EXECUTIVE SUMMARY

Total for All Counts

Total cyclist numbers have increased only slightly in 2011 by just 240 across all count sites to 23,147, representing a 1% increase compared to the 2010 results and a 285% increase compared to the baseline results.

For both Group A and B (spot and screenline) a total of 8,168 cyclists were observed in 2011 representing an increase of 30% compared to the 2010 results and an increase of 240% compared to the baseline results.

Conversely, the Fremantle cordon count recorded a total of 1,253 cyclists in 2011, representing a 30% decrease compared to 2010 results and a 33% increase compared to baseline results.

The Perth cordon count also recorded a decrease compared to 2010, with 13,726 cyclists counted, representing a 7% decrease. However, the 2011 result remains 414% above the figures recorded in the baseline count.

Group A Spot and Screen Line Counts

Group A spot counts were conducted on April 5th, 2011 between 6.30 am and 9.30 am and 3.30 pm and 6.30 pm. Overall, 594 cyclists were observed in total representing a 128% increase for the Group A spot counts from 2010. This is shown in Table 1 below.

Group A screenline counts were conducted on April 4th and 5th, 2011 between 6.30 am and 9.30 am, 3.30 am and 6.30 pm or 3.00 pm and 6.00 pm. Overall, significant increases compared to 2010 (47%) and the base line (131%) were observed.

Across both Group A Spot and Screenline Counts there were 2,638 cyclists observed in 2011. This represents a 60% increase on 2010 results and a 153% increase on the 1998 baseline.

Fremantle Cordon Count

In total, there were 502 cyclists counted entering and exiting the Fremantle CBD in the 3 hour time period of 6.30 am and 9.30 pm on April 7th, 2011. This represents a 40% decrease on 2010 observations but a 45% increase on the 1998 baseline.

Four sites in the Fremantle CBD Cordon were observed for 12 hours between 6.30 am and 6.30 pm on April 7th, 2011. A total of 751 cyclists were observed in 2011 and this represents a 22% decrease on 2010 results but a 26% increase on the 1998 baseline. The data is summarised in Table 2 below.

Perth Cordon Counts

The Perth CBD Cordon Count was conducted on April 6th, 2011 between 6.30 am and 6.30 pm. The Cordon Count encompassed both 3 hour and 12 hour counts sites. Table 3 below shows the total counts for both 3 and 12 hour counts.

Across the 3 hour counts there were a total of 6,586 cyclists spread across the 20 locations. This represents a 24% decrease on 2011 observations, but a 335% increase on the 1998 baseline.

For the 12 hour sites, there were a total of 7,140 cyclists spread across the nine 12 hour locations. This represents a 16% increase on 2010 observations and counts are also higher for the three sites which were included in the 12 hour count in 1998.

Group B Spot and Screen Line Counts

The Group B Spot Counts were conducted on the 10th and 11th of April, 2011. In total, 1720 cyclists were observed at these counts between the times of 6.30 am and 9.30 pm. This result represents a slight decrease of 8% on 2010 results, but an overall increase of 285% since the baseline.

The Group B Screenline Counts were conducted on April 12th and 13th. In total there were 3,810 cyclists observed in the Group B screenline which represents an increase of 39% on 2010 results and a 319% increase on the 1999 baseline. Across both Group B Spot and Screenline Counts there were a total of 5,530 cyclists observed. This represents an increase of 20% on 2010 results and a 307% increase on the 1999 baseline. This is outlined in Table 6 below.

INTRODUCTION

Background

“Currently only one in four Western Australian adults are getting the minimum of thirty minutes of physical activity they need each day for good health”.

Bikewest as part of the Department of Transport is responsible for encouraging and facilitating community participation and engagement in cycling-related activities. As a part of this, The Perth Bicycle Network (PBN) plan defines a strategic network of bicycle routes through the Perth metropolitan area, and is being implemented by the Department of Transport (DOT) in conjunction with Main Roads Western Australia (MRWA) and metropolitan local government authorities.

The PBN essentially consists of Local Bicycle Routes (LBRs), which are mainly on quiet suburban streets; Principal Shared Paths (PSPs) on railway and freeway reserves; and Recreational Shared Paths, primarily around the Swan and Canning Rivers, along the west coast and a ‘City to Sea Greenway’ between Perth City and the coast. To assist in monitoring cycling participation and future funding requirements, user surveys have been undertaken annually since 1996 in order to assess the effectiveness of the PBN program on cycle usage. It is proposed to further develop the trend information by undertaking surveys of bicycle traffic numbers during 2011, 2012 and 2013.

