Instructions

S.no Guidelines

A

Overall

1

All monetary figures are to be quoted in Indian Rupees (INR) only.

The bidder is expected to quote the costs for all items required for fully complying with the requirements of the RFP and the addenda in

the respective sections of the price bid. The prices for the respective sections would be deemed to include all components required to

successfully utilise the solution.

Bank is not responsible for any arithmetic errors in the commercial bid details sheet committed by the shortlisted bidders, however, if

there are any computational errors the Bank will evaluate the Bid as per provisions contained under RFP document.

The bidder is expected to specify the type of licenses along with the details with respect to quantity/rate/etc., wherever applicable.

In case the bidder includes/combines any line item as part of any other line item in the commercial bid, then this has to be clearly

mentioned in the description indicating the line item which contains the combination

The bidder has to quote for each line item. If any line item is part of the solution proposed in the RFP response, it has to be referenced. If

it is not applicable, then the Bidder has to mention Not Applicable (NA).

The prices, once offered, must remain firm and must not be subject to escalation for any reason within the period of validity. The price

would be inclusive of all applicable taxes under the Indian law like customs duty, excise duty, import taxes, freight, forwarding,

insurance, delivery, etc. exclusive of only applicable Service Tax, VAT and Octroi / Entry Tax / equivalent local authority cess, which shall

be paid / reimbursed on actual basis on production of bills. Any increase in these taxes (excluded taxes) will be paid in actuals by the

bank or any new tax introduced by the government will also be paid by the bank The entire benefits / advantages, arising out of fall in

prices, taxes, duties or any other reason, must be passed on to Bank.

The Bidder may insert additional line items as applicable based on the solution offered in the respective tabs

The Bidders should quote as per the format of Bill of Material ONLY and a masked replica of the Bill of Material should be enclosed in the

technical bid.

The masked Bill of Materials which would be submitted as part of the Technical Bill of Material should contain "XX" for ALL the

corresponding commercial values that will be present in the unmasked Bill of Material that will be part of the Commercial submission.

The Bidder should to the extent possible stick to the same structure of the Bill of Material. Hence the Bank does not expect the bidders to

delete necessary rows.

Any addition/reduction in the resource or infrastructure quantities will be on pro-rata basis arrived from the respective managed services cost

13 OBC will ONLY consider quotes in Commercial Bill of Material document as the 'Commercial Bid'.

Please refer to Overview of IT Landscape (Section 4), Scope Summary (Section 5), Detailed Scope of Work (Section 6) , IT Infrastructure detail

(Annexure A3) and other document provided as a part of the RFP and the addendums before filling tables in this document.

The number of resources and price mentioned by the bidder will be fixed for the current scope. The pro-rata cost will be paid for all increase and

decrease in devices during the tenure of the contract

Upon finalization of the contract, the 'Commercial Offer' will be firm for the period of contract and would NOT change due to any factor (e.g. change

in actual manpower deployment for SLA adherence, economic factors etc.), however bank at its discretion may increase or decrease the resources or

quantities which will be paid to bidder on prorata basis.

Application Management

17 All the formulas & arithmetical calculations will be Vendor's responsibility.

The 1st Quarter of year 1 will be transition(transition cost needs to be factored in 6. Transition cost tab) and hence in year 1 bidder is required to

provide steady state operations from quarter 2 onwards.

The bidder is required to provide a fixed price for Application Performance management & Assurance Services for CBS & Internet Banking while

adhereing to the SLAs mentioned in the RFP. The support window for application performance management will be business hours of the bank.

IT Infra Managed Services

The bidder is required to provision resources for the current quantity of infrastructure mentioned in the Bill of Material. If, in future, the bidder

requires more resources, than mentioned in the bill of material, to manage the same quantity of Infrastructure then the bidder will provide the

resources at no additional cost to the bank.

28 The bidder is also required to factor in the IT Infra managed services for the EMS & Helpdesk tools servers sized by the bidder.

The ATS cost for individual applications has to be quoted in separate line items in this section. The Bidder has to create additional line

items in this section if required

EMS & Helpdesk Tools

33 EMS Tools and Helpdesk tool will be provided on a capex model to the bank.

The cost of the infrastructure required by the bidder for EMS & Helpdesk Tools will be loaded to the Commercials of the Bidder for the purpose of

Evaluation and TCO Calculation. However the Bank will procure the infrastructure on its own.

Bidder is required to provide the count of infrastructure required to host the EMS & Helpdesk tools at DC and DR . The Bank will procure the

required infrastructure on its own

Thus, based on the design proposed by the Bidder, the Bank will consider a notional rate as mentioned in D. Infrastructure Cost for EMS & Helpdesk

Solution for hardware, DB, OS to determine the Bidder's TCO. This will be for the purpose of evaluation and normalization of bids only.

.The Bank will calculate the prorata license charges from the above tables and will use it for any increase/decrease of infrastructure in future

Transition Cost

It is expected that for transition, the onboarding of team leads will take 1month from the date of release of PO by the bank and the transition will

take another 3 months from date of on boarding of leads i.e. transition will be completed within 4months from the date of release of PO by the bank.

Hence the bank will pay only for the 3 months of transition once the leads are on boarded by the bidder.

The bidder is required to provide a fixed transition cost to the bank . The bidder is required to complete the transition within timelines stipulated in

the RFP.

3. The bidders can add more shifts or resources or resource levels based on the bidder's solution requirements. The bidder is required to provide resources to adhere to Service levels mentioned in the RFP. The bidder can share resources between tracks or within a particular track, however in that instance bidder needs to clearly identify the tracks in which the resource would be shared. and it should adhere to the minimum onsite deployment shared in the RFP/Corrigendum.
