1) INTRODUCTION

European Summer Cups is the collective name for six separate international team events organised by Tennis Europe and held across the continent during the summer months. The tournaments consist of a qualifying competition held across four zones. The top two performing nations in each zone qualify for the final rounds, usually staged a week later. With eight qualifying venues for each category (four for boys, four for girls), each hosting up to eight teams, and with three categories in total (14, 16 and 18 & Under), the tournament is easily the largest outdoor junior team tennis competition in Europe.

Furthermore, many of the events act as a European regional qualifying competition for worldwide junior tournaments, such as the World Junior Team Competition (14 & Under), the Junior Fed Cup and the Junior Davis Cup by BNP Paribas (16 & Under).

The events have a long and proud history - some pre-date the founding of Tennis Europe, whilst others originated in the 1970s when the organisation (then known as the 'European Tennis Association') acknowledged the need to provide opportunities for junior players to compete in team competitions throughout the year (this period also giving rise to the 'Tennis Europe Winter Cups by HEAD', a comparable event held indoors during the winter).

In the new century, the popularity of these events remains as high as ever, with teams from over half of Tennis Europe's 49 member nations competing in the qualifying rounds.

2) IMPORTANT INFORMATION

The Junior Committee of Tennis Europe decided to offer to National Federations / Clubs the option of a contract for 2 or 3 years in hosting a round. However if the National Federation and club prefer not to commit itself for a longer period it may continue with a one-year contract. Benefits of a contract for a longer period:

- Help Tournaments / National Federations in negotiations with local sponsors. - Greater Promotion of the National Federations / Clubs at the European level. - Creating Historical continuity for National Federations / Clubs for specific events.

- Remove the current uncertainty whereby each year the National Federation / Club has to wait for confirmation as to whether it will organise the same event the following year. - Longer term and more efficient cooperation between Tennis Europe and the National

Format: 2 Singles + 1 Doubles

16 & UNDER:

JUNIOR DAVIS CUP & JUNIOR FED CUP BY BNP PARIBAS BOYS: JEAN BOROTRA CUP - GIRLS: HELVETIE CUP Qualifying Rounds: To be played on 27 July- 29 July Final Rounds: Borotra: To be played on 1- 3 August

Helvetie: To be played on 1 - 3 August

To be part of the ITF Junior Davis Cup by BNP Paribas & the Junior Fed Cup by BNP Paribas and valid as European Qualifying.

Format: 2 Singles + 1 Doubles

18 & UNDER:

EUROPEAN SUMMER CUPS PRESENTED BY TENNISLMS BOYS: GALEA/VALERIO CUP - GIRLS: SOISBAULT/REINA CUP Qualifying Rounds: To be played on 27 July- 29 July

Final Rounds: To be played on 1 - 3 August

To be included in the ITF World Junior Ranking. Format: 2 Singles + 1 Doubles

ENTRIES

All entries have to be sent to the Tennis Europe Office by Friday 24th September 2010 at the latest. (Attachment #3)

The entry fee amounting to 250 Euros, per Cup is to be paid to: Bank details - European Tennis Federation

Nations whose entries have been accepted into the Competition shall not withdraw. Any team that withdraws its entry later than three (3) months, but before one (1) month of the scheduled first day of play of the Qualifying Rounds shall be fined. This fine shall be three times the amount of entry fee.

Any nation withdrawing their entry within one month of the scheduled first day of play shall have their entry refused for the following year's Competition and shall be fined three times the amount of the entry fee.

Any team:

(i) not playing all its matches, including consolation or placement ties, (ii) disqualified for an offence committed,

(iii) withdrawing from the final stages of the Competition after having qualified for them, shall have their entry refused for the following year's Competition and shall be fined five times the amount of the entry fee.

APPLICATIONS TO STAGE QUALIFYING ROUNDS

Nations wishing to apply may send back the forms attached by 4th October 2010 (Attachment #2). Only applications indicating the exact venue and name of the Club will be taken into consideration.

The allocation of the venues will be made by the Junior Committee in November 2010.

The repartition of the countries in the zones will be made after the completion of the Tennis Europe Winter Cups by Head 14/16 in March 2011.

