Dear Interested Party:

THE CONNECTICUT HOUSING FINANCE AUTHORITY

REQUEST FOR QUALIFICATIONS

ENVIRONMENTAL CONSULTANT SERVICES

The Connecticut Housing Finance Authority ("CHFA") requests qualifications for Environmental Consultant Services from qualified consulting firms for the services described below. CHFA will not reimburse for any expenses incurred in connection with this RFQ including, but not limited to, the cost of preparing the initial response and any additional information requested or travel expenses relating to an oral presentation. Please be advised that responses will be considered property of CHFA.

OVERVIEW

CHFA, a body politic and corporate constituting a public instrumentality and political subdivision of the State of Connecticut, was created in 1969 and operates pursuant to Chapter 134 of the Connecticut General Statutes, as amended. Our purpose is to help alleviate the shortage of affordable housing for low- and moderate-income families and persons in Connecticut by providing both single family mortgages, financing for rental housing, and mortgages for the purchase, development, and construction of housing.

Since 1969, we have provided Home Mortgages to over 130,000 single family homebuyers. We have also provided financing for the construction and/or rehabilitation of over 40,000 rental housing units throughout the state.

SCOPE OF SERVICES

Respondents may submit their qualifications for one or more of the individual services indicated below:

 Review environmental reports to ensure reports and documents submitted by applicants and their environmental consultants meet CHFA Environmental/Hazardous Building Materials Review Guidelines, (which can be found on the CHFA Website (click here for Guidelines), and applicable federal, state, and local environmental laws and regulations.

o Environmental document(s) review may include but not be limited to the following reports:  Phase I, II, III Environmental Site Assessment Reports

 Hazardous Building Materials Survey Reports

 Remedial Action Plans, Soil-Groundwater Management Plans  Environmental Cost Estimates for Remediation or Abatement  Provide Environmental Field Observation, Monitoring & Oversight to ensure that:

 Environmental remediation and/or abatement work complies with applicable CHFA Guidelines, State and Federal Laws and Regulations, including but not limited to CT DPH, CT DEEP, HUD, EPA, and OSHA requirements.

 Duties and responsibilities may include:

 Attending project meetings; observe environmental abatement /site remediation progress and report outstanding issues or concerns to CHFA  Reviewing proposed change orders, requisitions pertaining to environmental

work, and confirming the work was completed per the contractor’s requisitions

 Communicating with the assigned CHFA staff member in writing, verbally and /or by email whenever necessary

 Prepare Environmental Reports:

 Visit and assess proposed sites and/or existing multifamily developments to observe environmental conditions

 Prepare environmental reports including Phase I, II , & III Environmental Site Assessments and/or Hazardous Building Materials Survey Report

 Prepare Environmental Cost Estimate Reports for multifamily developments and verify that cost estimates address environmental remediation and/or abatement requirements for environmental issues and compliance requirements

EVALUATION CRITERIA

Firms will be evaluated on the basis of their written responses to this RFQ, additional written information as requested by CHFA and oral interviews, if any, and the following criteria:

Environmental Experience of the Firm and number of years in practice Licensed Environmental Professional

Qualifications of personnel Multifamily housing experience Organization and approach

Knowledge about the Fair Housing Act Design and Construction Requirements REQUESTED INFORMATION

All firms must address the following issues and questions.

1. Provide a brief description of your firm, its history and main areas of business. Describe any significant changes in the organization of your firm in the last five (5) years. Indicate the total number of environmental professionals and the number available to CHFA.

2. Describe your presence in Connecticut, if any. This may include information on the number of offices your firm maintains in Connecticut, the location of such offices, the number of Connecticut residents employed in those offices, payroll and corporate taxes paid in Connecticut, etc. Also, include any participation by your firm in any civic or other non-profit activities, including any charitable contributions that your firm made in Connecticut. Provide a summary of the key strengths and qualifications of the firm in providing

Environmental Consulting Services as indicated under the Scope of Services above.

3. Provide a brief summary of the individual environmental professionals who would be assigned to work with CHFA. Please indicate their probable areas of responsibility and the percentage of their time which would be available to assist CHFA. Provide CT Licenses and Resumes of each Principal and each staff member to be assigned.

4. Provide the hourly rates or range of rates of the individual environmental professionals identified above. If your firm has discounted rates for quasi-government agencies such as, CHFA, those rates should be

identified. Please indicate how long these rates would be effective.

a. Identify any fee structures, other than hourly rates, that would be acceptable to your firm. Discuss the benefit to CHFA of such arrangements and any limitations thereon.

5. Provide the rate or range of rates at which ancillary services would be billed, if any, including: a. licensed professionals, technical, administrative/assistants (hourly rate)

b. word processing (hourly rate) c. copying (per page)

6. Provide, in tabular form, information on the employee composition of your firm indicating the total number of employees, as well as the total number and percentages of minorities and women employed, and their titles.

