With the design and move-in of the new building, the lab technician position had drifted away from its original intent. It is not a self-directed position focused on design, tool choice or maintenance of the building. It is a

technician position that supports the instruction of the students through lab clean-up, tool clean-up and daily maintenance of both labs. Additionally, the Lab Tech position is too broad. Asking the Lab Tech to repair equipment he is unfamiliar with and helping in classes without ASE certification (in that class) is too overwhelming.

The Lab Tech position needs to focus on preparing the shops for lab activities and clean-up of both the tools and the physical lab space at the conclusion the lab activities. When students arrive they should see the shop in the

condition that is expected for them to leave it in. For example, tools put back in the proper location, work surfaces clean, and cars restored to running order with charged batteries. At the conclusion of class, the Lab Tech needs to check that tools were put away correctly, work surfaces are clean and cars left in running order.

With current changes in our curriculum to meet the ASE NATEF standards, there is a need for Instructional Assistants in some of our classes which experience large enrollment and our night classes which are currently not supported. Instructional Assistants should also have ASE certification to match the subject matter which they are helping with.

We need 40 hr/week of Instructional Assistant Time to help in high enrollment classes (typically first year programs where all students are accepted because of attrition.) and our night classes that currently have no support.

Currently, our Administrative Assistant Position is part-time (25.5

hours/week). This position assists with the workings of three departments, Life and Earth Sciences, Math, and Physical Sciences. Below are some of the duties of this position:

Math & Science Administrative Assistant Duties include:

Department phone reception & front desk presence, interfacing with students, faculty, public, vendors, etc.);

Preparing Time Cards & Absence Reports for processing;

Posting information re: faculty absence or delays, campus events & services & monitoring New bulletin board cabinets;

Keeping & administering Petty Cash account; Preparing Change Orders;

Facilitating interdepartmental needs for various technical and

accommodation issues (Media Service, Maintenance, Office of Instructional Management, Custodial, Security/Safety, IT, HR, etc.) on behalf of staff and faculty;

Mail pick-up & delivery;

Tracking & obtaining keys for faculty & staff;

Tracking & assisting with office, desk & storage assignments for faculty; Monitoring & maintaining department equipment & supplies for faculty & staff including copiers, fax machine, office supplies, forms, Scantron reader, etc.;

Preparing & organizing forms including PAFs, Field Trip liability waiver forms, etc.

Helping plan & prepare for field trips as needed (arranging for vehicle rentals, payment collections & deposits to Fiscal Services, etc.); and other duties as assigned.

These responsibilities have increased (especially managing the key requests) since moving into the new SMN building. Also, currently there is no evening support for evening students and faculty.

Our department is requesting an Instructional Specialist for some of our pre-nursing classes, mainly Anatomy (and to a lesser extent, Microbiology). During the laboratory portion of these classes, many times it is very difficult for the one instructor to help students with their questions regarding the lab material in a timely manner. During many of the labs, the students are

studying small, detailed structures or microscope specimens that need a one-to-one assistance with the instructor - to- student. An Instructional Specialist who is knowledgeable in the subject matter can greatly increase student understanding, and thus student success.

Linking of planning and budgeting has been one of the main goals of the college, and it has been a point of discussion on every accreditation visit. Although great progress has been made through the efforts of PRAC and all who have participated in Program Review, there is one area where planning and budgeting are still far apart. This is the area of scheduling and budgeting for resource-intensive laboratory classes.

For these classes to be successful, in addition to faculty, students and a laboratory room, they also require supplies, equipment and personnel to prepare the materials and set up and take down the labs. However, a major flaw in the Collegeâ??s planning process is that there is no automatic link between the process of scheduling these classes and the process of budgeting for supplies and personnel. In the past, classes have been scheduled, and supplies and personnel have not been provided.

In the case of supplies, the result has sometimes been that the last section of the week during the academic year, or a section offered at IVC, or in the summer, does not get supplies, and thus does not get to do the same laboratory exercises as the other students; sometimes they must just do a simulated exercise or use data gathered by the other sections. This situation obviously

does not provide the same educational experience to all students and should be avoided.

