The goal of this project is to support the regional projects and documenting the maintenance and administrative costs associated with the regional funding. Objectives to document the expenses of the regional funding award not to exceed 5% of the total funds awarded.
Describe the project and the activities that will be implemented; include information about building or sustaining NIMS Typed Resources (i.e. Team, Training, or Equipment) as applicable. Not to exceed

This project will document the maintenance and administrative costs related to the regional award, not to exceed 5%. This includes planners related activities such as SPARS entry, grant instructional training, project support, grant information distribution, and other related issues.
The response to the next three (3) sections should be consistent with the
region’s (1) Threat and Hazard Identification and Risk Assessment (THIRA); (2)
State Preparedness Report; and (3) Texas Homeland Security Strategic
Implementation Plan.
Describe the threats and hazards that create the need for the project. Not to exceed 1250 characters,
including spaces. This project documents the M&A to support the regional threats and hazards planning and funding award. The HOTCOG region is susceptible to a number of threats and hazards, as is defined in the HOTCOG THIRA and Implementation Plan. These hazards range from the natural hazards, including flooding, windstorms, winter storms, and tornadoes, to manmade and technological hazards, such as organized crime, domestic terrorism, international terrorism, cyberterrorism, and hazardous materials incidents.
Describe the capability gap(s) which will be addressed by the project: Not to exceed 1250 characters,

1. In the HOT region, many counties and subgrantees to not have the staff to support the program and the project. Staff planners perform many activities in support of grant funds, such as; SPARS entry, regional planning documentation, grant informational training, audit support, NIMS training, etc.
2. Indirect costs have been identified as management and admin expenses.
How will the project reduce the capability gap(s): Not to exceed 1250 characters, including spaces
Since sub grantees have no staff support many jurisdictions would not be able to provide documents, quarterly reports and perform the process to obtain needed funding to reduce threats and risks in their area. COG staff documents the time performing grant administrative tasks.

Provide guidance and support to the region’s counties and cities in managing and administrative of their award to provide 100% compliance with the region on the grant program.

M&A activities have been performed every year, however only recently have these expenses been separately coded. This insured that the 5% limited is not exceeded. It is foreseen that these expenses will be continuing in the future.

HOTCOG will continue to assist the local jurisdictions with management and administrative as long as funding allows.
