Minutes of the Eyre Peninsula Local Government Association Board Meeting held at Cummins on Friday 4 September 2020 commencing at 10.00am.

1 INTRODUCTION

1.1 Welcome

President Mayor Sam Telfer welcomed Board Members, Council representatives and guests to the meeting. The President thanked Regional Development Australia Eyre Peninsula in particular, Sondra Stewart and District Council of Lower Eyre Council for organising the Mayor’s tour at Korinya Farm and for also hosting the meeting.

2 CONFIRMATION OF MINUTES 2.1 Minutes of Previous Meeting

Amendment that Mayor McLaughlin participated by Zoom.

That the amended minutes of the Board Meeting of the Eyre Peninsula Local Government Association held on Friday 26 June 2020 at Wudinna, be adopted as a true and correct record of proceedings.

4 DEPUTATIONS AND PRESENTATIONS 4.1 Deputations/Presentations

Emily Jenke, Presiding Member and Sarah Reachill, A/Manager, Native Vegetation Council presented on the amendments to the State-wide Guidelines for Roadside Vegetation Management.

5 GENERAL REPORTS

5.1 President’s Report – Mayor Sam Telfer

CARRIED. 5.2 Individual Council Activity Reports

 Nil.

DC Cleve

 A quick update from Cleve which just happens to be the current South Australian Ag Town of the Year.

 Council formally adopted a 0% rate increase for the 2020/21 year to help assist those struggling financially due to drought, COVID-19 and other issues.

 Council made a one off $3,000 continuity grant to the districts main sporting clubs that were forced to close due to Covid-19 restrictions.

 Projects under round 2 of the Drought Communities Program are progressing well.

5.2 Individual Council Activity Reports cont. DC Elliston

 A CWMS feasibility study is being prepared by HDS Australia.

 Council engaged WGA to undertake a study of the stormwater in Elliston.

 Council has received approval for five projects submitted under the Local Roads and Community Infrastructure Fund program and work has begun.

- Lock Sports Centre: extension to kitchen and installation of solar. - Lock Swimming Pool: upgrade of facilities.

- Elliston: construction and installation of 2 Entrance Statements for the township. - Elliston Jetty replacement of solar lighting.

- Port Kenny and Venus Bay: purchase and installation of playground shade.

 The new Planning Code and Portal is working well for Council. David Lake from the Department has been an excellent communicator and responds promptly to queries.

 Public consultation for the Draft Reginal Health Plan is nearing completion and the Plan will go to Council’s October meeting for adoption.

 GLA LMS Risk Inventive Fund – Council has again reached the required standards and will receive funding.

 Talia Staircase – Council has addressed the safety issue caused by a landslide by removing a large boulder overhanging the staircase and staff will repair the damage to the staircase shortly.  Locks Well Toilets – have been installed and are in operation. Environmentally friendly and low

maintenance; includes solar panels and rainwater tank.

 Disability Access and Inclusion Plan – Council has prepared a draft plan which is out for public consultation.

 Jetties and boat ramps- Spiros Dimas from Department of Infrastructure and Transport is attending September Council meeting to discuss issues around the ownership and maintenance of jetties and boat ramps.

 Roadside Vegetation Clearing – Council struggles with the current Legislation and staff are unable to keep up the work with chainsaws and some farmers often undertake clearing themselves. Submitting plans for approvals to undertake the work is time consuming and not of any benefit.

DC Franklin Harbour

 Funding for mobile phone tower to service T-Ports and airstrip in the application phase.  Marina going well.

 Season fairly dry but better than last 3 years.

 T-Ports are still dredging and also needed at Wallaroo for the Ferry.  Ferry may be operational for Christmas.

 Hatchery is good.

 Good support from farmers for Coolinee water scheme.  Shack lease at Lucky Bay hopefully be finalised soon.  Lots of tourists are around.

 Building Better Regions Fund approved $3 million for foreshore redevelopment. DC Kimba

 Tourism recovery is good following media with Caravanning and Camping Show and South Aussie with Cosi.

 E-Planning is taking significant resources.

 Northern Eyre Peninsula Health Alliance re-forming is near completion.  Council is not applying for GM Cropping exemption.

 Appeared at another Senate Hearing into the National Radioactive Waste Management Facility Amendment Bill.

 Congratulations to LGASA on zoom briefings and closer ties to State Government.  Council number 1 in the State for highest percentage of dog registrations.

5.2 Individual Council Activity Reports cont. DC Lower Eyre Peninsula

 Work has commenced on Bratten Way under Special Local Roads Program. - Need to complete works pre harvest.

 Preparations continuing in Cummins towards selection of the ‘Our Town’ Faye Fuller Foundation; town to receive 10 years of funding towards Mental Health projects.

- Regardless of the outcome there will be benefits to the community from the planning work being undertaken.

 Council Assessment Panel yesterday delegated the authority to grant Development Plan Consent to staff in relation to a building in Coffin Bay to be used as a tourist facility, restaurant and function centre.

- The building will be used to support the Oyster Tours Business which had previously received development approval from the State Commission Assessment Panel.

- This has been contentious for Council, as the SCAP approval for the Oyster Tours business was granted by the State with no requirement for parking.

- Council has agreed to lease a portion of the road reserve to the business for the building of a car park, a process that has not been supported by many from the local Coffin Bay community.