One way of avoiding this is to calculate costs of supplies per section of each large laboratory course. This then provides a quick way of knowing the cost in supplies of adding an additional section. And once the section is scheduled, the budget for supplies should be increased by that amount.

In the case of personnel, lack of budgeting for adequate help can lead to a similar result as for supplies or worse. The worst case is that existing employees are forced to work extra hours for no more pay, which amounts to slavery and is against the law. The second worse case is that essential things just do not get done, which results in continual deterioration of

infrastructure and the teaching program.

One way of avoiding this is to determine the hours needed per section of each large laboratory course. These may include hours of classified lab tech time, hours of work performed by student or non-student hourly employees, and hours of work by work-study students. Once the numbers of hours in these categories are known, the appropriate increases to the appropriate budget categories can be made as soon as the classes are scheduled.

Another situation that has greatly impacted the department this year is the move from the Austin Science Center to the new SMN building. Because adequate staff were not on board either before, during or after the move, there is still much disorder in spaces, supplies and equipment, which continuously impacts teaching. In particular, the soils lab, the anatomy lab and the greenhouse all need additional attention. Additional help in this area is urgently needed for the next year.

Department faculty and staff have determined that there is a need for

additional flexible help in the form of student or non-student hourlies in the fiscal year 2014-2015. 20 hours per week are needed during the fall and spring semesters and 20 hours per week during the summer session. This would aid classroom instruction for at least 400 students per year.

Over the past ten years chemistry has grown more than 100%. We have nearly doubled the number of lab sections we offer. And yet we still only have one lab tech.

We have made this request for a number of years so we thought we should try again:

We would like to hire a part time (no more than 24 hours per week, possibly less) to work mainly evenings in the chemistry stockroom.

Tutoring Hourly 4/6 60 Students

Justification:

The dental program is required to implement new functions as a result of State Assembly

Bill AB 2637, and no additional time allotted to teach the students. Therefore the students

will have to absorb information at a faster pace. A tutor working 4/6 hours weekly is not

enough time to accommodate 24 to 30 students needs. The workload of this person is

excessive, and while she does an excellent job, her workload and responsibilities far

exceed that of others in similar positions. A tutor with 4 to 6 hours a week ( 2 or 3 hours

per two days a week), would provide greater access to students especially since the dental

department has only 1 full time faculty (the coordinator), and adjunct faculty with limited

office hours and student contact.

Additional tutor hours will decrease every day stress and frustration of the students and

faculty by giving the students more time to have their questions answered and information

clarified.

The work study employee in the costume shop would assist the designer or shop supervisor in the repair, alteration, cleaning and construction of costumes. This is a superb opportunity for a focused student to increase their sewing skills in a paid position.

The addition of a Production Stage Manager as an hourly position alleviates the financial burden on students who manage a show. Currently students volunteer their time when taking on this responsibility. In many cases it has an adverse effect on their finances since they are less available for outside employment. By funding this formerly volunteer position, students may gain essential

experience while remaining financially stable. We need to $2,400 for four stage managers per academic year working 120 hours each at a fixed stipend of $600 each.

A Costume Shop Supervisor will assist students and designers in the

construction, alteration and repair of production costumes. This person will construct all elements of a costume design, control inventory, maintain shop supplies, clean costumes, and prepare the shop for classes and fittings. Currently there is no direct supervisor assigned with maintaining and

regulating the costume shop or storage. Student learning and success will be improved by having direct hands-on sewing experience with the shop supervisor. It is expected that with direct supervision by an expert in the area, students skills will grow significantly and make them better candidates for transfer and workforce.

Instructional Specialist Part-Time 145 2004 Students

Justification:

We would like to have more permanent ISs to help in classes, in distance education, and in the lab. In the past we have had 203 permanent IS hours. Several ISs have retired and the hours have not only been filled temporarily. Historically, the ISs have been an integral and important part of the English program.

There are currently only 58 IS hours that are permanently assigned of the original 203, the remaining hours being assigned temporarily semester to semester. These temporary ISs require new training every semester and aren't able to develop long-term working relationships with faculty. The relationships between the faculty and ISs are an important part of the program, and hiring permanent ISs will allow for continuity and stability in the program. We need to fill the 145 unassigned IS hours with permanent employees.

