WORK EXPERIENCE

Vice Presidllntoflnstructioll and Student Services SanDiego Continuing Education (l007 to present)· General Duties

Fiscal and planning responsibility for the instructional and student support services programs comprising San Diego Continuing Education. Provide administrative oversight of the instmctional program inclusive of all CTE, Older Adult, Parent Education, ESL, Business Information & Technology, Hospitality & Culinary Studies, DSPS, and ABE/ASE programs. Jointly administer the Adult Education High School Diploma Program in conjunction with the San Diego Unified School District. Jointly administer the Apprenticeship Program in conjunction San Diego City College and local trade associations. Administer the Community Education and Contract Education (Employee Training Institute) programs for the district. Administer all professional development activities and program review for the institution.

Provide administrative oversight of student suppmt services inclusive of general and DSPS counseling, student success and support program activities, and job search and outreach services including the CalWORKS Program, the Veterans Program, and the New Horizons Program. Oversee the 504 Officer and student discipline process. Serve as the Student Grievance Officer, Student Discipline Hearing Officer, and the Title IX Coordinator. Continue to serve as the WASC Accreditation Liaison Officer for San Diego Continuing Education.

Provide oversight of those operational budgets and grants under the control of the Office of the Vice President oflnstruction and Student Services inclusive of; Cal WORKSfunds, CASAS 231 Funds, VTEA (Perkins) Funds, Ancillary Activity Funds, ARRA Grant Funds, Green Technology Grant Funds, BSI Funds, SSSP fonds, and Student Equity Funds. Serve as a liaison for San Diego Continuing Education and community and business organizations and serve on the San Diego Continuing Education Foundation. Serve as the Acting President and Chief Executive Officer in the absence of the President/CEO. Specific Duties

a. Enrollment Management

Develop annual enrollment management plan for all instructional programs and revise plan as necessary based on budgetary concerns and programming priorities.

b. Employee Relations and Personnel Management

Manage 115 fnll-time faculty and approximately 500 adjunct faculty inclusive of instructional and counseling assignments. Work with AFT Guild regarding contract language enforcement, interpretation and modification. In conjunction 2 Dr. Brian E. Ellison

with the president, recommend to the Board of Trustees faculty, counselors, classified staff, and administrators for employment. Oversee the evaluation process of all deans, full-time faculty and counseling staff, and faculty under tenure review. Currently serve as a member of the district negotiating team.

c. Participatory Governance

Currently serve on several of the patticipatory governance committees comprising San Diego Continuing Education. Facilitated the development of the initial committee architecture and facilitate modifications to the architecture.

d. Facilities Planning and Operations

Serve as member of San Diego Continuing Education facilities planning group for all new and retrofitted construction projects inclusive of the construction of four new campuses and the retro-fitting of two existing campuses. Primary areas of concern include the instructional programming of these facilities and space utilization. Oversee seven primary campuses in San Diego metro area and over 200 off-site locations.

e. Community Involvement

Liaison with the following community and business organizations:

San Diego Regional Chamber: Serve on the Education and Workforce

Development Sub-Committee.

The San Diego District Attorney's Office and the Reentry Roundtable: Serve

as a member of this committee which works to facilitate the return of state inmates to their communities of origin.

San Diego Housing Corporation: Liaison with this CBO to ensure clients

are able to secure ESL classes in the City Heights area.

The Black Contractor's Association: This partnership with CE is designed to

provide educational support for this local CBO.

The Southeast San Diego Neighborhood Coalition/Tubman-Chavez Center:

This pattnership is intended to provide high school and GED classes at the

center.

Environmental Clean Air Act Coalition: Serve as a member to support the

clean ports environmental movement in San Diego.

National Steel and Ship Building (NASSCO): Largest ship builder on west

coast. This partnership has included providing training in marine welding to NASSCO employees through the CE welding program.

San Diego Second Chance Program: This pattnership has included the

pursuit of grant funding and offering classes at the Second Chance Center.

Barrio Logan Association: Member of this association which is involved in

the development and beautification of the Banio Logan area. Significant Accomplishments

b. Strategic Planning

Enrollment Management Report: Developed and provide on a weekly basis

an enrollment management rep011 for program deans, faculty leadership, and senior management.

WEAVE Online: Facilitated implementation of WEAVE Online as the

electronic process for strategic planning for San Diego Continuing Education.

Education Master Plan: Oversee the periodic revision of the Education

Master Plan to reflect cuTI'ent institutional goals and objectives and prepare for the reaccreditation process in 2010.

Strategic Plan: Oversee revision of the strategic plan to include additional

institutional activities of importance and to align with other Continuing Education planning documents.

Program Review: Initiated and continue to oversee program review for all

instructional programs.

c. Personnel Management

Negotiated Faculty Leadership Model for San Diego Continuing

Education: Working with the San Diego Adult Educators (SDAE) labor

union, negotiated a new faculty leadership model.

Professional Development (Flexible Calendar): Implemented the Flexible

Calendar at San Diego Continuing Education and continue to oversee this activity.

Instruction and Student Services

Online Registration and Student Attendance Tracking: CuTI'ently oversee the

development and implementation of an online student registration process and student attendance tracking.

!BEST Model: Facilitated develop of a noncredit !BEST model in select CTE

programs which provided direct instruction, embedded counseling, and DSPS support.

Accuplacer Prep Course: Facilitated the development of a non-credit

preparation course for the Accuplacer Test which is used for placement in the English and math course sequences in the district. Liaison with local feeder high schools to offer Accuplacer Prep courses at high school campuses.

