning environment .

The procedure for warning or dismissal is as follows:

• Upon recommendation of a faculty or preceptor and after reviewing all available evidence, the dean places the student on warning or dismisses the student from the School of Nursing . Once all the available evidence is considered, the dean notifies the student of the decision in writing . The notification will include the effective date of the warning or dismissal and will be shared with the student’s mentor .

• If a student’s behavior appears to present an immediate danger to the welfare and safety or rights of staff or patients, the dean suspends the student pending an investigation and decision . A student who receives a warning or is dismissed from the School of Nursing may appeal the decision according to the college’s Grievance policy .
