1 Introduction
The acronym of the SENDI project is “Special Educational Needs and Disability Inclusion”. Below the aims, consortium, outcomes, results and objectives etc. are described point wise; Overall Goal:
Providing an international standard for certificating vocational learning of those with SEN, especially disabled learners
Aims:
Transfer innovative methods and technologies for low cost certification that provides progression routes to EQF
Transfer greater understanding of the design and methods for assessing competence based qualifications structured in units of learning outcomes
Test and evaluate the attractiveness of outcome based qualifications for learners with SEN concerning the following vocational subjects: Cleanroom processing, Order picking, Facility services, Catering, Working safe / Safety on the work floor, Packaging, Green jobs, Cutting & Construction.
Support progression to the EQF with a VET e-learning programme for SEN based on ECVET principles
Lower barriers to formal qualifications for SEN, especially those with disabilities Consortium:
ES (AGIFODENT), UK (ASDAN), NL (PRO WORK), BE (WORKABILITY EUROPE), BG (NATIONAL TRAINING CENTRE), CZ (EUROFACE CONSULTING S.R.O), UK (THE LEARNING MACHINE)
Outcomes:
The project will support the establishment of P-scale certification as a transnational provision, on the same footing as mainstream EQF qualifications.
Key Objectives:
1. Provide a focus on transparency of competences under pinning grades that are easy to read and compare
2. Support credit accumulation and transfer for pre-vocational and vocational learning 3. Scope the extent to which an SEN certification framework can be matched to underpin
the EQF
4. Support personal development through increased take up to certification, lowering barriers to entry to mainstream EQF referenced qualifications for at risk groups
5. Enable a more competitive and dynamic knowledge based economy through furthering inclusion
6. Enable the set up of new service led businesses that can support the ongoing development of certification of learners with SEN
Key Performance Indicators:
Market research report incl. partner national frameworks of certification related to SEN Vocational certification framework relevant to P-scale work in the UK linked to EQF Innovative support for administration using the Web based technologies
Assessor guide to inclusion and equality of opportunity SEN 750 certificates awarded target group people
2 Project plan
To ensure an effective and efficient project progress working groups are composed. These groups are active in different phases and the staffing will be based on the required expertise, which the partners present. The project management will be Agifodent (as lead partner), responsible for the direct control of the working groups, the progress of the work, the working groups and to monitor activity level.
3 Project Organisation
WP1 Management Coordination and financial control Work package aims:
To provide overall co-ordination of the project, ensure that work package outcomes are delivered to budget and ensure effective and efficient overall financial management.
Description of activities:
Co-ordination of the Work Packages and supporting partners in achieving their goals using PRINCE 2 management principles covering 4 phases each lasting 6 months.
Phase 1
o Start up meeting of partners, establish Project Board and Project Office with appropriate communication channels and software management systems.
o Set up financial systems and expectations of partners, gathering information, providing support and remedial training to partners where necessary, start compiling documentary evidence from business, user and specialist perspectives.
o Provide end of phase interim report including financial summary with recommendations for action to Project Board.
o Ensure cash flow is on schedule. Make adjustments as necessary within financial rules. o Liaison with SEN schools and networks.
Phase 2
o Act on recommendations from interim reports approved by Project Board.
o Financial control and audit including independent monitoring to ensure good value for money.
o Continue to provide general professional support related to the innovation being transferred.
o Provide tech support as required.
o Continue to gather information and present interim report to the Project Board. o Ensure budget cash flow is accurate for the year end.
o Continue liaison through target group- and SEN networks and training- & support providers to support valorisation
Phase 3
o Ensure project deliverables are on target particularly the support for sustaining centres post-funding.
o Report to Project Board Phase 4

Description of activities:
o Training meeting to provide 2 days of hands on training followed up by on-line support. o Develop on-line training resources so that there is a reference for assessor trainers and
the medium through which further assessors can be trained inexpensively.

WP3 E -Learning Support Work package aims:
To provide a comprehensive set of on-line e-learning support materials for SEN learners, in the following vocational subjects: Cleanroom processing, Order picking, Facility services, Catering, Working safe / Safety on the work floor, Packaging, Green jobs, Cutting & Construction. The aim is to enable self-supported study by linking the support materials to the assessment criteria.
Description of activities:
o A combination of on-line interactive learning objects and documented guides for teachers and learners, accessible through standards compliant web browser.
o P-scales in Cleanroom processing, Order picking, Facilitary services, Catering, Working safe / Safety on the work floor, Packaging, Green jobs, Cutting & Construction.

WP5 Quality Assurance Work package aims:
To provide quality assurance and consistency across the new assessors and to ensure that the material outcomes of the project are of the highest quality and offer best value for money.
Description of activities:
o Draw up evaluation criteria, monitor the development of resources
o Design data collection instruments and visit partners to sample implementation and ensure consistency.
o Support partners with moderation and verification associated with certification through evaluation and feedback.
o Provide quality assurance procedures for tests and sample marking in certification trials. o Observe the assessment for learning process and comment critically on effects on
learner motivation.
o Collect data on user views.
o Co-operate with all other work package managers to inform development from the evidence of evaluation.
o Prepare bi-annual reports on progress from professional specialist and user points of view.

WP6 Certification Trails Work package aims:
To carry out market research including current state of national frameworks. Trial the new certification to inform development with a specific view to lowering barriers to entry. To ensure all significant materials are supported in all 5 partner languages and that local cultural differences are taken into account where appropriate.
Description of activities:
o Draw up market research instruments for each country.
o Liaison with local special educational needs groups to provide models for partners. o Liaison with assessors once trained and coordination of certification trial in each partner
country.
o Gather data and produce feedback and evaluation reports. Cross-reference with QA WP5 and independent subcontracted monitor.

To ensure that the project and its outcomes have the widest possible audience and to ensure sustainability through increasing take up beyond the end of the project.
Description of activities:
oLiaison with Euro MPs of project members via local contacts.
oProvide support for developing other PR channels eg through social networks and mailing lists.
oDevelop strategy for dissemination through national SEN and EU Open Source networks.
oBuild relationships with national training providers. oProduction of a project brochure and publicity flyers. oProduction of press releases.
oCoordination and management of project presence at 3 exhibitions or events likely to attract educators, end users or their representatives who will take up the certification. oContribute to increasing the web site search engine ranking.
oLiaison with INGOT project to use work on establishing centres.
