Methodological Explanations

Brief Description of the Survey

The purpose of the quarterly and annual surveys is to monitor trends in public electronic communications services, primarily voice services and data services. Annually also data on operators, infrastructure, employment, income and investment in the field of electronic communications are collected.

Legal Basis for the Survey

The surveys are carried out on the basis of the National Statistics Act (OJ RS, No. 45/1995 and No. 9/2001) and the Annual Programme of Statistical Surveys for 2014 (OJ RS, No. 97/2013).

Observation Units

Observation units are active network operators, contractors and service providers of electronic communications (hereinafter operators). These are business entities that are classified according to NACE 2008 in Section 61 Telecommunications (previous Classification of Activities 2002: 64.2 - Telecommunications) and are also enrolled in the Register of Operators at the Agency of Communications and Services of the Republic of Slovenia (hereinafter AKOS).

Coverage

Data relating to electronic communications services cover all active units that perform the observed activity and are according to the Electronic Communications Act (OJ RS, No. 13/2007) registered in the official register of operators. Coverage is full.

Key Variables

In both surveys several variables are monitored, the five key ones are: - fixed telephone connections,

- mobile network users, - SMS messages sent,

- outgoing traffic from the mobile network, - outgoing traffic from the fixed network.

Key Statistics

In both surveys several statistics are published, the five key ones are: - the number of fixed telephone connections,

- the number of mobile network users, - number of SMS messages sent,

- duration of outgoing traffic from the mobile network (in 1,000 min), - duration of outgoing traffic from the fixed network (in 1,000 min).

Questionnaire

The AKOS questionnaire in electronic form is designed for reporting units to be completed via the portal https://partner.akos-rs.si. According to AKOS the quarterly and annual questionnaires are too large to be published on paper, and they are also quarterly or annually submitted to rather large changes.

Relevance

1.1 Rate of Unavailable Statistics

The rate of unavailable statistics is 0, all the required statistics are calculated.

Accuracy

2.1 Sampling Errors

2.1.1 Sampling Error

Surveys are not conducted on the basis of a random sample, so the estimates do not contain sampling errors.

2.2 Coverage Bias

Surveys are conducted by full coverage of units, so there is no bias due to coverage.

2.3 Non-Sampling Errors

2.3.1 Non-Response Errors 2.3.1.1 Unit Non-Response Rate

SURS does not have direct contact with reporting units, because data collection is the responsibility of AKOS. AKOS estimates the unit non-response rate is 5%. The unit non-response rate is the highest for smaller cable operators.

SURS does not have direct contact with reporting units, because data collection is the responsibility of AKOS. AKOS estimates the item non-response rate is 5%.

2.3.1.3 Imputation Rate

In these surveys SURS does not perform imputation of missing data. This is done by AKOS. If the reporting unit fails to transmit the data in time, the data for the previous quarter are imputed and are subsequently revised when the reporting unit reports the requested data.

2.3.3 Measurement Errors 2.3.3.1 Editing Rate

The accurate evidence of corrections is recorded, however the editing rate is not calculated. However, we estimate that the editing rate on both sides (AKOS and SURS) was much lower than in the year 2013.

2.3.4 Rate of the Coherence of Data Sources

Most results of the quarterly and annual surveys are coherent, but the results which were revised retroactively differ.

4.2 Clarity

4.2.1 Results Presented

The results are presented in tables and charts followed by a comment. In the SI-STAT Database the absolute numbers are published. In the tables and charts of the First Release the data are presented in absolute numbers and indices, in the comment shares are calculated, as well.

4.2.2 Level (Detail) of Presentation

Results are presented for Slovenia in total, by the different variables, and separately for private and business users.

Comparability

5.1 Comparability over Time

5.1.1 Length of Comparable Time Series

Data on electronic communication services were up to and including 2006 quarterly collected from operators and providers of these services with the statistical questionnaires KO-TEL/ČL and KO-TEL/L, but since 2007 we have obtained them from the Post and Electronic Communications Agency (AKOS). It collects them with its quarterly and annual questionnaires on the development of the electronic

communications market for its needs.

The Length of Comparable Time Series indicator (C2) is 20 (5 years x 4 quarters). 5.1.2 Breaks in Time Series

The transition to the takeover of data from administrative source in 2007 caused a break in the time series. Time series data have not been retroactively recalculated.

5.2 Geographical Comparability

5.2.1 Comparability with Other Members of the European Statistical System

According to Article 126 of the Electronic Communications Act, AKOS is obliged to report data to the European Commission. Member States of the European Union have a common methodology for data reporting prescribed by the European Commission (which gives all definitions). The European Commission coordinates the method and content of reporting with representatives of regulators at the meetings. Other institutions complete their questionnaires with their definitions. If definitions (of the institutions and of the regulator) are not consistent, regulators report data accompanied with explanations. International annual (and not quarterly) results are available on the Eurostat website: http://ec.europa.eu/eurostat/data/database, but not up to date (delay in the publishing of three years).

5.3 Seasonal Adjustment

In both surveys the results are not seasonally adjusted.

Coherence

6.1 Coherence between Provisional and Final Data

6.1.1 Coherence between Provisional and Final Data

We don't publish provisional results. We publish only final results, which need to be occasionally revised due to corrections made by reporting units and AKOS.

6.2 Coherence with the Results of the Reference Survey

6.2.1 Reference Survey

Sources for comparison and compared variables:

We compared all the results from the quarterly KO-TEL/ČL survey with the annual results from the KO-TEL/L survey.

We compared the results published in AKOS's Quarterly Reports on Development of the Electronic Communications Market and in Annual Reports, as well.

We compared the results from the KO-TEL/L survey on the number of employees, the value of turnover and investments in electronic communication services with the results from the surveys on active population and from the structural business statistics.

6.2.2 Coherence with Reference Data

All the results from the quarterly KO-TEL/ČL survey are fully coherent with the results from the annual KO-TEL/L survey.

The results from AKOS's Quarterly Reports on Development of the Electronic Communications Market and from Annual Reports are coherent, as well. There are differences in the publication of quarterly results between SURS and AKOS because AKOS does not publish absolute numbers but calculates shares and market shares of operators. AKOS shows the results with the penetration of the population / households. Annual results from the KO-TEL/L survey on the number of employees are not coherent with the results from the surveys on active population and from the structural business statistics from the Statistical Register of Employment (SRDAP). The same is true for the results of the value of turnover and investments in electronic communication services compared to the results from the structural business statistics. The resources are namely not fully comparable due to methodological differences.

The burden of SURS is zero, because SURS receives the data from AKOS, which also collects the data for itself.
