Baldeep Dogra

Baldeep (Bal) is a Senior Manager at BlackBerry UK and manages Northern Europe Technical Solutions, building direct relationships with senior technical leads in the Enterprise and partner network. Bal is responsible for driving EMM and value added software solutions across all sectors in Enterprise and Enterprise partners, and manages a team of eight Technical Solutions Managers that work for him in the region. Bal has been in BlackBerry for over 10 years and has previously worked for IBM/Lotus, Cable & Wireless, and OpenText/IXOS in various roles as a consultant and pre-sales manager. Bal like's to specialise in Cloud, the Internet of Things and Mobility strategy in general, while trying to maintain a good grasp of changes in the Technology and Mobility market which is key to help customers run innovative solutions for their mobile users. Bal recently completed his MBA and also holds a degree in Astronomy & Physics from UCL.

Douglas Ferguson

Douglas Ferguson is the Chairman, CEO and Founder of Pharos Security, a global security advisory and consulting company that leads the nascent ‘Continuous Security Optimisation’ market. Pharos is head-quartered in London. With over 20 years of experience in security, Douglas has worked with senior executives on six continents in the world’s largest and most heavily regulated organisations. He is called upon regularly to advise business leaders on security strategy because of his deep knowledge across major industry sectors and his expertise in protecting against electronic, social and physical threats. His specialist skills in financial services systems and SCADA industrial control systems are highly sought after by companies that comprise critical national infrastructure. Prior to founding Pharos, Mr. Ferguson was a leader at Barclays Bank where he was responsible for global security operations including security controls assessment, penetration testing, firewalls, wireless security, DDOS protection and secure network segmentation. At the bank, he was chosen as the security lead for a $6bn international divesture.

Previously Mr. Ferguson was with Internet Security Systems from start-up in 1996 through 2007, including the sale to IBM in 2006 for $1.3bn. During his time at ISS Mr. Ferguson was a member of the world-renowned X-Force Research and Development team, a Managing Consultant with over 200 clients globally, and a software engineer and co-creator of the company’s breakthrough System Scanner technology. Mr. Ferguson was educated in Mathematics and Computer Sciences at the University of Waterloo, in the heart of Canada’s Technology Triangle.

Simon Freeman

Simon Freeman is a leading spokesman on cyber security and specifically issues of email insecurity. Quoted extensively in the media, including MoneyWise and BBC Radio, he is considered an authority on how businesses and individuals risk confidentiality and how they can protect themselves. Since founding Fresh Skies he has worked tirelessly to educate professionals on the issues of cyber security within legal, accountancy and financial services, medical and education sectors.

His groundbreaking ideas include the original Government Gateway identity solutions which, 11 years on, are still regarded as the benchmark of security. With a background in artificial intelligence and philosophy Simon specialises in translating technology into business. He makes complex technical issues easy for non-technical minds. He shows how cyber security is a business risk issue. His career spans from the very adoption of internet at banks in London, through banking in New York and Milan, to founding and running innovative, leading-edge online technology companies.

Simon Freeman is CEO of Fresh Skies which provides secure communications solutions, including the first mass-market email encryption tool mkryptor. Mkryptor is the winner of Best Cyber Security Solution in the UK Security Excellence Awards 2014.

Andrew Rogoyski

Dr Andrew Rogoyski heads up the UK Cyber Security Services team.

Previously, he undertook an extended secondment to the Cabinet Office’s Office of Cyber Security and Information Assurance (OCSIA) whilst working for Roke Manor Research. Andrew was responsible for, amongst other things, the UK Government cyber export strategy launched in May 2013 and early work on information sharing with industry. Andrew continues to chair the techUK’s Cyber Security group which he created in 2008 and is an active member of the RISC council.

Andrew started his career as a post-doctoral research fellow, working on international programmes of research at the Rutherford Appleton Laboratories in Oxford. Andrew subsequently joined industry, leading Logica’s defence surveillance group, becoming operations director for their space and defence business and later running Logica’s retail banking line of business. After some time working in a niche consultancy specialising in the European space and telecoms sectors, Andrew joined QinetiQ becoming managing director of their space division establishing a European capability specialising in a number of security-oriented technologies. Andrew subsequently joined Charteris plc, creating a respected consultancy practice specialising in the national security sector before joining Defence Strategy & Solutions in 2010 where he specialised in the provision of board-level strategy advice on cyber security to public and private sector organisations.

Martyn Thomas is an independent consultant systems engineer and non-executive director. He is an internationally recognised expert in safety-critical or security-critical, software intensive systems, software engineering, and cybersecurity. He has been instructed as an expert witness in complex, high-value litigations in Europe and Australia.

Martyn works extensively with universities and Government: he is a non-executive director of the Health and Safety Executive (HSE) and of the Office of the Independent Adjudicator for Higher Education (OIAHE), a member of the Defence Scientific Advisory Council (DSAC), and Visiting Professor in Software Engineering at the Universities of Oxford, Aberystwyth and Bristol. He has given oral evidence to several UK Parliamentary Committees in the House of Commons and the House of Lords, and advised the National Crime Agency and several Government Departments.

