Planning Interview Information Packet

Overview

You have received this packet because you may soon be discharged from a New York City

public school prior to receiving your diploma. This document will help you to:

1)

Know your rights as a student; and

2)

Know your educational options before you decide to leave school; and

3)

Know who can help you figure out your options and make a plan.

Know Your Rights

The Department of Education encourages students to remain in or re-enroll in school and

will support all students in their efforts to earn a high school diploma. This section contains

important information about student rights, which you should read carefully.

General Information about Your Right to Attend School:

If you reside in New York City, are under 21 years of age, and have not received a high

school diploma:

You are entitled to attend a full-time high school or high school program run by the

New York City Department of Education until the end of the school year in which you

turn 21; and

You have the right to re-enroll in high school at any time; and

You may not be involuntarily transferred from a high school to a part-time education

program, such as a GED program, or any alternative program that does not provide

the opportunity to earn credits toward a high school diploma.

Moreover, you have these rights even if you:

voluntarily dropped out; or

are currently enrolled in a GED program; or

already have a GED or IEP diploma; or

were in an involuntary setting, such as a correctional facility or substance abuse

program; or

have been subject to discipline by your school; or

were referred to alternative educational options, such as a GED or vocational

program.

Each school year officially begins on July 1. If you are enrolled in school and you turn 21 on

or after July 1, you are entitled to remain in school until the end of that school year. If you

turn 17 on or after July 1, you are legally required to remain in school until the end of that

school year.

If you are 21 years of age or younger:

You have the right to receive notice of a suspension or involuntary transfer and an

opportunity for a hearing or conference before being suspended or transferred to

another school. For a complete description of your rights and the applicable

procedures, please refer to Chancellor’s Regulations A-240, A-443 and A-450.

If you are 21 years of age or younger (continued):

You may not be barred from attending classes due to age, lack of credits, poor

grades, truancy, irregular attendance, or failure to pass Regents or RCT

examinations.

If you are transferring to a GED program or another school you have the right to

attend your current school until registered or enrolled at the new school or program.

Information about Your Right to Educational Services:

Every student who has been determined to be an English Language Learner is

entitled to English as a Second Language classes.

You may also be able to receive

bilingual education. Ask your guidance counselor for more information.

If you are having difficulty in school, you may be eligible to receive special instruction

and/or services to help you stay in school and succeed. Such services and instruction

include academic intervention services, student support services, guidance services

and/or educationally related support services. Ask your guidance counselor to tell

you about such services.

Every parent has the right to make a referral, at any time, for an evaluation to

determine whether the student has a disability and needs special education

services. A written referral for evaluation may be made by a parent to the

principal of the public school the student attends (or is eligible to attend), or to

the Chairperson of the Committee on Special Education Office. If a parent

makes an oral request for evaluation to a professional member of the school

staff, the school professional must promptly assist the parent in making a

written request. A student who is 18 years of age or older, or an emancipated

minor, may make a written request that the school refer him/her for an initial

evaluation however it is the principal of the school who will determine if the

Information for Students with Disabilities:

You are entitled to receive a free appropriate public education until you receive a

high school diploma or finish the school year in which you turn 21, whichever comes

first.

If you are not attending school or are considering leaving school because of a

problem with your IEP, or the educational services you are receiving, you can request

a meeting to review your IEP.

At the meeting, you can discuss the special education services you have been

receiving or additional or different services that may be recommended to assist you

in school.

If you want to request an IEP meeting, contact your school.

Your school should work with you to help address academic, behavioral and other

issues that are affecting your school participation.

Know Your Options and How to Access Your School Options

If you have questions or want to speak with someone who can help you make a choice about

your options, you can speak with your guidance counselor at your current school, or you can

visit a Referral Center for High School Alternatives (see page 6), where an experienced NYC

public school counselor can explain anything you do not understand.

Here are your options:

1. Traditional High School

Traditional high school includes large comprehensive high schools, small learning

community schools, and new small schools.

2. Transfer High Schools

Transfer Schools are small, academically rigorous, full-time high schools designed to

re-engage and support students who have dropped out or who have fallen behind

and now have fewer credits than they should for their age and grade.