CONDITIONS FOR THE ORGANISATION OF THE QUALIFYING ROUNDS

Conditions for the organisation of the Qualifying Rounds of the 2011 European Summer Cups are attached. (Attachment #3)

HOSPITALITY CONDITIONS

Free hospitality (hotel accommodation and meals) will be provided from the dinner of the day before the start of the event until breakfast of the day following the conclusion of the competition to:

- 4 people for the Cups played with 2 Singles (3 players + 1 captain)

RULES

The 2011 Regulations will be published on the Internet (www.tenniseurope.org) in due time. ORGANISATION MANUAL

The Local Organisers will be supplied in due time with a copy of the Tennis Europe Organisation Manual prepared as a guidance for the staging of Tennis Europe Official Events.

2011 EUROPEAN SUMMER CUPS

14/16/18 & UNDER

CONDITIONS FOR THE ORGANISATION OF THE QUALIFYING ROUNDS

1. AT CHARGE OF THE NATIONAL ASSOCIATION AND/OR LOCAL ORGANISER HOSTING THE EVENT

A. Staging of the Event

- Rental of the competition and practice courts - Umpires, linesman and ball boys

- On-site transportation at the arrival and departure of the teams (connections Hotel-Club)

- Advertising and promotion.

B. Hospitality (hotel accommodation and meals) to the Teams

Hospitality will be provided from the dinner of the day before the start of the Event until breakfast of the day following the conclusion of the competition.

Hospitality will be offered to the following maximum number of persons (including the captain of the team):

- 4 people for the Cups played with two singles

Players will get twin or three bedded rooms with shower or bath. Players of different nationalities shall not be lodged in the same room. Captains shall be lodged in single rooms with shower or bath, and in the same hotel than the players.

The Captains of the teams are responsible for the settlement of all accounts of their team members before their departure.

Extra persons above the maximum, or different arrangements, are at charge of the respective National Association.

Hospitality (hotel accommodation and meals) to Officials

- Tennis Europe Official Representative (and accompanying person) - Referee appointed by the hosting National Association

C. Referee's expenses

The reimbursement of the Referee's travel expenses economy air fare or 1st class train ticket and the payment of any fee due to the Referee will be made in conformity to the Regulations and procedures of the National Association hosting the Event.

D. Surface of court

In consultation with the Host Nation, Tennis Europe shall decide the surface of the court to be used, and any provision for an alternative surface, which is to be used if play has to be transferred due to adverse weather conditions. The preferred surface for the 2011-2013 competition is clay.

2. AT BENEFIT OF THE NATIONAL ASSOCIATION AND/OR LOCAL ORGANISER HOSTING THE EVENT

A. Gate (income from tickets sale)

B. Sales of board and banners for commercial advertisements on the court, in the stadium and at the site, with the restrictions specified at point 4 (Tennis Europe Sponsorship requirements).

C. Other revenues derived from the Event

- Contributions from Local Institutions or Sport Authorities

- Sales of advertising in the Official Programme (if a Programme is produced two pages must be reserved free of charge for the Tennis Europe President's Message and for the Tennis Europe General Sponsor Commercial advertisement if any). 3. TENNIS EUROPE IDENTIFICATION

The local organisers are requested to ensure the following Tennis Europe identification during the event:

A. On-court Identification

Tennis Europe has the right to place two (2) banners (each banner 3m x 0.90m) on the centre court, at opposite corners.

B. Printed Material

On all printed material (cover of the Official Programme; Official Poster; invitations, tickets, stationary; etc.) The Tennis Europe logo + the Tennis Europe Junior Tour logo shall be implemented, free of any charge.

The Tennis Europe artwork will be supplied to the local organisers at least 60 days before the start of the event.

4. ITF SPONSORSHIP REQUIREMENTS

More precise information will be sent to you with the Condition of Assignments in December 2010.

5. OFFICIAL BALL

The European Summer Cups 14&16 Under will be played with Wilson that shall be provided free of charge. The Tournament Organiser is kindly asked to contact his/her local Wilson distributor AFTER 01 MARCH to arrange the delivery of Wilson Tour ball, the official ball of Davis Cup. In case there is no distributor in your country, please contact Wilson Europe (Mr Patrick Hebling) +49 172 898 6665 (mobile number) or patrick.hebling@amersports.net (email address). Wilson is being advised by the ITF of the quantities to be supplied to each tournament and this information will be passed to you by the ITF before 01 March.

For the European Summer Cups 18 & Under the ball choice shall be at the decision of the Tournament Organiser.

6. TELEVISION RIGHTS

Tennis Europe is the exclusive owner of the Television Rights (international and national) of the event.

The national rights, however, will be assigned to the hosting National Association, once the application has been approved.