The Perth Bicycle Network is part of the Bike Ahead: Bicycle Strategy for the 21st Centurywhich seeks to set

out the actions needed to enable the bicycle to play its role in ensuring that the people of Perth continue to have high levels of access to goods, services and activities without sacrificing the clean air and attractive environment which most people value in Perth.

Bike Ahead emphasises development of a network of cycle facilities which:  is Convenient, accessible and safe;

 is Comprehensive, providing access to most destinations for most cyclists;  establishes Connectivity; and

 has regional Coverage.

In 2011 the Department of Transport appointed Painted Dog Research for a three year contract to conduct this study – the Monitoring of the Perth Bicycle Network - as a follow-up to the previous Perth Bicycle Network (PBN) monitoring studies:

1. Collect Cyclist and Pedestrian count information on an annual basis using an established and rigorous methodology.

2. Analyse this data and compare to previous years' data.

3. Provide interpretation, advice and recommendations where relevant based on the outcomes of the data analyses.

Methodology

Definition and Coding of Sites and Locations

The project was divided into two parts: Group A and Group B sites. Group A included:

 Three spot counts;  Seven screenline counts;

 One cordon count of the Fremantle Central Business District (CBD);  One cordon count of the Perth CBD.

Research assistants were stationed at a total of 72 locations to collect the relevant data for Group A sites. Group B included:

 Four spot counts;  Eight screen line counts.

Research assistants were stationed at 36 locations to collect the relevant data for Group B.

A spot count consists of a data capture point at one site in isolation, whereas a screen line count consists of a series of data capture points, arranged so as to allow determination of whether the Perth Bicycle Network (PBN) route is being utilised or whether cyclists are using parallel routes.

A cordon count consists of data capture points located at major entry and exit points to the CBD so as to allow determination of the total number of cyclists entering and exiting the CBD area.

As was the case for the previous surveys, a simple coding system was utilised to identify the different locations at which the research assistants gathered data.

 Group A spot and screen line counts were prefixed with an ‘A’, followed by the site number and relevant letter for specific site locations (e.g. A4-B);

 Group B spot and screen line count sites were organised in the same way as Group A sites, except that Group B sites were prefixed with a ‘B’;

 The Fremantle cordon count was prefixed with an ‘F’, followed by a letter to discriminate between site locations (e.g. F-G). Perth cordon count sites were given a number from 1 – 20.

This year’s count was scheduled between April 4th and April 14th, 2011 and was 1 week later than the 2010 dates which brings them back in line with those for 2009.

All counts took place outside of school and public holidays. All counts were representative of the ‘normal working weekday’.

Two sites were rescheduled to account for personnel error and these are detailed within the report where relevant. These sites were re-surveyed on a parallel day the following week at the same time as originally scheduled.

Weather Conditions

The weather was mostly fine throughout the survey period and did not result in any sites being rescheduled. Weather conditions on each of the days of the survey are described below in Table 8. In accordance with the Bureau of Meteorology, weather for each day is recorded until 3.00 pm in each 24 hour period.

A team of experienced research assistants were deployed by a professional market research fieldwork service provider, West Coast Field Services, and their tasks included:

 Recording bicycle traffic and some pedestrian traffic at selected sites throughout the Perth Metropolitan area;

 Quality control of spot counts, screen line counts and cordon counts;

 Validation and checking of the collected data to minimise data collection errors;  Data entry.

The research assistants were deployed and monitored by a supervisor for each site or cordon and were instructed to display identification which explained the reason for their activity.

At each site, the research assistants were positioned at the locations as per the map and instructions supplied to them. Each research assistant recorded the number of bicycles and/or pedestrians in fifteen-minute blocks. This

17 | P a g e continued until the research assistant finished the shift or was relieved. Full instructions on how to count the sites were provided in the briefing notes to the research assistants and these notes can be found in Appendix II. Four of the Fremantle CBD cordon count locations and nine of the Perth CBD cordon count locations were 12 hour counts which were divided into 4 x 3 hour shifts.

None of the research assistants were permitted to work longer than 3 hours continuously. This was to avoid contamination of data through fatigue and boredom effects.

Data collection and survey forms

The data recording forms were updated slightly from previous years and were customised to each location’s unique characteristics including directions, measurement unit, time and date. Site specific information was also included in the work sheet as well as a photo map of the locations and the directions to be counted.

A sample count sheet is provided in Appendix III.