Transfer Schools offer a personalized learning environment, rigorous academic

standards, student-centered pedagogy, support to meet instructional and

developmental goals, and a focus on connections to college. Transfer school

students graduate with a regular HS diploma.

Students who have been enrolled in high school for at least one year and choose to

make a change are eligible to apply to Transfer Schools. Admission criteria vary from

Transfer School to Transfer School. Interested students are encouraged to apply

directly to their school of interest.

Transfer High

School

Contact Transfer Schools directly to set up an intake interview or to learn

more about the school. Additionally, Referral Centers for High School

Alternatives in each borough can offer referral and application assistance

for Transfer Schools.

3. Young Adult Borough Centers

Young Adult Borough Centers (YABC) are late afternoon/evening academic programs

designed to serve older students who are in their fifth year (or more) of high school

and have a minimum of 17 credits. These students might be considering dropping

out because they are behind or have adult responsibilities that make attending

school in the daytime difficult. Students graduate with a diploma from their home

school after they have earned all of their credits and passed all of the required

exams while attending the YABC. Attendance is strictly monitored and documented by

the YABC, though students who are registered in a YABC remain assigned, for all

accountability measures, to their sending school.

To be eligible, students must:

Be at least 17.5 years old.

Have completed the school year in which they turned 17.

Be enrolled or become enrolled in a NYC high school.

Have earned a minimum of 17 credits.

Have begun the 9 grade at least four complete school years before applying to

the YABC. (For school year 2011-12, an eligible student must have first enrolled

in 9 grade in school year 2007-08 or before.)

(Young Adult

Borough Centers)

A student who wishes to enroll in a YABC should go to his/her current high

school, meet with a school counselor, and obtain the following:

1)

YABC Guidance Referral Form Y-1

2)

YABC Course Requirements Form Y-2

3)

A copy of his/her transcript

4)

His/her immunization records

The first two documents should be completed with a guidance counselor,

and all the completed documents should be brought to the YABC that the

student wants to attend between the hours of 4:00 – 7:00 p.m., Mondays

through Thursdays.

Eligible students who are not currently enrolled in high school must go to a

Borough Enrollment Office to be enrolled in a high school.

For questions, concerns, or to make an appointment, please contact the

YABC AP Supervisor at the site. YABC AP supervisors are generally

available by telephone after 1pm.

4. GED Plus and ACCESS GED

There are two city wide programs that offer preparation for a General Equivalency

Diploma (GED) through the NYC Department of Education: GED Plus and ACCESS

GED.

GED Plus is a citywide program that provides full-time and part-time GED services as

well as support in transitioning to a college and/or career at no cost to students in

New York City who are aged 18-21. GED Plus also offers Pre-GED and Literacy

programs.

ACCESS GED is a full-day GED preparation with Learning to Work (LTW) which helps

students stay engaged, or re-engage, in school through work readiness (see below).

ACCESS also offers a Pre-GED program. Age requirements are the same as GED

Plus.

As outlined above, there are minimum age requirements to enroll in a GED Program.

However, there are no grade level or 8 grade diploma requirements for GED

programs. Students who are 17 may enroll (full-time) in GED Plus or ACCESS if there

are extenuating circumstances and with parent/guardian permission.

GED students graduate when they pass the GED exam. The GED examination is a

battery of five tests: Social Studies, Science, Mathematics, Language Arts

Reading

and Language Arts

Writing

. The tests take more than 7 hours to complete and

include a direct writing assessment. The GED examination is administered in English,

Spanish and French.

Students may take steps to enroll in a GED program through any one of the

Speak to your guidance counselor;

Contact an ACCESS GED program directly to schedule an intake

interview.

Learning to Work Programs

Learning to Work (LTW) is an in-depth student support, job readiness, and career

exploration program designed to enhance the academic component of select

Transfer Schools, YABCs, and GED programs. LTW assists students in overcoming

obstacles that impede their progress toward a high school diploma. LTW offers

academic and student support, career and educational exploration, work

preparation, skills development, and internships that prepare students for rewarding

employment and educational experiences after graduation.

LTW is not a separate program. Rather, it is an integral component of the academic

program at each participating Transfer School, YABC or GED site.
