The Service Contract Act (SCA) is applicable to this contract as it applies to the entire Environmental Services Schedule and all ser-vices provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and / or when the Contractor adds SCA labor categories / employees to the contract through the modification process, the Contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the con-tract.

When the Federal Supply Schedule contract delivery period does not meet the bona fide urgent delivery requirements of an ordering agency, agencies are encouraged, if time permits, to contact the Contractor for the purpose of obtaining accelerated delivery. The Con-tractor shall reply to the inquiry within 3 workdays after receipt. (Telephonic replies shall be confirmed by the ConCon-tractor in writing.) If the Contractor offers an accelerated delivery time acceptable to the ordering agency, any order(s) placed pursuant to the agreed upon accelerated delivery time frame shall be delivered within this shorter delivery time and in accordance with all other terms and condi-tions of the contract.

Site Assessor (ESA) This person has gone through the ASTM Environmental Site Assessment Standard Practices for the Phase I Site As-sessment (E 1527-05) and the Phase II Environmental Site Assessment (E 1903). They know how to use the stand-ards and how the standstand-ards affect the way you do business.
They have been instructed in the "Innocent Landowner Defense" under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), and have a firm understanding of why due diligence is necessary.
They are familiar with upcoming changes to the ASTM E 1527-05 standard as well as the Small Business Liability Relief and Brownfields Revitalization Act.
They have experience in how to properly plan and perform Phase II investigations using ASTM E 1903 Standard Guide for Phase II Environmental Site Assessments, knowing the various approaches used in the Phase II process to generate additional information regarding the identification and nature of potential contaminants associated with RECs identified during the Phase I Processes to assist in making informed business decisions concerning commercial real estate transactions.

NIOSH 582 Asbestos Project Monitor
The Project Monitor observe asbestos abatement activities performed by contractors and generally serve as a build-ing owner representative to ensure abatement work is completed accordbuild-ing to specification and in full regulatory compliance. Additionally, the Project Monitor should be fully trained in all aspects of the collection and analysis of air samples using the NIOSH 582 Method, analyzing samples via NIOSH 7400.