Student Learning Outcomes: Facilitated the development of student learning

outcomes at the course, program, and institutional level.

Class Schedule and Catalog: Revised production process for the class

schedule creating a more inclusive decision-making process, realistic production timeline, and a more efficient communication stream between program deans and classified staff. Format of document and distribution 4 Dr. Brian E. Ellison

strategy were also revised. Oversee annual development and production of catalog.

Noncredit to Credit Curricular Pathways: Sustained and expanded the

development of several noncredit to credit curricular pathways in the CTE and ESL Programs.

CurricUNET: Implemented CurricUNET for cuniculum development and

archiving of course outlines.

Job Search and Counseling Services: Oversaw the development and

implementation of job search services (Jobbing.com) and career counseling for San Diego Continuing Education.

Oversaw approximately 600 regular faculty evaluations and 150 contract faculty evaluations. Managed curriculum development, review and implementation for 65 academic and CTE programs while ensuring compliance with all applicable laws and regulations. Annually submitted to the California State Chancellor's Office for review and approval approximately I 00 new credit and noncredit courses and I 0-15 new degree and ce1tificate programs.

In conjunction with the Office of Employee Relations and General Counsel, ensured compliance with state regulations and the collective bargaining agreement regarding

faculty evaluation, tenure review, and sabbatical leaves. Served as a member of the District negotiating team, as the Informal Grievance Officer, and as the Administrative Investigator for the Affirmative Action Office. Oversaw all sabbatical leaves and chaired the Sabbatical Committee.

Supervised the Articulation Officer and the development and maintenance of all mticulation agreements. Oversaw the Honors Program and TAG Agreements with several public and private institutions. Oversaw development, editing, and production of the college catalog and several in-house publications. Served as a resource person for production of the class schedule.

Specific Duties

a. Enrollment Management

Served as a resource person for the development of data mining strategies for recruitment and retention effmts and development of curriculum targeting specific student populations.

b. Facilities Planning

Assisted in the oversight of small construction projects (

2 mil.) with an emphasis on aligning construction management timelines with the instructional program. Through this committee assisted in various construction management issues related to the instructional program for the Mission Campus and the Chinatown-Nmth Beach Campus.

c. College Diversity

Provided expettise regarding the infusion of multiculturalism into the curriculum, hiring and recruitment practices as well as the delivery of student services.

d. Accreditation

Served as member of the leadership team and chaired the Steering Committee and select Standard Committees that produced the 2006 accreditation repmt for City College of San Francisco.

e. Student Services

Served as a Student Hearing Judge and Formal Student Complaint Investigator.

f. Employee Relations and Personnel Management

President of the Executive Committee (CCSF Administrator Association):

Served as President of the CCSF Executive Committee (2005-2007). This committee routinely met with the Chancellor to discuss issues pertaining to the district budgeting, planning, and issues specific to the administration.

Sabbatical Committee Chairperson: Oversaw the sabbatical application

process. Managed all active sabbaticals and faculty initiated sabbatical modifications ensuring completion of the approved sabbatical proposal.

Member of CCSF District Negotiating Team: Served as a member of the

District negotiating team (200 I -2005).

Informal Grievance Officer: Served as the district's informal grievance

officer and worked collaboratively with AFT 2121 representatives to resolve informal grievances filed by unit members (2000-2005).

Administrative Investigator for the Affirmative Action Office: Served as the administrative representative for the Office of Affirmative Action (2000- 200 1).

New Tenure Track Faculty Orientations: Annually, provided orientations for

all new tenure track faculty and workshops for those faculty serving on

tenure review committees. Significant Accomplishments

a. Curriculum

Student Learning Outcomes: Initiated student learning outcomes at the course

level which resulted in the establishment of course level SLOs for 90 percent of all active courses.

Academic Policy: Developed and implemented within a shared governance

structure policy language regarding catalog rights, upper and lower division transfer coursework, academic freedom, student privacy, and student right- to-know.

Honors Program: Increased the enrollment in the honors program to

approximately 600 active students and over 1000 alumni. Generated additional transfer agreements beyond those in place when assigned the program with Mills College, St. Mary's College, University of California, Los Angeles and University of California, Riverside.

b. Data Management

Implementation of Curriculum and Academic Planning Program (CAPP)

in BANNER: Oversaw development and implementation of degree audit

system. Major challenges included developing the database required to execute degree compliance reports in the Banner information management system, coordinating the efforts of several campus entities inclusive of the ITS department, the Office of Matriculation, and the Office of Admissions and Records and generating counselors and other user group support.

Conducted Audit of all CCSF degree and Certificate Programs: Oversaw the

audit of all degree and cettificate programs offered by City College to ensure full compliance with all applicable Title 5 regulations. Primary challenges included gaining the cooperation of department chairs with degree and/or certificate programs that were not in compliance and serving as a liaison between the college and the California State Chancellor's Office.

Created web site for Office of Instruction/Tenure Review: This web site

provides the college community access to faculty evaluation/tenure review materials, 3500 archived course outlines, curriculum development materials, and sabbatical information.

c. Publications

Faculty Orientation DVD: Produced a one-hour video showcasing all CCSF

campuses and key personnel at each campus. While several departments at the college use this video, the intended purpose is to provide newly hired faculty an overview of the college.

College Catalog: Received an award from the National Council for

Marketing and Public Relations a second award from the Community

College Public Relations Organization for the 2003-04 College Catalog.