In 1983 he founded Praxis, a software engineering company, to exploit modern software development methods. In 1986 Praxis became the first independent systems house to achieve BS 5750 (ISO 9001) quality certification for all its activities. Praxis became internationally recognised as a leader in the use of rigorous software engineering, including mathematically formal methods for developing and assuring software with very high dependability. In December 1992, he sold Praxis to Touche Ross (later Deloitte and Touche), an international firm of accountants and management consultants, and Martyn became a Deloitte & Touche partner, with world-wide

responsibilities for software engineering. He left Deloitte Consulting in 1998 to return to working for himself.

Martyn Thomas is a Fellow of the Royal Academy of Engineering (RAEng), the UK’s National Academy for Engineering. He is also a Fellow of the Institution of Engineering and Technology (IET). He is a Trustee of the Royal Academy of Engineering and chairs the Academy’s External Affairs Committee.

Martyn has been appointed as the first IT Livery Company Professor of Information Technology at Gresham College (www.gresham.ac.uk) for three years from August 2015 to 31 July 2018.

Jim Norton is an independent director, policy adviser and public speaker. He is Past President (2011-12) and current Trustee of BCS, The Chartered Institute for IT and a Trustee Director of BCS Learning & Development Ltd where he chairs the Audit Committee. Jim is a Fellow of the UK Royal Academy of Engineering, where he is a member of its Engineering Policy and Finance Committees and chair of its Digital Systems Engineering Community of Practice. He is a member of the IET IT Policy Panel and of the IET Prestige Lecture Committee. Jim is an external member of the Board of the UK Parliament's Office of Science & Technology (POST) and independent chair of the UK Spectrum Policy Forum, established on behalf of the UK Department of Culture, Media & Sport (DCMS) and facilitated by techUK, where Jim won a 2014 Outstanding Achievement award.

Jim is a Governor of Coventry University, where he is also a member of the Audit & Risk Committee. He is a Board Member and Trustee of the Foundation for Information Policy Research (FIPR). Jim is a member of the 'Electronic Communications Expert Advisory Panel' for the Irish Commission for Communications Regulation (ComReg) and a member of the Irish Department for Communications, Energy and Natural Resources (DCENR) Steering Group for the delivery of the Irish National Broadband Scheme. He is also a Non-Executive Director of Applegate Marketplace Ltd, an electronic marketplace for the engineering sector.

Jim was the special UK adviser to the Canada-UK Council for the 2014 Colloquium “The Challenges of Cyberspace: Living and Working in a Digital Society”. He was a member of the Independent Climate Change E-Mails Review (ICCER), which completed its work in July 2010. Jim was also a Commissioner in the IPPR Commission on National Security in the 21st Century completing that role in June 2009. He retains a special interest in critical national infrastructure and cyber-security issues. Jim has held senior roles in the private sector (BT, Cable & Wireless and Deutsche Telkom, Institute of Directors (IoD)…) and in the public sector (Chief Executive - DTI Radiocommunications Agency and founder member Cabinet Office Performance & Innovation Unit, later known as the Prime Minister’s Strategy Unit).

Jim is a Visiting Professor of Electronic Engineering at Sheffield University, where he provides guest lectures at the Management School. He has also recently retired as Chief External Examiner for the IoD Certificate in Company Direction and Deputy Chair of the IoD Board of

Canada-United Kingdom Council

The Canada-United Kingdom Council is one of the principal organs in promoting

bilateral relations between Britain and Canada on public policy issues.

Established in 1971, CUKC organises an annual Canada-UK Colloquium with its

Canadian partners on selected topics of interest or concern to the governments

of each country, attended by leading experts from each country. The overriding

objective is to share each country's experience, best practice and lessons to be

learnt in the subject covered, with a view to influencing public policy and

establishing deeper bilateral co-operation.

Participants at the 2014 Colloquium in Montebello, Quebec discussed not only

the major benefits that continue to accrue from the exploitation of cyberspace,

but also new challenges posed by society’s increasing dependence on

cyberspace. While there are clearly significant economic and social benefits that

flow from electronic commerce, data analytics and extended social networks,

the colloquium discussed the capacities of both states and non-state actors to

use cyberspace for parochial and often negative purposes by using data

breaches and denial of service attacks. Criminal and political non-state actors

are increasingly using cyberspace for their activities; and governments, for their

part, are seeing cyberspace as a new environment to press their interests. The

colloquium also discussed the impact of cyberspace on personal privacy; the

increasing use of social media in political debates and its impact on political

institutions; the impact of high frequency trading on markets; and the dangers

of the fragmentation of the Internet.

The Canada-UK Council receives support from the FCO but as an independent

charity has to supplement its income through private sponsorship. Both the

British and Canadian Governments value the work of CUKC and have paid

tribute to its contribution to the bilateral relationship, notably in the

Canada-United Kingdom Joint Declaration of 2011-2014.