Last year, the English department served 2004 students, all of whom were supported at some level by ISs. Permanent positions ensure continuity and quality of support to facilitate student success throughout the English curriculum.

At the same time that IS availability has diminished, however, the number of students served by the Writing Center and the Online Writing Center has grown. With the introduction of Moodle, for example, the OWC, in particular, has grown rapidly. Since Fall 2012, the OWC has grown from 385 to 411 participants, increasing by 26 users. Since Spring 2013, the number of OWC participants has grown from 372 to 411 users, signifying a growth of 39 users. That the OWC continues to experience stable growth speaks to its need for instructional specialists to respond to students' request for writing help. The OWC activity reports indicate how our 411 registered users accessed the Moodle site during Fall 2013, depending heavily on our course level forums for instructional support. That 411 registered users viewed the various Moodle forums and features for a total of 21,660 views during Fall 2013 is the most compelling evidence of the OWCâ??s need for reliable, consistent staffing by Instructional Specialists.

Thus, we are requesting an additional 145 permanent hours in addition to the permanent hours we have now for Instructional Specialists.

The Instructional Specialists work 45 hours a week in the Online Writing Center (Spring 2014), where they assist any COM student in any discipline. In doing so, the ISs serve students in many departments, as well as instructors in a host of disciplines. Instructors in History, Political Science, Kinesiology, and Architecture, in particular, are heavy users of the OWC, sending their students to the service for IS writing help and uploading their course

assignments to the OWC. While English has been the historic home of the OWC and the Writing Lab, students and instructors from all disciplines benefit from the instructional support ISs provide as they promote writing-across-the

disciplines at COM, as well as support student writing for transfer,

This part-time lab technician, shared between Geology and Geography, will be used to 1) maintain and organize existing materials, including maps, rocks, minerals, and fossils, and 2) follow-up the process begun in Spring 2012 of separating out hazardous materials (for example, radioactive minerals, mercury- bearing minerals, asbestos mineral samples, and materials possibly exposed to asbestos) from non-hazardous samples.

Student learning and success will be improved by organizing access to needed materials shared by Geology and Geography. Materials in the former building were in a state of disarray and disorganization, impinging on instructors' ability to find and use items, such as a specific map for an exercise. >How will access be improved?

This position will not directly affect access. >What student learning outcomes are expected?

Student learning outcomes for both Geology and Geography involve competence using maps and familiarity with rocks and minerals. Organization of such

materials will improve the opportunities for students to use these materials in a way that meets these learning outcomes.

Outcomes will be measured based on in-class testing.

>What data or evidence is supplied to support your justification?

During November 2012, a two-man crew worked an entire five-day week to abate asbestos in just one room containing maps and minerals. These maps and minerals represent less than ~5% of the total materials now shared by Geology and

Geography. One instructor (Newton) spent 30-40 hours hours per month during the latter half of 2012, in addition to working most weekdays during summer

session, identifying and separating out hazardous materials, organizing the collection, and packing for moving. On numerous days in Fall 2012, crews of up to a dozen movers were employed to pack the collection. Now all of this vast collection is in the new building, in need of new organization.

The Medical Assisting Program contains laboratory classes where students practice skills prior to care of actual patients. The lab contains a large amount of equipment which must be maintained and supplies which must be managed, secured and ordered. In addition, the lab assistant will assist the faculty in preparing the lab for classes and cleans up after the practicums. This is work which would fall upon the instructor in addition to all their other responsibilities. Last semester we did not have have enough funds to hire a lab assistant for the hours required, falling all these extra responsibilities on the instructor/coordinator who was teaching the MEDA labs.

Currently, this position is funded with CTE funds but there need to be a consistent and permanent funding source.

Re-open the position of Theatre Manager.

For every music event (as well as every event in dance and drama) there needs to be a person who is responsible for setting up the theatre, hanging and setting the lighting, putting up music shells, chairs, and risers, etc, including some duties during events themselves, such as running sound or lights, resetting the stage during performances, and supervising movement of large objects such as grand pianos. This person may also be responsible for hiring and training house managers, and dealing with any rentals of the

theatre. Not to have a person responsible for such things is a potential safety hazard. Instructors cannot manage these duties while they are directing a performance or rehearsal. We have an hourly person doing some of these duties right now, but as these hours are a regular requirement, the position should be made permanent, but part-time.