 Council is about to commence a Master Plan project at Coffin Bay, looking at land use, a process that will include parking space along the Esplanade.

- Council has been actively promoting township growth, including in relation to tourism. - The challenge now is to manage that growth, including areas such as car parking, coastal

management, effluent management etc.

 Growth passengers is slowly returning to the Port Lincoln Airport

- We now have around 30 flights per week, with good passenger loading. - Around 50% of normal passenger numbers.

 ePlanning

- DCLEP lodged the first two application in the State and staff seem to be going well with ePlanning.

City of Port Lincoln

 New CEO selected from 74 applications. Matthew Morgan commences on 6 October 2020. Thank you to Acting CEO Rob Donaldson for his great work filling following Stephen Rufus’ resignation.

 Visit by Premier Marshall and Senator Alex Antic. Lobbied with Senator Birmingham, Senator Rustin and Rowan Ramsey.

 Strategic Plan almost completed.

 Annual Business Plan and Long-Term Financial Plan in place and on time.  Council staff are good.

 First meeting of the Regional Assessment Panel.

 Official Opening of Port Lincoln Leisure Centre on 10 September 2020, after buyback, refurbishment and construction ($15m).

 Completion of LED lighting for all of Port Lincoln.

 LGASA briefings via zoom and closer ties to State Government. DC Streaky Bay

 Successful in $551,000 funding for boat ramp, completion by end of October.  New Doctor commenced 3 weeks ago.

 Meet and greet with Wirangu people re consent determination in regard to golf course and Andromeda mine.

 Strategic Plan is ready for public consultation.  Awaiting Eyes on Eyre funding for Tractor Beach.

 Met with Leonie Muldoon and Minister Ridgeway re trade and investment strategies.

5.2 Individual Council Activity Reports cont. City of Whyalla

 New $100 m High School build is well underway.

 Lobbying Premier Marshall to influence land use of old school sites.

 Airport grant of $2 m for security upgrade and $2.7 m for runway upgrade.  Veolia’s new transfer station is now open.

 New CEO Justin Commons commences in October. Thank you to Kristen Clark for acting and he is also staying on with Council in his previous role.

 Tourism – South Aussie with Cosi visited. Cuttlefish numbers are up and the new jetty opening soon. Wudinna DC

 ‘Game On EP’ at Wudinna proposed for March long weekend 2021, following funding from PIRSA.  Works Manager Neil Haines is retiring.

 Drought projects well underway.  Rate increase 2.3 percent for 2020/21.  Still advocating for Broadband connectivity.  Reviewing Council Admin upgrade.

 Second stage of Eyre Highway upgrade with revegetation continues.  South Aussie with Cosi filming of region.

CARRIED. 5.3.3 Report No.03-0920: Regional Transport Strategy 2020

Noted that consideration of the Eyre Peninsula Regional Transport Strategy be reviewed in December each year.

5.3.4 Report No.04-0920: Election of Second Nominee for SAROC

That the President EPLGA call for nominations to the SAROC Committee. Mayor Flaherty nominated Mayor Barber, who has accepted the nomination. Mayor Cameron nominated Mayor Johnson, who has accepted the nomination.

Following a vote, Mayor Barber be appointed to the SAROC Committee to replace Mayor Clare McLaughlin.

5.3 Executive Officer’s Reports cont.

5.3.5 Report No.05-0920: Annual Report and Financial Statements

Amendments on page 12 Regional Governance Panel for Review of Decisions to include an additional table and change Lyndon Keane’s title to Manager Corporate Services.

1. That the EPLGA Board accepts the report from the Executive Officer for the 2019/20 Annual Report and Financial Statements adoption.

2. That the EPLGA Board adopts the 2019/20 EPLGA Annual Report with the amendments to page

3. That the EPLGA Board adopts the financial accounts for the year ending 30th June 2020 and

further declares that:

the financial statements and notes present fairly the association’s financial situation as at 30 June 2020 and its performance for the year ended on that date in accordance with the accounting policies described in Note 1 to the financial statements;

in the Board’s opinion there are reasonable grounds to believe that the association will be able to pay its debts as and when they become due and payable; and

the Board authorises the President and Executive Officer to sign the Board Certificate contained within the financial statements.

5.4 Local Government Association of SA

 Rate capping

 AGM scheduled for 29 October.  New President to be elected.  Local Government Reform Bill.

 Road Reform – appointed Toni Clark, Department of Infrastructure and Transport.  Planning Reform.

5.5 Regional Development Australia Eyre Peninsula Inc (RDAEP)

As presented by Bryan Trigg, Chair and Dion Dorward, DoRD.

Covid-19 - drafted regional recovery plan for governments, includes $100 m in local government projects, fed regional intel into governments including through over 46 meetings with Federal Government since March, and several with Premier and other Ministers.

Blackspot Funding – 9 new mobile base stations for region last financial year.

Grant Funding – RDAEP has actively assisted regional organisations to access greater than $70 million in grant funding in 2019-20 financial year.

Port Developments – Lucky Bay and new Ferry, Cape Hardy, Port Spencer, Thevenard Marine Facility and Wharf.

Digital Solutions Program – RDAEP assisted over 290 businesses in training opportunities for digital marketing and broader business advice.
