The Role:

Essex County Council (ECC) is one of the largest and most dynamic local authorities in the UK and is undergoing significant transformational change to further enhance customer focus, service and delivery. Adult Operations will deliver direct provision of services relating to vulnerable adults and their families. These services will be delivered against specifications set by the People Commissioning function in line with the County Council’s overarching outcomes.

This role sits within the Operational Practice and Development function which leads in matters relating to policy, systems, practice standards and procedures, ensuring they are safe, available, aligned to commissioned outcomes and of high quality. The service will seek out best practice locally, regionally and nationally and lead on projects which provide structures and frameworks that will share and embed these in Essex

This post will report to the Senior Operational Policy Advisor and will support in the development and implementation of projects that contribute to improving practice standards across in Adult Social Care. In addition, the role will have a specific remit in relation to supporting in the

developing, maintaining and co-ordinating of Business Continuity plans for Adult Operations. The postholder will be required to have an understanding of project management and have the ability to work collaboratively with internal stakeholders, care providers and statutory agencies.

Job Purpose Summary:

 To actively support the Adult Operations function to achieve the most effective business continuity and emergency planning in order to continue to deliver service priorities as best as possible in the event of a major incident.

 To contribute to the development and implementation of high quality practice in Adult Social Care.

Key Responsibilities and Accountabilities:

 Work flexibly and collaboratively across structural boundaries in support of key outcomes.  To contribute to development of organisational capability by taking ownership of your own training and development, including identifying and taking part in training and development activity and responding to feedback on performance.

 Thinking creatively, challenging the norms, and constructively challenging those around them (including those more senior) to ensure continuous improvement and commercial astuteness, and inspire the same in colleagues.

 Take responsibility for identifying and actioning areas of risk including Health and Safety and Business Continuity.

 Work as part of project or process teams as required under the new operating model, ensuring excellent cross functional output.

Role Specific Accountabilities

 To co-ordinate and promote business continuity, emergency planning and risk

management throughout Adult Social Care services in Essex to include ASC Providers, and external agencies

 Identify Adult Social Care employees & Providers training needs in relation to Business Continuity, deliver training and specialist advice, and act as a Business Continuity Champion for Adult Social Care.

 Develop and support in the implementation of Flu Pandemics Plans.

 Support the Adult Operations function with ensuring that Health and Safety requirements are delivered across the function by acting as lead champion within ECC lead meetings and acting as advisor to within the Adult operations health and safety meetings

 To coordinate and monitor activities in preparation and as required during a business continuity event or major incident. This will include testing of plans to ensure that they are fit for purpose. This will include working outside of normal business hours, where

necessary.

 Ensure that the Adult Social Care Risk Register is kept up-to-date and produce monthly reports for the Adult Operations Leadership Team

 To respond to changing legislative provisions and a range of national and local initiatives and strategies, in relation to Business Continuity, Emergency Planning and Risk

 To provide project management support to other initiatives within the Practice & Development team

Knowledge, Skills and Experience:

 An appropriate diploma/degree and/or alternative professional qualification, or alternative by experience

 Understanding of project management techniques and methodologies.  Understanding of adult learning theories.

 Negotiation and influencing skills.

 Experience of drafting Project Documents, Project Mandates and Project Briefs and maintaining project documentation (e.g. risk & issue logs)

 Ability to analyse, understand and present information effectively.  Evidence of continuing professional

 Experience within a social care environment  Valid UK or European Driving licence.

Competencies and Behaviours:

Work Style:

Office based.

An office based employee will spend most of their working time at a desk. They will rarely attend meetings and are unlikely to be away from the office. They may, however, work flexibly on an infrequent/ad-hoc basis.

Flexible office based.

A flexible office based employee will have a main base but will either attend regular meetings, and/or work flexibly on a more frequent basis.

Mobile.

A mobile employee has a nominated ECC base but spends at least 50% of their time working flexibly.

Home based.

A home based worker has no nominated ECC base and spends at least 80% of their time working at home.