Our

Instructional Specialist is a simulation lab coordinator/instructor

. At present, our program would not function well without this position that runs independently at a high quality of instruction.

Background: As hospitals drop student ratio on the patient care units from 10-11 to 6 per instructor, faculty find themselves struggling to find good learning alternative experiences for the remaining students (4-5). We often 'out-rotate' the students to observation or minimal patient care settings that are safely supervised by non-faculty, non-college employee nurses. This is a standard practice in nursing colleges. However, the universities obtain the 'best' clinical opportunities and community colleges often get less desirable or low opportunity settings. This position is currently allotted part time and by soft grant funds.

The sim lab experience and simulated patient care scenarios have been proven to prepare the student for actual critical patient care events. In light of the more acutely ill patient population in hospitals, lower patient census (less ill taken care of at home), and the uncertainty of medical care and insurance, the boards of registered nursing are beginning to rely on this mode of clinical opportunities for Community College RN Programs. The trend is to allow more hours for training in the simulation lab. This demands higher specialization, more time and focus to bring higher quality and more time for the position. Additionally, it is presently occupied by an RN with an acute care RN with a masters degree. The quality of instruction is above what we pay the person and yet not offer stability of a permanent position.

The instruction specialist independently, coordinates the learning experience with appropriate planning and supplies, along with comprehensive patient care knowledge of pathophysiology and wellness. The functioning of the high fidelity manikins relies on this persons' knowledge and skill in maintenance and care of the expensive equipment. Faculty learn to monitor and run selected scenarios themselves with the simulation specialists instruction, tutoring and help. We rely heavily on this resource and opportunity for students.

Key to success of the student is to participate in simulation practice. It has yet to be used for student remediation and tutoring of students who need extra help in using critical thinking skills in the lab and with real live ill patients. This would be a form of outreach for students who need help to succeed. They would practice critical thinking skills, nursing skills, and articulation and advocacy skill in a non-threatening learning environment. Student survey results are unanimously in favor of similation experience and the teaching of the present specialist instructor. Pass rates and lower attrition of the program and board exam pass rates improve yearly thus far. To continue to fund it on soft money is tenuous. We could lose a great resource and committed individual who too needs to have a position to earn money to raise a family. In the past, this position has been funded by a grant, however, we hope it will be supported and funded by district funds.

The Faculty Mentor works with new nursing faculty to ensure a smooth transition into the role of RN student instructor. This role augments the College

Orientation process. Often faculty are hired on an emergency basis to fill clinical (hospital) positions. Although new faculty are of high caliber and have experience, each school of nursing and hospital agencies have particular and critical requirements and responsibilities to adopt and understand

quickly. This ensures legal and safe practice in the hospital setting where students provide care for acutely ill patients. Additionally, the RN faculty need to monitor and adhere to BRN and NLN guidelines to maintain accreditation standards of the program. The more confident and safe the faculty, the better students perform their learning objectives to succeed.

monitors students at intervals during the RN program by setting, proctoring, and analyzing selected ATI predictor exams. Based

on predictor results this advisor initiates an individualized learning plan. Learning outcomes are measured by the students' improvement on predictor exams, focused learning plan work, and eventual NCLEX pass rates (RN Board Exam). This position is currently funded by a capacity grant to improve students academic success, retention, and grasp on professional goals.

. The experienced Registered Nurse, clinical tutor assumes more responsibility for the safety of the student and patient the student provides care for in the hospital setting. Clinical tutors monitor and assist the student with patient care concepts and skill. They work closely with the clinical faculty of record to identify and

evaluate the learning needs of the student. Clinical tutors expect and should be paid at a higher rate than non-clinical tutors.

Whereas, the experienced Registered Nurse, theory tutor assists the students in a non-patient care setting with their course studies or skills.

Student learning outcomes are measured by the students ability to meet course objectives, course pass rates, program pass rates, attritions rates, and eventual NCLEX pass rates. Many variables, including use of tutors, is improving our course, attrition, and NCLEX pass rates.