Site selection

Sites were the same Group A and Group B sites from previous monitoring. All sites were inspected by the Painted Dog Research field team before commencement of counts to ensure that there were no significant changes to the sites that would impact on the survey. As the Raine Square overpass is no longer operational, the count at site 9 in the Perth cordon count was excluded from the study this year.

Selection and training of research assistants

The research assistants were sourced from Painted Dog Research’s field partner West Coast Field Services. All personnel underwent a full face to face briefing prior to the commencement of the survey.

The briefing included:

 Instruction in the definition of bicycles:

o Any two or three wheeled cycle which was either ridden or pushed by a person past the observation point;

o Cycles that had motors attached or were carried on a vehicle were not to be included.  Specific instructions on site location;

 Directions in which the cyclists should be counted for spot and cordon counts;

 To arrive at their location early to obtain the best position available for monitoring traffic;  Information related to occupational health and safety considerations for this project;  The tools required for the researchers included:

o Timepieces; o Recording sheets; o Pencils and clipboards.

Group A Spot Counts

There were three Group A spot counts conducted on April 5th, 2011 including:  Site A1 Parliament House PSP;

 Site A2 LBR NE 15 Beechboro; and  Site A3 LBR SE 16 & 27 Bentley.

Site A1, Parliament House PSP

There were 522 cyclists counted using the Parliament House PSP in 2011. This is a significant increase of 500% on 2010, as well as a 691% increase on the 1998 baseline. Table 9 shows the count data for the site below.

The Fremantle CBD Cordon 3 Hour Count Sites included 14 locations as shown below and in Table 21 overleaf. In total, there were 502 cyclists counted entering and exiting the Fremantle CBD in 2011. This represents a 40% decrease on 2010 observations but a 45% increase on the 1998 baseline. Three sites did display an increase compared to 2010 including F-A, Beach, F-J, Brennan St, and F-K, South Tce, while the rest displayed a decrease in numbers.

As with previous years, the number of cyclists entering Fremantle was greater than those exiting the precinct by approximately 50% in 2011.

Figure 14 below shows the total counts for all sites and the percentage change between 2001 and 2010 results and 1998 baseline.

The Perth CBD Cordon Count was conducted on April 6th, 2011 between 6.30 am and 6.30 pm. The Cordon Count encompassed both 3 hour and 12 hour counts sites. This is shown below in Figure 15.

This year, Site 9, Station side entrance, was not counted due to construction obstructing the thoroughfare. The results of both the 3 hour counts and 12 hour counts are detailed in the next two sections.

This represents a 24% decrease on 2011 observations, but a 335% increase on the 1998 baseline. Sites 3, 5, 6, 8, 13a and b, 15, 17 and 18 displayed the most significant decreases of all the CBD count sites.

Consistent with previous years, there were a significantly greater number of cyclists observed travelling into the Perth CBD during the 6.30 am to 9.30 am time period.

Table 24 below outlines the 2011 cyclist observations compared with 2010 and the 1998 baseline. In 2011, there were a total of 7,140 cyclists spread across the nine 12 hour locations. This represents a 16% increase on 2010 observations and counts are also higher for the three sites which were included in the 12 hour count in 1998.

This year, the 12 hour counts in and out of the Perth CBD were almost equivalent.

As part of the Perth CBD cordon count, pedestrian counts were undertaken at six sites. Table 25 shows the pedestrian counts at these sites for 2011. The 2010 and 2003 counts are included for comparison purposes.

A total of 1,486 pedestrians were observed over the 12 hour period. This represents a 31% decrease on 2010 numbers and a 25% decrease on 2003 numbers. All sites counted in 2011 displayed a downward trend in the number of pedestrians except for Site 2b, Windan Bridge North, which remained the same as 2010 results.

Five spot counts were conducted in Group B. Four were conducted on April 11th, 2011 and one on April 10th. Group B spot counts are located at:

 B1 Mounts Bay Road;  B2 McCallum Park;  B3 West Leederville PSP;  B4 Alfred Cove, Melville; and  B13 Salvado Road Jolimont.

In total, there were 190 cyclists observed in 2011, as shown in Table 30 overleaf. This represents a decrease of 28% on 2010 results and a 116% increase on the 2000 baseline. Of those cyclists, the majority were travelling in an easterly direction.

There were a total of 122 pedestrians counted at this site, with the majority travelling in a southerly direction. This result is on par with the 2010 result, but still represents a significant increase (107%) on the 1999 baseline.
