Union Parish School Board Position Description

Title: Accountant/Grants Bookkeeper

Reports To: Business Manager

Qualifications: College Degree and two years experience in governmental accounting preferred: High school graduate with at least five years experience as a bookkeeper required, governmental accounting preferred. Ability to exercise judgment in making decisions in accordance with policies and practices of the department. Ability to establish routines to handle the everyday work of the department as well as the ability to perform and understand analytical operations and financial calculations and work under the pressure of multiple deadlines. General Responsibilities: Under the direction of the District Chief Financial Officer, the Accountant/Grants Bookkeeper centrally

coordinates financial compliance functions relative to the management of grants in accordance with all federal, state and local regulations. To assist the Business Manager in supervision of all financial operations of the school system, to perform a variety of professional level accounting duties involving the accounting recording and reporting of financial transactions; to review accounts records and reports for accuracy; assist other departmental staff with accounting related functions. Assume additional duties as required due to other departmental vacancies/absences.

Performance Responsibilities: 1. Maintains basic knowledge of and researches as needed the Office of Management and Budget (OMB) Circular A-133 Compliance Supplement, OMB Circular A-87 Cost Principles for State and Local Government, The Education Department General Administrative Regulations (EDGAR), BESE regulations as well as any other program-specific laws and regulations

2. Maintains a centralized file of all grant award notifications, original budgets, budget revisions, claims for reimbursement, etc.

3. Maintains account structure for all grants within the accounting system

4. Inputs and maintains budgets and budget revisions for all grants within the accounting system 5. Prepares and distributes chart-of-accounts based on approved grant budgets and or budget revisions 6. Pre-audits and reviews all grant purchases in accordance with federal, state and local Allowability regulations

7. Develops, implements and monitors reimbursement timelines to ensure timeliness of all grant reimbursements for compliance with Cash Management requirements

8. Prepares reimbursement requests for various grants and monitors receipt of all grant revenues and provides documentation to the Business Manager for timely recording in the accounting system

9. Prepares all monthly, quarterly, annual, etc. financial reports relative to grants based on financial records and work with management to ensure that transaction errors are identified timely and corrected

10. Monitors expenditures to ensure line-item budgetary controls for all grants

11. Complete annual closeouts of all grants and prepare accounts payable, accounts receivable, due to/from 12. Assist auditors, monitors and coordinates audit resolution and response for grant findings

13. Assist in the preparation for the Comprehensive Annual Financial Report and the Schedule of Expenditures of Federal Awards

14. Learn Union Parish School Board policies, procedures and regulations

15. Identifies opportunities and recommends methods to improve service, work processes and financial performance

17. Actively supports teamwork throughout the school system

18. Provides courteous and prompt service to all internal and external customers

19. Performs other duties as assigned by the Superintendent, Business Manager or other proper authority Essential Functions:

Work Environment: This position will work in an environment adhering to the School Board policies. Workday consists of regular Central Office hours as set by Superintendent. In addition, job responsibilities may require work on weekends or holidays and attendance at staff/board meetings.

Communication Skills: Must be able to effectively communicate in English both orally and in writing, have the ability to accurately give and receive information via telecommunication system and must be able to communicate successfully with students, teachers, parents, school personnel, and the community.

Equipment Used: Telephone system, computer, copy machine, calculator and other appropriate office machines

Human Relations Involvement: Must be able to work cooperatively with district personnel and the community. Must be able to respond appropriately to supervision and accept commendations and recommendations. Must demonstrate sensitivity/understanding in interpersonal relations with persons of diverse cultures/backgrounds. Must maintain confidentiality of school system and school personnel information. Must be proficient in comprehension of reports and program details to determine accuracy and correctness. Must be able to understand and interpret written and verbal instructions. Must keep accurate, up-to-date records. Must be able to research and comply with federal, state and parish regulations. Must learn and become proficient in the use of School Board accounting software.

Terms of Employment: 12 months

Salary: As designated by the UPSB Salary Schedule

Dismissal: Subject to be discharged from employment upon proper notice of willful neglect of duty, incompetence, or dishonesty upon the recommendation of the Superintendent.