7. Please describe your firm's equal employment opportunity, and affirmative action policy. 8. Provide current documentation regarding your firm's professional liability insurance.

9. Disclose any material assignments, relationships, or other employment that your firm, or any employee of your firm has with any financial advisory firms, investment banks or law firms, governmental entities, institutional or private mortgage lenders, builders, developers or general contractors, or other persons or entities that may create a conflict of interest or the appearance of a conflict of interest in serving as a consultant to CHFA.

Discuss any measures that are either in place at your firm or would be taken to identify, disclose and resolve any possible conflicts of interest.

10. Discuss any pending investigations by the United States Environmental Protection Agency, the Internal Revenue Service, the Attorney General or any other regulatory body or court (local, state or federal) regarding the conduct of your firm, the firm's management or any individuals assigned to work with CHFA which might affect your ability to deliver consulting services described in this RFQ. Discuss any such investigation that has occurred during the past two years.

11. Describe your firm's knowledge of and past experience with CHFA.

12. Does your firm represent institutional or private mortgage lenders, builders, developers, or general contractors? If so, please explain.

13. Please provide as references, a minimum of three clients for whom your firm has performed similar and substantial services. Please include the name of the person to contact and his or her phone number. Your inclusion of this information will constitute permission for CHFA to contact the references provided as it determines necessary.

14. Please disclose any payment of third party fees and/or agreements to pay third party fees your firm has made in an effort to provide services to CHFA. Additionally, please explain how said payments and/or agreements fall within one or more of the exceptions to the ban on finder's fees as more fully set forth in section 3-131 of the Connecticut General Statutes.

Please disclose any and all contracts evidencing the terms of the fee arrangement and services.

Note: If a firm seeking to provide services fails to establish that a third party payment and/or agreement to pay a third party falls within one or more of the exceptions enumerated in Section 3-131, then it will have failed to meet the minimum qualifications to provide services to CHFA.

During the contract term for services provided to CHFA, a provider of services has a continuing duty to disclose third party fees, in writing, within sixty (60) days upon any change to a prior disclosure.

SUBMISSION OF RESPONSES

The following requirements must be observed in the preparation and submission of a proposal:

1. All inquiries should be directed to Jennifer Landau, Manager, Architectural Design, Environmental and Construction Services. Firms submitting a proposal should not contact members of the Board of Directors or other staff of CHFA. Any other ex parte communication regarding this RFQ is NOT permitted and may be grounds for elimination.

2. One (1) copy of your qualifications must be delivered to CHFA, 999 West Street,

Rocky Hill, CT 06067-4005 ATTN: Jennifer Landau, by Friday, January 9, 2015, no later than 4:00 p.m. Faxed or electronic (e-mail) responses will not be considered. Qualifications received after the submission deadline date and time may result in the CHFA's rejection of the proposal. 3. Submission/Responses must include of the following.

Key Project Staff to be Assigned 4. A cover letter signed by an individual authorized to enter into an agreement with CHFA on behalf of the

firm which shall specify each category for which a proposal is being submitted.

5. Selected firms must comply with all state and federal laws applicable to CHFA including, but not limited to, ethics requirements, laws, procedures and regulations, and must execute and submit with your proposal submission the attached certification regarding Connecticut General Statute (CGS) 4-250 and §4-252a. Firms must execute the attached statutory provisions, certifications and affidavits if selected to contract with CHFA.

CHFA reserves the right to:

a. Reject any and all qualifications received in response to this request; b. Negotiate the fees contained in any proposal;

c. Waive or modify any irregularities in proposals received;

d. Award contracts for consulting services in any manner necessary to serve the best interest of CHFA and the state of Connecticut, without obligation to accept qualifications based upon the lowest fee schedule; and

e. Request additional information or clarification as determined necessary or request some or all firms responding to make oral presentations.

CHFA will designate one or more approved firms. Designation of a firm does not guarantee a firm any percentage or other allocation of business from CHFA. CHFA will allocate its business to approved firms as determined necessary and appropriate and in accordance with statutory requirements for minority

participation as applicable including, but not limited to, the provisions of Connecticut General Statutes Section 4a-60g et. seq. regarding set aside programs for small contractors and minority business enterprises. Each approved firm will execute a contract satisfactory to CHFA and will agree that it will comply with the provisions of Connecticut General Statutes applicable to contracts with CHFA including, but not limited to, nondiscrimination and affirmative action provisions. Additional firms may be engaged from time to time as CHFA's needs require. Failure to perform to the satisfaction of CHFA will result in revocation of CHFA's approval.
